State gears up to check floods

The Haryana Government has taken various steps to control flood situation in the State during the coming monsoon season.

Giving this information Haryana Revenue and Irrigation Minister, Capt Ajay Singh Yadav said that district-level inspection committees headed by respective deputy commissioners, senior engineers of the Irrigation, Public Health, Building and Roads Departments and Superintendents of Police had been set up in each district of the State.

These committees would look out the protection measures to safeguard against breaches in bunds and nullahs by floods.

Irrigation minister said that the committees would inspect flood protection works and send their report to the government. These committees will check the necessary repair works carried out by the departments concerned. He said all the deputy commissioners had been directed to send their reports on flood protection after making jointly inspections.

He said that before onset of the rainy season, all big and small drains were de-weeded and cleared of all obstructions.

Comprehensive inspection of all the drains and bunds were carried out both by the deputy commissioners and office of the irrigation department.

He said that vertical pumps installed on the permanent pump houses were overhauled for efficient functioning.

The minister said on setting of monsoon, flood control rooms had been set up at tehsil and district headquarters to monitor flood situation with effect from July 1 and which remain functional up to September 30.

Police wireless sets were also installed at vulnerable sites for issue of timely warning. All relief measures were carried out under the supervision of civil authorities (Revenue Department).

As per the past experience the floods had been occurring in the month second half of August and September, when there used to be concentrated and high rainfall causing heavy floods, he added.

Capt Yadav said that for communication to be made effective about 70 existing wireless stations of the irrigation department were used for conveying flood messages wherever required. In addition to above, about 41 wireless stations were made available by the communication wing of the Haryana Police and these become functional on strategic locations.

The minister said that a flood control room would be set up in Sinchai Bhawan, Panchkula, with effect from July 1 which would work round-the-clock during the monsoon season for co-ordination with field staff and also receiving messages from various parts of the state.

He said that a number of new schemes had been approved by the flood control board to have a proper check on the flood situation in the state.

Rains cheer up farmers

Though recent rains have brought a smile on farmers' faces in the ‘rice bowl’ districts of Karnal and Kurukshetra but the seasonal fruit growers fear losses due to the pre-monsoon showers.

Agronomists term the recent rains as timely and extremely beneficial for the kharif crop as the farmers have taken to sowing in a large scale.

Meanwhile, the state power agencies too have also taken a sigh a relief as the rains have considerably reduced the electricity consumption.

A visit by The Tribune team in the two districts today revealed that the paddy-growing farmers were happy as considerable rainwater has accumulated in their fields.

In Karnal an area of 1.65 lakh hectare is under paddy sowing out of which about 18,000 hectares are under basmati cultivation.

Out of the total cultivable land in Kurukshetra paddy is sown on an area of about 1.10 lakh hectares.

A farmer near Taraori in Karnal told this reporter that following the recent showers farmers have started sowing paddy in the area in the large scale.

From the last few years farmers in the area, having worldwide name in basmati, have started preferring the hybrid paddy seeds, he added.

Farmers said that hybrid varieties, including 6129 and PHB- 71, were quite popular in the area.

Deputy director, agriculture, S. S. Dahiya informed TNS that till date farmers had sown the kharif crop in about 30 per cent of the total area under paddy cultivation.

He said that encouraged by the timely showers this year farmers are hoping for a bumper crop.

He said that the basmati variety of PUSA 1121 was also sown in this rice belt.

Farmers in Karnal and Kurukshetra said that the non-basmati varieties, including HKR- 47 and HKR 127, were preferred by them.

But the rains have upset the vegetable growers in the area. Farmers in the Yamuna belt of Karnal fear a great loss to their watermelon and muskmelon produce.

''Since rain affects the taste of the two crops, we expect complete loss of the crops in the fields,'' said a farmer selling muskmelon on the GT Road.

NDA should support Patil: Selja

Union minister Selja criticised NDA leaders for opposing Pratibha Patil as a presidential candidate.

While addressing a function of the Circle Saini Sabha here today, she said the decision of the NDA indicated the narrow thinking of its leaders.

She said it was the first time when a woman would hold the most prestigious chair of the country. The NDA should offer its unconditional support to Patil to pay regard to Indian women.

Selja said the former Prime Minister Rajiv Gandhi had reserved one third seats in Panchayat for the women to strengthen their political power. Now, Sonia Gandhi had followed that tradition by recommending Patil’s name for the post, she added.

Referring to development works in Ambala, she said during the past two years, crores of rupees had been spent on the various development works by the state and union governments.

