The Delhi Government has constituted a board for the development of unauthorised colonies. It has also established a "special fund" with an outlay of Rs 2800 crore in the 11th Five Year Plan 2007-12 to meet the expenditure on provision of water supply, sewage, roads, drains, sanitation and community services. There are 1500 unauthorised colonies in Delhi, which are going to be benefited.

Board for unauthorised colonies set up

The Delhi Government has constituted a board for the development of unauthorised colonies. It has also established a "special fund" with an outlay of Rs 2800 crore in the 11th Five Year Plan 2007-12 to meet the expenditure on provision of water supply, sewage, roads, drains, sanitation and community services. There are 1500 unauthorised colonies in Delhi, which are going to be benefited.

Chief Minister Sheila Dikshit has been nominated chairperson of the board.

Urban development minister A. K. Walia has been nominated vice-chairman whereas minister for development Raj Kumar Chauhan, the chief secretary, the principal secretary (power), the principal secretary (health), the principal secretary (finance and planning), the divisional commissioner, the commissioner, MCD, the vice-chairman, the DDA, the MDs of the NDPL and BSES, the chief executive officer (CEO), Delhi Jal Board, the managing director, DSIIDC, the engineer-in-chief, MCD, the secretary(education) and engineering and members of the DDA will function as members of the board, a spokesman of the Delhi Government said.

The principal secretary (urban development) will function as member secretary. The board for development of unauthorised colonies has been constituted with the approval of the Lt-Governor, Delhi. The board will review the status of preparation and approval of regularisation plans for unauthorised colonies, advise on priorities in allocation of resources for providing necessary infrastructure in such colonies, decide on the policy and modalities for levy of development charges, review the progress of implementation of the projects relating to development of unauthorised colonies and assess the requirement of funds for development of such colonies.

This was an important step, which had been taken by the government in order to fast-track proposals for development of infrastructure in the unauthorised colonies, which were going to be regularised as soon as a decision in this regard was taken, he said.

Residents flay new power proposal

Rejecting the new proposal to make the city a power-cut free zone, Residents Welfare Associations (RWAs) today criticised the government for putting the cost of power generation on the common man. The proposal jointly made to the Haryana Electricity Regulatory Commission by the Dakshin Haryana Bijli Vitran Nigam, the Confederation of Industries and the Gurgaon Industrial Association, was thrown open to public opinion today.

The proposal envisages generation of power vide captive power plants through generators by local industrialists. As the power will be generated at a higher cost by the industrialists, the price difference between it and that charged by the power utility will have to be borne by the residents as part of power tariff.

As per a rough estimate, in case this happens the individual consumers will have to shell out about a rupee extra per unit as 'reliability charge' that would be incorporated in the routine billing relating to power tariff.

The public hearing on the proposal by the commission was presided over by HERC chairperson Bhaskar Chatterjee. Not a single resident group supported the proposal. All the speakers criticised the government, the administration, the HUDA, the power utilities (department) as well as the builder lobby.

The dominant view was also that the government and its agencies, as well as the power utilities, were trying to put burden on the common man. The speakers said that half of the problems relating to erratic supply of power were caused by technical faults like outdated transformers and cables. With these things remaining as they were, the new proposal could not be efficiently implemented, the residents claimed.

They stressed that the authorities must exercise themselves on improving the present system, which was 'corrupt, inefficient and unresponsive'. They accused the government agencies of making 'nexus' with private builder lobby.

The speakers also claimed that the proposal would serve the personal interests of the power department and distcoms. The speakers also alleged that the industrialists want to subsidise their expenses by an 'orchestrated' plan of burdening the common man.

Following the opposition to the proposal, the HERC reprimanded the industry for not explaining properly the proposal to the public. It assured the residents that it would give its decision on the proposal after considering their views.

St Stephens' admission interviews begin

There was great excitement and nervousness at St Stephens College campus as the list of selected candidates for interviews was declared on Sunday. Some 3,221 students have been called for an interview based on the cut-offs released by the college. The college offers a total of 410 seats in various courses out of which 40 per cent seats are reserved for the General Category students, 40 per cent for Christians, including 10 per cent for Dalit Christians, 15 per cent for Scheduled Caste/Scheduled Tribe/Disabled and wards of war heroes and 5 per cent for sportspersons under the Sports quota.

