Fish-breeders to get facilities enjoyed by farmers

The fish-breeders of the state will get the facilities enjoyed by the farmers. These include electricity at subsidised rate for the tube-wells installed for the purpose and setting up of an international fish market.

This was stated by Haryana Minister for Agriculture, Animal Husbandry, Dairy and Fisheries Harmohinder Singh Chattha, while addressing a gathering of fish-farmers at a camp organised on the premises of National Fish Seed Farm here today.

He said the government had decided to set up a modern and international-level fish market near Delhi, claiming that it would be of great benefit for the fish-farmers. A system to keep fish alive to fetch higher price would also be evolved in the state on the pattern of Thailand, he added.

Stating that Haryana was at number two in fish-farming, the minister hoped that it would be the leading state in this regard by the end of next year. He disclosed that a committee had already been formed with this aim in mind.

“The committee members have toured several countries to study their systems and the facilities available to the fish-breeders. The committee has prepared a report and its recommendations would soon be implemented,” he asserted.

Mr Chattha observed that in view of the shrinking land holdings of farmers, fish-farming could prove to be a profitable alternative for them. He presented grants amounting to Rs 11.08 lakh to 53 progressive farmers of Hisar and Rohtak divisions.

Financial Commissioner-cum-Principal Secretary of the Fisheries Department, H.C. Disodia, pointed out mortality rate in the fish-breeding sector in the state was 70 per cent, which needed to be brought down to increase profit of farmers.

Hansi-based fish-breeder Charnajit Singh and Jaswant Singh of Kariwala village apprised the minister and department officials of the problems faced by them.

2 youths shot dead

Sonepat, August 30
Two youths identified as Naveen and Amit of Kurar Village were killed and Deepak was injured when four motorcycle borne gangsters fired at them late last evening.

According to information, four unidentified gangsters came to the village on two motorcycles and fired at Naveen killing him on the spot. While fleeing they resorted to indiscriminate firing in which Deepak was also hit.

After hearing the sounds of firing, villagers came out from their houses but the gangsters had escaped. Deepak and Naveen were taken to hospital at Sonepat where Naveen succumbed to injuries. The incident took place around 8 pm.

Murthal police station was immediately informed. The villagers alleged police reached very late. Police station is located on the GT road and the village is hardly five kms from the police station.

The police has announced a reward of Rs 51,000 to anyone giving information about the identity of the gangsters.

Meanwhile, hundreds of angry residents of the village including women today blocked the National Highway in protest against the killings.

The blockade resulted in stranding of a large number of vehicles on both sides of the busy highway.

The Superintendent of Police informed that the investigation of these murders has been handed over to the CIA, Inspector and it will be supervised by the DSP, Gohana Arun Nehra. The SHO of Murthal police station has also been transferred.

Bishnoi wants to know more about RIL deal
through RTI

Continuing his "aam aadmi adhikar andolan" (campaign for the rights of the common man) to protect the interests of farmers, a ruling party (Congress) MP, Mr Kuldip Bishnoi, today moved four separate applications under the Right to Information Act (RTI) to seek more information from the Haryana Government about its memorandum of understanding with Reliance Industries Limited (RIL).

Mr Bishnoi thus becomes the first MP from the region to use the RTI in a public interest case. During the just-concluded session of Parliament, Mr Bishnoi had opposed the Special Economic Zones (SEZ) policy of the Union Government, describing it as totally anti-farmer and anti-agriculture. The move, though sanctified by law, may be an embarrassment for the Bhupinder Singh Hooda Congress government in the state.

Son of former Chief Minister of Haryana and president of the Haryana Pradesh Congress Committee, Mr Bhajan Lal, this MP from Bhiwani accompanied by some of his followers visited the office of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) in Panchkula this afternoon to file the applications before the Principal Information Officer.

In all four applications Mr Bishnoi wants all file notings and the entire correspondence between the HSIIDC and all government departments of Haryana and between the HSIIDC and the RIL to be supplied to him along with the replies to the queries he has made.

Mr Bishnoi wants to know whether the IL and FS Infrastructure Development Corporation gave any advice on 1,700 acres in the Garhi-Hasaru sector which was acquired by the HSIIDC to develop on its own. He wants to know the findings of the study on whether the land should be developed by the HSIIDC itself or given to the RIL.

