New Delhi, April 21 “The Comptroller Auditor General (CAG) has pointed out in its report that various departments of Delhi Government have either not used or misused the money totalling Rs 4,700 crore meant to be utilised for development of the Capital,” he said. Addressing a press conference, Dr Harsh Vardhan said “The CAG has been making comments against Delhi Government for misuse of public money and corruption for the last seven years. It has also pointed out the pilferage of money. But the government did nothing to control it,” he alleged. The Delhi BJP president alleged, “Last year, VAT, Entertainment tax and Motor vehicle tax could not be recovered resulting in a loss of Rs 491.49 crore to the state government exchequer. The DTC is in loss of Rs 4008.46 crore. The government has suffered a loss of Rs 12,500 crore in power distribution. Four government agencies, which investigated the power department case, had pointed out this loss in their reports. The Vats Committee had demanded for CBI inquiry into the case.” “Delhi Government had received a huge amount from the Centre to promote education, particularly computer education in government schools. But the public money was not used properly. The children should have been given mid-day meal for 200 days in a year but they were given only 100 days,” Dr Harsh Vardhan pointed out. The CAG had also given unsatisfactory report about four government hospitals run by the Delhi Government, MCD and NDMC, he claimed. |

Self-styled VIPs get away with traffic violations
Faridabad, April 21 The local residents noticed there had been many vehicles and their escort jeeps running on roads with their hooters on at various spots last night. While some of the vehicles may have been ferrying senior officials of the administration, it was found out there was at least one cavalcade of about four or five vehicles near the Badhkhal flyover here last night when there was a huge rush to attend the marriages. While some took it as a motorcade of the Chief Minister or some other VIP, it was revealed it was the cavalcade of a former minister residing here. According to information, no police staff and their vehicles had been provided to this politician. The vehicles having blue and red light atop were not of the police department, as it appeared. These were private Gypsies looking like official ones to show that a VIP was on the road and the police on duty should clear the traffic and make way for these. At least two such Gypsies were noticed at the venue of a marriage function organised at a garden located on the Surajkund road, claimed a local resident. He said when he saw the vehicle from near he found that it had a private number, but had beacon lights on top in the style of a police escort vehicle. The state police provides police escort and pilot to the Chief Minister, ministers and senior officials of the police and judiciary on various occasions or during their visit to any place in the district. According to Krishan Lal, a social activist here, there were numerous private vehicles in the district which had been using beacon lights and VIP sirens illegally. No drive had been initiated so far to detect such violations and punish the offenders. Claiming that even taxis and commercial vehicles had been flouting the norms, he said the norms could not be put in place until the violations were checked from the top or at the official level. He said the district police should launch an awareness drive on the issue and start penalising the offenders to check the menace, as the vehicles displaying such lights usually moved at high speed and could be a cause of an accident. Though the strength of cops at various spots has been increased in the past one month, the violations of various traffic norms are still to be contained. |

Sheila launches fresh phase of pulse polio programme
New Delhi, April 21 Expressing deep concern over the few reported cases of polio in neighbouring states, she reiterated the commitment of her government to make Delhi a polio-free state at the earliest. She added not even a single case of polio has been reported in Delhi since November 2006. She added the strategy to overcome the challenge of polio would be further streamlined. The awareness programme would also be intensified and more concentration would be given to uncovered areas in slum colonies. It may be recalled that six cases of Polio were reported in 2006 whereas only one case was reported in 2005. The Chief Minister said Delhi was on the threshold of eradication of polio but the occurrence of fresh cases, mostly because of migration of polio-affected children from neighbouring states, had posed a fresh challenge before the government. Launching the polio immunisation programme, Ms Dikshit said Delhi had always been a pioneer in pulse polio immunisation programme as it was initiated by the city government, which earned international acclaim because of its success. She exhorted parents to come forward and bring their children up to five years of age for immunisation at polio booths. The Delhi Government has made elaborate arrangements. She said 27 lakh children would be administered drops at 7,500 polio booths in Delhi tomorrow. At least 24,000 health personnel and workers had been deputed for this purpose. Polio booths had been set up at railway stations, ISBTs, 57 Metro stations, airports, all important parks, temples and Pragati Maidan to enable administering of drops to transit families. International organisations like UNICEF, NGOs like Rotary and Lions Club and 1250 RWAs were rendering co-operation. Around 370 routes have been earmarked to ensure delivery of drops up-to polio booths. The MTNL, Airtel and other telecom companies, the NDPL and BSES had started giving pulse polio message on their bills and other printed matter. The FM and electronic media are also being utilised for this purpose. |

