Capital to get 24 new flyovers: CM

Delhi Chief Minister Sheila Dikshit today said that the government proposed to decongest all national highways at entry points to Delhi from all neighbouring states by constructing flyovers or grade separators and widening and strengthening roads in the near future.

Following the submission of the fact-finding committee's report, the governing body of Shivaji College has recommended the suspension of the Principal, Ms Rama Patnaik, on charges of administrative and financial mismanagement.

Metro repairs damages by mobs
New Delhi, September 26
The DMRC claims to have repaired the damage caused to coaches during the violence by traders on September 21 in a record time. Some 52 glass panes got destroyed on seven Metro trains during the bandh, besides 16 glasses at the station control room in Welcome. About a month back, a mob had damaged 16 glasses at the Tilak Nagar Metro station.

Yet another land scam in Ghaziabad comes to light

In yet another case of land scam by the 'land mafia' here, over 865 acres of government land allotted for 'Integrated City' here has allegedly been sold illegally. The land, located along the Hapur bye-pass adjoining Shahpur Bhamheta village, has allegedly been sold using fictitious documents, according to information available.

AIIMS has achieved another first in the country by implanting 18-month-old profoundly deaf twins boys with a cochlear implant simultaneously. This will enable them to hear and eventually speak normally and help them lead a normal life.

Organisers of concert fined Rs 1.26 cr for power theft

It is a concert that noted Sufi singer Hans Raj Hans is unlikely to forget. The organisers of his live concert, held in the city recently, were charged with stealing power and asked to pay Rs 1.26 crore as fine after a BYPL enforcement team raided the venue, a statement from the discom claimed.

Capital to get 24 new flyovers: CM

Delhi Chief Minister Sheila Dikshit today said that the government proposed to decongest all national highways at entry points to Delhi from all neighbouring states by constructing flyovers or grade separators and widening and strengthening roads in the near future.

She said there was going to be a 'pleasant facelift' of the Capital with the commissioning of 24 new flyovers, signal-free Ring Road and Outer Ring Road and decongestion of all national highways at entry points to Delhi from neighbouring states in the years to come.

Laying the foundation stone of the Mukarba Chowk flyover and grade separator at GT Karnal Road, the Chief Minister expressed confidence that the PWD would be able to commission the flyover within the stipulated period of two years, which would provide much-needed relief to the people traveling to the Capital from all northern states.

The PWD would also take care of all traffic blocks near flyovers to overcome the problem of congestion on the roads. The new flyover would also provide facilities for pedestrians and physically challenged persons.

It would have four slip roads and four cloverleaves to make the crossing signal-free. The work on this project would be taken up in three phases to facilitate the smooth flow of traffic during construction period.

Ms Dikshit further said her government was aware of the difficulties faced by pedestrians and had decided to commission a number of foot overbridges with escalators in different parts of the city.

She described development as a continuous process, which helps in providing employment to large number of people. "Delhi continues to be an attractive city with a large number of people from other states arriving here to settle for employment. Subsequently, they never aspire to go back to their native states," she observed.

Suspension of college principal recommended

Following the submission of the fact-finding committee's report, the governing body of Shivaji College has recommended the suspension of the Principal, Ms Rama Patnaik, on charges of administrative and financial mismanagement.

The governing body's decision came after a prolonged meeting here last night. The recommendation has been forwarded to the DU Vice-Chancellor for his approval.

The committee appointed by the governing body has also recommended a "comprehensive inquiry into the administrative lapses by a committee to be headed by a retired High Court judge".

The Staff and Karamchari Unions of Shivaji College had been seeking a probe into the administrative and financial irregularities allegedly being carried out by the Principal.

The staff association and karamcharis, who boycotted the examinations in March this year to draw the attention of the university administrators to the alleged financial and administrative bungling in the college, claim the Principal has "misappropriated funds from the provident fund of teachers".

"It is a major victory for the staff of the college. They had suffered a financial setback owing to Ms Patnaik's decision to invest their PF money. Even salaries were not being disbursed on time," claimed Mr Aditya N. Misra, former DUTA president.

Four commit suicide due to penury, hunger

Driven by extreme penury and hunger, four persons have reportedly committed suicide in western UP. A youth, Rajinder, consumed some poisonous substance to end his life in Amroha while a farmer, Rajinder Singh, deep in debt, came before a running train in Malpura, Agra.

