More Bhajan Lal loyalists quit Cong

Expressing confidence in the leadership of former Chief Minister Bhajan Lal, about two dozen Congressmen from the Asandh Assembly segment and Matlauda today announced their decision to quit the party here.

Led by former general secretary of the district Congress Dinesh Sharma, they said the party workers were "not being given due respect" and the Congress had turned into a "party of sycophants". They said the party had returned to power in Haryana under Bhajan Lal, but the state's reins were handed over to a man who was not even an MLA.

They alleged that BPL cards were not being made for poor.

BHIWANI: About 80 members, including 40 of the executive committee of the District Congress Committee, resigned from the primary membership under the leadership of youth leader Puneet Masta, son of late Congress leader Ramesh Masta, here on Sunday. Those who quit were vice- presidents, general secretaries, secretaries, joint secretaries, organising secretaries and members of district working committee. Besides them,100 active members of the committee and 360 workers, who supported Puneet, left the party. Addressing a gathering here at Brahmin Dharmshala on Sunday, Puneet supported the fight of Bhajan Lal and his MP son Kuldip Bishnoi against the anti-people policies of the Haryana government and regionalism.

MLA blocks road to seek SDM’s transfer

After commoners, cit is now the turn of a ruling party MLA to resort to road blockade in protest against bureaucratic apathy in the state. Congress MLA from Bahadurgarh constituency Rajender Joon blocked the National Highway No. 10 to vent his ire against the alleged non-cooperative attitude of the local administration.

The MLA set on a dharna in the middle of the National Highway that passes through the town, for about two hours along with local Congress office-bearers and supporters. He demanded immediate transfer of SDM Manoj Kumar and accused him of indulging in corruption. The blocked was cleared after the Chief Minister reportedly called the MLA on phone and assured him to take appropriate action against the SDM. A meeting between the two is also likely.

Besides Joon, block Congress chief Manoj Nambardar, DCC vice-president Naresh Kaushik DCC general secretary Devender Sharma and about 100 party workers gathered on the highway near MLA’s residence.

As the traffic came to a standstill on the busy Delhi-Rohtak highway, motorists and commuters remained stuck in the jam.

Sources, however, told that challan of two trucks by the SDM in his capacity as DTO, which reportedly belonged to two local Congress leaders, prompted him to resort to such antic. The MLA had reportedly approached the SDM to let these vehicles off but the officer expressed his helplessness as challans were issued. The district INLD spokesperson in a press note alleged that the Congress leaders were unduly pressurising the bureaucracy to take wrong decisions in their favour.

Link canal: INLD stand “vindicated”

The Indian National Lok Dal (INLD) today claimed that the stand of the Central Water Commission (CWC) on the Hansi-Butana multi-purpose link canal being constructed by Haryana had vindicated what the party had been saying.

The CWC has filed an affidavit in the High Court that before starting the construction of the canal, the Haryana Government should have sought permission from Punjab, Rajasthan and the BBMB, besides the CWC itself.

Former Finance Minister and senior INLD leader Sampat Singh said here that his party had always maintained that the Congress and the Hooda Government had been playing politics on the water issue.

He alleged that the Congress and its governments, both at the Centre and in the state, had been using these canals to mislead the people.

Sampat Singh said it had been a consistent stand of the INLD that before starting work on Rs 350 crore Hansi-Butana canal, the Haryana government should have sought all necessary clearances. But the government, either out of ignorance or deliberately, maintained that since the canal was being constructed inside Haryana, there was no involvement of the CWC, Punjab or Rajasthan, two other partner states in the Bhakra project.

The INLD leader said at the instance of Haryana, the CWC convened a joint meeting of Punjab, Rajasthan, Haryana and the BBMB on March 7, 2006, at which Haryana conceded that the canal had inter-state ramifications.

SMS a big hit with farmers

Haryana has truly integrated modern technology with farming; thereby enabling farmers to not only seek expert opinions and clarifications on issues pertaining to agriculture, but also becoming better informed.

Introduced earlier this year in the state, the SMS service for immediate redressal of agriculture related problems has proved a big hit. The Haryana Agriculture Department has received hundreds of queries pertaining to early sowing and harvesting of wheat, its early and later varieties. The farmers have also been able to keep the Department of Agriculture abreast of the shortage of seeds, fertiliser, etc.

