An undertrial committed suicide inside the jail here last night by hanging himself from a ventilator grill. The deceased has been identified as 47-year-old Ajit, a resident of Raj Nagar. He was facing trial on the charge of assaulting his wife Santro. He was booked in October last year on the basis of his son Vijay's statement.

CM’s security vehicle rams into shops, 3 injured

Yamunanagar, April 16
Three persons were injured when the driver of an official car of the Haryana chief minister’s security cover lost balance and it rammed into two shops near Gulabgarh chowk on the Jagadhri- Naraingarh road today.

The car was on its way back to Chandigarh from Bijnore in UP from where Bhoopinder Singh Hooda had taken an aerial route. Hooda was in UP in connection with assembly elections.

Sources said the car was at a high speed when the driver tried to save a cyclist coming from the opposite direction.

SP (CM security) Sukhdev Singh of Ambala range told media persons that there were three commandos in the car and commando Rakesh Kumar was driving the car. However, no commando was injured. He said the driver tried to save the cyclist and in the process the car rammed into the shops.

The injured have been identified as Bhadhur Singh and Jammua Dass. The name of the third injured is not yet known.

The police had a tough time in placating the locals who were demanding action against the driver.

Six armed youths kill 3

Three persons were shot dead and another was injured seriously when they were attacked by six heavily armed youths near the Bhighan turn on the national highway No. 10 here this morning. The police led by superintendent of police K.K. Rao launched a combing operation to nab the assailants, and three of them were reportedly arrested after a brief exchange of fire.

According to information, the victims were going to Sonepat for appearance in a court for a case this morning. Seven persons were travelling in a jeep, including Virender and Neeraj of Papli Khera village, Hariom of Siwah village in Panipat, Surender of Kurar village, Ranbir of Atta village, Dalel of Reveli village, Ranbir of Chhaju Garhi.

However, when they reached near Bhighan village, a Scorpio jeep started overtaking their vehicle and its occupants opened indiscriminate firing on them. Sources said Hariom and Surender died on the spot while Virender was killed in the fields when he tried to escape and Dalel also received serious bullet injuries.

The jeep got stuck in the fields when they were trying to chase Virender. The assailants reportedly fled on foot. The police formed teams to chase the fleeing attackers. The SP also joined the combing operation. The police reportedly spotted the accused in the fields of Hasanpur. The sources added that three assailants, identified as Sanjeev and Jitender of Papli Khera village and Sanjay of Uttar Pradesh, had been arrested after a brief shoot-out between them and the police party.

Petrol pump manager looted

In another incident, a petrol station manager was robbed of Rs 8 lakh by two motorcycle-borne youths on pistol point when he was going to deposit the cash in the bank this morning.

Shyam Sunder, manager of Batra Petrol Station, situated in the Delhi region on the national highway No. 1, was coming to the HSIIDC complex in Kundli by his car to deposit the cash in Punjab National Bank. Two youths forced him to stop the car when he was turning towards the complex and looted the cash on pistol point. The police has registered a case in this connection.

Cong leader for probe against Bhajan, Chautala

The Haryana Congress infighting touched a new high yesterday when an organising secretary of the party Master Hari Singh demanded a CBI inquiry into the property of former Chief Minister Bhajan Lal and his family.

In a statement issued here, Hari Singh said the report of the Jaswant Singh Commission, which enquired into a memorandum signed by over 100 MPs against Bhajan Lal in 1982, must be made public. He said the report was placed neither before Parliament nor the Haryana Assembly.

The Congress leader also demanded that the CBI should probe into the murder of a Hisar teacher and the police firing on the agitating farmers at Nissing when Bhajan Lal was the Chief Minister.

He said similar inquiries should be ordered against another former Chief Minister Om Prakash Chautala, whose role was suspect in the Amir Singh murder case of Meham.

Hari Singh said when the MPs had submitted the memorandum against Bhajan Lal, the CBI inquiry was not ordered because he was the Chief Minister of a Congress-led government in the state. He said the probity demanded that since the CBI was inquiring into the disproportionate assets of Chautala, it should also hold a similar probe against Bhajan Lal. This would strengthen people’s confidence in the rule of law and democracy, he added.

Remove encroachments, says minister

Haryana finance minister and chairman of the district public relations and grievances committee Birender Singh today directed the SDM, Loharu, to remove illegal encroachments along the railway station, Loharu.

He also asked officials to remove all encroachments which were causing problems for vehicles and pedestrians.

In cases of abduction and rape, the chairman directed the police to take action against the accused after taking a statement of the rape victim.

In another case filed by Kamla Devi, whose son had disappeared and later his body was found as 'unclaimed' in a hospital, the minister assured the complainant of an action after receiving the report from the FSL, Karnal. Later, the minister gave an assurance to the Bar Association on its complaint against the police. The president of the Bar Association presented a memorandum to the minister.