She said during the regime of the previous government, Ambala was totally ignored. She assured that Ambala would get its due share in jobs and other works.

Education minister Phool Chand Mulana, while speaking on the occasion, said Sailja had made every effort to provide grants through the Union Government for various development projects. MLA, Naggal constituency, Nirmal Singh, chairman, zila parishad, Brahmpal Rana, chairman, municipal council, Harish Sashan, president of the Saini Sabha, Shamsher Singh Saini, and senior advocate D.S. Poonia were also present.

Biomass gasifier: Gas emitted can be
used for cooking

Agricultural waste can be converted to fuel with the help of biomass gasifier. The gas generated by converting agricultural waste through biomass gasifier can be used for cooking and even for running furnaces of small and medium industries.

This was stated at a business meet organised by the Energy and Resource Institute and Chanderpur Works in association with the district’s renewable energy department here on Thursday for the promotion of biomass gasifier applications.

Experts from Chanderpur Works, including Sunil Chandra and Sudhir Chandra, explained and demonstrated the working of gasifiers.

Scientists from TERI - Sunil Dhingra, Devajeet Palit, Amit Thakur and Neetu Goel - talked about the technical aspects of the gasifiers and also explained how entrepreneurs could be benefited from the use of biomass gasifiers, which could generate electricity between 10 to 500 KW.

She said entrepreneurs, who would go for gasifiers, would receive monetary benefits by saving carbon dioxide emission. The organisers prepared snacks using a biomass gasifier.

Deputy commissioner Nitin Kumar Yadav thanked the organisers for holding such a meet as according to him such meets were earlier held in bigger towns and capital cities.

Roads lay in a state of neglect

Despite crores of rupees spent on the construction of concrete roads in the town during the past six years, the condition of many busy roads has not yet improved.

Many roads in town are in bad shape and no steps have been taken by the local Municipal Council to construct these roads.

On the other hand, constructed roads which are supposed to have a lifespan of 10-15 years have started developing cracks and upper surface of many others has become so rough that it has become difficult to drive vehicles on such roads.

About 50 per cent portion of the road from the Hindu School Chowk to Karnal Road passing through the local Amargarh colony has been lying in a state of neglect with big pot holes for the last five years but no steps have been taken to construct the stretch.

The situation aggravates during the rainy season. Interestingly, the other half portion of the road, constructed about four years ago with cement concrete mixture, has also developed potholes and its upper portion has been completely washed away.

Another road, which was named after the father of the nation and is known as the Ba-Bapu Chhatrawas road is a glaring example of the apathy of the authorities. It had developed big potholes about five years ago and is still in the same condition.

Thousands of road users curse their elected representatives and authorities for their callous attitude. The ever busy public too has failed to raise its voice in favour of the construction of this road.

The change of government, which took place more than two years ago, has failed to awaken the authorities.

Interestingly, the district-level office of the present state ruling party is also situated on the Bapu road and ministers, MPs and MLAs too visit the office during party meetings and important party functions, but they too have little time to look at the condition of this road and pull up the concerned department.

The stretch of the road between Pehowa Chowk and Bidhikayar Bridge here repaired by the PWD (B&R) last year is again in bad shape as the department had failed to make provision for draining out rainy water which accumulates on this part of the road.

The PWD has identified some unauthorised constructions on this road but has failed to remove such encroachments causing frequent traffic jams on the road.

The concrete road, constructed near the city police station about three years ago, has been partially repaired after it developed potholes causing a lot of inconvenience to the people.

Similarly, another concrete road constructed about four years ago from Choudhrian Mohalla to Partap Gate is in a very bad shape.

The public at large has the feeling that the construction works were of poor quality and the supervisory staff had also failed in its duty to ensure good quality of construction works resulting in to fast deterioration in the condition of newly constructed concrete roads of the town.

Dera offers protection to followers

Keeping in view of the protests by various Sikh organisations against their satsang, the Dera Sacha Sauda high-level committee today asked the dera followers from each block of Haryana to arrive at the dera in Sirsa everyday from June 20 to July 20.

Besides it, the dera followers of Punjab from each block have been asked to reach the Salabatpura dera on June 18 and 19 for their safety.

The decision was taken by a 25-member committee chaired by Ram Pal Saini, after holding a meeting with over 11,000 representatives of various states, including Haryana, Punjab, Rajasthan and Uttar Pradesh.