In his suicide note, Rajinder, a landless labourer in Gangwar village, has pleaded that his family should not be harassed for recovering money, which he owed to people.

According to villagers, he was depressed as he had been without work for the last couple of days. His wife had reportedly left the house along with their children, as they had nothing to eat.

Rajinder was alone at home and on the intervening night of September 24-25, he allegedly swallowed some poisonous substance to kill himself.

In the other suicide case, the dead body of Rajinder Singh, 55, from Agra, was found on the railway track near Badai railway station, he is reported to have been defrauded and implicated by a co-operative bank official.

In Unnao, a man and his son committed suicide by hanging themselves on Monday.

The son had been treated for epilepsy for nine years, which had drained the man's resources.

Munshi Ram, 45, is reported to have taken the extreme step when he could no longer stand the torture his 22-year-old sick son, Tejpal, was going through and the resultant penury and helplessness of the entire family.

Munshi Ram was a helper in a truck and had fractured his back when the truck had capsized on him. He found running his family that included his wife Sarojini, three daughters and a sick son, on more two bigha land an impossible task.

Consumer court fines airline for deficient services

A newly wed couple, who could not attend their marriage reception here as their return flight from Kathmandu was cancelled, have been awarded a compensation of Rs 55,000 by a city consumer court.

Holding Royal Nepal Airlines guilty of "deficiency in services", the State Consumer Disputes Redressal Commission held it responsible for the omission of its agent to inform the complainants, Vishal and Vandana Arya, that their return flight from Kathmandu, where they had gone for honeymoon, was cancelled.

"Whenever any airlines makes an arrangements for sale of tickets through their agents or sub-agents, it is vicariously as well as directly liable for the acts of omission and commission of their agents," said the commission Bench headed by Mr Justice J. D. Kapoor and Member Rumnita Mittal.

The commission dismissed an appeal filed by the airline against the order of a district consumer forum, which had also held it guilty.

The couple had gone to Kathmandu for honeymoon by a Royal Nepal Airlines flight in June 1997.They had already booked their return ticket for July 4 as the reception ceremony was scheduled the same day.

Upon reaching the airport, the Aryas were, however, informed that their flight had been cancelled, causing them to miss their reception.

Aggrieved by this, they approached a consumer forum which, allowing their complaint, awarded Rs 55,000 as compensation. The commission, terming the airliner's appeal as "misconceived and misdirected", upheld the district forum's verdict.

‘Holding tests for teachers humiliating’

Teachers working at government schools have decided to oppose the proposal mooted by the Directorate of Education, Delhi Government, for framing a policy of examination for teachers. There is a proposal that the teachers may be asked to appear for an examination to clear the subject they teach in the schools, which they are objecting to.

The general secretary of the Government Schools Teachers Association (GSTA), Mr Raj Kishor Sharma, said teachers in government schools were well-qualified. They were selected by the Delhi State Selection Board (DSSB). They did not need to appear for examinations of classes X and XII. He said the government had come up with this policy to humiliate teachers. The Delhi Education Minister assured the GSTA members that no such exams would be held for teachers. This proposal had been moved by the Secretary and Director, Education, but it would not be implemented, Mr Sharma said.

He said if the government implemented this policy, the GSTA would boycott it. It appealed to the teachers not to appear for examinations.

The humiliation and harassment of teachers could not improve results of government schools. Instead of framing policies against teachers, the department should fill the vacancies in various schools. There were thousands of vacant posts of teacher in the Education Department, he said. Government schools had students from poor background. A majority of them did part-time jobs. This was the reason for poor results of students enrolled at government schools, he said.

Hooda assures Zila Parishad members
of redressal of complaints

Following an assurance by Chief Minister Bhupinder Singh Hooda that he would look into complaints of the members of the local Zila Parishad, its chariman Rao Abhey Singh has convened a full house meeting of the elected body on October 9.

According to Rao Abhey Singh, the contentious issues, including the alleged encroachment by District Sainik Board on the land of Zila Parishad, will be discussed during the meeting. Besides, all the issues that were part of the agenda during the last meeting of the Zila Parishad, which was boycotted en masse by its members, will also be taken up.

Yesterday, 22 members of the Parishad, led by the chairman, had met the Chief Minister and lodged their complaint in writing against the 'land grabbing' cases and the functioning of the district administrations of Gurgaon and Mewat.

