New Delhi, June 22 BIS claimed to have conducted a surprise search and seizure operation at Sudershan Park area in Delhi with the assistance of the local Police. During the operation, a firm was found manufacturing GLS lamps in various brand names with spurious ISI mark in violation of BIS Act, 1986. A huge quantity of spurious ISI-marked GLS lamps were seized, said an officer.

Minor girl, old woman done to death in Faridabad
Faridabad, June 22 According to police sources, a 12-year-old girl, identified as Sonia, was clubbed to death by an unidentified person in a house in Parvatiya Colony in the NIT area here this morning. She was done to death as she had tried to raise the alarm after seeing a robber in the house. The robber had entered the house which had been partially locked and the girl along with her cousin aged about three years was playing outside the house. The victim who hailed from Hassanpur village in the district had come over to her maternal uncle’s house in Parvatiya Colony during the summer break. While the girl’s uncle identified as Laxman Prasad, an employee in a factory, had gone to work, the lady of the house had also gone to local market and asked the girl and boy to keep a watch while she was away. It is reported that the person perhaps had an inkling that there would be hardly anyone in the house at that time. However, the children heard the noise in the house and decided to do something about it. But as soon as the girl entered the house and tried to shout after seeing the person inside, she was overpowered and killed. The accused fled away from the spot before anyone reached there. The victim’s cousin who was also present there had hidden himself when the incident happened and narrated the incident to the neighbours who had rushed to help. In another such incident, an elderly woman living alone at Hodal town in the district was found dead in her house this morning. It is alleged that some unidentified persons suspected to be dacoits had broken into her house last night and fled away after killing her. Marks of strangulation and injury on her head and neck have been found. According to the police, at least two almirahs had been found open with valuables and clothes thrown on floor. It is stated that a relative of the woman who came to her house around 7 am found her dead and the doors of the house open. One of the sons of the deceased told the police that their mother had chosen to live in their paternal house, but they were in constant touch with her. A maid had been employed to do domestic chores. With these killings, the number of murders in the district during the past two days has reached three. One person had been axed to death by some persons in Siha village of Palwal subdivision, yesterday over some land dispute. Two others had been injured in this incident. It may be recalled that besides an SSP at Faridabad, office of an SP is also functioning at Palwal, which has been looking after law and order in the rural parts of the district. |

Crime up in Gurgaon
Gurgaon, June 21 All crimes such as murder, attempt to murder, snatching, kidnapping, dacoity, robbery and burglary have taken a major jump in the period. As per the official record of the police department, 41 murders have been committed in the district in this calendar year till June 12 compared to 30 cases during the same corresponding period last year. There were 52 cases of kidnapping this year compared to 21 cases last year. Cases of snatching have also increased manifold from 57 cases in 2006 to 85 cases in 2007 out of which only 32 have been solved. There is also a gloomy picture as far as burglary is concerned. Out of total 327 registered cases of burglary this year compared to just 197 cases last year, only around 57 cases have been solved. A number of theft cases have been reported. As many as 622 cases of motor vehicle thefts have come to light this year, out of which only 124 cases could be solved. The total cases of theft have increased from 882 to 893 this year. Commissioner of police Mohinder Lal informed that the main cause of rise in crime is the rapid increase in population here. The influx of migratory labourers is one of the major reasons for increasing crime. Besides, the police registered all cases whenever someone complained to the department, claimed the police commissioner. Five deputy commissioners of police (DCP) have joined the district police now, stated Mr Lal, adding that there would be a sea-change as far as the police working is concerned. |

Property being sold at double the circle rate
Noida, June 22 Registries of land sale are being done at the Sub Register's office in Sector 16, Noida under the provisions of Section 4 and 1 UP Stamp Act of 1997. The registries are also being done under the revised minimum value of July 2006. Stamp duty is being realised as per these rules. But actually sales are being done at much higher value than is shown in the sale-purchase documents presented for registry of the deal. According to some realtors, the role of black money has recently increased in the sale and purchase of property. The circle rate of Sector 14, for example, is Rs 23,000 per sq metre, but the market rate these days for this sector is between Rs 50 to 55 thousand per sq mt. While the stamp duty is being paid as per the fixed circle rates which is shown on paper, the money is changing hands at over double the circle rates, knowledgeable people say. The circle rate for Sector 27 is Rs 22,000 per sq mt while the ruling market rate is between Rs 45,000 and Rs 50,000 per sq mt. According to experts, black money is the ruling deity in the sale and purchase of property these days. But the state exchequer is also being denied a big chunk of revenue in the process. |

New Delhi, June 22 Twelve pilgrims died and around two dozen pilgrims from West Delhi colonies were injured when a bus fell into a deep gorge after a mechanical disorder appeared in the vehicle. Ms Dikshit today along with MLAs Ramakant Goswami and Rajesh Lilothia visited the bereaved families in Patel Nagar, Baljit Nagar and Pandav Nagar to convey her deep condolences. She instructed the health department to gear up to provide all medical assistance to the injured who were being brought to Delhi. The department has deployed ambulances to take the injured to hospitals. Their families have been advised to contact the local MLA for any assistance, if required, for urgent treatment. New Delhi, June 22 He exhorted the contractors at a function organised by Builders Association of India to felicitate him. He has been felicitated for his outstanding contribution in initiating large number of infrastructural projects simultaneously, which have changed scenario of traffic apart from vast improvement in amenities for the people of Delhi. Walia called upon contractors to develop a technology, which could bring reduction in time of completion of projects. The Delhi government would initiate projects relating to housing for the residents of JJ clusters and slums, which would require involvement of contractors. Apart from this, number of projects relating to Commonwealth Games would also require active cooperation of the contractors. Dr Walia called upon them to establish their honesty and sincerity and assured that PWD and Delhi Trade and Taxes Department would provide full cooperation to them. New Delhi, June 22 A suicide note was found from the spot in which the deceased had not blamed anybody for taking the extreme step. Preliminary investigations revealed that she was working for an NGO, Emunel Hospital Association, based at the eight floor of the building. The body had not been identified so far and further investigations were on, said a police officer. |

