Appalling conditions ail govt hospital
Faridabad, September 24 This was revealed after an inspection conducted recently by the Parliamentary Secretary of Health Services, Haryana, Mrs Krishna Pandit, of the Bhadshah Khan Civil Hospital here. She expressed dissatisfaction over the present condition of services offered by this hospital and threatened to take up the matter with the Chief Minister. The hospital has been hitting news for its alleged substandard services. Lack of modern facilities is the reason why well-off patients and even the senior officials of administration or their relatives prefer to go to private hospitals. According to civil hospital sources, it was unfortunate for the officials of the civil hospital that Mrs Pandit conducted a sudden check and caught the doctors and nurses unawares. There are several senior doctors, including the Chief Medical Officer, PMO, three SMOs DMO and DHO and dozens of nurses, but still every wing in this hospital lacks even the basic facilities, allege the sources. Mrs Pandit met some patients and their attendants and expressed anger over the standard of services. Dust on the patients’ beds and in the wards, including the blood bank irked the Parliamentary Secretary, who took to task the hospital staff and ordered them to mend their ways or face action. The CMO was directed to change the duty schedule of the nurses and other staff to ensure that there was no complaint of harassment of the patient. While there has been hardly any super specialty services added here over the years, those existing are getting eroded due to lack of maintenance, claimed an employee of the hospital. Citing the example of Burn Ward opened in 2000 at a cost of about Rs 2 crore, the employee pointed out that the airconditioner in the ward had been missing, and the patients were generally referred to some private hospital in Delhi. |

Leaders call for curbing female foeticide
Gurgaon, September 24 Mrs Asha Hooda, wife of Chief Minister Bhupinder Singh Hooda, who was chief guest at the workshop organised jointly by women wing of Haryana Pradesh Congress Committee (HPCC) and All India Women Congress (AIWC), said that the negative mindset reflecting prejudice against girls was the main causative factor to female foeticide. According to her, no law would exterminate the malaise unless there was awakening among the masses on the issue. Sensitive of the issue, the present Haryana government has framed a number of policies to ensure that having a female child is considered neither an evil nor economic strain on the parents. Mrs Hooda also stressed economic independence of women and education coupled with social awareness that would go a long way in tackling the crime. The Congress MLA from Gurgaon, Mr Dharamvir Gauba and Independent MLA from Sohna of this district, Mr Sukhvir Jaunapuria highlighted the principles of various polices, including ‘Ladli’ framed by this government to ensure dignity to the birth of female child. Principal of DAV Public School, Gurgaon, Ms Anita Makkar said education was not the only solution to the problem. Apart from education, self-confidence had to be inculcated in a girl. She said that in 1901, the national male-female ratio was 1000:972. Presently, the ratio was 1000:927. This was an ample testimony that things had gone downhill despite the spread of education. She accepted that in most cases, mothers shuddered to give birth to a girl child. The problem lay in analysing the psychology of a mother. The mother did not want her girl child to face the similar societal behaviour that she herself faced in her time. |

Three dengue deaths in G B Nagar district
Noida, September 24 The National Institute of Communicable Diseases (NICD), New Delhi, has confirmed one more
dengue case of a patient from sector 29. Dengue cases have also been reported from Noida, Greater Noida and rural areas for the first time, despite the claims of Noida Authority and the health department to the contrary. About 12 dengue patients are under treatment in the city’s private hospitals. Thirteen-year-old patient from Bhangel, who was confirmed a dengue case on Friday evening, succumbed to the deadly disease. Asherafal, a resident of Sadarpur village, died of dengue on Thursday. He reportedly had high fever and a count of 20,000 platelets. On Saturday, a 32-year-old dengue suspected patient from Faridabad was admitted to a private hospital. A 22-year-old Nitin was admitted to a private hospital in New Delhi, where he succumbed to dengue, while Shailender, a resident of Khatana Badpur, died in a Ghaziabad private hospital two days ago. Nitin’s younger brother, also a dengue patient, has also been admitted to a hospital in Delhi. |

