Police rules amended for
direct recruitment
Chandigarh, June 23 The direct recruitment will become operative after the amendment to the Punjab Police Rules, 1934, as applicable to the state of Haryana. After the amendment to be called Punjab Police (Amendment) Rules, 2007 comes into force, besides the 10 per cent posts of inspectors to be filled by direct recruitment, an additional 3 per cent posts will be filled by direct recruitment of outstanding sportspersons. Rule 12, subsection 3 of the Punjab Police Rules, 1934 has been replaced with an amendment whereby sportspersons (both men and women) will benefit. These sportspersons should be Arjun awardees, winners of gold, silver or bronze medals at the Olympics, gold medal winners at the Commonwealth Games or Asian Games. There is a rider that says that the sportspersons must play and win in a game for which competition is held at the Olympics. In case of sub-inspectors to be recruited into the Haryana Police, according to sources in the State Home Department, the number would touch 50 per cent. The amended rules would provide for direct recruitment of up to 47 per cent. In addition there will be another 3 per cent direct recruitment for sportspersons from among outstanding sportsmen and sportswomen. To be eligible for direct recruitment as a sub-inspector, a sportsperson should have been an Arjun Award recipient, or have won a medal at the Olympics, Commonwealth or Asian games or be a winner of a Gold Medal in an Asian Championship conducted by a recognised international/national federation or a gold medal winner at a national championship. Haryana currently has strength of 284-gazetted officers, 424 inspectors and 1,552 sub-inspectors. Almost all police stations are headed by an inspector level officer and in some rare cases by a sub-inspector. It is pertinent to mention that the Punjab Police Rules framed in 1934 still govern the police organisations in the north Indian states of Punjab, Himachal Pradesh, Delhi, Chandigarh and Haryana. These states have from time to time modified/amended these rules to suit the policies of their respective governments. Haryana was carved out of Punjab on November 1, 1966. After division of the police force, the Haryana Police at that time had strength of 12,165 personnel deployed under one police range in six districts. Currently Haryana is divided into four police ranges spread over 21 districts and has strength of 46,243. |

No land acquired for SEZ: Vidrohi
Kaithal, June 23 He said Kuldip Bishnoi, MP, and former chief minister Om Parkash Chautala were misguiding the people on this issue to get political benefit but people would thwart their designs. Vidrohi said the matter relating to purchase and sale of land for SEZ was between farmers and industrial houses and tha the government had no role to play. Vidrohi took to task Kuldip Bishnoi to task for making frivolous charges against the present state government and said that if Kuldip had found fault with the policies of the Congress, why had he not resigned from the party . He said that Kuldip had been talking about floating a new political party yet he himself and his father former chief minister Bhajan Lal continued to be in the Congress. Criticising Chautala , Vidrohi said Chautala after losing power had again started shedding crocodile tears for the farmers but when he was in power he did not do anything constructive for them . On the other hand Chief minister Bhupinder Singh Hooda waived outstanding power bills of farmers to the tune of Rs 1600 crore without any prior commitment . He said the government had also announced to waive amount of surcharge on outstanding water bills and house tax arrears if the same was cleared before June 30. The government had also given employment to family members of those killed during farmers’ agitations in the past. At present power was being purchased from other states to make it available to the consumers but from next November the state will start generating additional power and during the next few years there will be no power shortage. Yamuna Nagar thermal power station will generate 600 mw power by February, 2008. |

Girls outsmart boys in KU exams
Kurukshetra, June 23 According to the university results, out of the top 10 students of BA III year merit list, nine places have been captured by the girls. Only one boy, Shiv of Government College, Panchkula, has managed to secure seventh position in the list. Similarly, in the B.Com III year merit list the top nine positions have been grabbed by girls, leaving the fifth position for Gaurav Gupta of SD College, Ambala Cantt. According to university sources, in the merit list of BA III year, the first, second and seventh positions were held by the girls of Dayanand Mahila Mahavidyalaya, Kurukshetra. Deepika and Neha of the school held the top two positions. In B.Com III year merit list, the top position has been grabbed by Ramneek Kaur of Maharaja Aggarsain College, Jagadhri (Yamunanagar) and the second position has been held by Gagandeep Kaur of Arya Kanya Vidyalaya, Shahbad (Kurukshetra). The most common thing among most of the merit list holders was that all of them had opted for marks-securing subjects like mathematics, psychology, physical education and even Sanskrit. All three merit list holders of DMM, Kurukshetra, had opted for Sanskrit and got 95 to 99 marks out of 100. Sanskrit may be of no use in the world of IT, but it has given us merit like mathematics”, quipped Deepika who opted for Sanskrit and Maths only to top the university merit-list. — UNI |
Commissioner’s post lying vacant
Chandigarh, June 23 Hisar division includes Sirsa district, which has been thrown into throes of tension and media attention as a result of incidents related to Sikh clergy’s indignation roused by the leader of a religious group. Divisional commissioner of Rohtak N.C. Wadhwa is having the additional charge of Hisar division. Wadhwa was visible when the Dera Sacha Sauda and Sikh clergy row was threatening to degenerate into clashes. But the bureaucracy is quick to point out the lapse, with regard to the absence of a proper divisional commissioner of Hisar for helping the deputy commissioner of Sirsa, to pinpoint the chief minister’s alleged proclivity for indecisiveness. Importantly, the state government had made an arrangement for the Hisar division when the last incumbent retired from service in April, but the person sought to be posted at Hisar was reluctant to come. The search for another incumbent, it seems, was then postponed indefinitely. It was also learnt that three officers had landed up in Haryana after completing their terms with the Central government. None of them have been offered a posting as yet even though all three of them are here for quite a while now. Retirement of two officers is due this month and the anticipated administrative reshuffle, it is being expected, will take place after the retirements. |

