Sirsa, June 9 Ram Chander Chatarpati’s son Anshul Chhatrapati, editor of “Poora Sach” who has been fighting a legal battle against the dera to get convicted all those behind his father’s murder, told The Tribune that court orders in the Ranjit Singh murder case was a great respite for us. The high court had ordered a CBI probe on the murder of Ranjit Singh and also his father Chhatrapati on November 10, 2003, acting on two separate petitions. “ We have full faith in judiciary and the truth will prevail. In other two cases the CBI has sought time till July 31 to file its investigation report. The CBI had stated before the High Court that it had completed its investigation in the case,” he added. Going into the background of the case, the things had become critical for Chhattarpati after he published a letter of ‘Sadhvi’ in May, 2002. Thereafter, Chattarpati had received threat calls and on July 2 a request to provide security was made to the police but it did not yield any result. The High Court ordered a probe on the Sadhvi’s letter on September 24, 2002 after seeking a report from the district and sessions judge, Sirsa. But on October 24, 2002 two dera followers shot at Chhatrapati outside his residence leaving him seriously injured. He was admitted in the PGIMS, Rohtak, but he died on November 21. The police had arrested the three persons, including a member of the dera managment and two dera followers in connection murder. But worse of all, the local police did not record the dying declaration of Chhatrapti, though he had survived for 28 days. However, the dera spokesman had denied the allegations against the dera chief stating that it was a conspiracy hatched by some influential persons to defame the dera chief keeping in view rise in the dera followers. The dera chief was in no way related to murder of Chhatrapati and that anonymous letter, the dera claimed. In another twist in the case, recently the CBI had transferred the case to DSP Satish Daggar at this critical stage replacing DSP Dr Armandeep Singh, who had investigated the matter in detail and was about to submit a complete report. The decision to change official is learnt to have been taken after Punjab Congress MLAs met Congress President Sonia Gandhi in New Delhi to favour the dera head in the CBI inquiry pending against him. |

Chandigarh, June 9 The party high command is believed to have made up its mind on action against Bishnoi but would implement its plans only after the election of the President of India, according to informed sources. The sources say the high command also wants to reorganise the party set-up in Haryana before taking any action against Bishnoi as a damage-control measure in case former Chief Minister Bhajan Lal reacted adversely to his son's expulsion from the party. The Haryana Congress has been without a regular head ever since Bhajan Lal quit the post in protest against what he described as "marginalisation of his supporters in the party set-up." Since then the party was being ably guided by Dr Ram Prakash as its working president. The high command wants either a Brahmin, an Aggarwal or a Punjabi as the next President of the Haryana unit, the sources say. Former Haryana Minister A.C. Choudhry is being considered as the front-runner among the Punjabi community for the post. The high command is still searching for suitable names among the Brahmins and the Aggarwals. Education Minister Phool Chand Mullana's name is also being considered for the top party post. He fits the bill if the high command wants to play the Dalit card. The sources say the tallest Brahmin leader in the state at present is Pandit Chiranji Lal, who had been an MP for a number of times as well as a minister in the state. But the age is against him. Those who want him to head the party say he can be assisted by the Working President in day-to-day functioning. Given Sharma's age and seniority, Dr Ram Prakash would not have any problem in working under him. Among the Aggarwals, MLA from Jind Mange Ram Gupta is the only president material. But he is considered close to Bhajan Lal, though his commitment to the party is unimpeachable. His recent meeting with Hooda assumes importance in view of the on-going search for the party president. Interestingly, another prominent Bhajan loyalist also met Hooda recently. In case the high command decides not to have a working president, Dr Ram Prakash is likely to given some responsibility in Delhi. The sources say certain prominent leaders of the Bhajan camp have not liked the manner in which Bishnoi has projected himself as the next Chief Minister of the state ahead of even his father. These leaders feel that whatever political strength and following Bishnoi has in the state, it is because of his being a son of Bhajan Lal. They point out that even Om Prakash Chautala never projected himself as more important than his father Devi Lal. Still at the time of elections, Chautala invokes the name of the former Deputy Prime Minister. Same is the case with his sons, Ajay and Abhey. Even Sukhbir Badal says his father would continue to be the Chief Minister of Punjab for as long as his party would remain in power. |
CM tells PWD to finish projects by due date
Chandigarh, June 9 This was revealed at a review meeting of the PWD(B&R) department held under the chairmanship of Chief Minister Bhupinder Singh Hooda here on Wednesday. Hooda was informed by financial commissioner and principal secretary, PWD, Dharam Vir that after the present government took over a total of 985 works of roads and bridges, costing Rs 1370 crore, had been sanctioned. Out of these works 527 works had already been completed at the cost of Rs 823 crore. Hooda directed the department that while uniformity must be maintained in specifications while executing various works, at the same time a mechanism should be devised to maintain the quality. He was of the view that the roads should be repaired on a priority because they mirrored the development of a state. The works should be completed by the target date. He said the government had released Rs 37.50 crore for acquiring land for the 73-km-long Rohtak-Jhajjar-Rewari railway line and Rs 42.50 crore more would be provided for this purpose. It was the first rail project where the state would bear the 50 per cent cost. |