Mr Bishnoi's second query is about the formula that was followed to calculate the state government's equity in the RIL-HSIIDC SEZ joint venture in the light of the transfer of 1,700 acres of Garhi-Hasaru land to the RIL. What benefits will the people of Haryana derive from the joint venture?

In his third application he also wants to know the value assigned to the land transferred to the RIL. In his last application he has sought information on whether any ecological impact study was done to assess the damage the joint venture would cause to the environment of the area.

Interestingly, when Mr Bishnoi spoke on the issue in Parliament, he held that the corporate powers cornered exemptions from almost every tax while getting essential services like water supply and electricity, usurping the natural resources, distorting the constitutional sovereignty of the people. He said that more than 140 SEZs in the country would cause a net loss to the state exchequer amounting to a whopping Rs 90,000 crore in direct and indirect taxes over the next four years.

He had been challenging the CM to an open debate on the RIL deal, saying that it was anti-farmer and anti-agriculture and wanted a re-look at the SEZ policy.

Remarks on Jats: Hooda’s claim untrue, says Sampat

The Hooda government’s claim, that it has got the comments about Jats from two NCERT text books expunged is untrue, the Indian National Lok Dal (INLD) leader, Mr Sampat Singh, said here today while he also accused the state government of not categorically denouncing the portrayal of the Jat community in the books.

The former Haryana Finance Minister met a group of reporters in his study and expressed his views while reading out the controversial portions of the books.

In both books so-called harsh observations were made in connection with those engaged in the Jat rebellion. The depiction was no worse than what was recorded by nationalist historians about the Marathas, Rajputs and other powers who had started flexing their muscles in the neighbourhood of Delhi during the fag-end of Mughal rule.

Mr Sampat Singh claimed the historians concerned had put the warriors, who were fighting against the imperial power, in the wrong perspective. In the modern era also Jats as well as those from the community who got converted to Sikhism and Islam had made stellar contributions in various fields, Mr Sampat Singh said.

He said while the Chief Minister, Mr Bhupinder Singh Hooda, had said the controversial portions had been expunged in Haryana and had also asked the BJP Chief Minister of neighbouring Rajasthan to follow suit, the reality was different. The textbooks, which were published some time ago but had been introduced in Haryana last year, were not being sold by the Haryana School Education Board any more following the controversy, Mr Sampat Singh said and added that this measure was different from getting the remarks “expunged” from the books.

He also quoted a communication from the chairman of the board prescribing the deletion of the controversial sections while pointing out that this, too, did not amount to “expunging” the portions from the books.

He added that nothing had been done to stop teaching of the objectionable sections of the books in Haryana schools.

The INLD leader said the state government had taken an ambiguous stand on the issue as it had described the observations in the books as “controversial”. “The state government should have straight away described the portions as ‘derogatory’ ”, he said and regretted that the books would give the wrong impression about the Jats to the students in various parts of the country where these were used as textbooks.

The INLD leader went on to allege that the books were a tool by the Congress to foment casteism. He claimed the observations made by the two historians — one of whom happened to be Bipan Chandra — represented the private views of the writers and should not have found place in school texts.

Large number of girls being abandoned

* A new born baby girl, who had not even been cleaned after birth, was found abandoned in Kurukshetra, on July 13.

In Haryana, its not just the unborn girls who are killed by parents, desirous to beget sons only. So deep-rooted is the will against having daughters that a large number of parents are now abandoning their new born daughters.

The figures available from the Haryana State Council for Child Welfare reveals that a majority of children abandoned in Haryana are girls. From January, 2006, till date, as many as 20 children were found abandoned in different parts of the state, which included 12 girls. Last year, of the 45 children found abandoned within the state, an astounding 32 were females.

Officials in the council informed TNS that though the girls were abandoned more because of their sex not being to the families’ liking, boys are rarely abandoned.

“When boys are abandoned, it is either because the parents are too poor to take care of them, or because they have some medical complication,” said an official, while explaining how at least four abandoned boys have died over two years , after being abandoned for congenital defects.

Haryana has two recognised agencies (recognised by Ministry of Women and Child Development) — Shishu Greha Bal Bhavan, Panchkula, and Bal Gram, Rai (Sonepat) — where the abandoned children are sent. “The child, when found abandoned is handed over to the police, who admits it in the nearest hospital. After getting a thorough medical examination done, the child is referred by the concerned district administration to these two homes. Its not just for these two years that we see a majority of girls being abandoned, but the practice has been there for long,” said an official of the Social Justice and Empowerment department, Haryana.

