No hike in property tax rates: MCD
Tribune News Service

New Delhi, June 21
Vijender Gupta, chairman of the Standing Committee, Municipal Corporation of Delhi (MCD), today clarified that no increase would be effected in the existing rates of property tax.

The revenue of the civic body would be increased by augmenting the existing financial resources, Gupta added.

Giving details, Gupta said that report of the second Municipal Valuation Committee (MVC) was considerably delayed and it could not be implemented at this stage. “The report should have been notified by March, 2007, so that objections from citizens could have been invited and after considering the objections, the rates would have been made effective from April 1, 2007. Since the report is delayed, it is unjustified to implement it now,” the chairman said.

He said that in the report, the Municipal Valuation Committee had recorded 2,180 colonies in different categories.

Gupta further disclosed that the Valuation committee had recommended to hike the Unit Base Values. The recommendations include increase of Unit Base Value of ‘A’ category colonies from existing Rs 630 to Rs 710, in ‘B’ category colonies from the existing Rs 510 to Rs 600, in ‘C’ category colonies from existing Rs 400 to Rs 480 in ‘D’ category colonies from existing Rs 320 to Rs 380 in ‘E’ category colonies from existing Rs 270 to Rs 320, in ‘F’ category colonies from existing Rs 230 to Rs 270 increase of Unit base Value of ‘G’ category colonies from existing Rs 200 to Rs 230.

Gupta further disclosed that one member of the Valuation committee has alleged that the report presented had been changed and differed from the recommendations given by the committee.

NGOs to seek PM’s intervention against Games village
Vibha Sharma
Tribune News Service

New Delhi, June 21
The Indian National Trust for Art and Cultural Heritage (INTACH) and the India International Centre (IIC) along with the Yamuna Jiye Abhiyaan, a group of NGOs, today began a concerted effort to save the Yamuna from “perils of the DDA’s proposed Games Village for the 2010 Commonwealth Games on the river bed”.

As a first step towards the mounting opposition to the proposed games village, the two organisations and the environmental NGOs are in the process of dispatching a letter to Prime Minister Manmohan Singh, urging him to immediately instruct the DDA to shift the site of the village to an alternate location away from the river bed.

As per Yamuna Jiye Abhiyaan convener Manoj Misra, the letter will also urge the Prime Minister to put a complete moratorium on any new construction activity on the river-bed, including the proposed road linking NH-24 with Lodi Road.

“We are also going to ask him to set up an independent committee of experts to conduct a transparent public safety and environment impact assessment of all existing structures on the river bed in a time bound manner,” he added.

Protests over the proposed Games Village have been mounting with environmentalists and experts saying that any more construction on the river-bed would not only disturb Yamuna’s already fragile eco-system but also put to danger lives of millions living near its banks.

“The authorities are keen to build a village complex to exploit prime real estate during the Commonwealth Games 2010. What is the need to build permanent structures for a 10-day event,” questions Misra.

The work is yet to start on the complex, which will occupy 100-acre site on the flood plains of Yamuna. But environmentalists and NGO groups strongly feel that the proposed buildings would ‘jeopardise the safety of millions and cater to the greed of building lobby.’

As per INTACH chairman S.K. Misra, “All this is happening because of a nexus between various vested interests and those directly responsible for protecting the river and its environs and ensuring the water security for Delhi.”

“This is a violation of High Court orders which has asked the authorities to keep the area free of encroachments as otherwise the city will be exposed to the threats of floods,” he adds.

The INTACH chairman said that the project had been opposed by official agencies at different stages but the DDA had pushed it by browbeating the organisations opposed to the building of the Games Villages.

He said, “After building opinion against the project, if necessary, we may go in for a PIL in the court.”

Environmentalists also say that the construction will not only displace a large number of farmers who have been cultivating in the area but will also be detrimental to the recharge of the ground water table which in turn will directly effect the water supply to the area.