‘Private sector can make great contribution in education’
New Delhi, April 21 Speaking at a seminar, “Education in the Global and Globalising Perspective: Role of University of London” here today, he said that the private sector should also upgrade the level of education keeping pace with the changing scenario. He said that in Haryana and other states also, there was a persistently growing demand for quality education at all levels. “The
IITs, IIMs and ISB are the success stories in this direction. While the IITs have made the mark in providing high quality of education in specialised fields, it is encouraging to note that institutes like ISBF have taken up the onerous task of providing world class education at the undergraduate level within the country.” Mr Hooda claimed, “In Haryana, we have initiated the process to reform the education system in such a way that it enables our students to compete globally, but also provides them job-oriented education. Indians have excelled in all areas of development and there are several success stories of NRIs.” “The state government has enacted Haryana Private Universities Act to open doors for private universities to set up their units in the state so as to give impetus to our efforts being made in improving the quality of education,” he said. “Rajiv Gandhi Education City is being set up at Kundli bordering the National Capital of Delhi and it will be developed as a centre of excellence for education in fields of Bio-technology,
Nano-technology and Information Technology. Twenty five per cent seats will be reserved for students hailing from Haryana in the Education City,” Mr Hooda said. He urged the Vice-Chancellor of the University of London “to set up a unit of the University at Rajiv Gandhi Education City so as to help us in developing it as a centre of excellence.” Speaking on the occasion, the Vice-Chancellor of the University of London, Sir Graeme Davies said that the London School of Economics was committed to offer the courses in India. “They have good partner in India in the form of the Indian School of Business and Finance”. Campaign against female foeticide gets a fillip
Gurgaon, April 21 The Race was flagged off by the Vice-President of Council for Child Welfare, Haryana, Mrs Asha Hooda. With today’s programme, Haryana launched an intensive multi-pronged effort to eradicate the social evil, according to an official version. Those who were present at the time of the launch included former captain
of Indian cricket team Kapil Dev, mountaineer Santosh Yadav, and magician Shanker Samrat. Mrs Hooda was also among those who joined the Race. Speaking on the occasion, she lamented that although daughters of Haryana had done very well in all spheres of public life, it was also true that the evil of female foeticide was endangering its fragile social equilibrium. Highlighting some of
the schemes designed by the Congress government in Haryana, she said apart from giving socio-economic security to the parents of daughters, the state was keen that the society’s mindset towards girl child was also changed. She told the audience that the district administration had received
complaints against some doctors engaged in the evil practice of prenatal sex determination and
was confident that appropriate legal action would be taken against them. The Race was flagged off at Tau Devi Lal Stadium in Sector 38. The event was organised by the Gymkhana Club of HUDA. Mr Dharamveer Gauba, Mr Bhupinder Chaudhary, Mr Sukhvir Jaunapuria, Rao Daan Singh—all MLAs along with officers and their spouses took part in the Race. New diploma in banking and finance
New Delhi, April 21 The banking sector, which currently employs more than eight lakh professionals, is expected to recruit about one lakh professionals during the next three to five years. Recognising that the growth of this sector may be limited by scarcity of talent, MEG and IIBF, pioneers in their respective fields, have taken a key decision to go into a partnership. This joint move of MEG and IIBF will provide a steady stream of completely qualified banking professionals to fill the upcoming need. The banking industry reached its peak in recruitment between 1970 and 1977, which means that in the next three to five years this sector will need to recruit approximately one lakh professionals. This natural increase in demand due to the escalating growth of the Indian economy highlights the enormity of the challenge of building competent professionals for the industry. Understanding the magnitude of this challenge, this MoU between MEG and IIBF will help facilitate the creation of a steady stream of qualified professionals to fill the upcoming need as this course is open to final year graduation students. MEG will partner IIBF in this endeavour to prepare graduates to enter the industry fully equipped to be effective from day one. Emphasising on this need for banking professionals, Mr Rao, who is also the Deputy Chairman of the Indian Banks Association, said, “In the past, the banking industry was recruiting candidates and thereafter giving them in-house training and encouragement to go in for a professional qualification in banking through IIBF. Today, the scenario is changing. It has become important for banks now to have professionally qualified candidates at the entry level to operate in a highly competitive and technology based environment. NFL records sales turnover of
Rs 3,800 cr
Noida, April 21 The profit before tax of the company increased to Rs 203.32 crore from Rs 179.30 crore for last year. With this NFL has recorded its best-ever sales turnover crossing Rs 3,800 crore compared to Rs 3,591 crore in last year. Mr G.S. Mangat, Chairman and Managing Director said NFL produced 33.51 lakh tonnes of urea with a capacity utilization of 103.7% during 2006-07. The company recorded urea sale of 33.54 lakh MT, including 3.15 lakh MT of Neem Coated Urea. At present, NFL has the lowest urea inventory for the last five years. The excellent performance has been accomplished through overall meticulous planning, systematic maintenance and operation of plants and strategic marketing activities implemented on a sustained basis. With an annual aggregate production capacity of 32.31 lakh tonnes of urea, NFL is one of the largest producers of urea among public sector undertakings with a market share of about 17% in the country, Mr Mangat stressed. NFL has earned cumulative profit of Rs 2635.16 crore, paid dividend of Rs 773.67 crore and has net worth of Rs 1256.42 crore, which reveal sound financial parameters maintained by the company since inception. NFL has always been a profit earning organization all through. The company has been getting ‘Excellent’ rating due to its outstanding performance year after year. |

