The Haryana government has increased the budget allocation of urban local bodies from Rs 97 crore in the last financial year to Rs 156 crore during this financial year. Savitri Jindal, minister of state for urban local bodies, said today that the increase of Rs 59 crore had been made to strengthen the basic infrastructure of the urban areas.

Babus to get laptops

The Haryana government has sent a circular to all administrative secretaries that hence forth they will be entitled to have a laptop costing not more than Rs 70,000. The payment for the laptop will be made by the department concerned. The circular says the departments can themselves purchase the laptops if their price is less than Rs 1 lakh.

Now, dispose of waste in eco-friendly way

With an aim to have neat and clean surroundings in the town's residential areas, Exnora and Pepsico have joined hands with the local Municipal Council to launch a waste-to-wealth project, which will see an effective waste management through recycling and composting.

Interacting with mediapersons, officials of Exnora and MC said they had included 6,000 households spread over six localities of the city in the first phase of the project, under which these homes would be provided with red and green bins to dispose of their waste on a daily basis. While the green bin would be used for degradable waste, the red one would be utilised for recyclable waste like plastic and paper. The collected garbage would straightaway be sent to the dumping yard, the site for which had already been identified in Shodhapur. The Exnora Nav Nirman Samiti, a panel formed for the project's implementation, would soon get its possession.

The officials said the necessary infrastructure for the segregation of waste and vermicomposting at the site would be in place within a month. A mass

awareness programme to sensitise the residents on the project would be kicked off with a rally from Shivaji Stadium tomorrow. Apart from it street plays would also be staged. The panel had also approached children in various schools who they think would serve as their ambassadors in their cause.

The panel's office was inaugurated today and a phone line will soon be opened for receiving any complaint regarding cleanliness in these localities between 9 am and 5 pm. The residential areas which are being covered under the project include Model Town, Geeta Colony, Prahlad Colony, Sukhdev Nagar and New Sukhdev Nagar.

Exnora, an NGO-based in the South, has successfully implemented this model in various towns of Tamil Nadu and its neighbouring states.

Students join rallies against power theft

About two lakh students joined rallies against power theft in about 1,000 villages all over Haryana today.

The rallies were part of an awareness campaign against theft of power launched by the Vigilance Wing of the Haryana Power Utilities. Under the campaign, all major towns of the state have already been covered.

The students raised slogans against theft of electricity terming it a social evil. They met village elders and informed them that if there were no theft, there would be no shortage of power in Haryana.

A spokesperson for the utilities said 50 big villages were selected in each district for the rallies. Sarpanches, elders, officials of the district administrations also participated in the rallies. Senior officials of Haryana Power Utilities led the rallies. The chairman of Haryana Power Transmission and Distribution Corporations, Lt-Gen O. S. Lohchab (retd), flagged off the rally at Charkhi village in Bhiwani district.

He said electricity worth Rs 700 crore was pilfered every year in the state. This amount is sufficient to strengthen power transmission and distribution system. The stolen electricity could easily end power shortage in Haryana.

The students also drove home the fact that if each consumer saved two units of electricity every day, there would be no shortage of electricity in the state. There is a great potential for conserving power used for lighting and irrigation purposes.

The utilities have targeted both these sectors by promoting compact florescent lamps (CFLs) and energy efficient BEE starred motors and pumps. A number of incentives have also been announced for the purpose.

FATEHABAD: Hundreds of students raised their voice against the menace of theft of power in as many as 50 villages of this district on Monday by organising rallies in their respective villages.

The Vigilance Wing of the Haryana Power Utilities, led by L.R. Dabas, Inspector-General (Police), has launched a massive awareness campaign against theft of electricity, said a spokesman of the DHBVN.

The students raised slogans against theft of electricity terming it to be a social evil.

Sarpanches and elders of villages, Education Department and district administrations took active part in the rallies.

Addressing mediapersons, deputy commissioner O P Sheoran said the Haryana Power Utilities have been making endeavours to provide better facilities to people so it was the duty of the people to pay honestly for the power used.

ROHTAK: Students from 52 schools located in various parts of the district on Monday took out awareness rallies in 50 villages, urging residents to refrain from power theft. The rallies were organised jointly by the power corporations and the District Education Department.

Deputy commissioner R.S. Doon asserted that the underlying idea behind the exercise was to check the theft of electricity. "We hope that these small children will be able to inspire people to not indulge in power theft," he observed.

The children were carrying placards and raising slogans against the menace of power theft. The placards had messages like "Power theft-a social evil", "Power saved is power produced" and "Use CFLs to save electricity."

Prior to the rally, school principals and teachers detailed the participating students about various ways to save power. The power Nigam provided refreshment to the schoolchildren after the rally.

