Satender Yadav, an Ayurvedic medical practitioner in whose house the main accused Ajit Katiyar lived as a tenant, retracted his statement that he used to give condoms to Katiyar.

Governor wants mass dengue awareness drive
‘Involve schoolchildren in the campaign’

The Lt-Governor, Mr B. L. Joshi, reviewed the status and arrangements made to contain the spread of dengue fever at a high-level meeting held here today.

The Governor expressed concern over the rising incidence of dengue and emphasised that more concerted efforts to both prevent and treat dengue were required.

He has suggested that an intensive mass awareness drive should be undertaken through advertisements about the disease. He stressed on taking necessary preventive measures, such as keeping coolers clean and not accumulating water in and around residential and office complexes.

He suggested school students should be actively involved in this drive. Strict departmental action should be taken against the erring employees who are not able to ensure hygiene and cleanliness in the government offices.

The Lt-Governor said additional persons should be put on the job in the MCD inspection squads. The Chairperson of the NDMC has also been issued similar directions.

Delhi Health Minister Yoga Nand Shastri informed the Lt-Governor that out of the total 448 detected or confirmed cases of dengue patients 201 were of those patients who came to Delhi from neighbouring states. Dengue is transmitted to humans through the bite of an infective female Aedes mosquito, which generally breeds around human population and is a day biter.

Meanwhile, the Leader of the Opposition in the MCD, Mr Subhash Arya, demanded a special meeting of the corporation House to discuss the seriousness of dengue.

Three more dengue cases in Noida

Noida, October 1
The National Institute of Communicable Diseases (NICD), New Delhi, has confirmed three more dengue cases in Noida. The number of dengue patients in Noida has thus gone up to five now. All the three patients are admitted to Bhardwaj Hospital, Noida.

Meanwhile, Metro Hospital has sent report of seven dengue patients to the Chief Medical Officer. Tests of IGG and IGM virus have been confirmed in all these cases, it is learnt.

The NICD New Delhi has confirmed as positive the reports of the samples of three patients sent to the institute by Bhardwaj Hospital. Many private hospitals, which have sent the reports to the CMO, are treating the dengue patients at their level, while the CMO denies that they are dengue patients.

Noida on high alert, all borders sealed
Malls, restaurants thoroughly searched to ensure peaceful festivities

A high security alert has been declared in Gautam Budh Nagar in view of Dussehra festival. All Noida borders have been sealed and the incoming vehicles are being thoroughly checked before their entry into G.B. Nagar, the police said.

To ensure a peaceful festival, all hotels, shopping malls, restaurants and other sensitive public places have been thoroughly searched. Dog squad has also been pressed into service.

Noida SSP has appealed to the public to maintain peace and cooperate with the police. Banners with ‘If anybody see suspicious-looking object or a person the police should be immediately informed’ written on it, have been put at various places. All Ramlila venues have been checked by the bomb disposal squads and arms and ammunition at public places banned.

Nine SOs, 40 sub-inspectors, 23 head constables and 209 constables have been deployed on duty. PAC and home guards have also been pressed into service. Special information centres have been set up for missing children and special parking lots notified.

Vehicles on some roads will be banned on October 2. All those vehicles going to Noida stadium from telephone exchange crossing will have to turn right and go via DPS School. Vehicles going from Jhandpura to stadium will have to go via Metro Hospital and sectors 22, 12 and 56.

Dhaula Kuan rape case: Landlord of accused turns hostile

A doctor, who deposed as a witness in the Dhaula Kuan rape case, in which a Delhi University student was sexually assaulted in a moving car, has turned hostile.

Satender Yadav, an Ayurvedic medical practitioner in whose house the main accused Ajit Katiyar lived as a tenant, retracted his statement that he used to give condoms to Katiyar. The prosecution had named Yadav as a witness to establish its case that Katiyar was a characterless person and was prone to committing such sexual offences.

Deposing as prosecution witness before Additional Sessions Judge K. C. Lohia, the Noida-based doctor said he did not remember giving a statement to the police that he gave Katiyar the contraceptives.

After the incident on May 8 last year, Yadav had told the police that he had asked Katiyar, who was a cab driver for a private company, why he wanted condoms as he was not even married. The police had claimed to have recovered condoms and pornographic material from his place.

In their chargesheet, the police have admitted they have failed to recover the locally made pistol and cars allegedly used in the crime. Further, the police were unable to arrest the other co-accused.