Special court disposes of cases in Tihar
New Delhi, April 21 The special court took up cases of 57 confessing prisoners, out of which 47 cases were disposed off and the remaining 10 cases have been referred back to their regular courts. These cases were screened by finger print bureau of Delhi Police so as to eliminate the habitual offenders. This was the seventy eight courts in succession and till date 4,038 cases of petty offenders have been decided by these special courts organised at Tihar court complex. According to the PRO of Tihar Jails, Mr Sunil Kumar, these courts are being held on regular basis in the main jail premises to dispose off petty cases of the undertrials who are willing to confess their crime. “These courts are proving very useful for the prisoners lodged in jail as they have the opportunity to get settled their cases at an early date than to wait for years before the regular courts. The working of special court has strengthened the criminal justice system through speedy disposal of cases,” said Mr Kumar. |
‘Martyrs’ families should be honoured’
New Delhi, April 21 Addressing a function organised by the Rezangla Shaurya Samiti, he gave Rs 5,000 Kisan Vikas Patra each to 21 girl children belonging to martyrs families of Rezangla Battle from Rohtak, Jhajjar, Sonepat, Bhiwani, Mahendrgarh and Gurgaon districts. He presented the Kisan Vikas Patra to girls under the ‘Seva Daughter Campaign’. He said in Haryana, a number of effective steps had been taken for the welfare of soldiers and ex-servicemen. He lauded the role of voluntary organisations like Rezangla Shaurya Samiti and said that they could make a significant contribution for making the efforts of the government in this regard a big success. |

No respite for Capital from heat
New Delhi, April 21 Mercury settled at a minimum of 23.8 degree Celsius this morning which was two degrees above normal. The weatherman has forecast mainly clear skies throughout the day with the possibility of thundery development in the evening or late in the night. The thundery development could be a result of the rising temperature, he said. The maximum temperature throughout the day is expected to be around 40 degree Celsius, he said. The Capital yesterday recorded a maximum
temperature of 39.6 degree Celsius, which was three degrees above

Gurgaon, April 21 A double-barrel gun and ironrods were recovered from them. According to official version, one of the three ran an auto spare parts shop in Harinagar.