Two officials arrested for taking bribe
Gurgaon, September 24 The Superintendent of Police, SVB, informed that a resident of Palwal, Khahim Singh, who owns 15 dumper trucks, complained to the vigilance department that the DTO, Nar Hari Bagar, had demanded Rs 5,000 per vehicle from him for not issuing challan against their vehicles plying between Gurgaon and Faridabad. Ultimately, the deal was finalised for Rs 50,000 per month for the entire fleet of fifteen vehicles, the complainant alleged. Khahim Singh further claimed that he paid Rs 40,000 to Krishan Kumar, Inspector, Sales Tax department, Faridabad, and Rs 10,000 to Praveen Kumar, a clerk in DTO department, Gurgaon, as directed by A vigilance team raided the residential premises of these two officials in Faridabad in the presence of the Duty Magistrate and recovered the bribed amount from their possession. The officials were arrested immediately under the Prevention of Anti-Corruption Act, the SP said. The action against the DTO would be initiated as the complainant had allegedly paid the amount to these two officials as per his direction, added the SP. |
Robbery in three houses in Agarpur
Noida, September 24 The masked criminals first entered the house of the gram pradhan of the village after knocking at the door. They tied the gram pradhan and his wife at gun-point and locked them up in a room. They took away Rs one lakh, jewellery and other valuables from the house. Next, they intruded into another house and took away Rs 90,000 and jewellery. Therafter, the assailants jumped over into the adjacent house, where they broke the shutters at the door and made four inmates captives. They decamped with Rs one lakh, jewellery and a camera from the house. When a villager raised alarm, criminals started firing in the air to scare away the villagers. However, the assailants managed to fled away. The villagers accused the police of being late in reaching the spot, after four hours. They also criticised the police for registering the incidents as theft cases, instead of loot cases. |

Hiding criminal record can lead to sack: HC
New Delhi, September 24 The court observed that an employer was not under an obligation to retain the services of an employee once his or her criminal antecedents became known. “If the person gives a false declaration that he has never been arrested or involved in a criminal case, the department or management has a right to terminate his service on the ground of concealment of facts and not disclosing information as required from him,” Mr Justice S. N. Dhingra said. The petitioner, Shankar Singh, was working as a daily wage labourer with the MCD’s demolition squad and his services were terminated in October 1984 on the ground that he had concealed information about his arrest in 1978 on a charge of possessing charas. Singh was then on probation. Though the trial court had acquitted him, he had denied he was arrested and gave a false declaration at the time of his appointment by the MCD. The MCD got to know about his arrest after a check was done by the police. Singh was sacked under Rule (5) of the CCS (Temporary Rules) Service. “The respondent (MCD) was not obliged to keep the petitioner in employment after learning that the petitioner had been involved in a criminal case and the petitioner had concealed it,” the judge observed. |

Court fines bank for not honouring credit card bills
New Delhi, September 24 A Division Bench of Mr Justices Mukul Mudgal and S. Muralidhar, while directing the bank to pay the penalty, ordered it to reimburse the jewellery shops for the outstanding arrears totalling more than Rs 3 lakh. Dismissing a petition filed by the bank challenging an MRTP Commission order asking it to honour Amex cards and release the money to the jewellers, the court also rejected the bank’s plea that it was not accountable for transactions made on “counterfeit” cards. The court ordered the bank to release the amounts due to the three jewellers — Rs 1.5 lakh to Giridhari Lal Jewellers, Rs 75,887 to Popular Jewellers and Rs 83,000 to Paras Jewellers. Referring to the bank’s contention that the jewellers had intentionally entertained card-holders, knowing fully well that the cards were not genuine, the court said as the cards did not bear the date of issuance it was difficult for the sellers to know if they were genuine. It said in the garb of fraudulent transactions the bank could not breach the service agreement reached with its clients. It observed, “There was no way the jewellers, at the time of purchase, could have known that the cards were counterfeit ones.” The Bench also asked the bank to take legal action against the persons who were alleged to have fraudulently used its cards for transactions. |

Govt asks mall, showroom owners not to sell clothing made by children
New Delhi, September 24 They had also been instructed to display posters in the shopping areas declaring that they did not sell products made by child workers. The mall owners would be required to do some checking on their part and make inquiries before allowing products to be sold through their outlets. A meeting had been held with mall owners and another was due to be held soon, the official said, adding that fashion designers and manufacturers would be called to the next meeting. The move to reach out to the fashion fraternity and mall owners comes after a series of raids on zari units of the Capital to rescue children working there. The official said that the government was also in touch with the Fashion Design Council of India (FDCI) to display posters in fashion shows, including the India Fashion Week, bearing anti-child labour messages, and create awareness among designers on the issue,” he said. There are at least 50,000 children aged between five and 12 years employed in zari factories in Delhi. Raids on zari units have revealed that children work in inhumane conditions and a number of them live in cramped and dingy quarters. Dawn-to-dusk embroidery work also weakens the eyesight of the child workers. The sweatshop drudgery, however, gets the children barely around Rs 40 a month. Most children rescued from zari units belonged to Bihar and Jharkhand, the official said. Meanwhile, the government is mulling a rehabilitation plan for the child workers, wherein they can be trained and absorbed in the industry after they become adults. |

