Bansi Lal property row: panel verdict out
Bhiwani, September 4 It is learnt that the panel has asked Mr Mahendra to allow Ms Chaudhary to stay in the premises within Bansi Lal’s kothi which was occupied by her late husband during his lifetime. Simultaneously, it has asked Mr Mahendra to “bless” the widow of her younger brother. Copies of the verdict were handed over in sealed covers to two younger brothers of Bansi Lal – Hari Singh who lives in Golagarh, the ancestral village of the former Chief Minister and Raghbir Singh who lives here. While the former has been asked to pass it on to Mr Mahendra, the latter would forward it to Ms Chaudhary. The panel members had met Mr Mahendra on September 1 and thereafter Ms Chaudhary yesterday. They discussed the matter at length with both parties and then met this morning to finalise their verdict. It is learnt that the panel has in its verdict pointed out that Ms Chaudhary expressed her willingness to accept its verdict and wanted the panel to give her the right to stay in the premises where her late husband used to reside during his lifetime. Mr Mahendra, on the other hand, was adamant on setting up a trust in memory of his late father and covert the kothi into a memorial. It said the panel members unanimously agreed that Ms Chaudhary had every right to stay in the kothi in the premises occupied by her late husband as she “needed a roof over head in Bhiwani”. The panel had representatives from Golagarh, Azad Nagar, Patharwali, Nangla and Khairpura. |
Villagers, students block GT road
Shahabad (Kurukshetra), September 4 Relatives and villagers from the district charged the police with shielding the accused and demanded fair investigation. The protesters including women and college students, blocked the busy NH-1 and raised slogans against the police for delaying tactics in the case. The administration had stationed the police outside Arya Kanya Mahavidylya, where Priyanka was studying, and did not allow students to move out to join the agitation. Former MP, Ms Kailasho Saini was seen among other INLD supporters, who demanded a fair inquiry into the case. No untoward incidence was reported during the blockade but several vehicles remained stranded on the NH-1 for more than an hour. Though two persons arrested “on suspicion’’ by the police had been remanded for five days today but the protesting villagers accused the police of shielding the guilty youth from Sudhpur village of the area. One of the accused is Manjit, a student of GMS College; Ambala while Sanjeev is a labourer. The police reportedly has rounded up at least five more persons in the past few days. Body of Priyanka, a student of Arya Kanya Mahavidylya, Shahabad was found on August 31 from the sugarcane fields near the village at Badham in Kurukshetra district. She was allegedly raped and done to death. The police registered a case after the post-mortem report confirmed of the rape. Talking to this correspondent this afternoon at Sahabad, relatives of the deceased blamed the police not booking the accused. Mr Raj Kumar, an uncle of the deceased said that the police was not arresting culprits from Sudhpur village. He also demanded transfer of the investigation officer (IO), who is send to be distantly related to the youth rounded up in the case. Villagers also charged the police with harassing the innocent villagers and allegedly going slow in taking any action against the real culprits. Meanwhile Deputy Commissioner, T.K. Sharma, who reached on the spot assured the protesters to take action within 72-hours. SP, Sanjay Kumar informed the TNS that the police was investigating the “blind case” and hoped to reach the accused soon. He refuted charges that the police was shielding anyone. |
Autorickshaws remain off road
Rohtak, September 4 The TSRs are the cheapest and most popular means of transportation within the city and villages on its periphery. Mr Tasvir Singh, president of the Haryana TSR Association, said they wanted the government to cut the passenger tax per vehicle from Rs 1,200 at present to Rs 500. Secondly, the fine imposed for not possessing the five documents, including the driving licence, registration certificate and pollution certificate, should be limited to Rs 500 only. He said the authorities imposed fines of several thousand rupees when TSR drivers failed to produce these documents. He said the arrears of fines imposed on TSR drivers should be waived in the same manner the government had waived the arrears of power bills of farmers. He said the government should organise district-level camps throughout the state to issue driving licences to TSR drivers. A deputation of the association met the Deputy Commissioner, Mr R.S. Doon, today who outrightly rejected their demands terming these as impossible to accede to because of legal reasons. The deputation then left for Delhi to meet Chief Minister Bhupinder Singh Hooda. The TSR Association has threatened to give a call for an indefinite strike from tomorrow if the demands were not met. There are more than 10,000 TSRs in the city, half of which are plying without proper documents. Half of the TSRs are driven by drivers who do not hold driving licences. Most of the vehicles are more than 15-year old and have been brought here from Delhi. |