Interestingly, with a majority of girls being abandoned, more is the number of girls given away in adoption. “But this is because more girls are available that people accept them in adoption. Last year 16 girls were given in adoption, including five in international adoption., as against 11 boys. This year, five male children have been given in adoption as compared to 10 female children.

However, most of the parents for within country adoption insist that they want to have a male child in adoption. Of the 50 applications for adoption pending before the council, 35 persons have requested for a male child.

In international adoption cases, the families do not mind what the sex of the child is,” said a top official of the Council.

These women have been requesting the district administration for six months to take action against liquor mafia and had even held a demonstration before the Deputy Commissioner’s office. One of these women, Kanta Devi, reportedly had received serious injuries in a fight with alleged liquor smugglers.

Smuggling of ‘kachi sharab’ is rampant in villages adjoining Himachal. Some of the affected villages, include Bhagwanpur, Ranjitpur, Sultanpur and Kathgarh. This type of liquor is cheap in comparison to the one sold at licensed liquor shops. Women leader of panchyat of Rasulpur of Sadhaura block had passed a resolution against the sale and consumption of unauthorised liquor and the panchyat had succeed in the effort.

Villagers complained that ‘kachi sharab’ is freely available in the village. “We have made several representations to the administration and the police but no action has been taken”, said Ms Champa.

On March 20 these women held a demonstration at the Deputy Commissioner’s office and on August 20 they had reached the DC’s office again.

Ms Santosh said that on July 30 while they were taking out an awareness rally in the village, they were attacked by liquor smugglers. Ms Kanta Devi had received injuries. The matter was reported to the police but till date no arrest has been made, complained Ms Santosh.

These Dalit women allege that smugglers enjoy patronage of politicians. They also wrote letter to the Chief Minister.

Village Sarpanch Shiv Kumar Bansal said the panchyat had passed resolution to prevent smuggling. He alleged that there has been some curb on liquor smuggling in recent past but the smugglers have devised a new method. Now they are giving home delivery of ‘kachi sharab’, said Mr Bansal.

Superintendent of Police K.V. Ramna said the police had carried out several raids in the area. The raids would be steeped up, said Mr Ramna.

Chautala to address rally on Sept 25

The INLD’s ongoing mobilisation campaign against the Congress and its government is expected to get a boost as the former Chief Minister, Mr Om Prakash Chautala, is scheduled to arrive from abroad on September 23.

The silence on his much-awaited arrival in the INLD camp was broken today when party leaders for the first time making it officially known here that he would be here two days before September 25, the birth anniversary of the late Devi Lal.

Mr Gopi Chand Gehlot, a former Deputy Speaker, Haryana Assembly, and the state president of the youth wing, Mr Surender Dahiya, said Mr Chautala would preside over the rally. The venue of the rally would be decided on September 1.

Sources, however, said the venue would be anywhere in the central part of Haryana. Although the public stand of the party for selecting central part for the rally would be to facilitate wider participation of the common man, the exercise was inspired by a move to take on the ruling Congress from the Jatland.

Meham, the home district of the Chief Minister, and Bhiwani are high on the consideration for the rally. However, Jind and Rohtak can not be ruled out, the sources said.

Significantly, apart from Rohtak being the home district of Mr Hooda, the Rohtak parliamentary constituency is represented by his son, Mr Deepender Singh. Mr Hooda himself represents the Kiloi Assembly, that is falling in Rohtak district.

The thinking in the INLD is that Mr Hooda was instrumental in the Congress making a major dent in the Jat vote bank and in the farming community on the whole. This caused the INLD dearly in the last Lok Sabha and the Assembly elections. The INLD is working on an impression that anti-incumbency against the government has started creeping and the time has come for it for political manoeuvers against the Congress.

Clash between workers, factory owners averted

A clash between factory owners and labourers was averted when the police intercepted the industrialists and made them to return here today. The industrialists allegedly were chasing the labourers who were going to present a memorandum of their demands to the Deputy Commissioner.

The labourers were going towards the Deputy Commissioner office when the factory owners armed with wooden planks and rods attacked them on Sanoli Road, alleged Mr P.P. Kapoor, state convener of the Indian Federation of Trade Unions.