Kisan Call Centre and Mass Media Committee recently reviewed the impact of technology and its use by the farmers of the state, where Financial Commissioner and Principal Secretary, Agriculture, Mr S P Sharma disclosed that the move has received an overwhelming response.

Sharma disclosed that the service that was launched free of cost for all farmers and those desirous of seeking help in the beginning of February this year. “Anyone who called or sent an SMS to 9915862026 was certain to get an immediate response”, he said.

According to department officials, 800 SMS were received from farmers. Out of these, 599 SMS queries pertained to agricultural problems, 192 were horticulture related, four fisheries related, three were animal husbandry related and two were forestry related.

The department has ensured that even in future questions sent to the department through this service will be answered as before by the concerned specialists and officials within 24 to 48 hours telephonically.

In a similar move to mitigate the grievances of its consumers promptly, the Dakshin Haryana Bijli Vitran Nigam (DHBVN) has provided one single interface toll free telephone number for its consumers in all the nine districts falling in its area including Sirsa, Fatehabad, Hisar, Bhiwani, Mahendragarh, Rewari, Mewat, Gurgaon and Faridabad.

A spokesman of the DHBVN said today that the consumers of a district may call the nigam at toll free telephone number 1912. The consumers from urban as well as rural areas could contact the DHBVN on this toll free number for getting their complaints registered and for enquiries too.

He said on receiving a call from a consumer the computer would generate a receipt. The nigam would arrange to deliver the receipt of the concerned consumer next day informing him about the date up to which his grievance would be redressed.

Skewed market fee structure ‘encouraging corruption’

Upset over the four time less market fee charged on foodgrains in New Delhi in comparison with that in other states in north India, the All-India Rice Exporters’ Association (AIREA) has alleged that the official system in the Capital was “corrupting” the industry.

They said this was encouraging unscrupulous traders to smuggle out the products to Delhi mandis from their respective states.

Demanding a uniform market fee slab on foodgrain the AIREA said traders in Punjab, Haryana, Rajasthan and UP were suffering due to the unhealthy system being “supported” by the Delhi government.

Talking to The Tribune here today, president of AIREA, Vijay Setia, said the Delhi government was charging meagre market fee at one per cent whereas other states in north India were charging four per cent fee for providing services at the local mandis.

Yesterday, he had raised the matter at the conference of Chief Secretaries in New Delhi. AIREA president charged the Delhi government with encouraging black-marketing of foodgrains in the Capital.

Taking advantage of the “unhealthy” official system unscrupulous elements were looting both the traders and the state governments.

As farmers in these states are not capable of bringing their produce to the mandis, the middlemen smuggle the foodgrains to Delhi in the name of farmers to get the benefit of negligible market fee.

“State governments are also losing fee money worth crores as it gets diverted to the Delhi market,” he said.

Setia said huge stocks meant for export of foodgrain were often dumped in unhygienic conditions in Delhi. The entire industry worth Rs 7,500 crore suffers when such consignments are returned by overseas markets on account of poor quality.

They demanded that there should be parity in the rate of tax charged in different states.

Drug addiction pushing them into crime

Drug peddlers arrested by the police have history of being addicted to poppy husk, opium or heroin. Many poor villagers, including youths in the villages in the vicinity of Rajasthan have become addicts of drugs here. Whenever their demand for drugs becomes impossible to met, they resort to drug peddling. Some of them have turned to crime to fund their habit.

With the smuggling of drugs here from the neighbouring districts of Rajasthan, the police arrested 741 drug peddlers hailing from Haryana, Punjab and Rajasthan since January 2006 to mid-April this year and cases under the NDPS Act 4587 cases, including 37 of murder, were registered in the district last year. While 1067 criminal cases, including eight of murder, were registered this year.

Drug addiction has emerged the root cause of many crimes. Besides it, 80 drug peddlers arrested under various provisions of the NDPS Act were convicted by the court this year so far. The condition of some of the addicts deteriorated so much , they worked as bonded labour for a landlord to get dose of poppy husk or opium every day, said police sources and former drug peddlers to The Tribune.

The arrest of Jasa of Rori town last week highlighted how poor farmers became addicts and then took to drug peddling and trafficking of country- made pistols from Rajasthan. Jasa told the police that he was living in remote Thiraj village in Rori and doing farming and became addicted to poppy husk. As he could not afford the poppy, he was initially small drug peddler and later formed his gang and starting trafficking of country-made pistols.