High Court wants revival of all water bodies by next monsoon
New Delhi, September 24 The Bench passed the direction while dealing with a PIL filed by Vinod Kumar Jain of the NGO, Tapas, which complained that hundreds of water bodies in the Capital had either disappeared or were encroached by vested interests. It was alleged that neither the DDA nor the Delhi Government, which owned these water bodies, bothered to protect them from encroachers. As a result, the groundwater level in the Capital had drastically declined, the petition said. The petition also sought proper sewage treatment plants in the city as the authorities were currently using storm water drains to release sewage. The Delhi Jal Board said in an affidavit that 162 villages in and around Delhi had been identified for installing sewage treatment plants. |

Now, water tanks overflow in South Delhi
New Delhi, September 24 Once totally dependent on Delhi Jal Board (DJB) tankers or tubewells and not used to regular water supply four times a day, these residents are now faced with overflowing tanks and their plumbing system succumbing to high water pressure. So much so, a few of them have written to the Delhi Jal Board, asking it to cut down on the supply or reduce the number of times it releases water in a day. A senior DJB official explained that the problem with these areas was that due to the unexpected supply water tanks in buildings had started overflowing, leading to various problems like seepage. The existing plumbing systems were not used to such high-pressure water supply, he said. “The need of the hour is that they buy or install infrastructure in tune with the new system,” he said. The Sonia Vihar plant, which was opened by Congress president Sonia Gandhi last week, began supplying water to the parched areas in South and East Delhi from mid-August. |

‘Onslaught on traders will not be tolerated’
New Delhi, September 24 The “mahapanchayat” observed that sealing was not an answer to the government’s problem of encroachment and unauthorised construction. This was a crude act of the government to seal the shops in residential areas. Sealing should be stopped immediately in the Capital. During the festival season, traders earned money so that their families could have a smooth run throughout the year, Mr Khandelwal said. While lashing out at the political system and bureaucratic machinery, he said there was utter failure of governance at the local level in Delhi. The misdeeds of the MCD and the DDA in the past more than 40 years were the result of present urban chaos. Instead of reforming the ground realities, the traders were being made scapegoats. They were being deprived of their business. The “mahapanchayat” declared that no onslaught on traders would be tolerated. The trading community would work hard in cooperation with other similar minded organisations to press the government to stop sealing, he said. |

Nirankari Mission holds mass marriage function
New Delhi, September 24 Besides Delhi, the brides and bridegrooms came from Jammu and Kashmir, Punjab, Haryana, Uttar Pradesh, Uttaranchal and Bihar. They presented a fine mix of the rich and the poor. While caste played no role in deciding the wedlock, extravagance was conspicuously missing from the ceremony. While the traditional jaimala formed part of the simple ceremony, the couples wore a common garland as a special mark of the Nirankari wedding. As a group of singers sang Lawan, Baba Hardev Singh, his mother and his wife showered flower petals to bless the couples. The ceremony concluded with a discourse by Baba Hardev Singh. |

BJP to launch ‘Vande Mataram’ campaign
New Delhi, September 24 The BJP president, Mr Rajnath Singh, will start the campaign at Vithal Bhai Patel House at Rafi Marg. The Deputy Leader of the Opposition in the Lok Sabha, Prof Vijay Kumar Malhotra, will be the distinguished guest, while BJP Delhi president, Dr Harsh Vardhan, will preside. Dr Harsh Vardhan said “Vande Mataram,” composed by the poet and radical nationalist Bankim Chandra Chatterjee, was a great weapon of Indian freedom fighters. By singing this song, the fight for freedom continued for a century. Singing “Vande Mataram” was a mark of respect to the motherland. The tradition of saluting and respecting one’s motherland was the culture in every country of the world, he said. |

Disaster management training for Metro staff
New Delhi, September 24 While train operators and station controllers have been given training on disaster management ever since the Delhi Metro started operations four years ago, staff members from other departments, such as maintenance, signalling, telecom and rolling stock, will also receive specialised training now. “At least 800 staff members from these departments will undergo this training,” Delhi Metro Rail Corporation (DMRC) said in a release here today. The staff would also be given intensive training on first aid and the use of fire-fighting equipment, it said. Senior officers would instruct the DMRC employees on disaster management at the corporation’s training school at Shastri Park. ‘Role play’ method of instruction had been adopted so that the staff members could learn how to handle such incidents, the release said. Meanwhile, the DMRC is procuring a simulator for the training of its train operators so that they can get an actual feel of the field situation. Metro Training School is procuring a simulator, which is likely to be in position by March 2007. |

New Delhi, September 24 The workshop was conducted by four trainers, who are graphic artists from various countries. These professionals, who volunteered to join the workshop, are from Zambia, Nepal and Georgia. They are working on a multimedia programme at Aptech. Aptech has worked in the past with NGOs associated with CRY and Rotary International. It provided free computer literacy and soft skills courses for several children and held events and competitions to encourage them. |
