Rohtak, August 27 Addressing a rally organised by her party here she said the CPM was against any such distortions in history and the government must ensure that such references were removed forthwith from the books. The CPM, she added, had already informed the Centre about its views on the issue in plain words. The CPM leader said the Left parties deserved all credit for ensuring that all retrograde amendments to laws were killed inside Parliament. She said the CPM and other Left parties had successfully blocked amendments to the Right to Information Act, laws regarding insurance and pension all of which affected the common man directly. She said it was also the left that forced the Prime Minister to take a public stand on the Indo-US nuclear deal and assure the nation that no amendments which diluted the agreement be entertained at any cost. The left had virtually functioned as the watchdog of public interest both inside and outside Parliament. Ms Karat said outside the ambit of Parliament the Left needed public support for issues like food security and parameters of BPL categorisation and remunerative prices for agricultural produce. Several such issues had been lingering on and these could only be solved with public support. Citing West Bengal as a progressive state she said the CPM had implemented redistributive land reforms which changed the socio-economic character of the state in favour of the poor which then paved the way for development. She said now that this part was over, it was time for industrial development of the state. Ms Karat sought public support for policies of the Left for similar transformation of the rest of the country. Earlier Haryana CPM general secretary Inderjit Singh said the people of Haryana were disillusioned with the functioning of the Bhupinder Singh Hooda government which he alleged had belied hopes of the people of Haryana. He said during an extensive tour of the state for the preparation of the rallies of the CPM it was found that people were affected by unemployment, low prices of agricultural produce and lack of proper health and educational facilities. Overall, there was no social justice in the State. Others who addressed the rally included senior party leaders Mr Balbir Singh Dahiya, Jagmati Sangwan and R.C. Yadav. |

Raise standards of education, Kidwai’s call to teachers
Rewari, August 27 The Governor was addressing a gathering after laying the foundation stone of the Centre of Management Studies and Technical Education as well as inaugurating a Haryanvi exhibition of handicrafts, Arts and Culture at Ahir College here today. Lauding of farmers, entrepreneurs and others, he said that it was creditable according to per capita income Haryana was now at number two in the country and was ahead of states like Maharashtra and Punjab as well. Giving credit for this to the leadership also, he said while the youth of Haryana was now competing with American youths in such domains, over 100 multinational companies had already established official complexes in the Gurgaon-Faridabad region. Recalling his previous visit to Rewari when it was just a backward town of Haryana, the Governor said he was happy Rewari had made stupendous progress in the past two decades. Complimenting former Chief Minister former Union Minister Rao Birender Singh for his progressive outlook which led to the growth of Ahir College in the past five decades and the establishment of Rao Birender Singh College of Education here in 1953, he exhorted teachers to raise the standard of education here which was a must for the progress. Welcoming the Governor in the college, Rao Birender Singh said he was a great educationist who had served as the Governor of Bihar and West Bengal, Vice-Chancellor of Aligarh University and Chairman of the Union Public Service Commission. Later the Governor inaugurated a philately and coin-collection exhibition at Rao Birender Singh College of Education here. Union Minister of State for Defence Rao Inderjit Singh and Parliamentary Secretary of Haryana Rao Dan Singh were also present on the occasion. |

HUDA fails to utilise funds for development of Gurgaon
Chandigarh, August 27 Over the years, HUDA has collected Rs 1970.47 crore as External Development Charges
(EDC) from the residents of the township. HUDA has now admitted that of the total EDC collected from 1985 to March, 2006, they have spent just Rs 728. 91 crore in the city, while the remaining sum of Rs 1241. 56 crore has remained unutilised. In response to a public interest litigation (PIL) filed by a Gurgaon-based NGO, the Society for Urban Regeneration of Gurgaon (SURGE), HUDA has admitted through an affidavit filed in the Punjab and Haryana High Court, that only Rs 407.30 crore have been spent for carrying out various development works while Rs 8. 09 crore have been spent for getting fire fighting equipment. An astounding Rs 229. 48 crore have been spent as land cost while Rs 84. 04 crore have been spent as administrative charges. No wonder the state of civic amenities in the township has gone from bad to worse. SURGE has alleged that the development in the city has failed to match with the burgeoning population and its needs for better sewerage disposal, storm water drainage, water supply and roads. They have said that Gurgaon is the only example in urban India of self-financed infrastructure (for capital works and their maintenance). The cost of infrastructure is not paid from the budget of the state government, but is being met from
EDC, which is being collected from property owners in Gurgaon. HUDA has now also given a lst of 48 road
carpetting/ widening works that it is now undertaking in Gurgaon; three master water supply schemes, seven storm water drainage schemes and four sewerage disposal schemes, besides creating other infrastructure like hospitals, stadiums, old-age homes, schools, dispensaries and auditoriums etc. that they are now undertaking in the township. Following this, the Punjab and Haryana High Court has now directed HUDA to undertake these activities on a time -bound basis. |

Make changes in MSP regime, Hooda urges PM
Chandigarh, August 27 In a letter written to Dr Manmohan Singh, Mr Hooda said the present MSP regime was helping the middlemen more than the farmers and the consumers. He said a recent CII-Mckinsey report pointed out that an Indian farmer got much lower remuneration for his produce while an Indian consumer paid much more than their respective counterparts in England and the USA. Mr Hooda said the MSP regime had undergone a directional change recently. Up to 2000-01 the annual MSP hike was well above the recommendations of the Commission for Agricultural Costs and
Prices (CACP), which led to huge stock accumulation with the government. Now the moderate to meager hike in the MSP had resulted in gradual thinning down of the buffer stock to the extent that a "difficult decision of wheat import had to be made". The MP forwarded his suggestions to Dr Manmohan Singh regarding the changes in the MSP regime, which had earlier made in the Lok Sabha, which were repeatedly appreciated by the Union Agriculture Minister, Mr Sharad Pawar. Mr Hooda suggested that there should be variable MSP, depending upon market conditions in different seasons and regions of the country. Similarly, the MSP should be zone or state based, because generally it was calculated by taking into account the average countrywide cost of cultivation. In reality, the cost varied from state to state, resulting in the anomalous situation where the MSP was less than the cost of cultivation in some states. He also pleaded that the MSP should be used as an instrument for crop diversification. Mr Hooda demanded that there should be a separate MSP for basmati and the fine and superfine varieties of paddy should be de-clubbed. |