Katiyar, the sole accused arrested in the case, is charged with having committed the offences of gangrape, abduction, intoxication with intent to commit offence, criminal intimidation and criminal conspiracy.

According to the charges, Katiyar, along with three co-accused, conspired to gangrape the college student in a moving car after intoxicating her. The accused forced the girl, studying in Delhi University, into a Santro car at about 2.15 am on May 8, 2005, when she was walking with her roommate to a dhaba in the Dhaula Kuan area in South-West Delhi.

Katiyar (28), whose features were described by the victim, was picked up on May 13 from near the Delhi-Uttar Pradesh border. According to the police, Katiyar has a criminal record with at least 10 cases like attempted murder, auto theft and illegal possession of arms registered against him. He has also been charged with shooting at a police party.

With all leave cancelled, cops in Capital working overtime

The Delhi Police are leaving no stone unturned to provide a foolproof security cover to avoid any untoward incident that may spoil the celebrations during festival time.

The Delhi Police have cancelled all leave applications of its personnel and the force is working overtime.

Even as Puja pandals had specially been taken under “monitored surveillance”, Ram Lila grounds and temples were also being observed to prevent any unsavoury incident, said a senior police official.

“A multi-layered security set-up has been put into place to prevent any ‘sneak-ins’ through coordinated frisking and sector-based observation. This has been done for better coordination among various agencies involved in the operation,” he added.

Enhanced patrolling, building extra pickets, random checking and a leash on unscrupulous elements were already in place since last fortnight, while the policemen were working overtime, he said.

“As a special measure, area officers have been asked to personally monitor all ‘assembly spots’ at least thrice a day to get first-hand knowledge of the ground situation and take immediate corrective, preventive or mandatory steps as the need be,” he elaborated.

Public places like Metro stations, inter-state bus terminus, railway stations and market places had been provided with extra security cover to infuse a sense of confidence among the general public, the official said.

“Though Metro stations have additional security provided by the CISF, we are providing ‘ringside’ cover to the potential target,” he added.

“The stress, this time, is more on intelligence gathering and inputs from ‘police sources’ than planting additional forces at strategic locations. This has made the job a bit easy and successful, so far, as through this we have been able to station forces in critical areas,” he informed.

“Though we are keeping our fingers crossed, despite our best efforts in place, we have made it a point this time to not be palpable and appear omnipresent as a strategic move. This gives us better manoeuvrability and extra response time in case of an eventuality, while remaining away from suspecting eyes. Above all, we have tried to make people feel at ease during the festivals despite the security threats, through efficient planning, better management of personnel, strategic placement and coordination between various agencies,” the official added.

DD to screen special documentary on Gandhi

On the occasion of the 137th birth anniversary of Mahatma Gandhi, DD News will bring to life the experiences of Bapu in Champaran through a documentary, “Satya Ki Patri Par Bapu Ka Safar”.

The documentary would be telecast at 10 am on DD National and at 8 pm on DD news.

While most of the news channels talked of Gandhigiri, the expression drawn from the movie, “Lage Raho Munnabhai”, DD News walked a different path and made a documentary in the form of a travelogue, which takes us to Champaran where Gandhi started a revolution against the suppression of the poor farmers by the indigo growers.

The documentary is specially important as this is also the centenary year of Bapu’s Satyagrah. After returning from South Africa to India in 1915, Champaran was his first Satyagrah against the landlords who, under the guidance of the British Government, were forcing the poor farmers to grow indigo and other cash crops instead of food crops which they required for their basic subsistence.

In a letter to Meera Ben, Gandhi wrote that Champaran had introduced him to India and he now knew what his calling was.

A team from DD News went to the same places that Gandhi visited and spoke to Gandhians, youngsters and women to bring together the little details and make a beautiful blend of history in the form of a documentary.

This one-hour documentary takes us back to those times and the same place from where Gandhi started his struggle for freedom in India.

Computer institute fined for shifting teaching venue

A computer institute here has been asked by a consumer court to pay Rs 22,500 as compensation to a student for shifting the teaching venue to a distant place in the city midway through a course.

“The respondent (student) had joined the course because of its location advantage and shifting of the venue to a far-off place in the midstream amounts to deficiency in service,” said the Delhi State Consumer Disputes Redressal Commission. It asked Mr Pawan Kansal, proprietor of the Centre for Professional Education (CPE), to pay the fine in a month.

