Govt spells out details of mixed land use plan
New Delhi. September 23 "In the revised Master Plan, three types of mixed use, namely retail shops, other activity and professional activity, have been defined," said the fresh affidavit submitted by the Union Government in the apex court, which is expected to scrutinise it threadbare. The government said as per the September 7 notification, retail shops were permitted on the ground floor on the streets identified as part of the mixed land use plan. The government planned to impose charges in respect of mixed use and create an escrow account of the money so collected to spend it on improving infrastructure facilities for the people living in that particular area where the charges were imposed. The rates for such charges had already been approved by the government on September 20 and conveyed to the DDA for further action and issuance of regulation notices in this regard. In the roads and streets marked "commercial," commercial activity would be permitted in upper floors as well while under the category of other activity, banks, nursing homes, guesthouses, pre-primary schools and fitness centres were permissible. "Professional activity is permissible in residential premises up to 50 per cent of the built-up area," the government said. It had tried to differentiate in A and B colonies, C and D colonies and E and F colonies on the basis of involvement of resident welfare associations and taking into consideration the minimum prescribed road width and size of the plot. The A and B categories have been prescribed for localities with wider roads and having large size of plots as compared to rest of the colonies. "Relaxation in road width and plot size has also been made in respect of resettlement colonies, regularised unauthorised localities, rehabilitation colonies, special areas, walled city and villages, taking into account their peculiar situation and historic nature," the government said. The decision of the government was guided by the need to augment public and semi-public facilities relating to health and education in all parts of the city apart from those operating in institutional areas and plots, it said. Since the task of identifying mixed use and commercial streets involved field survey and assessment of the impact in terms of up-gradation of infrastructure, a civic body like the MCD had been assigned the responsibilities of identifying the mixed use areas and commercial streets in consultation with RWAs to avoid overlapping. The roads and streets for permitting the mixed use plan as per the September 7 notification had been done on the basis of a field survey conducted by the MCD. With a subsequent notification by the NCT Government on September 15, it had become permissible, the Union Government said. |

Govt asked to fill in vacancies for school teachers
New Delhi, September 23 The High Court ordered the MCD and Delhi Government to complete the recruitment process of Trained Graduate Teachers (TGT) in respect of balance selected candidates so that all those entitled are appointed within three weeks. The court has directed the MCD to send the list of eligible candidates for selection to the post of TGT in respect of 551 vacancies in Delhi Government. The names should reach it within three weeks from the date of the order and the government shall, therefore, take steps to ensure that the vacancies are filled in respect of this class of post (TGTs) latest by October 31. The government has been directed to ensure that for the 1,193 vacancies for the post of PGTs in various schools, departmental promotion committees (DPCs) shall be held and appointment orders issued within eight weeks from the day of passing the order. Further, the 268 vacancies in the cadre of PGTs, which exist in Delhi Government schools, shall be advertised by the Delhi State Service Selection Board (DSSSB). The DSSSB has been asked to advertise the posts and commence the recruitment process within four weeks from the date of publishing the advertisement. The court has asked the authorities concerned to make all endeavours to fill these 268 vacant posts of PGTs within four months. As for the 929 posts of TGTs in government schools, which have to be filled by direct recruitment, a requisition has been sent to the DSSSB. The DSSSB has to advertise the posts within three weeks from the day of passing the order. It has to complete the recruitment process in respect of these vacancies latest by November 30. The Delhi Government has also been directed to fill the posts in respect of the vacancies in the cadre of Principal and Vice-Principal and ensure that the promotion quota is filled within a period of 10 weeks from the date of the order. |

RTI office shifted, difficult to access
Noida, September 23 This has caused difficulties to those who have to go to Noida authority office. Those who seek information under RTI are simply refused entry pass by the reception office in the main building. The work that took half an hour previously now takes almost three hours, thus frustrating those who have to seek information from the different departments of the Authority. One has first to file the application in the outside office, then go into the main building to deposit the fee and again go out to get the receipt. Even for photostat copies people have to go to the private shops in the market. Noida Authority had so far received 767 requests for information under the RTI Act, replies to a large number of them have not been furnished yet, it is learnt. According to social activist, Commodore (retd) L K Batra, it appears that the objective of Noida Authority is to indirectly discourage those who have to seek information regarding various policies of Noida Authority. |