The elected members of the Zila Parishad boycotted the last meeting in protest against the district administration's failure to stop the District Sainik Board from constructing a building on a 500 sq yds piece of land which was the property of the Parishad. The members of the Zila Parishad criticised the local Deputy Commissioner for not taking action in this matter.

The members are also annoyed with the official for allowing the district administration to give away Panchayat Bhawan, which belongs to the Parishad, to the Labour Department for setting up a Labour Court. The members allege that he took this decision without taking their consent.

Metro repairs damages by mobs

The DMRC claims to have repaired the damage caused to coaches during the violence by traders on September 21 in a record time.
Some 52 glass panes got destroyed on seven Metro trains during the bandh, besides 16 glasses at the station control room in Welcome. About a month back, a mob had damaged 16 glasses at the Tilak Nagar Metro station.

The DMRC claimed that the damage at Welcome and Tilak Nagar was repaired within 24 hours, while the damage to the coaches was rectified within five days, a job that normally takes between two and a half to three months.

Repairing every glass required 12 hours per glass by a team of four engineers at Shastri Park Maintenance Depot. Each glass requires four hours for removing and fixing and eight hours for the adhesive to dry. This means the train remains out of service for 12 hours.

Incidentally, the total cost for replacement of one glass happens to be between Rs 30,000 and Rs 35,000.—TNS

Yet another land scam in Ghaziabad comes to light

In yet another case of land scam by the 'land mafia' here, over 865 acres of government land allotted for 'Integrated City' here has allegedly been sold illegally. The land, located along the Hapur bye-pass adjoining Shahpur Bhamheta village, has allegedly been sold using fictitious documents, according to information available.

The photo of a woman pasted on the sale deed appears to be around 25 years of age whereas she is actually not less then 42 years of age, sources say.

The Revenue officials of the area have received the information pertaining to the sale of the land by the wife of Suresh Kumar, a resident of Ram Nagar. The Patwari, Surender Kaushik, had reportedly approved the sale of the land after examining relevant documents.

But in Tehsil records, the same piece of land is shown as having been sold to Jatinder Singh, a resident of Makanpur on April 27. The registry of the land has been made in the name of Delhi-based SMN Realtid firm. The worth of the land is estimated to be over Rs 11.38 lakh per acre, with stamp papers worth Rs 1.14 lakh.

The local District Magistrate has been requested to take action against the cheats and bring them to book.

18-month-old twins get the gift of hearing

AIIMS has achieved another first in the country by implanting 18-month-old profoundly deaf twins boys with a cochlear implant simultaneously. This will enable them to hear and eventually speak normally and help them lead a normal life.

The implant on the twins was carried out by Prof R. C. Deka, Head of the ENT Department and Dean of AIIMS about two months ago. It was the first time in India that twins were successfully operated on the same day for the cochlear implant.

According to doctors at AIIMS, the two were born premature at 26 weeks of pregnancy. They were kept in the neonatal ICU for about one and a half months and the ICU for another two months. After battling for 3 months, the boys finally got home.

However, at five months they underwent a routine check-up and were suspected to have hearing problems. They were tested at Delhi and at other major cities with the same result. They were not hearing. Both were found to be totally deaf, beyond the scope of hearing aids.

But a ray of hope was seen when they met Professor Deka, who suggested to them that cochlear implant surgery could help both the babies.

Organisers of concert fined Rs 1.26 cr for power theft

It is a concert that noted Sufi singer Hans Raj Hans is unlikely to forget. The organisers of his live concert, held in the city recently, were charged with stealing power and asked to pay Rs 1.26 crore as fine after a BYPL enforcement team raided the venue, a statement from the discom claimed.

The live concert was organised at a DDA Park in New Kondli where thousands of mesmerised fans were gyrating to the music before the concert was interrupted by the raid.

The discom alleged that the organisers, who spent lakhs of rupees on setting up the live concert, had chosen to steal electricity rather than opt for a temporary connection.

About 315 KW of electricity was stolen to power the entire concert, the discom said. New Kondli Trade Association head Kanhaya Pradhan was subsequently booked for power theft and a penalty of Rs 1.26 crore slapped on him. An FIR is also being lodged against the accused, according to the discom.

The BYPL enforcement team has reportedly documented the requisite evidence of the power theft. Warning against such thefts, a BSES official said organisers who stole power should either pay the penalty or face trial.