The interview process began today and will continue till July 1. Interviews for economics are scheduled for June 20, 21 and 22, for physics course on June 20, 21, 22 and 23, for chemistry on June 23, 24 and 25th, for BSC programme on June 24 and 25, for English on June 23, 24 and 25, for Maths on June 26, 27, 28 and 29, for history on June 26, 27 and 28. Interviews for BSC chemistry will be held on June 26 and 27, for philosophy on June 29 and for BA on June 30 and July 1.

Meanwhile, Institute of Home Economics (IHE) affiliated to DU is all set to introduce a new course in biotechnology starting this academic session. This is the fifth college at the varsity to introduce the B.Sc. (Hons.) in biochemistry course. Geeta Trilok Kumar, head of the biochemistry department, informs that the institute had been seeking permission from the university to begin the course for three years now and finally this year, the course is scheduled to commence. Some 20 students will be admitted to the course initially and the SC/ST reserved category is yet to be decided.

Students, who have scored 60 per cent and above in class XII with Physics, Chemistry, Mathematics, Biology or Biochemistry as subjects are eligible to apply. The first cut-off for the course is likely to be extremely high. Biochemistry has great relevance today especially in the pharmaceutical industry and in other sectors. The college already has a biochemistry course running and the number of takers for the course has been on the increase as compared to previous years.

Other courses offered at Institute of Home Economics include B.Sc. (General) Home Science, B.Sc. (Hons.) in Home Science, B.Sc. (Hons.) in Microbiology and Bachelors of Elementary Education.

CM takes stock of flood control measures

Delhi Chief Minister Sheila Dikshit today exhorted all departments concerned and agencies to work in tandem and maintain constant contact in ensuring all required arrangements during flood-like situation arising in Delhi during this rainy season.

While chairing a meeting of the apex committee to review the flood control measures in Delhi today, she directed local bodies and the health department to effectively disseminate necessary precautionary information on water-borne diseases, especially in thickly populated colonies.

The apex committee today approved Flood Control Order 2007, which contains all information on different sectors, control rooms, modus operandi relating to relief and rehabilitation in the event of flood and telephone numbers of all functionaries and departments.

The meeting was attended by urban development minister A. K. Walia, health minister Yoganand Shastri, development minister Raj Kumar Chauhan and labour minister Mangat Ram Singhal, a number of MLAs, the divisional commissioner, secretaries of the Delhi Government and senior officers of the MCD, the NDMC, the police, transport, health, food and civil supplies, Home Guard and civil defence departments, the DDA, the Delhi Jal Board, the irrigation and flood control department, the PWD, Northern Railway, the Army and deputy commissioners 
(Revenue).

It was decided to undertake flood control activities through nine sector committees in nine districts under the supervision of a sector officer of deputy commissioner rank.

The work of each sector would be overlooked by a minister. Representatives of all departments concerned have been nominated to sector committees, which will draw an action plan on different points, including preparation of roster of duties, initiate action for installation of communication facilities, earmarking of stores and relief materials, preparation and maintenance of list of vulnerable areas.

IYC cuts cake for Rahul

Indian Youth Congress today celebrated the 37th birthday of party MP Rahul Gandhi here by distributing notebooks among poor school children.

Union minister for labour Oscar Fernandes gave notebooks to nearly 500 school children from local schools and jhuggi clusters. The assembled children cut a cake and presented a cultural programme. Speaking on the occasion, Fernandes said Rahul Gandhi was the hope of youth and his dream to make India a top-ranking nation can be achieved by providing education to all children.

In the meantime, Rahul Gandhi's name reverberated in the Gurgaon hinterland.

The well-attended birthday celebration organised at Harsaru village by the local Congress unit was used by the organisers of the show to also campaign for the Congress. Harsaru is the headquarters of 45 contiguous villages known as Harsaru Khap.

The speakers said Rahul and Priyanka Gandhi had potential and the polity and the Congress must use their services.

The city has developed a culture wherein policemen generally 'charge their fees' for doing their official duties. Just a fortnight ago 20 policemen were suspended here for allegedly taking "hafta" from the scrap dealers. If lodging an FIR is a nightmare for public, tracing of criminals, and recovering stolen goods are equally tedious.

