State to file fresh charges against former DGP Malik
Chandigarh, June 22 The last charge led to Malik’s suspension from service shortly before his retirement. An inquiry commission set up by the government also upheld the findings. The fresh charges against Malik include recruitment of two women as constables in the police under the quota of sportspersons. The women constables had both crossed the age bar for recruitment when they were inducted in the force. The approval of the state government was also reportedly not obtained while recruiting these constables by relaxing the norms. More than one policemen facing action on disciplinary grounds were also rehabilitated in the force allegedly in contravention of the procedures during Malik’s tenure as the DGP. Charges have been framed against Malik on this alleged anomaly as well. It is learnt that the government has assigned Dharam Vir, a senior IAS officer, who is holding the post of principal secretary, PWD (B&R), the job of inquiry officer to probe the multiple charges against the former DGP. Earlier, the government had appointed S.P. Sharma, agriculture secretary, as the inquiry officer after Malik had objected to the appointment of Promilla Issar as inquiry officer on the ground that as home secretary she had objected to the raising of the HSISF by the INLD government and had made deposition before the commission of inquiry set up to probe the raising of the HSISF. Sharma requested the government to spare him the responsibility since Malik was a batch mate of him in the academy. This led the government to give the job of inquiry officer to Dharam Vir. While Issar and later Sharma were asked to conduct inquiry into Malik’s role in the raising of the HSISF only, Dharam Vir will have the additional responsibility of looking also into the fresh charges against Malik. The probe against Malik with regard to the raising of the HSISF was originally conducted by the then DGP Nirmal Singh. Malik was put under suspension on the basis of the preliminary report given by Nirmal Singh. |
Govt gears up to tackle vector-borne diseases
Chandigarh, June 22 While three cases of dengue have been reported from Gurgaon, two from Faridabad. Last year, Faridabad district had 301 cases followed by Gurgaon with 206 cases. Hisar and Panchkula also reported 65 and 54 cases, respectively, and other districts reported less than 20 cases. In fact, the mosquito responsible for dengue, ‘Aedes aegypti’, breeds in standing water and rests indoors at dark places, informed Veena Chugh, director (malaria). The vector bites in the day only and remain dormant in the nights, added Chugh. A meeting of the state-level malaria working committee was convened by financial commissioner and principle secretary, health, Urvashi Gulati where commissioner, Gurgaon, Avtar Singh was a special invitee. Engineer-in-chief, HUDA, K.K. Bhugra, superintendent engineer, Urban Local Bodies, officials from forest, agriculture and irrigation departments attended the meeting. The officials from the Postal Department were also invited to negotiate the public awareness plan by printing logo on the postal stationery. Director, panchayat, discussed the laying pre-cast drains in the villages so that water does not stagnate. The director, Urban Local Bodies, Haryana, has issued instructions to the commissioner, Municipal Corporation, Faridabad, and all other executive officers and secretaries of the municipal councils and committees to cooperate with the health authorities in controlling the mosquito breeding by promoting public awareness. Officials directed to clean stagnate water potholes, drains, nullahs, and road berms and asked the public to avoid the storage of water in coolers, abandoned tyres and unused containers so that mosquito breeding is avoided. The Urban Local Bodies Department has decided to empower its officials to impose a penalty on the person or institute violating the bylaws for the control of vector-borne diseases. Earlier, these officials could only inspect the premises and report to the concerned agencies for taking the appropriate action against the offender. |

four-laning Chandigarh, June 22 Even as the acquisition of about 83 acres of land in 22 villages of Punjab for the ambitious project poses its share of problems, farmers and other affected persons, whose land is being acquired for the project, are up in arms against the authorities on the compensation issue. The compensation amount, which reportedly varies from Rs 5 lakh to Rs 1.5 crore per acre depending upon the collectorate rate and location, seems to be peanuts as compared to the prevailing markets rates in the wake of the real estate boom on Chandigarh’ periphery. And justifiably the affected persons are crying hoarse over the raw deal being meted out to them. Surinder Singh Virdi, managing director, Anaesthetic Gases Private Limited, Gholu Majra, near Dera Bassi, is one of the harassed persons whose 12 biswas of land had been acquired for the project. To his utter surprise, he had been awarded a ‘meagre’ compensation of Rs 3.49 lakh. And there was no compensation for the acquisition of a deep tubewell installed at a cost of about Rs 4 lakh, Virdi alleged. In fact, Virdi has now shot off a letter to Punjab cooperation minister and Banur MLA, Capt Kanwaljit Singh, to intervene in the matter in the ‘interest of justice’. Capt Kanwaljit has been a votary of ‘handsome compensation’ to affected persons, whose land has been acquired for government projects. Earlier, the four-laning project, which includes the construction of a flyover at Zirakpur, had hit several roadblocks with shopkeepers of Zirakpur and Dera Bassi resenting the demolition of their shops. Meanwhile, official sources claimed that the compensation had been paid as per rules and regulations. The farmers and other affected persons were given adequate time to file objections at the time of the start of the acquisition process. Since the project was being executed in national interest the affected persons should cooperate with the authorities concerned to complete the project within the stipulated time. The deadline is November 2008. The general public ultimately stood to benefit from the project, a senior Punjab Government functionary added. |