The industrialists were sparing no stone unturned to intimidate the labourers who were demanding implementation of labour laws in the factories, added Mr Kapoor. The factory owners were removing the labourers from their jobs when they refused to work for more than eight hours a day and now they were manhandling them to intimidate them, rued Mr Kapoor. Earlier, the factory owners refused to attend any meeting to be convened by the labour officer to resolve the issue yesterday.

On the other hand, Mr Ramesh Batra, general secretary of the Federation of Small Scale Industry Associations, Panipat, alleged that the labourers were forcing the factory owners to close their factories on Sanoli Road today when the industrialists gathered there and chased them away.

Mr Sumit Kumar, DSP, City, confirming the incident, said the factory owners were intercepted by the police before they could reach near the labourers who were moving towards the Deputy Commissioner office to present a memorandum of their demands.

Rs 16 crore to upgrade 10 ITIs

As many as 10 Industrial Training Institutes (ITIs) in the state will be converted into centres of excellence by spending Rs 1.60 crore on each of these institutes for upgrading infrastructure and introducing new trades.

This was disclosed by Commissioner, Rohtak Division, N.C. Wadhwa, who is the chairman of the Industrial Training Society constituted by the state government to oversee the working of the ITI here today. Mr Rajiv Khurana, a representative of Maruti Udyog Ltd, also attended the meeting of the society.

Mr Wadhwa said the Rohtak ITI was one of the chosen institutes. The ITIs at Karnal, Ambala, Yamunanagar, Faridabad, and Gurgaon were selected last year while Rohtak, Sirsa, Narwana, Rewari and Hisar ITIs were included in the list this year. The Rohtak and Gurgaon ITIs have been adopted by Maruti Udyog.

According to Mr Wadhwa, Principals of the ITIs concerned had been authorised to spend up to Rs 50,000 for improving infrastructure. Any expenditure beyond this could be incurred only with the permission of the chairman of the society. This would remove inordinate delays in purchases or execution of work which usually happened in government departments for want of sanction from the headquarters.

Mr Wadhwa said four sub-committees were set up for selecting the most sought-after trades, framing curriculum, upgradation of infrastructure and placement of students. The Commissioner authorized the Institute Management Committee (IMC) headed by the Deputy Commissioner to finalise the budget for the upgradation of training equipment and purchase of machinery.

Mr Khurana said Maruti Udyog had engaged a consultancy agency to finalise the syllabi and machinery required. He said resumes of students would be forwarded to Maruti Udyog, its five ancillary units and in other industrial units for placement. He said Maruti intended to upgrade this ITI to a level where the students would be able to choose the company they would like to work for rather than vice versa.

Restrictions by Town Planning Dept ‘unlawful’

Thousands of plot owners desirous of selling their plots in authorised as well unauthorised colonies here and other parts of district were unable to transfer their properties due to alleged unreasonable restrictions imposed by the Town and Country Planning Department of Haryana Government.

The department referring to the CM's directions had made obtaining of a no objection certificate (NOC) mandatory from the Town Planning Department before the transfer of any property through a sale deed in municipal areas.

All this had not only affected people but the government was also losing revenue as in the month of July, 2006 alone, there was a fall of Rs 16.24 lakh in the collection of stamp duty and Rs 2.62 lakh in the collection of registration fee as compared to the month of July, 2005. The office of the Sub Registrar wore a deserted look.

The people lamented that the government imposing restrictions on the purchase and sale of plots even in authorised colonies seems to be based on misinformation which has resulted in great hardship to the people and brought a bad name to the government. Even the previous Chautala government had imposed similar restrictions but subsequently withdrawn its decision.

Those suffering from this decision allege that the government has curtailed the fundamental right of the people which is freedom to purchase and sell property .

The people smack a rat in this whole exercise and allege the government has taken this decision to benefit the big colonizers who have purchased big chunks of land in Kaithal town and other parts of the state, even in areas where HUDA had proposed new sectors and where the proceedings for acquisition of land had been in an advanced state.

Does the state government want that no purchase or sale transactions of property take place even in approved colonies falling within municipal limits so that big groups of private colonizers could develop colonies on the land purchased by them, were some of unanswered questions, as the people alleged a scam by the government.

Panchayat complains against teacher

Jhajjar, August 30
A teacher of Government High School at Jhamri village reportedly wrote some embarrassing words on the notebook of a Class X girl student of the school. The panchayat of the village today complained to the Deputy Commissioner against the teacher.