Dalits boycott ADGP’s
meeting
Jind, September 4 The village panchayat and the 10-member committee formed by the Dalits to settle the issue with the authorities were invited to attend the meeting to be convened by the ADGP but the Dalits did not attend the meeting saying the ADGP visit the village to listen to their grievances. A majority of the Dalit families refused to receive the compensation sent by the administration protesting that the amount of compensation was too meager. The administration allocated Rs 4.5 lakh for the 76 affected families. Meanwhile the police produced 26 accused arrested in the case in the court of ACJM GS Wadhwa after the village panchayat handed over 15 more youths to the police today. The village panchayat had handed over 11 youths to the police yesterday. |
SBI counter looted in broad daylight
Pinjore, September 4 Narrating the sequence of events, the Special Assistant Officer, Mr Subhash Chander Jindal, said at 1.25 pm a man, aged about 35 years, supporting a flowing beard, wearing a helmet walked through the ajar door of the extension counter located at the entry of Yadvindra Gardens. “I had just finished collecting and counting the cash of the transaction made in the forenoon. Once inside, he lifted his jacket and announced that he was a human bomb, showing off a belt fitted with batteries and wires. He asked me to hand over the cash to him failing which he would blow himself up. I tried to reason with him, explaining that being an extension counter of the Kalka branch, we do not have much cash. He demanded the money more sternly a second time, repeating his threat,” Mr Jindal stated. However, when nothing worked, the man, speaking in fluent Hindi pushed the officer aside and searched the drawer of his office table where he found a wad of notes, Rs 27,000 in all, and pocketed it. “He again threatened to blow up the bomb if I followed him outside while he was leaving. He went to his scooter, started it and drove off at a high speed. I rushed outside to raise an alarm but it was too late. He had sped off and there was nobody around to chase him,” Mr Jindal said. The parking contractor at the gardens, too, said the man drove his scooter at a high speed out of the parking lot, well before they could understand why the bank employee was raising an alarm. The police was called in and the Superintendent of Police, Mr Balbir Singh, visited the counter himself. Critical of the lack of security arrangements, he said the counter was flouting all security norms. “We issued a list of precautions duly approved by the Deputy Commissioner to all banks last year. The counter, here, however, have done absolutely nothing to adhere to those list of ‘things-to-do”, he said. The police suspect the robbery to be the handiwork of a local who knew the functioning of the counter and the area well. “We don’t suspect the beard could have been a guise. Also, the parking contractor had not issued a parking slip to him. While he sped away from the scene, nobody could note down his scooter number”, a police official said. Police sources added that every client carried out all transactions inside the bank instead of the small window provided for the purpose. “The culprit was well-versed with the bank’s functioning style and knew he could walk in and out easily without any security problem,” he added. The bank counter, run by Mr Jindal single-handedly, had neither a guard nor a close-circuit camera. The counter had no facility of an electric alarm. Senior officials of the bank who visited the counter said the guard had been shifted to the main branch in Kalka some time back since they too had no security arrangements. “Usually, an extension counter does not require a security guard,” a bank official said. A case of robbery has been registered under Section 392 of the IPC and further investigation is on in the matter. |
Seminar on agriculture
Hisar, September 4 Inaugurating a seminar on “Direction of changes in agricultural development: role of KVKs” on the campus of Haryana Agricultural University (HAU) here yesterday, the minister said the stagnation in agricultural production had become a matter of concern. The HAU Vice-Chancellor, Dr J.C. Katyal, maintained that the administrative control of the Krishi Vigyan Kendras (KVKs) be given to the state government and these kendras be strengthened by merging of other sister institutions with these. — TNS |
Vande Mataram: madrasas not covered by order