Murder, bank robbery rock Rohtak

Four persons injured in the firing incident have been admitted to the PGIMS here.

Two masked youths carrying pistols entered the Haryana Gramin Bank branch at Pakasma village in the district this afternoon. They snatched Rs 9,000 in cash from a customer, Bhoop Singh, and about Rs 1.5 lakh from the cash counter. They cut the telephone and alarm lines and took the bank officials and the customer to the strong room.

From there, the armed youths looted about Rs 3 lakh lying in a safe. After this, they locked the bank officials in the strong room and fled the scene on their motorcycle parked outside.

At the time of the robbery, cashier Mahabir, computer operator Somnath and bank employees Ravinder and Dharmender were present.

In a complaint lodged with the police, branch manager Prem Prakash Arora said the robbers decamped with an amount of Rs 4.63 lakh. A case has been registered in this regard. The Rohtak SP, ASP and DSP rushed to the scene of crime to supervise the investigations.

Meanwhile, a team from Forensic Science Laboratory, Madhuban, visited the town in connection with the probe of the murder of a schoolteacher yesterday morning.Schoolteacher Krishna Devi was stabbed to death by some persons who had gone to her house to loot money and other valuables.

Police teams have been constituted to probe the matter. However, no arrests have been made so far.

In yet another case, enmity over some cash transaction led to exchange of fire between two families of Shimli village in the district. Four members of the two families of Mahabir and Suresh were injured in the firing. They have been admitted to the PGIMS.

Network of cricket bookies smashed

The district police has smashed an inter-state network of cricket bookies. Police chief Navdeep Singh Virk had been receiving complaints from the relatives and friends of young boys in Kaithal, who were indulging in gambling on cricket matches.

The complainants stated that these young boys were ruining their lives and some of them were on the verge of committing suicide after losing heavy amounts of money in cricket gambling, which was beyond their means.

The bookies were putting pressure on them for payments of the amounts lost by them in gambling. It was revealed that most of the people who placed bet on cricket matches belonged to “decent families” with no criminal background and in most cases the parents of the family were not even aware of their activities.

Giving details of the operation to smash this network here today, Virk said recently an FIR 176 under Section 13-A-3-67 Gambling Act and 420, IPC, PS City Kaithal, had been registered on the basis of a secret information.

During the raid on one bookie (those who write the bets), Sachin Mittal, alias Chotta, s/o Raghbir Singh Mittal,was arrested and a sum of Rs 2500, a T.V. set and a “dibba” were recovered from him. Vicky of Sonipat and Bunty of Panipat were also arrested and recovery of Rs 50,000 each was made from them. “Dibba” is a special mobile number on which the betting odds are being continuously announced on the basis of which punters place the bets with the bookie.

Investigation revealed a wide network of several hundred lines, which were being used in the districts of Kaithal, Karnal, Panipat, Sonipat and Kurukshetra. A few organised gangs were behind the racket. The gangs not only provided service in the local area but also up to Delhi, Chandigarh and Jammu.

After observing the modus operandi of the gang, the information was passed on to R.S Dalal, DGP, who directed that the entire network be smashed and further crime be prevented. The telecom service providers were asked by the Kaithal police to suspend 489 lines for prevention of further crime.

During investigations from the call details records of the bookies, the telephone numbers of hundreds of punters were taken and a warning SMS have been sent to them through the service providers, telling them to refrain from the “punishable offence”.

Entrance test for polytechnics on June 2

The entrance test for admission to different polytechnics in Haryana for diploma courses in engineering and technology, office management and computer application (OMCA) and library and information science will be conducted at various centres in Haryana and Chandigarh on June 2.

While stating this here today, a spokesman of the Haryana technical education department said no entrance examination would be conducted for admission to courses in pharmacy, hotel management and catering technology (HMCT), industrial personnel management (IPM) and business administration. Admission to these courses would be done on the basis of the qualifying examination. A separate bulletin would be issued for admission to these courses. A separate bulletin would also be published for admission under the lateral entry scheme to second-year diploma programmes for ITIs and 10 plus two (vocational courses) candidates.

Power cuts back in Haryana

With the demand for power going up considerably, the Uttar Haryana Bijli Vitran Nigam has imposed power cuts with immediate effect.

There will be no power for industries from 5 a.m. to 7 a.m. and 7 p.m. to 11 p.m. daily. However, 5 per cent of the normal load will be allowed to these units for lighting purposes.

The power will be supplied in two groups to agricultural and rural feeders. In Karnal and Panipat districts the consumers of the first group will get three-phase power supply from 11.30 p.m. to 4.30 a.m. and from 4 p.m. to 5 p.m. The consumers of the second group will get power from 4.30 a.m. to 5.30 a.m. and 12 noon to 4 p.m.