More Bhajan men quit Cong

Former organising secretary of the HPCC Yoginder Nath Malhotra had also recently resigned from the primary membership of the Congress.

In the resignations sent to AICC president Sonia Gandhi and Haryana affairs in charge Janardan Dwivedi, the aforesaid Congressmen have resented that the reins of the state were handed over to an "inexperienced" person. "The government has little control over the bureaucracy and there is no law and order to speak of," they have maintained.

The resigning Congress members have also described Bhiwani MP Kuldeep Bishnoi as a "true Congressman" who was championing the cause of the downtrodden.

PANIPAT: The ruling Congress today received a jolt when ex-minister Vijender Singh Kadyan openly came out in the support of former Chief Minister Bhajan Lal and announced his decision to quit the party along with his supporters at a press conference here.

Addressing mediapersons, Kadyan said he was disappointed with the way a senior leader like Bhajan Lal was sidelined in the party and also with the manner in which "dedicated party workers were ignored" in the last two years of the Congress regime in Haryana.

Lauding Bhiwani MP Kuldeep Bishnoi for raising his voice on special economic zones and other issues of public interest and flayed his suspension from the party, he said as the state Congress chief Bhajan Lal played a vital role in the party's victory in the last Assembly polls, but on coming to power the party handed over the state's reigns to another individual.

He said the party cadre that worked hard for the party's win was today "demoralised" with the government's policies. Denying that resignation of Bhajan loyalists was a pressure tactics, he claimed that people of Haryana wanted to see Bhajan Lal as their chief minister.

He denied that his resignation had anything to do with denial of Assembly ticket to him from Naulatha seat. He said he followed the party high command's order like its disciplined soldier and didn't fight the elections.

Kadyan alleged that there was no law and order in the state and the prices of essential commodities were skyrocketing making life difficult for the poor. He said he would soon hold a public meeting in the district. Prominent among those who were present along with him included Balbir Singh Malik and Dullichand Kadyan.

Samjhauta Express case
CCTV footage poor, says SP

The closed-circuit television (CCTV) installed at the New Delhi railway station, where the Indo-Pak Samjhauta Express begins its journey, has failed to provide any clue to the perpetrators of the explosions that rocked the train at Panipat two months ago.

Superintendent of police (railway) Bharati Arora today said the CCTV footage was of poor quality and it did not provide assistance in identifying the possible suspects.

“The footage was of poor picture quality,” she said. She added that the CCTV installed at New Delhi was old and was being replaced by a new one.

She said they had put in their best efforts to crack the case. “We are hopeful of a breakthrough soon,” she said.

“Our investigations have led us to Indore from where the suitcases for holding bombs had been bought,” she stated.

“We had questioned suitcase sellers Puran Singh and Muzaifa. The suitcases had been bought from Abhinandan Bag Centre,” she added.

It was for the first time that sophisticated circuitry had been used for detonating explosives to cause fire. “The bombs had been placed in four coaches, out of which two went off,” she said.

Bharati Arora said they would launch a campaign to identify the bodies found under their jurisdiction.

She said operation “Pehchaan” would run for three days from April 27. From 2001 to March, 2007, a total of 8,259 bodies had been found, she added. Out of these, 2,757 bodies had not yet been identified.

She said the campaign would aim at identifying the bodies. Twenty-three of these bodies were of murder cases.

HPCC secy alleges malpractice in recruitment, writes to Sonia

Satpal Kaushik, a secretary of the Haryana Pradesh Congress Committee, today alleged blatant malpractices in the recruitment of government jobs in the state.

In a letter to Sonia Gandhi, president of the All-India Congress Committee, Kaushik said corruption by government functionaries had reached all time high under the Congress Chief Minister Bhupinder Singh Hooda-led regime. The letter, copies of which reached the press, said government jobs were being “sold” in the state. He said the agents of government were having price lists for jobs.

Kaushik alleged advertisements for recruitment for government jobs were often published in newspapers which hardly had any circulation in the state. Recruitments were being carried out with the help of “slips” given in favour of select candidates by political bosses, Kaushik wrote and added merit or qualification was not of consequence for this category of candidates.

Trade union unhappy with EPF report

Following the submission of a probe report on the implementation of the EPF in the textile industry here by the Central EPF officials, the Indian Federation of Trade Union (IFTU) has termed the report as a "cruel joke" with labourers.

IFTU state convener P P Kapoor said the union had now decided to muster the support of labourers on the issue. He said they had sent a list of 322 textile industries to Union minister of state for labour Chandrashekhar Sahu in August last year and urged him to include their staff in the EPF and the ESI.