Chandigarh, September 4 The state government’s directive regarding the anniversary of the song will not cover madrasas, in which any order of compulsory celebration may have led to some acrimony. Mr K.K. Khandelwal, Director-General, Secondary Education, said madrasas did not come within the ambit of schools run by the government and therefore there was no question of giving instructions to these institutions on the anniversary celebration. Meanwhile, the plan drawn up by the Education Department for the celebration of the anniversary in government schools on September 7 is elaborate. There will be prabhat pheris (morning procession) by students singing Vande Mataram. The song will be again on the lips of the students during a prayer meeting before the school starts. The heads of the institutions or teachers considered suitable for the occasion will also deliver a lecture to the students in their respective schools regarding the history of the song, written by Bankim Chandra Chattopadhyay in 1875, and the role played by it in the freedom movement. Quiz contests on the song will also be held in all schools in Haryana and the winners given awards. Lastly, the school, considered to be the best in the rendition of the song, will be asked to sing it at a state-level cultural festival of schools in December. |

Kurukshetra, September 4 Any person can approach the lok adalat before going to the court without paying any charges. The disputes of property, family, recovery of loan, labour problem, claim petitions, compundable matters and water, power and telephone bills could be brought to the lok adalat for settlement. The authority provides free legal aid to the persons whose annual income was less than Rs 50,000. Schedule Castes, Schedule Tribes, Backward class, persons in custody, women, children, Industrial Workmen etc. are also provided free legal aid irrespective of annual income. Mr Justice Nirmal Yadav of the Punjab and Haryana High Court was also present. District and Sessions Judge, Kurukshetra H.P. Singh said people should settle their dispute in lok adalat. This was the second rural lok adalat in this district. First lok adalat was organised at Umri village. |
Stir over Agrofed scam to intensify
Ambala, September 4 Mr Vij said they would hold a major demonstration outside Governor’s House in Chandigarh to protest over the “lackadaisical” approach of the government and police in the Agrofed scam. He said that the date of the demonstration would be decided at a general body meeting of the parishad to be held next week. He said they would intensify their agitation over the multi-state, multi-crore Agrofed scam. Mr Vij criticised the Hooda government for the deteriorating law and order situation and lack of power in the state. |
Plea to expedite building plans
Ambala, September 4 Mr Hira Lal Yadav, who is the leader of Sangharsh Vahini municipal councillors in the Ambala Sadar Muncipal Council, demanded that the pending building plans and the compounded plans must be passed at the earliest. He said now the Deputy Commissioner had the power to pass building plans and the common people would get relief as they had been waiting for the past one and a half years. Mr Yadav said they would continue to press for their demand for granting power to the Municipal Council to pass building plans. He said for carrying out registry in the Mahesh Nagar area, there is requirement for documentation which is similar to NOC. The common people were being unnecessarily harassed. |
Students await roll No. cards
Yamunanagar, September 4 As per reports, a large number of parents today reached the head office of the board at Bhiwani to collect roll number cards. Class VIII and XII examinations are starting on September 6, while Class X examinations would be held from September 10. A board official claimed that roll number cards of all the candidates had been dispatched.

Nabard sanctions project to Haryana
Chandigarh, September 4 The project aims at better water management and to increase the intensity of irrigation in 11 districts — Hisar, Sirsa, Jhajjar, Kaithal, Faridabad, Jind, Rohtak,Rewari, Bhiwani, Mewat and Sonepat. The project will be implemented by the Haryana Irrigation Departmenmt, and will be completed in March 2009. An official release by Nabard said that the total cost of the project is Rs 132. 29 crore, of which Nabard will give an assistance of Rs 98.22 crore. The project, once implemented, will irrigate about 30,000 hactares area. |
Advocate arrested in fake GPAs case
Yamunanagar, September 4 The team claims that he has admitted to preparing 400 fake GPAs. More than 200 plots have been sold in Yamunanagar, Panchkula and Ambala districts on the basis of fake GPAs, said sources. The advocate, Manvinder Singh, was produced in a local court today, which remanded him in two-day police custody. The DSP (Flying Squad), Mr S.S. Bhanot, said Manvinder Singh had confessed during interrogation that he had prepared 400 GPAs. |
Civic poll: expenditure limit revised
Chandigarh, September 4 While stating this here today, the State Election Commissioner, Mr Chander Singh, said in the case of election as member, municipal council, the limit of expenditure would be Rs 50,000 and in the case of member of a municipal committee, Rs 35,000. He said byelections would be held to fill the seats of members in ward numbers 2 , 3, 10, 11 and 28 of the Municipal Council, Karnal. Byelections would also be held to fill the seats in ward number 11, Municipal Committee, Kalayat, ward number 10, Municipal Committee, Nilokheri, and ward number 3, Municipal Committee, Bawani Khera. He said the polling would be held on October 4. The model code of conduct would come into force from today. |