The meeting was also significant as Sikh organisations have threatened to court arrest if the police did not arrest Dera Sacha Sauda chief Gurmit Ram Rahim Singh by tomorrow, the deadline fixed by Sikh organisations in the state.

Taking note of the protests by Sikhs against their satsang at various places in the state, the committee also decided that instead of having satsang once a week, the dera followers would hold satsang everyday in their villages.

Besides it, at block level, they would hold satsang 10 times in a month in place of once a month, spokesman of the dera Dr Pawan Insna said.

The followers were advised to make their own arrangements if did not get enough security to hold satsang, as holding religious discourse was their fundamental right, added Pawan.

The dera followers were also told to form a four-member committee at each block level to tackle various issues related to the ongoing conflict.

Additional deputy commissioner S. S. Dalal presided over the function. Vipin Suneja, Satya Vir Naharia, Ramesh Siddhartha, Dr S.S. Dalal, Dr Uma Shanker Yadav, Ramesh Sharma, Gopal Vashishtha and several others recited their self-composed poems highlighting the matchless glory, glamour and grandeur of the Taj Mahal.

It was stated that great Indian saint Swami Vivekananda too had visited the Taj Mahal in July, 1888. After being overpowered by the beauty of the monument, he said every square inch of this wondrous edifice was worth a whole day’s patient observation.

Asserting that the Taj was a huge attraction for Indians as well as foreign tourists, Sudhir Bhargava, convener of the Rewari chapter of INTACH, said voting for the Taj would last till July 6.

The working president of the Haryana Pradesh Congress Committee (HPCC) and Rajya Sabha member, he called upon the people to render their help in anti-female foeticide drive already launched by the Haryana government under the able guidance of Chief Minister Bhupinder Singh Hooda.

Expressing his concern on the male-female falling ratio in Haryana, Prakash said our religious preachers, including Swami Dayanand Saraswati and Guru Nank Dev, had always preached against female foeticide.

About 50 journalists and social workers were honoured by Haryana agriculture minister Harmohinder Singh Chattha and clothes were distributed among 200 needy women, who were also medically checked up at the camp.

Paying rich tributes to the veteran journalist, Prakash said Nanha always worked for the town.

Chattha said Nanha and his then associate late Dr Shanti Swaroop Sharma, a freedom fighter, had always been of the constructive approach and had contributed their efforts for the development of this religious town.

Former Haryana minister Dr Devender Sharma said: “We get inspiration from the life style of Nanha, who was a God fearing man. It is a matter of satisfaction that his son Krishan Dhamija, a journalist, has been following his father’s path.”

Kuldeep draws flak

HPCC organising secretary (media) Surender Singh today criticised the suspended Congress MLA Kuldeep Bishnoi for misguiding people to leave Congress without submitting his resignation even after his suspension from party.

Talking to mediapersons, he claimed the senior Congress leader close to Bishnoi’s father and former CM Bhajan Lal had started feeling embarrassed after Bishnoi’s announcement to be the next chief minister of Haryana.

“I do not know what is the compulsion of former HPCC president and MLA Dharampal Malik to accept Kuldeep Bishnoi as his leader”, he remarked.

School buildings to be repaired

The Haryana Government would spend a sum of Rs 450 crore under the Sarv Shiksha Abhiyan for the construction of school rooms in the state.

Besides, a sum of Rs 65 crore would be spent for the repair of school buildings, chief parliamentary secretary Dharambir Singh said while addressing public meetings in various villages in Badra Assembly constituency of Bhiwani district last evening.

He said that Hansi-Butana link canal was being constructed at a cost of Rs 350 crore to ensure equitable distribution of water in the state.

Member of Parliament from Rohtak Deepinder Singh Hooda has urged the NDA and the newly constituted Third Front to rise above party lines in support of Pratibha Patil as the next Presidential candidate.

Talking to reporters here today Hooda said it was the Congress party that extended wholehearted support to the candidature of A. P. J. Abdul Kalam whose name was proposed by the NDA government.

''Both the NDA and the Third Front should also extend their support to her favour to make way for the first woman President in the country,'' he added.

6 injured in road accident

Six persons were injured seriously when a jeep carrying them overturned on the G.T. road near Ambala Cantonment, this morning.

According to information, a marriage party was on its way to Shahbad when one of the vehicles of the party overturned and rammed into a truck.

The injured have been admitted to the local civil hospital. The persons who were injured are Sham Lal, Ram Kishan, Choor Ram, Darshan Singh, Sushil and Shyam.