He said a Central EPF team had then visited these textile units in September. He termed the progress report sent to him by the EPF Karnal as "a fraud with labourers in the name of thorough investigation". He claimed that none of the labourer has got PF card.

He further claimed that even the registered industries didn't bother to issue PF cards to their employees. He warned that the union would not tolerate any malpractice on this issue and would wage a struggle against it.

Project to study crop productivity

The Haryana government has decided to carry out a detailed study to ascertain the reasons affecting the productivity of various crops in 60 blocks of the state.

"The study would be carried out under a new agriculture scheme launched during the current financial year for increasing the productivity of major crops in low productivity blocks," agriculture minister Harmohinder Singh Chatha said today.

The scheme, likely to cost Rs 6 crore, was mooted with an objective to increase the productivity of various crops that would help in enhancing the farmers' income.

Chatha said the state government was focusing its attention to uplift the financial status of the farmers and provide equal opportunities to them all over the state.

The endeavour of the state government was that the toil of the farmers should not go waste and they get maximum output of their crops, he added.

A sum of Rs 10 lakh would be spent on each block for studying the various aspects that were affecting the crops and thereafter suitable measures would be taken to reverse the trend.

"Appropriate guidance would be provided to the farmers of low-productivity areas to raise their income level by adopting the latest methods of cultivation and shift to growing major crops which would be far more remunerative to them," he added. — PTI

More funds for urban local bodies

The Haryana government has increased the budget allocation of urban local bodies from Rs 97 crore in the last financial year to Rs 156 crore during this financial year.

Savitri Jindal, minister of state for urban local bodies, said today that the increase of Rs 59 crore had been made to strengthen the basic infrastructure of the urban areas.

She said the Centre had launched three schemes, the Jawaharlal Nehru National Urban Renewal Mission, the Urban Infrastructure Development

Scheme for small and medium towns and the Integrated Housing and Slum Development Programme, for integrated and planned development of various areas.

She said under these schemes, the development of areas would be carried out such as widening of streets, shifting of industrial and commercial establishments from over-populated areas to reduce congestion, replacement of old and worn-out water pipes, re-laying of sewerage, drainage and solid waste disposal system and upgradation of water supply plants and development of heritage areas.

The minister said the government had also started making city development plans for each urban local body for the planned development of towns.

The government would implement the Ashiana scheme to provide houses to weaker sections.

Under this scheme, 90 per cent rebate would be given on the payment of extension fee on properties owned exclusively by women and 100 per cent rebate would be given to the widows.

Babus to get laptops

The Haryana government has sent a circular to all administrative secretaries that hence forth they will be entitled to have a laptop costing not more than Rs 70,000.

The payment for the laptop will be made by the department concerned.

The circular says the departments can themselves purchase the laptops if their price is less than Rs 1 lakh. However, the departments can purchase the laptops through HARTRON also, for which they have to send their requests before May 7.

The life of a laptop has been put at five years. On transfer from one department to another, an IAS officer will be allowed to carry the laptop with him.

However, if he retires or is transferred out of Haryana, the officer will have to surrender his laptop within 15 days of his retirement or transfer out of Haryana.

Earlier, the state government had provided broadband connections at the residences of the IAS officers to make them computer savy.

Incentive for power bill payers

The Haryana Power Distribution Corporations will ensure that 5 per cent incentive will be given to all regular bill payers under domestic as well as tubewell categories of rural areas by of May.

An official spokesperson said here today that while launching the Electricity Bills Arrears Waiver Scheme in June, 2005, it had been decided to give an incentive of 5 per cent to the consumers who had been regularly paying their bills for the past 10 months prior to June 17, 2005. This incentive had to be given to the consumers after obtaining the proof of regular payment.

The spokesperson pointed out that some consumers could not avail themselves of this benefit due to ignorance about the scheme or non-availability of proof of regular payment.

Now, in order to give relief to regular electricity bill payers, it has been decided that the state Power Utilities will get the record checked and give incentive to the leftout consumers who have been paying their bills regularly.

Kalam to address KU convocation

President A.P.J. Abdul Kalam has given nod to address the special convocation scheduled next month at Kurukshetra University (KU). The occasion will be observed as the mega concluding ceremonies of the golden jubilee celebrations of the university.

Confirming this here today, an official spokesman of the university said the university authorities had received confirmation from the Rashtripati Bhawan to attend the function on May 25.

Thrilled with the news about the participation of the First Citizen as the special guest, sources on the campus said the function became important as the foundation stone of the university was laid by the first President, Dr Rajinder Prasad.

The university has also decided to honour three dignitaries on the occasion. Chief Justice of India Mr Justice K. G. Balakrishnan and Union Law Minister Hans Raj Bhardwaj will be conferred with degrees of D.Litt. (honoris causa) for laws.

