Owners of 22 units served SC’s contempt notices

Owners of 22 wood-based units here were issued contempt of court notice by the Supreme Court this evening as they had submitted affidavits for the closure of their units with the Forest Department and yet were carrying out operations on the sly at the units. These units had come up after or expansions were made to the units after the Supreme Court’s deadline of October 30, 2002 without prior permission of the Central Empowered Committee (CEC) set up by the court.

The contempt notices were issued by District Forest Officer (DFO) M.P. Sharma.

Out of approximately 900 wood-based units mainly plywood units, more than 300 units had come up or expansions were made to factories after the Supreme Court’s deadline. After the Forest Department served closure notices on such units in June, about 95 per cent of those had closed the units and given a compliance report to the department.

Recently the district was divided into 12 - sectors and each sector was headed by a gazetted officer. The teams under the officers carried out checks of the units of which had filed closure affidavits. The teams found that at least 22 units were still in operation. Following the report of the teams, the contempt notices were issued.

In the notice the department has asked the owners ‘since you have violated the commitment for closing down/sealing the unit. Why contempt proceedings be not initiated against you?’.

The Forest Department also gave time till tomorrow to owners who had yet to close their units or else they too would be served with the contempt notice. DFO M.P. Sharma told The Tribune that the units which came up after the deadline must be closed by tomorrow.

Meanwhile, the process of cancelling the Sales Tax numbers of the units, which have been closed (about 300) has started. The Uttar Haryana Bijali Vitran Nigam (UHBVN) was also in process disconnecting power supply to the units. Initially UHBVN officials had found difficulties in locating some of the marked units but now the officials of the Forest Department claim that proper addresses of the units have been given to the UHBVN.

The Supreme Court in its October 30, 2002 order said that no state or union territory shall permit any unlicensed sawmill, veneer, plywood industry to operate and they are directed to close all such unlicensed units forthwith. No state government or union territory will permit the opening of any sawmill, veneer or plywood industry without the prior permission of the Central Empowered Committee and close all such unlicensed units forthwith.

Reliance deal historic: Chatha

A day after the dissident Congress MP from Bhiwani, Mr Kuldeep Bishnoi, demanded certain information under the RTI Act on the special economic zone (sez) deal with Reliance, ostensibly to embarrass the Hooda government, the Agriculture Minister, Mr Harmohinder Singh Chatha, today again defended the deal.

Terming the deal as “historic, which would prove a boon for common man as it would usher a new era of prosperity in the state”.

Mr Chatha said here that the SEZ deal was not an individual decision, rather it was taken unanimously by the Cabinet in the larger interests of the people of the state.

He said, “Those political leaders who were opposing the decision were either unaware of the profits of this ambitious project or just trying to misguide the people to fulfil their own vested interests”. He advised such leaders to visit China to know how that country, which got independence two years after India, had progressed economically. He asserted that China was on the threshold of becoming the second super power of the world by adopting the SEZ concept in the country.

Meaningfully, Mr Chatha invoked the names of the Prime Minister, Dr Manmohan Singh, and the Congress president, Mrs Sonia Gandhi, to justify the deal, when he said that the concept of SEZ had been adopted in the country under their leadership and guidance. Obviously, he wanted to remind Mr Bishnoi that the deal, which he was opposing, had the blessings of the party high command.

MC locks horns with dist admin over illegal constructions

The Municipal Council here has locked horns with the district administration for not taking any action against 25 illegal constructions made by the certain bigwigs of the town.

Names of a senior functionary and his relatives also find mention in the defaulters list. Deputy Commissioner Rakesh Gupta has given a notice to the MC president to convene a meeting in 10 days to submit a report to ensure action against the defaulters.

The DC has reportedly “cautioned” for a firm action or the administration will use special power to implement the findings of the report.

At a meeting held last week, the MC allegedly attempted to “delay” the action proceedings by announcing a committee “to know the facts”. The meeting held on August 25 had deferred the passing of the resolution of issuing the show-cause notices under the MC Act.

A town-level survey conducted by the MC revealed that 25 residential units had owned by the influential persons irregularities. Sources confirmed that in a number of cases the violators had covered more area than what was permitted.

MC president Balwinder Kalra was not available for comments.

Meanwhile, sources said a study conducted by the Executive Officer (EO) and the municipal engineer had mentioned that most of these constructions were not per approved specifications.

The civic body earlier had issued notices under Sections 208 and 209-D of the Municipal Act to the defaulters.