Sohna (Gurgaon), September 23 Speaking on the occasion, the party MP and general secretary, Mr Ajay Singh, said that his party has moved the court against the manner in which Haryana Industrial Development Corporation (HSIDC) reached an 'understanding' with the Reliance Group for setting up the Special Economic Zone (SEZ). He also criticised the recent 1,738 appointments in Public Health department on various posts. He alleged that the appointments were made without observing basic norms like giving advertisements in newspapers. According to him, the Congress government has failed on all fronts. "On administrative front, it has nothing to show to its credit even after more than one-and-a-half years in office," he said. He alleged that Congress leaders in power in the state were "busy in real estate business". Mr Sigh also alleged that former Chief Minister Bhajan Lal was playing a 'double game' to mislead the public. While his elder son and Deputy Chief Minister Chandra Mohan was part of the Haryana government, his younger son, Congress MP Kuldip Bishnoi was criticising it. The INLD leader alleged that the development of the state had taken a backseat after the Congress came to join power in the state. Presently, it is not even in the top 10 states in terms of pace of development. However, during the preceding INLD government, the state was in the top 10, he claimed. Referring to the proposed rally of the INLD on September 25 to commemorate the 92nd birth anniversary of former Deputy Prime Minister late Chaudhary Devi Lal in Meham (Rohtak), he said that it would reflect the broad contours of the possible 'Third Front' at the national level. Later, addressing newsmen, he said that the rally is to be addressed by party president Mr Om Prakash Chautala making it the first rally to be addressed by him since his party lost power to the Congress in Haryana in the last Assembly election. |

JNU students to demonstrate at UGC on Monday
New Delhi, September 23 The students’ union, which is leading the relay fast, has also called for a flash strike on Monday, urging the UGC Chairperson, Prof S. K. Thorat, to intervene. Alleging that the Vice-Chancellor “left the university in the middle of an agitation,” the students’ union, in a statement here, said the stir would be intensified. “It is highly unfortunate that the Vice-Chancellor has suddenly gone out of the university for 10 days in the middle of an ongoing agitation by students. This is highly shameful and unprecedented. In view of this irresponsible act by the VC, we have called for a flash strike and a daylong dharna at the UGC office on Monday,” said JNUSU vice-president Dhananjay Tripathi. The JNUSU claims the administration has failed to accept their demand for increasing financial aid to needy students. The union wants the amount of the merit-cum-means scholarship increased from Rs 600 to Rs 1500 and special assistance for students from the reserved categories. |

Free Coronary Angiography camp
New Delhi, September 23 The camp will be held at the hospitals new units — Metro Heart and Lung Centre, Metro Hospital and Cancer Institute in Preet Vihar and Metro Heart Institute, RLKC Hospital, Naraina Road, opposite Shadipur Depot. Since it is an indoor procedure, after proper evaluation, the Coronary Angiography procedure will be covered in one week. The registration for the camp will be made tomorrow between 10.00 am and 5.00 pm with a nominal registration fee of Rs 2,500 only. The Coronary Angiography procedure, including blood investigations and hospital stay that usually costs Rs 13,000 Rs 15,000, will be totally free in the camp. |

Cool weather likely to prevail
New Delhi, September 23 Despite a predominantly sunny day today, a fresh wave of North Westerlies provided relief from the sultry conditions of last week. Consequently, the maximum temperature in the day was recorded at 33.3 degrees Celsius, more or less the same as yesterday. The minimum temperature dropped to 24 degrees Celsius today, from 25 degrees C yesterday. Moderate showers lashed the Capital yesterday, bringing about a fall in the temperature to 33 degrees C. The weather in the Capital is likely to remain cool over the next few days with weathermen forecasting some rain and thundershowers towards the evening. |

MCD guidelines against mosquito breeding
New Delhi, September 23 Citizens should avoid using coolers in offices, shops and homes. During checking last week, the anti-malaria team of the corporation found high index of Aedes mosquitoes breeding. As many as 70 per cent coolers had Aedes mosquito breeding inside, he said. This year till September 17, about 200 dengue cases and seven deaths have This week, about 125 confirmed dengue cases were reported. These are almost double compared to last week. The cases are being investigated and the reports will be finalised by Monday. The MCD has appealed to all citizens of Delhi to take simple measures for prevention of Aedes mosquito breeding and dengue. Residents should keep their desert coolers empty, cover overhead water tanks and not allow the accumulation of water in any container. They should wear full-sleeved shirts and pants, spray insecticides in their houses, use mosquito nets and mosquito repellant, it suggested. |