In Ambala and Panchkula districts the consumers of the first group will get three-phase power supply from 11.30 p.m. to 4.30 a.m. and 4.30 p.m. to 5.30 p.m. and the consumers of the second group from 4.30 a.m. to 5.30 a.m. and 12.30 p.m. to 4.30 p.m.

In Kurukshetra and Kaithal districts the consumers of the first group will get power from 11.30 p.m. to 4.30 a.m. and 5 p.m. to 6 p.m. The second group will be fed from 4.30 a.m. to 5.30 a.m. and from 1 p.m. to 5 p.m. daily.

The first group of tubewell consumers in Sonepat will get power from midnight to 5 a.m. and from 5 p.m. to 6 p.m. The second group will be fed from 5 a.m. to 6 a.m. and from 1 p.m. to 5 p.m.

The consumers of the first group in Yamunanagar will get power from midnight to 5 a.m. and 4 p.m. to 5 p.m. and the second group from 5 a.m. to 6 a.m. and 12 noon to 4 p.m. The first group of consumers in Jind district will get power from midnight to 5 a.m. and 5 p.m. to 6 p.m. The second group will be fed from 4.30 a.m. to 5.30 a.m. and 1 p.m. to 5 p.m.

The consumers of Rohtak and Jhajjar districts will be fed from 11.30 p.m. to 4.30 a.m. and 5 p.m. to 6 p.m. The second group will get power from 4.30 a.m. to 5.30 a.m. and 1 p.m. to 5 p.m.

The power cuts will be imposed on urban and mixed-urban feeders from midnight to 1 a.m., 5.30 a.m. to 6.30 a.m., 7 p.m. to 8 p.m. and 9 p.m. to 9.30 p.m. in the Ambala circle.

In Karnal the supply will be restricted from 1 a.m. to 2 a.m., 5.30 a.m. to 6.30 a.m., 7 p.m. to 8 p.m. and 9 p.m. to 9.30 p.m. In Panipat the supply will be restricted from 2 a.m. to 3 a.m., 6 a.m. to 7 a.m., 7 p.m. to 8 p.m. and 9.30 p.m. to 10 p.m. In the Kurukshetra circle, the restrictions will be imposed from 3 a.m. to 4 a.m., 5.30 a.m. to 6.30 a.m., 7.30 p.m. to 8.30 p.m. and 9.30 p.m. to 10 p.m. daily.

In Yamunanagar the supply will be regulated from 4 a.m. to 5 a.m., 6.30 a.m. to 7.30 a.m., 8 p.m to 9 p.m. and 10 p.m. to 10.30 p.m. In Jind the cut will be from 4 a.m. to 5 a.m., 6.30 a.m. to 7.30 a.m., 8 p.m. to 9 p.m. and from 10 p.m. to 10.30 p.m.

In Rohtak, Jhajjar and Sonepat districts the cuts will be from 4.30 a.m. to 5.30 a.m., 7 a.m. to 8 a.m., 6 p.m. to 7 p.m. and from 10.30 p.m. to 11 p.m. daily.

Power bills waiver scheme yields dividends

The power bills waiver scheme launched by Dakshin Haryana Bijli Vitran Nigam (DHBVN) has evoked an encouraging response.

A DHBVN spokesperson said here on Thursday that 4.03 lakh of the 6.23 lakh non-paying consumers, as on June 16, 2005, had opted for the scheme and started paying their current bills regularly. Farmers had welcomed the waiver scheme enthusiastically. Of the 1.05 lakh defaulting tubewell consumers, 85,000 were now paying their bills regularly.

Total arrears of pending bills among all categories in the DHBVN area were Rs 725 crore, out of which an amount of Rs 566 crore had to be waived. Bhiwani district had the highest number of defaulters who together had piled up arrears of Rs 312 crore of which Rs 287 crore would be waived off under the scheme. Arrears in other districts were: Mahendragarh (94 crore), Hisar (91 crore), Faridabad (62 crore), Fatehabad (57 crore), Gurgaon (47 crore), Rewari (25 crore), Sirsa (20 crore) and Mewat (17 crore).

Experts now were of the view that there was a need to give an opportunity to the defaulters and then persuade them to pay bills regularly. Any consumer willing to opt for the waiver has to pay the current bill for 20 consecutive months after which the arrears would be waived.

The scheme was meant for rural domestic and agricultural consumers. However, later the benefit was extended to horticultural and tubewell connections owned by gram panchayats, domestic connections of community centres like village chaupals and government schools in the villages.

Haryana Governor A R Kidwai inaugurated a girls’s high school to be run by the Jamiat Al Iman Waliullah Trust, New Delhi ,at Kotla village in Sadhaura block here today.