Mr Kansal shifted the teaching venue of the CPE from Shalimar Bagh in North Delhi to Karol Bagh, forcing student Puneesh Ahuja to seek redressal in the consumer court.

Rejecting the appeal filed by the CPE against an order of a District Consumer Forum, the Commission Bench, headed by Mr Justice J. D. Kapoor, said, “No service provider like the one in question can change consideration or retain consideration already received for the services which he has not provided.”

Earlier, the district forum had asked the CPE to pay Rs 28,200, including the refund of the entire course fee and the compensation.

However, the commission, scaling down the fine amount by Rs 5,700, held that the tuition fees for the period during which the student attended classes could not be refunded.

Ahuja, a resident of Indira Vihar in North Delhi, had joined a computer course at the CPE in Shalimar Bagh on August 1, 2001. After six months, the institute shifted to Karol bagh, which forced Ahuja to discontinue the course.

The Embassy of Israel and the India International Centre here have brought two artists to perform for the benefit of the glitterati in the Capital. While vocalist Victoria Hanna regaled the audience with her mellifluous voice on the evening of September 25, Guy Biran held a 10-day-long workshop at the National School of Drama “On the use of abstract elements in the performing art”. Given the response, the workshop, which is on till October 6, appears to be a success.

While Hanna has been acclaimed as “one of the rarest and unique creators in the area of vocal performance in Israel, a talented artist with a mature sense of direction”, Biran has been described an expert in location theatre and stage movement who has directed more than 20 plays and has been teaching for the last decade and a half. His association with India began in 1995 when he started visiting regularly to study meditation and philosophy.

‘Soaring to Ecstasy’

The Indian Council of Cultural Relations, Embassy of the Republic of Turkey and the Rumi Foundation presented an evening of “Soaring to Ecstasy”, a poetic presentation by Prof. Talat Halman and Prof. Yildiz Kenter at the Teen Murti Auditorium here on September 30. The duo were accompanied by the Konya Turkish Sufi Music Ensemble. The evening was specially organized to pay tributes to the great sufi saint Meulana Jalaluddin Rumi on his 799th birth anniversary.

Exhibition of conceptual photographs

Art Room here is holding an exhibition of conceptual photographs by Diwan Manna from September 29 to October15. Entitled, “Ages of Separation”, the exhibition was first displayed at the Visual Arts Gallery at the India Habitat Centre from September 21 to September 25.

Grandeur of pilgrimage site

Malayala Manorama also organised an exhibition “Kailas Manas Sarovar” at the Travancore Palace Art Gallery here from September 24 to September 28. The exhibition showcased the grandeur of one of the holiest pilgrimage sites deep in the Himalayas through special photographs by B. Jayachandran, Photo Editor of the Malayala Manorama.

Paintings on Indian culture

Asman Art Gallery here is holding a special exhibition of paintings on Indian culture and heritage by noted artist Seema Naqvi from October 1 to October 30. Seema has emerged as a skilled soil-o-graphy artist.

‘Festival of Lights’

Dastkar is holding an exhibition of traditional and contemporary crafts, “Festival of Lights”, at the Chinmaya Mission, Lodhi Road here from October 4 to October 8

The Madhya Pradesh government is holding “Hunar”, a mela at the Dilli Haat from September 26 to October 9, showcasing the traditional art and culture of the state. This would include the display and sale of medicinal herbs and the cuisine of the Malwa and Vindhyachal regions of the state.

Commemorating first freedom struggle

Talent Resurgence and Youth (TRYO), a voluntary organization dedicated to the promotion of sports, art and culture is holding an exhibition “Celebrating India” comprising creations of eminent artists to commemorate the 150 years of the country’s first freedom struggle at the Kerala House here from October 3 to October 8.

The Visual Arts Gallery, the Palm Court Gallery and the various lobbies of the India Habitat Centre here are going to be bustling with activity with at least 20 art exhibitions by various artists planned there. Senior citizens take part in 2-km run

New Delhi, October 1
Jindal Stainless organised a 2-km fitness run for senior citizens in the Capital today on the occasion of International Day for the Elderly People. More than 100 elderly people from Delhi and NCR took part in the run.

The build-up runs and marathon clinics are part of initiatives undertaken by Jindal Stainless to promote health, fitness and the sport of marathon.