Chautala assails govt for poor power situation
Fatehabad, June 9 Chautala has been on a tour to various villages of the district under his mass contact programme. Talking to mediapersons at the residence of senior INLD leader Kuljeet Kuleria at Bothan Kalan village today, Chautala said the reason for poor power situation in Haryana was that the state government was supplying power to Delhi. He alleged that Chief Minister Bhupinder Singh Hooda was totally dependent on the Centre for continuing in power and that was the reason he was supplying power to Delhi at the expense of Haryana. The state government was working against the interests of the people and was only interested in pleasing the political bosses in the national capital, he alleged. He alleged that the state government had been favouring the Reliance Industry, which had been proved after it was confirmed that the group was not going to set up any industry on the land given to it by the government but would use it for real estate business. |

Naraingarh, June 9 Talking to mediapersons after addressing a Lalkar rally in the grain market in Naraingarh, Kuldeep Bishnoi said Sonia Gandhi had lost base in her home state. "What right does Sonia Gandhi have to continue as Congress president after the party's debacle in Uttar Pradesh," he queried. He stated that the formation of a new political outfit will take place only after he completes rallies in all 90 assembly segments of Haryana. "Naraingarh is the 37th assembly segment and the response till now has been overwhelming. People are extremely unhappy with the lack of governance," he said. To a query, Kuldeep Bishnoi said that he interacted with Bahujan Samaj Party supremo Mayawati but he refused to divulge details of the meeting. He said that he was ready to go to any extent to fight for the rights of farmers whose farm land was being acquired for Special Economic Zones. Addressing the well-attended Lalkar rally organised by former district youth Congress president Bhoom Singh Rana, Kuldeep Bishnoi said that when the Assembly elections were held in Haryana, people had hoped for the formation of Congress government because they felt that Congress would bring development. "But people's hopes were dashed when Sonia Gandhi made Bhupinder Singh Hooda chief minister," he said. |