Addressing members of the Muslim community Governor Kidwai said spread of education was must for creating a new India. The school has been established by the Dawtul Islam Education Society Tewar of Sadhoura. He appealed to people to send their daughters to school and help them get higher education.

He said farmers should educate their children to realise dreams of Pandit Nehru and Maulana Azad.

Sources said he got up at 1 am and hanged himself in the bathroom. His companions of Barrack No.3 came to know about it at 2.45 am. His body has been sent for postmortem examination to the local Civil Hospital.

Govt official caught taking bribe

The Vigilance Bureau has caught a government official while accepting illegal gratification during a raid conducted by the bureau last week.

A case has been registered against him at bureau police station, Hisar, under Sections 7,13 and 49 of the Prevention of Corruption Act, 1988.

Bureau sources said the case had been registered against Ram Kishan, UDC, DHBVN, Tosham, in this district who was allegedly accepting illegal gratification of Rs 1,500 from Jitender Singh, owner of Kundu Stone Crusher Khanak, Tosham, in lieu of processing the file for the installation of electricity connection for his stone crusher. — OC

The proposal to appoint watchmen has not been shelved; only postponed for the time being, said a senior official of the Education Department.

As per sources in the department, the block development and panchayat officers will be approached so that services of watchmen appointed by village panchayats can also be used to 'watch' the property in schools.

Freezer blast rocks seven shops

A burst in a fast food centre's freezer at Palika Vihar in Ambala City rocked around six shops and a few houses last late night. The incident came to light when a resident of the colony today morning found the shutter and the freezer of the shop lying in the middle of the road

Vickey, the owner of the shop, said the burst occurred due to an explosion in the compressor of the freezer. He said he had closed his shop around 10 pm and the freezer was on as usual, adding he was not aware how it happened.

The shutter, freezer and furniture of the shop were blown up and recovered around 20 metres away from the shop The shutters and the glasses of several other adjoining showrooms were also damaged.

Some of the residents of the locality said they heard a loud burst around midnight and thought a blast had occurred in the colony.

Vickey basically belonged to Delhi and had shifted to Ambala three months back after his shop was sealed during the sealing campaign there.

SDM checks records at MC office

Ambala, April 16
Subdivisional magistrate Mukesh Ahuja today checked records at the municipal council Ambala Sadar office for inquiry into allegations of financial irregularities against MC Ambala Sadar president Neelam Sharma.

Ahuja sought records of all the works which had been carried out under the Emergency provisions of Section 35 since 2005. He also sought records of the minutes of meetings of the House held over the last two years.

Ahuja said the report will be submitted to the deputy commissioner Ambala.

MC president Neelam Sharma handed over a sealed envelope to Ahuja, which is believed to contain her response to the allegations.

The councillors who had made the charges today quoted a letter written by the resident audit officer to the director, urban local bodies, Haryana, earlier this month.

The letter states, "the president of the municipal council Ambala Sadar has irregularly accorded sanction for expenditure out of the municipal fund to the tune of Rs 1.53 crore for the date assuming the charge of the post of President till November 20, 2006. The extraordinary power was intended to be used sparingly and only in an unforeseen situation on the occurrence or threatened occurrence of any event involving or likely to involve extensive damage to human life or grave inconvenience to the public. It was mandatory to report to every such action to the committee at its next meeting."

"Now, firstly, the president abused the powers under Section 35 as expenditure involving Rs 1,53,78,042 was sanctioned wherein no extensive damage to the property or danger to human life or grave inconvenience to the public was caused. Secondly, it was mandatory but the matter was not brought to the notice of the council in its next meeting till November 29, 2006, although a number of meetings of the council took place during this period. Further, when the matter was put before the council in its meeting vide item No. 31 dated November 30, 2006, the members of the council unanimously objected the use of Section 35 on the ground that this power, section should have been used only in case of Emergency and also demanded the list of such expenditure incurred under Section 35 of the Municipal Act, 1973," the letter adds.

Shimla resident dies in accident

Ambala, April 16
Two persons were killed in separate accidents in Ambala today.

H.S. Kaushal, a resident of Shimla, was travelling with his family members in a Tavera to Delhi, when the car collided with a truck near Shahpur Macchonda at about 3 am.

Kaushal died on the spot. His wife Kiran, daughter Sonali and another person Yoginder sustained serious injuries. They have been referred to PGI, Chandigarh. The driver of the vehicle, Tilak Raj, is admitted at Civil Hospital, Ambala Cantt.

In another accident, Ambala City resident Gagan Dogra died when he was run over by a truck near Capital Chowk in Ambala Cantt this evening. Gagan Dogra was on his scooter which was hit by the truck. The truck driver fled from the spot.