Ranbir Singh Hooda, the only surviving member who had signed the Constitution of India and father of the present Chief Minister, will be honoured with D.Litt (social sciences).

Haryana proposes vocational institutes for new careers

Reviewing the curriculum for vocational training institutions in the state, the department of technical education has evolved a comprehensive plan to add more institutions and courses that will prepare students for careers in areas that are projected to grow over the coming years.

The department has invited proposals from industry, registered firms and other private and public bodies to set up professional training institutions in the state with a view to broadening the horizon of technical education. Deviating from the traditional vocational courses, the organisations interested in partnering vocational education are free to suggest courses in any area that has potential for employment.

According to officials in the department, the government is showing a lot of interest in setting up institutions that will prepare students in highly employable areas like retail management, jewellery designing, insurance and banking, mass media and communication, BPO training, cargo management, tourism and travel, aviation and crew training. “But we are open to any new field that has employment or entrepreneurial potential”, an official said.

“We have asked educational institutions as well as leaders in various industries to share their vision with the department in the form of a detailed project report. Any project that shows promise will be reviewed and accepted for implementation by a committee formed by the department”, the official said.

To be set up as part of public-private partnership, the department is looking at industries that have the capability of investing at least Rs 3 crore and have been successfully running a similar project, approved by the all-India council of technical education, for the past five years.

The Haryana government has offered to provide land for such projects at 14 places in the state. Hisar will have one of the biggest institutions under public-private partnership, where the government will provide 171 acres for the campus. Phulkan (Sirsa) will offer 100 acres and Nuh in Mewat has 54 acres earmarked for the project.

The other places where such institutions will come up during the current year are Rajpur (Jind), Umri (Kurukshetra), Dabwali (Sirsa), Dhamlawas (Rewari), Pabnawa (Kaithal), Sampala (Rohtak), Nanakpura (Panchkula), Kheri Masnia (Jind), Jamal Khera (Fatehabad) and Haiderwala (Faridabad).

Haryana has already announced that it will spend Rs 10 crore on the repair and maintenance of buildings of the existing industrial training institutes in the state.

JBT paper leaked at two centres

Two incidences of the JBT entrance exam paper leak came to light in the town yesterday, while similar speculations were rife throughout the day in Panipat and Sonepat districts.

In the first incident, the question paper was leaked from MD Shiksha Sadan, located on Apollo Road, at about noon, while the paper was scheduled to start at 1 pm. As soon as the authorities got a wind of it, the SDM and a DSP raided the institute's premises and seized 10 booklets from the possession of the centre superintendent. A case has been registered against him in this regard.

In another incident, a youth entered into the exam centre at SD School and took away six booklets in front of a teacher who was distributing question papers. He even managed to give a slip to the standing guard outside the centre.

Devi Lal varsity sued

Aggrieved with the Chaudhary Devi Lal University (CDLU) decision of cancelling their admissions, students of M.Phil finally approached court to seek the relief.

As many as 250 students of M.Phil pursuing different courses through the centre for distance learning had been left in lurch after the CDLU cancelled their admission almost at the end of the session following Kurukshetra University orders preventing their teachers to provide services to students of other universities.

The director and the registrar of the CDLU have been summoned on April 24 to file a reply. — TNS

The teacher Ved Prakash had been transferred after he reportedly misbehaved with school staff and villagers during the annual examination about two years ago. He had also threatened the school Principal.

He was transferred after the school and villagers complained to the District Education Officer. A departmental inquiry was initiated against him. The sources said he returned to the school today to which villagers objected.

Some local Congress leaders and the DEO reached the school. The school reopened after the accused teacher left the school.

The police officials from the Sadar police station visited the office of the council and sought certain documents.

They have asked for works undertaken under Section 35 of the Municipal Act, which pertains to emergency provisions. Also, details about the purchase of diesel have been sought.

The officials wanted to know the frequency and quantity of the purchase of diesel. The details about the minutes of the General House meetings were also sought. The police officials spoke to the Municipal Council staff.

The MC officials have sought time to furnish the details.

While stating this here today, finance minister Birender Singh, who was also the convener of the Congress manifesto drafting committee for the last assembly elections, said the state government had earlier accorded sanction for clearing the backlog of 7,158 posts in the class I, II and III categories.

Bid to sodomise

Rewari, April 23
A 45-year-old sadhu, Shambhugiri, enticed a 13-year-old boy who was then taken to an isolated spot in the railway godown complex near Kosli station where he allegedly made a bid to sodomise him on Sunday. However, the sadhu was spotted by some persons who overpowered him and then handed him over to the Government Railway Police. A case of attempted sodomy under Sections 377 and 511, IPC, has been registered. — OC