Gang of thieves busted
Kaithal, June 23 Giving this information to mediapersons here this evening , SP Rajinder Singh said after interrogation all three were produced in the court which sent the two in judicial custody while the third was sent on police. Elaborating further the SP said some unknown persons broke into the house of Satish Tandon when he went to attend a jagran on April 24 night . The police after intensive investigation cracked the case and arrested Surinder Jhinwar of Subhash Nagar and Anil Kumar Verma of Partap Gate on June 18. After getting police remand from the court Rs 1 lakh and some pieces of jewellery were recovered from the accused . They also disclosed the name of their third accomplice Subhash Jhinwar of Odanwali Gamri. After arresting Subhash, the police also cracked another case in which the members of this gang had stolen jewellery and other articles from the house of Hemant Kumar on the intervening night of June 3 and 4 . The police has also recovered the stolen property. Elsewhere the cheeka police has recovered a tractor-trailer valued at Rs 1. 5 lakh which was stolen on June 4 . The police has arrested Gurjant Singh, resident of dera Kamalpura, falling under Samana sadar police station in Punjab. During police remand stolen property was recovered from Punjab and the accused was sent in judicial custody on orders of the court. |
30 cases of unfair means reported
Sirsa, June 23 A total of 99515 students of the University Centre for the Distance Learning ((UCDL) have been appearing in the M.Phil and postgraduate exams at 20 centres in various districts-Sirsa, Rohtak, Bhiwani, Kurukshetra, Gurgaon, Karnal, Ambala and Fatehabad, said the joint director (UCDL), J.N Sharma, here today. Giving details, he said the university was determined to conduct exams in a smooth and fair manner and had constituted a dozen flying squads for the purpose. The appropriate action would be taken against all those students caught using unfair means. For the first time we have also appointed three city managers for the examinations, he added. |
One more chain snatched
Ambala, June 23 According to information, Dinesh Kumari, a resident of Kanshi Nagar, was walking on the circular road when the youths suddenly snatched her chain and fled. The police has registered a case against the unknown robbers. This is the second such incident that has taken place this week. Three days ago, two youths snatched a woman’s purse containing a mobile phone and Rs 3,000 cash. |

50 buffaloes rescued from truck
Ambala, June 23 The police has registered a case under the Animal Cruelty Act against the four persons from Punjab who were in the truck. According to sources, the truck carrying the buffalos was going to Saharanpur in Uttar Pradesh. The police got a tip-off and stopped the truck near Ran Bagh in Ambala Cantonment. It is to be mentioned that a large number of cattle from Punjab are supplied to slaughter houses in Uttar Pardesh. |

Anganwari workers’ strike on July 10
Yamunanagar, June 23 Bina Dhiman, a leader of the association, while addressing a meeting of the association here today said workers and helpers were forced to do more work. Various leaders, who spoke on the occasion, said the promises made by the Prime Minister to the anganwari workers on May 7 have not been implemented yet. The leaders also said anganwaris should not be handed over to panchayats. The workers and helpers will gather at the Yamunanagar bus stand and then will take out a protest march on July 10. State secretary of Sarv Karmchari Sangh Nanak Chand demanded that services of anganwari workers and helpers should be regularised |
Clarification
Chandigarh, June 23 "Though it is a fact that these letters were not placed on the plot file, it is rather a matter of departmental investigation as to who and for what reasons they were deliberately misplaced," he has asserted. The Estate Officer has added: "But the fact that I misled higher authorities in concealing these letters is motivated and solely purported to tarnish my image and to obfuscate the real issue. It is intended to help the real culprits". He has claimed that the letters were "very much a part of the head office files" and were sent to his office. As such, even the "question of concealing the facts could not arise".