Sources said instead of taking any action the MC called a meeting last week and passed a resolution to constitute a committee to look into the matter.

Among the defaulters’ list, name of a senior elected official figures in the list and the MC is understood to be under pressure from the different quarters of the ruling Congress regime.

Govt blames BJP, INLD for derogatory remarks

The controversy over the derogatory remarks against the Jat community in certain NCERT books took a new turn today when Prof Virender Singh, Political Adviser to the Haryana Chief Minister, blamed BJP and INLD leaders for the remarks. He demanded a public apology from them for hurting the feelings of the community.

He was reacting to the statement of the senior INLD leader, Prof Sampat Singh, said the objectionable remarks still remained in the books available in the market as well as those being used by students, despite the Chief Minister, Mr Bhupinder Singh Hooda, ordering that they should be expunged.

Prof Virender Singh said the first edition of the NCERT books was published in 1989 when the Janta Dal was in the power at the Centre and late Devi Lal was the Deputy Prime Minister. He alleged that the leaders of these two parties were solely answerable to the people as to how these objectionable references against the Jats and other communities were included in the text books, which were in use in schools even when Mr Om Prakash Chautala was the Chief Minister of the state.

Prof Virender Singh said the present edition of the books was published in 2004 when the INLD was in power in the state and Mr Atal Behari Vajpayee was the Prime Minister and Mr Murli Manohar Joshi was the Union Human Resource Development Minister. He said that they never tried to delete the objectionable contents from the text books.

Accusing the BJP and the INLD leaders of having double standards, he asked the BJP government in Rajasthan why it was keeping mum on the objectionable portions in the books. He questioned, “Was the Jat community of Rajasthan not affected by these references”. The INLD and the BJP were unnecessarily blaming the Congress for controversial comments to gain cheap publicity and political mileage. Whereas, in reality, both these parties had never taken up this issue in their own regime.

Terming the decision of Mr Hooda to remove the objectionable text as historic, he said this prompt decision had been taken with a view to protecting the self-respect of the Jat community and others.

Decks cleared for Sabeer’s IT venture

Sabeer Bhatia’s latest IT venture — Nano City — will come up on 11,000 acres of land in the Barwala — Raipur Rani blocks of Panchkula. This project will be set up with an investment of Rs 12,000 crore.

This project was today cleared by the Haryana Investment Promotion Board (HIPB) under the chairmanship of Chief Minister, Mr Bhupijnder Singh Hooda. Top government officials informed TNS that the project would be a joint venture between the government and Nano Works Developers Private Limited — a company promoted by Mr Bhatia. The government’s contribution will be in the shape of acquiring the land. It was decided that the government would acquire 50 per cent of the land for the project.

Officials say that Mr Bhatia had initially asked for 11,000 acres of land for developing the project. While 5000 acres will be given acquired and handed over to the company in the first phase, an additional 6000 acres will be added in the second phase. Mr Bhatia has committed to mobilise Rs 2500 crore initially, and it might go up to Rs 5000 crore in the first phase.

Initially, the project developers wanted the state government to allot them a site anywhere in the National Capital Region (NCR). They had, in fact, examined several sites in NCR, specifically in Gurgaon. However, considering the escalating cost of land in NCR, the Haryana State Industrial and Infrastructural Development Corporation (HSIIDC) was pushing Panchkula for this project. The Joint Working Group formed by the government to finalise the site, headed by Mr P.K. Chaudhery, Secretary, Industries, Haryana, then zeroed in on Panchkula district for setting up the project.

A special purpose vehicle, Nanocity.in, would be formed by the HSIIDC and Nano Works Developers for the implementation of the project. The city is aimed at attracting best entrepreneurs across the world by providing quality manpower, one-stop clearance for projects, uninterrupted supply of water and power and excellent communication network. With nano-technology being the technology of the future, the setting up of Nano City at Panchkula could not just impact the IT parks of Panchkula, Chandigarh and Mohali, but also aid the textile industry of Punjab and Haryana.

While lauding the vision of Mr Hooda to make Haryana a leading state in the country, Mr. Bhatia said Nano City would be better than the Silicon Valley, eco-friendly and a sustainable city. He said his company would be responsible for marketing of the project in India and overseas to user companies in the field of cutting edge technologies in health, industry, pharmaceuticals, medical, agriculture, food and beverages and environment.