Around 40,000 new vehicles are added annually on Gurgaon roads. Besides these new registered vehicles, a large number of Delhi commuters have made traffic jams a routine feature. Passing the stretch on MG Road from IFFCO Chowk to the Gurgaon-Delhi border where scores of malls and corporate buildings have come up on Saturday and Sunday is a horrible experience for the commuters. Fountain Chowk, Sohna Chowk, Gurudwara Road in Old Gurgaon have traffic bottlenecks. On National Highway - 8 traffic comes to a halt on Hero Honda Crossing. Around five vehicles are stolen daily from different parts of the city. The commissioner must increase the police visibility and screw the criminals tight to check these incidents as more than 622 vehicles have been stolen in this calendar year alone.

Gurgaon is developing fast and property rates are sky-rocketing. Recently a number of cases have come up where senior politicians, bureaucrats and developers were found.

Now, Shiv Sena Hindustan

With the formation of the new party, Shiv Sena Hindustan, Pawan Kumar Gupta, who belongs to Punjab, today claimed there was a split in the Shiv Sena (Bal Thackeray) and hundreds of its activists had joined the new party.

Gupta announced himself as president of the newly formed Shiv Sena Hindustan. He claimed he was an activist of the Shiv Sena Bal Thackeray. He was forced to leave it due to "the wrong policies of Thackeray".

Addressing a press conference, he said the Shiv Sena Hindustan was formed in Punjab first. Later, units came up in Himachal Pradesh, Jammu and Kashmir, Haryana and now in New Delhi. J. C. Sharma, erstwhile president of the Delhi unit of the Shiv Sena, has been nominated president of the Delhi unit of the Shiv Sena Hindustan.

He said the Shiv Sena Bal Thackeray had left its track. Bal Thackeray claimed to be "Hindu Hriday Samrat" but he did not take up the issue of Hindus living in North India.

"Though he claims of leading Shiv Sena, he is actually running a Marathi Sena. He always works for the well-being of Hindus of Maharashtra", Gupta claimed.

"Shiv Sena Bal Thackeray is one of the allies of the NDA. But Thackeray supported UPA candidate Pratibha Patil for the presidential elections, saying that if a Maratha contested for the highest democratic post the Shiv Sena would support his or her candidature irrespective of party politics" Gupta added.

In order to create awareness on the importance of cycling on health as well as environment, the Initiative for Transportation and Development Programmes (ITDP), an NGO working on improving air quality through promotion of sustainable public transportation, is organising a bicycle awareness rally on June 24.

The rally will start at 7 am from India Gate and end at Red Fort, covering 5.8 km distance via Tilak Marg, ITO and Darya Ganj.

As per ITDP coordinator Rajendra Verma, "The number of patients of obesity, hypertension, CVD (cardio-vascular disease), diabetes and mental stress are increasing because people do not exercise."

"We are also facing problems of increasing air pollution, congestion and fatalities on road due to rapid increase in number of motor vehicles.

4 vehicle thieves held

New Delhi, June 19
With the arrest of four persons - Fariyad (20), Mehtab (22), Rajender (32) and Deepak, the South district police today claimed to have busted a gang of vehicle thieves. One kg narcotic substance, a loaded country-made pistol, a knife and three stolen vehicles have allegedly been recovered from them.

More than 55 cases of vehicle thefts committed in the area of Delhi, Noida, Gurgaon and Ghaziabad have reportedly been worked out with these arrests.

The police had a specific information that the kingpin of the gang Fariyad would be coming to Lajpat Nagar area in order to commit fresh crime, a trap was laid around the area.

Following the tip-off, when a Qualis car was signaled to stop, Fariyad allegedly tried to escape but was apprehended after a brief chase. On his instance, his other accomplices- Rajender and Deepak were later arrested.—OC

Metro service affected for 12 minutes

Delhi Metro rail services on Line 3 were affected for about 12 minutes today due to electrocution of a bird on Over Head Equipment (OHE), resulting in damage to catenary wire at Rajendra Place.

Power and Train block was taken to repair damages from 2.36 pm to 2.48 pm and metro services between Karol Bagh Metro Station and Kirti Nagar Metro Station were affected during this period.

As per Metro officials, operations on Line 1 and 2 remained unaffected during this period.

Man held with fake currency

The North district police today claimed to have arrested a person Sikander Ansari from New Lajpat Rai Market with 20 fake currency notes in the denomination of Rs 500.