In another case interrogation of the interstate gang members arrested by the police two days ago revealed they were addicted to heroin due to which they had looted several lakhs and cars .Members belong to different states but they all were addicts. Members of the gang include Varuni, Beant Singh, Parsottam of Dabwali town in Sirsa, Gurmeet Singh of Lambi in Punjab, Bhupinder Singh of Sant Nagar in Rajasthan.

SP Vikas Arora said, “We have opened four de-addiction centres in different parts of the district recently to help the villagers to get rid of the drugs. We have been holding meetings with the villagers to spread awareness among villagers to stay away from drugs”.

Justice Jain stresses on need for more lok adalats

The lok adalats in the country have been established in order to make available speedy justice to the needy especially women, children and the poor, residing in the far flung areas.

Chief Justice of the Punjab and Haryana High Court Vijender Jain said this while addressing a gathering at a training programme here for legal aid panel advocates for the Ambala division comprising Ambala, Panchkula, Yamunanagar, Kurukshetra and Kaithal districts.

He said with matters relating to utility services would be resolved through lok adalats and it would reduce the court’s burden.

He stated that a high court legal services committee was functioning at the Punjab and Haryana High Court and 19 district legal services authorities had been established at each district and subdivision legal services committees had also been established in all subdivision court complexes in the state.

Justice Jain stated that the main objective was access to justice to all by providing free legal aid to poor citizens which were also available to persons irrespective of their income belonging to Scheduled Castes, Scheduled Tribes or backward classes, women, children, persons with disability, ex-servicemen, riot victims and freedom fighters.

He stressed that there was a major gap in the sex ratio in Ambala district which must be curbed. The sex ratio in the district is 780:1000. He said he had launched a campaign to combat the menace of foeticide which should be carried out as mass movement.

The chief justice said advocates should work with dedication in the services of the poor and downtrodden and informed that a total of 2.5 crore cases were pending in the courts in India.

He said a lok adalat was established at Hisar in April 2006 and another at Gurgaon in January 2007 in which 1,360 cases were disposed of.

Justice S.S. Saron , judge of the Punjab and Haryana High Court, also spoke on the occasion and appreciated the working of permanent lok adalats. He added that though justice was given to the people in courts but lok adalats were the speedy and cheaper mode for providing justice to the needy.

Justice Nawab Singh, another judge of the Punjab and Haryana High Court, revealed that 106 lok adalats were held in which 29,859 cases were decided and Rs 16 crore were given as compensation.

Later, Justice Jain presided over the convocation programme at Jain College in Ambala City. Degrees were awarded to the students.

5 convicted of double murder

Five persons convicted for double murder were sentenced to life imprisonment by a local court here yesterday. The accused who were members of a kala kachchha had killed two persons, raped a woman and robbed cash and valuables from a few houses in October 1999.

Additional district judge N.C. Mehra sentenced Ram Kishan, Aneesh, Asalam, Irshad, and Makki Miyan, all hailing from Najafgarh in Delhi to life imprisonment. According to the police, they had on the night of October 15, 1999, entered many houses and killed Shivcharan at the Tehsil road and Jageram at the Rewari road during their looting spree. They had also raped a woman at her house near Ramlila ground on the same night.

Later on, they were arrested from their hideouts.

The court also announced eight years term for all of them in the looting cases besides a fine of Rs 2,000 each was imposed on them.

Three of them Ram Kishan, Aneesh and Asalam were undergoing life imprisonment in a rape case whose decision was announced by the additional district judge on August 4, 2005. — OC

Ashram resents disposal of sewage

Resentment is brewing among followers of Bhagwat Bhakti Ashram located on the Bhiwani road against the municipal authorities' move to dispose of sewage water from a nearby locality into the ashram premises.

Talking to The Tribune, ashram’s head Swami Swaroopanand said the ashram had been functioning from the same spot since the pre-Independence days. He said the PWD had constructed a link road to their ashram in 1970s, but now that road remains inundated with sewage water being released from the nearby locality.

He said earlier the sewage water was diverted to a ‘rajbaha’.

When contacted, SDM Mahendrapal said was a stopgap arrangement.