The board also decided that various incentives and concessions as admissible under the Industrial Policy, 2005, might be given to Grasim Industries, Gujarat Ambuja Cement and J.K. Cement for setting up cement grinding units at Panipat.

Gang of motorcycle lifters busted

The CIA branch of district police has recovered 17 stolen motorcycles valuing Rs 6.80 lakh following interrogation of two accused during police remand. The police produced the accused in the court of CJM Surya Partap Singh who sent them in 14-day judicial custody.

The prosecution informed the court that six cases of vehicle theft had been solved and police was making efforts to trace the owners of rest of the vehicles.

The members of the gang used to steal vehicles from outside marriage palaces. The accused used to be well dressed and participate in the marriage functions and after enjoying feasts, they would target two wheelers and flee. After the theft, they used to conceal the stolen vehicles in the premises of private hospital which was only a few yards from the local police lines.

Those arrested have been identified as Mohan Jeet Singh, alias Sunny, resident of Kapurthala road, Jalandhar, at present living an Habri village of this district and Baljit, alias Toti, a resident of Theh Mukerian. They were arrested by a CIA party headed by Inspector Jagdish Chand and sub-Inspector Dalel Singh on August 24 while they were going on a stolen motorcycle.

Accident victims get relief cheques

Deputy Commissioner Mahendar Kumar handed over cheques for Rs 2 lakh each as financial aid to next of kin of the family of victims of a road accident that took place near Samaspur village on the Delhi-Dadri road last Friday.

The Chief Minister, Mr Bhupinder Singh Hooda, had announced a Rs 2 lakh grant-in-aid under the state government policy to each family of the victims. Thirteen persons were killed in a collision between a Tempo and a dumper truck near Samaspur village under Charkhi Dadri subdivision last week.

Kumar met the family of the accident victims at Samaspur and Bigova and condoled the death. Later, he went to the accident site and directed the PWD officials, who accompanied him, to widen the road and reduce the height of the curve.

The Deputy Commissioner gave cheques to next of kin of 11 killed of Samaspur village and two of Bigova village. The Subdivisional Magistrate Dadri Satbir Singh Lohchab, and other district officials were present there.

The week long celebrations comprised activities such as lecture on various welfare aspects, clean house and clean society competitions, healthy baby competition, sports competition for women and children. A declamation and talent contest was also held.

A seminar on stress management was conducted at Kharga auditorium yesterday. Various aspects related to stress in armed forces such as causes of stress, identification and management of affected persons and measures to control and manage stress were addressed by a team of experts.

Addl Director Industries retires

The Additional Director of Industries-cum-Registrar of Firms and Societies, Haryana, Mr Kulmohan Singh, retired from service today after serving the Industries Department of the state for over 34 years.

Mr Kulmohan Singh was also functioning as the Chief Vigilance Officer and the State Public Information Officer of the department. He was also the president of the Haryana Industries Department Officers Association and the Employees Welfare Association. — TNS

B.Ed at Tulsi college

Tulsi College of Education for Women, Ambala City, is going to be the first college in the district to offer B Ed course only for women.

The chairman of the college, Mr H.B. Munjal, today said that in the meeting on August 26 and 27 of Northern Regional Committee, NCTE Jaipur, 32 more new colleges for B.Ed have been recognised in Haryana.

Out of the new B.Ed colleges, 30 are co-ed colleges and only two are girls college. One of them is Tulsi College of Education For Women at Rupa Majra village, 3 km away from municipal limits on main Ambala-Hisar road.

Additionally, Elementary Teachers Training (ETT) course of two years will be offered by the college from this academic session.

A group of teachers today said there was discrepancy in the reservation for candidates from rural areas applying for the position of teacher under the Haryana Staff Selection Commission.

The teachers said the advertisement brought out by the commission mentioned that there would be 50 per cent reservation for persons from rural areas and the candidate must have cleared the matric examination from a government school in rural area.

They said this was unfair to rural youths who had cleared their exam as private candidates.

Stadium will “boost” sports infrastructure

Youth Congress general secretary Himmat Singh today said the approval for a stadium in Sector 8, Ambala city, will go a long way towards improving sports infrastructure in the area.

Mr Himmat Singh said the demand for a stadium in Ambala city had been pending for some time and previous governments had ignored the “genuine” demand of the people. He said Haryana minister and Ambala city MLA Venod Sharma, Chief Minister Bhupinder Singh Hooda along with Union Minister and Ambala MP Kumari Selja had ensured that the stadium was approved for the city.