He had allegedly come to the market to buy a T-shirt with the help of fake currency note. He chose a T-shirt for Rs 50 and gave a fake Rs 500 note to the owner of the outlet Vijay Gupta. On suspicion, the shopkeeper called on police on patrolling around the area. Then, he tried to escape from the spot but was apprehended after a brief chase. During search, 19 similar notes were found from his one pocket, which were later found counterfeit after verification.

On interrogation, he allegedly confessed that while working in a garment factory in Gurgaon, he came in contact with a fellow worker Jameel who lured him in the trade of circulating the counterfeit currency notes on certain commission. He used to supply these notes to him. Sikender allegedly confessed to having circulated a few such notes in various markets of Gurgaon.

The police claimed efforts were being made to nab Jameel.

Breast cancer among men on the rise

Breast cancer cases among men may be less than in women, but they are definitely causing serious concern with doctors blaming it on the sheer lack of awareness.

Genetic disorder, obesity, alcohol intake, prior exposure to radiation and family history are some of the factors that have led to the spread of this rare disease. According to the Delhi Cancer Registry, more than three per cent of breast cancer deaths in 2001 were reported among men, which is more than the deaths due to small intestinal cancer and thyroid. "Every year, about 75,000 new cases of breast cancer are reported in India, out of which a small but increasing number is from men," said Dr Sidharth Sahni, consultant in the Surgical Oncology Department at Artemis Health Institute in Gurgaon.

"Cases of breast cancer in men are a reality and cannot be ignored. For many, breast cancer among men may sound bizarre as they compare it with women breast cancer," he said. Men have the same types of tissue in their breasts as women. "But they have fewer ducts and globules and these are not as developed as those in women. This is why the cases are less reported among men," he added. According to Dr P K Julka, Professor of Oncology at AIIMS, Asian men are less susceptible to breast cancer, as compared to African American or Caucasian.

He said that one per cent of his patients were men in the past two years. "There is no need for panic. The cases have not risen dramatically. There is just a slight rise. But men should know they could be at risk and shouldn't think that it is just a women's disease," Julka said.

Infertile men or those whose liver has been damaged by liquor or due to other reasons, possibly through hormonal imbalances, could be affected with the problem, he said.

The oncologist said the Klinefelter's syndrome or chromosomal abnormality increases the risk of developing breast cancer by 50 per cent in men.

Dr Arun Goyal, senior surgical oncologist, Fortis said, "those who have genetic disorder should be careful as they could also be at high risk. "They should take it seriously when they see a painless lump or when they find bleeding from their nipple or discharge.

Surgery is usually the common treatment followed by radiotherapy and chemotherapy and hormonal therapy," he added. Among men, the cases are reported at the age of 60, while symptoms among women are seen at a younger age. Doctors said hormonal imbalances and altered testicular function have been found to be the reason for all breast cancer deaths," he said.

Dr Gauri Kapoor, senior consultant in the Department of Surgical Oncology at Rajiv Gandhi Cancer Institute, said, "Though it is a rare disease, they have seen many cases in the past few years.

ONGC moved into the quarter-final with Sehwag compiling his runs off 117 balls with 19 fours and four sixes. He remained at the crease for 138 minutes.

Sehwag put the K.G. Colts bowling to the sword, making the ball screech to all corners of the Ferozeshah Kotla ground. He and Sandeep Sharma hoisted 196 runs for the opening wicket in just 22.4 overs with the latter contributing a racy 72 off 59 balls.

Sehwag was adjudged the Man of the Match for his run-plunder. The Hot Weather Tournament matches were held today after a gap of three days when the sun shone brightly albeit after a cloudy and rainy spell in the morning.

Scores: ONGC: 312 for 3 in 40 overs (Sehwag 168, Sandeep Sharma 72, Mayank Tehlan 33, Mahesh Rawat 22 n o).

DSIIDC auctions plots

Eight commercial plots were put to auction by the DSIIDC in the latest commercial hub of Bawana and Narela at the auditorium of the Poorva Sanskritik Kendra in East Delhi.

Manoj Parida, managing director, DSIIDC, said two big plots were auctioned for Rs 23.02 crore and Rs 6. 85 crore, respectively, against a reserve prize of Rs 24. 26 crore fixed for these plots.