Security alert for Navratras
New Delhi, September 23 Besides Kalkaji Mandir, additional security personnel had been deployed and special police pickets set up at the Chattarpur temple and Jhandewalan in South and Central Delhi. Special emphasis was laid on anti-sabotage measures. Doorframe metal detectors and closed-circuit television cameras (CCTVs) have been installed at important places of worship. Devotees would have to undergo stringent frisking and checking, police sources said. Police officials had briefed temple officials about the upgraded security measures and asked for deployment of volunteers for crowd management during the annual festival season. |

Freedom heroes remembered on Martyrs’ Day
Gurgaon, September 23 At a public function organised here by Galam Singh and Bhaktawar Singh Memorial Society, several local leaders paid rich tributes to the two leaders who were natives of Jharsa village in the district. Chaudhary Galam Singh, who preceded Chaudhary Bhaktawar Singh in chronology of freedom movement, was the founder of ‘Jharsa-365’-a cluster of villages of Haryana of present Gurgaon, Mewat and Delhi in 1840. Jharsa is in Gurgaon district now and part of Gurgaon urban estate. He is said to have constituted Jharsa-365 to galvanise people to fight a concerted battle against the British Empire. He also stressed social reforms in the area through the Jharsa-365 institution. He was eventually hanged to death from a tree by the Britishers. Chaudhary Bhaktawar Singh, who succeeded Chaudary Galam Singh, headed ‘Jharsa-360’ as five villages were taken out of the institution to weaken it. He also carried on with the social reform movement. He was later hanged to death too. Speaking on the occasion, the chief patron of Galam Sigh and Bhaktawar Singh Committee, Mr Khazan Singh, said that the need of the hour was another national struggle against social evils. Congress MLA from Gurgaon, Mr Dharamvir Gauba and a former minister, Mr Dharampal, were among those who spoke on the occasion. |

Five held as gang of luxury car thieves busted
New Delhi, September 23 The police were acting on information that a gang of car thieves from Bulandshahr in Uttar Pradesh used to steal cars and bikes and sell them in Ludhiana in Punjab. A key member of the gang, Shahnawaj, was arrested who led the police party to the house of Vineet Vashist, a resident of a posh colony in Ludhiana. Four stolen luxury cars were recovered from there. The police team found a workshop running from the ground floor of his house, especially for the tampering of engine and chassis numbers of the stolen cars. Later, a stolen Cheverlet Optra car and almost the whole assembly line to tamper with engine and chassis numbers of stolen vehicles was also recovered from his residence in Nizamuddin West here. Another accomplice, Naushad, was also arrested. A stolen motor cycle was recovered from his possession. A stolen motor cycle and a Maruti van were recovered from Talib and Tahseen from their workshop at Bulandshahr. The gang used to steal cars and motorcycles from Delhi and deliver these to Vineet as he had big houses in Delhi and Ludhiana. They used to tamper with the engine and chassis numbers of the stolen vehicles and dispose them in different parts of Punjab by forging papers or using genuine documents of condemned and totally damaged vehicles with the connivance of insurance agents. |

Sharpshooter arrested after encounter
New Delhi, September 23 A team of the Anti-Auto Theft Squad (AATS) of the district got information that certain criminals from Sonepat were active in carjacking and robberies in the district. It came to their knowledge that members of the Hemant-Sonu gang had hired contract killers to eliminate a relative due to some property dispute. Subsequently, the team intercepted two suspicious looking persons on the Mehrauli-Fatehpur road. Seeing the police party, one of them allegedly took out his revolver and fired at the police party.— OC |

Pregnant woman killed by brother-in-law
New Delhi, September 23 Pushpa was allegedly hit by a wooden stool thrown by her brother-in-law Rahul (22) this morning following an altercation over an ongoing family dispute, according to the police. The stool hit her on the head after which the victim collapsed. She was taken to a local hospital where she was declared ‘brought dead’. Married to Suresh (36) six years ago, Pushpa also had a four-year-old daughter. Rahul, has been arrested and charged under Section 304 of the IPC (culpable homicide not amounting to murder), the police added. A mandatory inquiry by an SDM has also been ordered into the incident.—OC |

Ghaziabad, September 23 Sat Pal, Ram Kumar, Kushal Pal and Satish were convicted for the murder of Padam Singh, a milkman, in Dhaulana town of the district in 2001. The convicts had fired at Padam Singh and two other milkmen, who sustained bullet injuries. Padam Singh had died on the spot.— PTI |
