Attempt to murder
Karnal, April 21 Bharat Singh, a native of Bhusali village near here, alleged that the police had honoured a “doubtful” CT scan report provided by a private doctor while overlooking the PGI report about the nature of injury. Hawa Singh, Chattar Singh, Karn Singh and Subash were arrested in a cross case registered against them by Shamsher, a resident of the same village. The cross case was registered under section 307 of the IPC (attempt to murder) on February 18 by Shamsher. Earlier on February 17, Bharat's brother Hawa Singh lodged an FIR against Shamsher and others for attacking and injuring him and his family members over some dispute in the village. Meanwhile, one of Bharat's brothers, Chander Bhan, succumbed to head injuries on March 4 at the Civil Hospital allegedly due the attack. Both cases were registered at the Madhuban police station. In a complaint sent to the Chief Justice of the Punjab and Haryana High Court, the DGP and the chairman of the Human Rights Commission among others, Bharat alleged that certain police officials, including an official of the DSP rank posted at Karnal, had played foul in the case. He demanded a probe regarding the alleged involvement of a senior functionary of the Civil Hospital, who had secured a “false” CT scan report from a private medical practitioner based in Karnal. Shamsher, one of the accused in the case filed by Hawa, who had filed a cross case, is at present lodged in Karnal jail. He was admitted to the Civil Hospital on February 17 and later referred to the PGI, Chandigarh, on the same day. Showing a copy of the medico-legal report issued by the PGI, Bharat said the medical summary (a copy of which is in the possession of The Tribune) clearly denied that the accused bore any injury that was “dangerous to life”. DSP (city) Jagat Singh Hooda and Madhuban SHO refused to comment on the issue. |

Rohtak, April 21 Chief Engineer (Operation) of UHBVN K.C.Gupta disclosed here today that computerised ATP machines would be installed in town by the end of next month. “The consumer will be supposed to go to an ATP machine with the electricity bill. An attendant posted there will help the consumer pay the bill on the spot,” he said. Gupta pointed out that the consumer would have to key in his/her name and consumer number etc, following which the machine would accept the payment for the bill and generate receipt thereof. Talking to TNS, the Chief Engineer stated that in the beginning the ATP machines would be kept open from 8 am to 10 pm. “However, if required, the machines can be opened round the clock,” he maintained. Gupta stated that as of now, the bill collection centres opened for limited hours, due to which the consumers, especially those in service, had to face inconvenience in making the bill payment in time. Sometimes, they had to pay the surcharge on account of late payment of bills. The power nigam has already made arrangements for bill collection from rural areas. Nigam officials go to villages on pre-fixed dates and collect payment from the consumers. The new move to establish ATP machines focuses on the urban consumers. |