Mr N. C. Mathur, Director, Jindal Stainless, said senior citizens suffered from loneliness, boredom, anxiety and depression. The day was being celebrated with a zealous spirit.

This group of senior citizens took part in the 2-km run followed by a clinic on reflexology, acupressure, naturopathy and yoga to seek handy solutions for age related problems like hypertension, diabetes and arthritis. This specialised clinic was followed by a laughter and clapping therapy activity, which was thoroughly enjoyed by the elderly participants, who beamed with energy.

The eldest runner among the participants, Col Surendra Nath, 84, spearheaded the group and shared his thoughts on living healthy in old age. — TNS

Now, cameras to detect illegal constructions

Concerned by the continuing unauthorised constructions, a part of the Capital has been put under satellite-guided surveillance using hi-tech cameras for timely detection of illegal activities and keeping a watch on anti-social elements.

High-resolution cameras had been installed in the Chandni Chowk area in the walled city to keep a watch on the activities in the area, Union Minister for Science and Technology Kapil Sibal revealed. Incidentally, Mr Sibal represents the Chandni Chowk area in the Lok Sabha.

The pilot project is likely to be extended to the rest of the Capital in the next few months. A control room has been set up on the premises of the Municipal Corporation of Delhi (MCD) to monitor the high-resolution cameras.

The Science and Technology Minister gave a presentation last week about the efficacy of the technology designed for timely detection of illegal activities to the civic authorities in the presence of Chief Minister Sheila Dikshit and Minister of State for Home Sriprakash Jaiswal. — TNS

Fearing a social backlash over their affair, a couple, who had eloped about a week back, allegedly committed suicide. The two were found dead at their relative’s place in Jehangirpuri area of North-West Delhi today.

Prem (35) and his beloved, Sandhya (25), were found dead at the residence of Prem’s brother-in-law, Suresh, this morning.

Prem, who was married to Guddi, and Sandhya, wife of Rakesh, were neighbours, said the police.

Residents of Sangam Vihar in Jehangirpuri, both had consumed some pesticide and were found dead this morning. Their relatives are being questioned.

However, no suicide note has been found. The bodies have been sent for a post-mortem examination and a case has been registered.

Meanwhile, sources said, Prem and Sandhya were allegedly having an affair since some time and had eloped eight days back. They later took refuge at Suresh’s place. But news of social resentment and neighbours’ outcry reportedly led them to take the extreme step.

Gang of thieves busted, 3 held

The Crime Branch of the Delhi Police claimed to have busted a notorious gang of thieves with the arrest of its three members Naresh Dewatwal (20), Sunil Panchal (19) and Brahpal (35) on Thursday.

Jewellery worth Rs 10 lakh and a stolen car have allegedly been recovered from their possession. At least ten cases of night burglaries have been worked out with the arrests, the police claimed.

The gang was active in Sohna area of Haryana.

On a tip off, a trap was laid. When the gang members were signalled to stop for routine checking, they sped away the vehicle. After a brief chase, they were apprehended by the police.

The accused have allegedly confessed to having committed several burglaries.

Body of abducted MBA student found, 3 held

The body of management student, Manak Gupta, who was kidnapped on September 20, was found in an area under Ajit Malpur police station in Arroya district four days ago.

Kidnappers had demanded Rs 22 lakh as ransom from his father on phone. The amount, however, was reduced to Rs 18 lakh and later to Rs 15 lakh, according to information.

Manak, 22-year-old son of businessman Dharminder Gupta, a resident of Ganesh Enclave in Akbarpur Behrampur under Vijay Nagar police station, was allegedly strangled by his kidnapper, the police said.

The Arroya police had cremated the body after it could not trace its identity. Meanwhile, the Vijay Nagar police have arrested three persons, including a woman, in this connection. One accused is still at large.

Faridabad to have new labour circle

A new labour circle has been created in Faridabad district following the rise in number of industrial and commercial units. This will be the fifth circle to be headed by a labour officer-cum-councillation officer. Earlier, the district had four such circle officers.

According to labour department sources, the new circle will cover the area of Urban Estate Faridabad comprising Sectors 4, 58, 59 and subdivision of Ballabgarh falling in the eastern side of Mathura Road, from Ballabgarh (railway flyover) to Palwal and Hodal sub-divisions. The crusher zone of Mohabattabad will be included in this circle.