Nigam may introduce Time of Day tariff
Hisar, June 9 A spokesman of the DHBVN said here yesterday that this was necessary because lapse between the peak and lean demand in Haryana was high. Besides, due to the increased load during peak hours, it had become necessary to impose power cuts. The objective of the DSM was to manage the load in such a way that the load curve was flattened, he added. The Nigam also plans to introduce Time of Day (ToD) tariff and meters wherever possible. It will facilitate to assess high-tension (HT) and low-tension (LT) industrial consumers, large commercial and residential consumers on ToD basis over the next few years. Such consumers had been allowed to use prepaid meters at their premises. The DHBVN is promoting Compact Fluorescent Lights (CFLs), which will save 70 per cent of electricity used for lighting. Similarly, high efficiency tubelights can reduce energy consumption by at least 36 per cent over conventional tubelights. About 25 per cent of the total power is being used for lighting in Haryana, which rises to over 40 per cent during evening and morning hours. By using CFLs and high efficiency FTLs, the consumption can be reduced by about 70 per cent, which works out to about 800 MW on an average and about 1400 MW during the time of peak electric load. The savings in the lighting sector will help reduce overloading and bring down the frequency of power cuts. Government buildings, including offices, educational institutes, hospitals, military institutions and other institutional buildings, are large consumers of energy in Haryana. The government has made use of CFLs mandatory in these buildings. Besides, new connections will be given only if consumers switched to CFLs. The nigam also plans to segregate agricultural feeders to shift agricultural load to off peak hours and promote energy efficiency measures like the usage of capacitors. For effective DSM in the agricultural areas, special capacitors and conversion of LT tubewells to HT system are being planned. Around 40 per cent of the total available electricity is being used for running 4.7 lakh irrigation pumps in Haryana. Studies have shown that significant energy saving can be achieved through correct design and operation of irrigation pumps. Sub-standard pumping equipments result in system failure at the feeder and consumer ends. The spokesperson said conservation measures could save about 25 per cent electricity in Haryana. This was the amount of energy that could be generated by 1,200 MW power project. Construction of a thermal project of this capacity would cost over Rs 5,000 crore. |
Rs 1 lakh relief for deceased
Rohtak, June 9 Rohtak MP Deepender Hooda, MLA Shadi Lal Batra, deputy commissioner R.S.Doon, superintendent of police Dr C.S.Rao, SDM Vatsal Vashisth and other government functionaries visited the scene of mishap to supervise the rescue and relief
operations. A special team from Delhi was called to enter the unit and rescue any labourers trapped inside. Besides, fire-engines from nearby areas were also called and pressed into service. A compensation of Rs 1 lakh has been announced for the family of the deceased. The deputy commissioner said the persons injured in the explosion would be provided treatment free of cost by the District Red Cross Society. “A thorough probe will be conducted to ascertain the cause behind the blast,” he added. So high was the sound of the initial explosion that it was heard at a distance of several kilometres from the site. Blasts were continuing till the time of filing this report. The explosions took place in Shri Raj Lakshmi Fireworks. The victims were rushed to the PGI hospital here, where one of them was declared brought dead. The deceased has been identified as Chhote Lal. Besides, four other injured were said to be suffering from 100 per cent burns. The injured include Parul of West Bengal, Satyawan, Deepak, Arjun and Virender Mohan of Bihar, Santosh and Sunita, Raja, Vineeta and Mahesh of Chennai, Kamlesh of the local Tej Colony, Saroj of the local Krishna Colony and Parameshwari of Hisar Road, Rohtak. Besides, eight to 10 persons suffered minor injuries. |
Rs 1 lakh for freedom movement research
Bhiwani, June 9 The symposium was organised by the local body of the Haryana Union of Journalists at Rajput Dharmshala today. Singh urged that journalists should research on freedom movement so that the names of those who actively participated in it are registered in the history. He announced to give Rs 1 lakh to the union as financial aid to accomplish the research work. Singh said Rao Tula Ram of Rewari, King Nahar Singh of Ballabhgarh and Nawab of Jhajjar are remembered but thousands of people who sacrificed their lives for freedom were still unknown. Many of them came forward to provide money and ammunition to the revolutionaries to run their movement. The minister said newspapers played an eminent role in the War of Independence. Journalists prepared a mandate against the then British government. Deputy commissioner Mohinder Kumar, head of the history department of Dayanand College, Hisar, Dr Mahender Singh, ex-MLA Balbir Singh Grewal, HUJ president Verender Chauhan, Bhagwan Vashistha, Lal Singh and Ashok Bhardwaj also spoke on the occasion. |

Suman, wife of Jagdish of Rewari Khera village, had filed a report on May 8, 2006 that her 9-year-old daughter had gone to her uncle’s house to get a spoon. Meanwhile, Surender, son of Bhagwan Dass, forcibly took her to his house and raped her. The victim went back to her house and informed her parents about the incident, who met the panchayat and reported the matter to the police. |