Now, free CFLs for BPL families
Rohtak, June 22 A spokesman for the nigam said today that the nigam targeted to release 49,198 connections free of cost to BPL people of Karnal, Panipat, Rohtak and Sonipat districts by August 15 for which the scheme had been sanctioned by the government of India under the Rajiv Gandhi Grameen Vidyutikaran Yojna. He said the nigam had decided to make the use of CFLs/energy-efficient lighting appliances mandatory in place of conventional lamps. It has also been decided that the prospective consumers would submit the warranty cards/copy of bills of CFLs/energy-efficient lighting appliances purchased by them before the issue of service connection order for the release of new connections. The nigam has planned to release more than 1.10 lakh domestic connections free of cost to the people living below poverty line during the current year. The scheme for Panchkula, Ambala, Yamunanagar, Kurukshetra, Kaithal, Jind and Jhajjar districts is under process and likely to be sanctioned by the Rural Electrification Corporation. The nigam would also launch a campaign to educate consumers for using the electrical gadgets recommended by the Bureau of Energy Efficiency for energy conservation. |

Security for dera chief reviewed
Sirsa, June 22 The IG along with SP Vikas Arora held a meeting with the management of the dera to discuss various security aspects related to the chief. The state government has recommended Z plus security to the dera chief keeping in view the possible threat to his life. “We have checked the security arrangements. It is the responsibility of the state to provide security to the dera chief,” said
Mishra. The dera chief assured the peace committee members that dera followers would make all possible efforts to maintain peace. |

Vacate shops in gurdwaras, ‘premis’ told
Fatehabad, June 22 The Shri Guru Granth Sahib Satkar Sabha, Haryana, told all dera followers to vacate shops on the premises of gurdwaras. Talking to mediapersons at Rattia, Sukhwinder Singh, president of the sabha, said legal notices for vacating the shops would be issued to all followers of the dera. Meanwhile, a local court today reserved its decision on the application of anticipatory bail filed by eight followers of the dera. The dera followers had moved an application of anticipatory bail in the court of additional district and sessions judge J.S. Dahiya. The police had booked 169 dera followers in connection with stoning of the gurdwara. The court, after listening the arguments, reserved its judgment till tomorrow. Later, a deputation of the Sikhs and the dera met the deputy commissioner O.P. Sheoran and SP Saurabh Singh to present memoranda. |
Threat to jail inmate: Probe ordered
Karnal, June 22 The official will look into the allegations made by the family of an inmate, who had levelled allegations against jail officials, posing a threat to the life of Rajbir Singh. Rajbir Singh is currently undergoing life imprisonment in a murder case. Following a dispute, Rajbir had murdered his classmate in 1992 at a school in Panipat. Confirming this to The Tribune, DSP (headquarters) Surinder Singh Bhoria said the statement of Harpal Singh of Siwah village in Panipat was recorded today. The DSP revealed that the inquiry was started following orders by the district magistrate. Bhoria said soon he would visit the jail to record Rajbir’s statement. Harpal had alleged that jail officials were harassing his brother Rajbir and were trying to frame fabricated cases against him. Pleading fair probe in the functioning of the Karnal jail, he had written to several authorities, including the National Human Rights Commissions; the CJM, Karnal; the CM, Haryana; the DGP; and the district magistrate. |

Rewari, June 22 Sanjay boarded a New Delhi-bound train from Jaipur on Wednesday evening. It could not be ascertained that how he fell off the train and then run over by it. The police has treated it as a case of accidental death and registered a case under Section 174 of the Cr PC. |
Robbery at petrol station
Ambala, June 22 The incident took place at Raj and Co. petrol station located near Baldev Nagar. Around 5 am, three men in a Maruti car came to the station and asked the attendant to refuel the car with petrol worth Rs 100. As the attendant was about to fill the car, one of the men drew a pistol. The men threatened the attendant and four other employees with dire consequences and herded them into the lavatory of the petrol station before locking it. The men took away the cash bag of the attendant containing around Rs 10,000. The attendants later escaped from the lavatory and informed the owner of the station who alerted the police. Superintendent of police Sandeep Khirwar reached the spot. A dog squad was pressed into service. Around three days ago, two liquor vends were also held up at gun-point in the Naggal area. The robbers had taken away cash from the liqour vends. |
No hike in price, says channel firm
Ambala, June 22 In a press note, the company said as part of its awareness campaign they were urging their viewers to demand their channels from the cable operator or else seek a rightful reduction in their monthly cable fee the channels that were not being aired. Zee Turner’s channel bouquets are collectively priced at Rs 93.85 excluding taxes. Under the TRAI regulations, if a broadcaster drops a channel/bouquet of channels from the network, it has to reduce the fee being charged from the customer accordingly. |