Tributes paid to Bansi Lal
Bhiwani, August 27 Mr Ranbir Singh Mahendra, elder son of late Bansi Lal and an MLA from Mundhal Khurd Assembly constituency, while paying tributes to his father said that he had never been away from his father. “My father was my ‘model’ and I still consider him as the same today,” said Mahendra, adding that he would fulfil dreams of his father. Paying tribute at a function, organised by the Chaudhary Bansi Lal Memorial Trust on the occasion of birth anniversary of Bansi Lal, he said that his father had been remembered for his works and it would be followed in future too. Commenting upon the ‘will’ of Bansi Lal, he said that some people were giving misleading statements saying that Mahendra was doing all for the property, which was categorically ‘wrong’ as his father had named the ‘house’ for him (Mahendra) and the house had been converted into a Trust according to the wish of the great leader. The prime aim of this Trust was to serve the needy. The former BCCI president said that the cricket stadium being constructed at Lahli village would be named as Bansi Lal stadium. Two players would be imparted training of cricket every year in this stadium by the state cricket association. He also announced to donate his plot measuring 840 yards to the Trust. Mrs Vidya Devi, the widow of Mr Bansi Lal, appealed to people to support Ranbir Singh so that he could serve people in future. |

Rs 114-crore scheme for building roads, bridges
Rohtak, August 27 This was stated by the Congress MP, Mr Deepender Singh Hooda, here today while talking to mediapersons after laying the foundation stone of a Community Centre at the Mahila Ashram road. He said the work on widening of road from Asthal Bohar to Bohar village was in progress and the road would serve as a bypass for Delhi-bound traffic coming from the Sonepat side. Similarly, a four-laned road connecting the National Highway 10 to the Rohtak-Jhajjar road would be constructed. A railway overbridge, costing Rs 22 lakh, was also proposed to be constructed on this road on the Delhi-Bathinda railway track. He said the Rohtak-Gohana road was being connected to the Rohtak-Sonepat road by a link road. A road connecting the National Highway 10 to National Highway 71 was also proposed which would take of from Bahu Jamalpur village and would merge with the Gohana road via Singhpura village. It would enable motorists on the National Highway 10 to bypass Rohtak. The MP said four laning of the Bhiwani road was in progress. It’s first phase from railway crossing to Drain Number 8 was nearing completion. In the second phase, the next stretch of the road going up to Bhali village would be taken up. |

Quality check for transformers
Chandigarh, August 27 Mr R.K. Aggarwal, Chief
Engineer (Material Management), DHBVN, said here today that the new specifications were more stringent than the past. Additional features for protections of transformers had been introduced, including the installation of molded core circuit breaker (MCCB) and complete
self-protection (CSP). The nigam had purchased power analyser machines for checking each and every transformer before installation. During the recent past, the DHBVN had rejected distribution transformers worth Rs 10 crore relating to four manufacturing firms, which had to replace the rejected transformers. He said sufficient quantity of transformers of 200 kva and 100 kva capacity was available with the nigam. It had purchased 10,000 transformers of 25 kva. it had also purchased 9000 transformers of 63 kva capacity and 5000 transformers of 100 kva capacity. Efforts were being made that a damaged transformer was replaced immediately. The Chief Engineer, operation, Mr I.S. Nain, said the DHBVN had purchased 1.62 lakh meters for giving regular connections in place of kundi connections by holding camps in villages. In villages, the number of transformers would be increased and the each consumer would be given connections through a separate cable. The cable would be temper-proof aerial bunched
conductor (ABC). With this system, quality of power would improve and interruptions and break-downs would minimize. |
SC students to get scholarships
Chandigarh, August 27 Stating this here today, Mr Anil Kumar, Commissioner, Higher Education, Haryana, said under the scheme eligible Scheduled Caste students would get a scholarship of Rs 700 per month or hostel charges (lodging and boarding) or actual, which ever was less; Rs 2000 per annum for books and Rs 1500 per annum for stationary and miscellaneous expenditure. He said that the students of 10+1 and 10+2, who had secured 60 per cent marks in the matriculation examination were eligible for scholarship. The eligibility for renewal of scholarship for +2 class would be minimum 50 per cent marks in 10+1 exams. |

Relief for kin of accident victims
Bhiwani, August 27 The Deputy
Commissioner, Mr Mahender Kumar, told here yesterday that besides Rs 1 lakh each under Rajiv Gandhi Parivar Bima Yojna, Rs 1 lakh each would be provided under grant-in-aid policy of the state government. Free medical treatment would be given by the district Red Cross Society. As many as 13 persons were killed and 12 others injured in a collision between a tempo and a dumper near Samaspur village on the Dadri-Jhajjar road.

128 cases disposed of at Lok Adalat
Hisar, August 27 The District and Sessions Judge, Hisar, Ms Anita Chaudhary, who presided over the lok adalat, took 62 cases and settled two accident-related cases on the spot. The Chief Judicial Magistrate, Ms Alka Malik, took 39 cases, while Judicial Magistrate Poonam Suneja took 49 cases, of which two were disposed of on the spot. |