Over Rs 5,000 cr sanctioned for Bawana power project
New Delhi, June 22 A total of Rs 5,196 crore has been sanctioned for commissioning of maximum 1600 MW Gas-Based Combined Cycle Pragati-III Power Station at Bawana. The proposals were cleared today in an EFC meeting presided over by Delhi finance minister Dr A.K.Walia. Addressing the media, Walia claimed that Delhi government was taking all possible measures to bridge the gap between demand and supply of power in the Capital city. The gap may go up to 1587 MW in 2009-2010 as per report of the 17th Power Survey conducted by the Central Electricity Authority (CEA). The city government has decided to install maximum 1600 Gas Based Power Station to meet the growing demand of power and to cater to the power requirement for Commonwealth Games scheduled to be held in Delhi in 2010. The Delhi government had earlier decided to install a 1000 MW project at Bawana and another 350 MW project near ITO. But later on, keeping in view the observation of union ministry of environment and forests that very high nitrogen oxide (NOX) is concentrated in the vicinity of ITO, it was decided that instead of installing a project near ITO, the capacity of Bawana Power Project will be enhanced to 1600 MW. The new project at Bawana would be treated as a mega status project and the Delhi government would provide equity cost amounting to Rs 1,558.743 crore as debt equity ratio has been determined at 70:30. Walia expressed confidence that Pragati Power-III would be able to provide uninterrupted power supply in coming years. Besides, the EFC has sanctioned Rs 3.19 crore for construction of a service road along old marginal bund road from Lalita Park to the deputy commissioner office in East Delhi. The committee also sanctioned Rs 3.95 crore and Rs 5.55 crore as revised cost respectively for commissioning of foot over bridge (FOB) and installation of escalators at Maharani Bagh and I.P. Marg and ISBT Kashmere Gate. This would go a long way in providing safe passage to the pedestrians. |

SC rejects Punjab militant's plea
New Delhi, June 22 Balbir Singh and his wife Paljit Kaur had been charged under various provisions of TADA and Arms Act for indulging in terrorist activities in Delhi in 1992. Both are presently on bail. They had moved an appeal in the apex court in 2002 claiming that they had been "acquitted" by the special court in an order passed on April 4, 1997 as no sanction was obtained from the police commissioner for launching the prosecution against them. It was mandatory for the prosecution to obtain sanction for their prosecution before filing the chargesheet in August 1993, under Section 20-A of TADA. Though the Act had expired in May 1995, it could be invoked for the offence committed prior to its expiry date. Subsequent to the April 1997 order of the special court, the police had filed a fresh chargesheet with obtaining the sanction from the police commissioner in July 2001 saying that the case was not over as the articles, including arms seized from them, were still a subject matter of the proceedings. The special court took cognizance of the chargesheet after the sanction and issued summons to the husband and wife on March 2, 2002 for appearing before it to face trial under TADA. It had rejected their application, in which they took a plea that they had been "acquitted" in the case due to want of sanction and could not be tried again. Such a trial would amount to "infraction of Section 300 of Code of Criminal Procedure (CrPC)", which prevents double jeopardy in criminal cases, they had claimed. The special court said though the expression "acquittal" was used in the 1997 order by it, in essence it could not be treated an order of acquittal as the case was not heard on merits and at the most it could be treated as an order of discharge. A Supreme Court Bench of Justices Arijit Pasayat and P P Naolekar upheld the special court's findings and said the provision of Section 300 of CrPC would not apply in the case as it did not meet the essential ingredients laid down under it. Neither the question related to the delayed sanction was dealt with by the special court in its April 1997 order, it ruled. "The impugned order passed by the designated court does not suffer from any infirmity to warrant interference, the apex court said while ordering expeditious trial against them. |

HC seeks top cop's report on Tihar
New Delhi, June 22 "The Delhi police commissioner is to file affidavit disclosing the particulars of 31 people lodged in Tihar Jail on June 19, booked under Section 107 (security for keeping thepeace) read with 151 (arrest to prevent commission of cognizable offence) of Criminal Procedure Code (CrPC)," the court said. "The affidavit would further disclose why these people were directed to be taken in custody instead of only directing them to report to the local police station twice in a day," the court observed. A division bench comprising Justice Pradeep Nandrajog and Justice P K Bhasin passed the order on an application filed by Tihar Jail authority seeking clarification of its June 18 order. The jail authorities contended that despite the court order, 31 people were lodged by Delhi Police on June 19. The court had passed the direction on June 18, after going through the report of a three-member committee appointed by it which pointed out that the recent deaths in the jail occurred because of overcrowding and lack of proper facilities. Complying with the court orders, the jail authorities had released 623 inmates on June 19. |

Wanted gangster held after encounter
New Delhi, June 22 He sustained bullet injury in his right leg in the crossfire. He was immediately rushed to local GTB Hospital where his condition is said to be out of danger. A countrymade pistol along with four live cartridges have been recovered from him. The police had specific information that he would be coming near G block of Sonia Vihar, so a trap was laid around the area. Following a tip-off, when his motorcycle was signalled to stop, he fired upon the police party and tried to escape. In exchange of fire, he got injured. During interrogation, it revealed that Lakhan had been a key member of the dreaded Ravan gang. |