According to information, the teacher, who is the head master of the school, Om Prakash, held a test of the science subject. When he returned the notebook, he allegedly wrote “I love you” on a girl’s notebook.

The girl showed the notebook to other teachers and the headmaster had to apologise for the incident to the girl and the staff members.

However, the guilty teacher stopped attending the school from that day.

The girl also inform her parents, who decided to place the matter before the village panchayat a few days later. The village panchayat contacted the panchayat of Dhani Phogat, the village of the teacher.

When the matter could not be resolved through panchayats, the parents of the girl, accompanied by the village panchayat, complained to the Deputy Commissioner today, who assured them to take appropriate action against the guilty teacher.

An official spokesman said here today that they had also been directed to ensure that the CVO must look into the complaints received and take appropriate action. If the CVO thought that the allegations required a vigilance inquiry, the complaint should be referred to the Vigilance Department. He said the decision to put a complaint box on the main entrances of all offices had been taken because the mechanism of various departments to deal with the complaints was not satisfactory. He said the anti-corruption work should form an integral part of the day-to-day functioning of the head of departments.

He said the duty of the CVO was to examine all aspects of the work with a view to looking into the points where there was more likelihood of corruption and to devise ways and means for minimising the scope of corruption. The CVO was also supposed to ensure that all complaints relating to corruption were looked into promptly.

Coal block allocated to power corpn

The Haryana Power Generation Corporation (HPGC) and Delhi have been allocated a big coal block for the first time by the Central Government. The coal block will be Mara-II, Mahan, located in Madhya Pradesh under the government company dispensation.

Giving details, Mrs Jyoti Arora, Managing Director, HPGC, said here today that the power generating companies were authorised to undertake coal mining for their projects. To meet its coal requirement, the HPGC had requested the Central Government to allocate a coal block to the state. Central Mine Planning and Design Institute Limited would carry out the exploration of the coal block. The actual extraction of coal was likely to take 48 months to 54 months. She said there would also be a substantial improvement in the quality of coal after the completion of the project.

Mrs Arora said the state needed 8.5 million tonnes (MT) of coal every year for the Faridabad and Panipat thermal power stations. Once the Yamunanagar thermal plant comprising two units of 300 MW each started functioning, there would be an increase in the demand for coal by 3 MT per annum.

She said the HPGC had started the process of setting up another 1000/1200 MW coal-based thermal power project at Hisar for which the annual requirement of coal would be 5.83 MT. In all, the coal requirement for all these projects would be 17.33 MT every year.

Issar takes charge as VC

Financial Commissioner and Special Secretary of Haryana Promilla Issar yesterday took over the charge as Vice-Chancellor of the newly formed Bhagat Phool Singh Mahila Vishva-vidyalaya at Khanpur Kalan, the first women university in rural areas in India.

The Additional Deputy Commissioner, Sonepat, Ms Anita Yadav, took over the charge as Registrar of the university. The Deputy Commissioner, Ms Neerja Shrkhar, prominent citizens of the area, besides the grand-daughter of Bhagat Phool Singh and daughter of Padmashri awardee, Mrs Shubhashni Devi, and Mrs Kamla Rani were also present on the occasion.

After taking over the charge, Mrs Issar visited all the educational institutions located on the campus and held a meeting with heads of these institutions.

New GJU Registrar assumes charge

Dr R.S. Jaglan yesterday joined as Registrar of the Guru Jambheshwar University of Science and Technology here today. He took charge from Mr Y.P. Goswami.

Prior to his appointment as GJU Registrar, Dr Jaglan was serving as a senior scientist in the Entomology Department of Haryana Agricultural University (HAU) here. After assuming the charge of office, he said working with the unified efforts of the teaching and non-teaching staff and the students would be his main aim. — TNS

Petrol stations to remain closed tomorrow

On a call given by the Haryana Petroleum Dealers Association, the petrol stations located in the district will remain closed on September 1. This was stated by Mr Dinesh Goel, president of the local unit of the association, here today.

Addressing a news conference, Mr Goel maintained that the petroleum companies had not raised the dealer commission despite promising the same. The petrol station owners were being supplied less petrol and diesel, he added.

Mr Goel asserted that if effective measures were not taken to redress their grievances, the dealers would observe a statewide strike and later launch an indefinite stir.

DC wants all bores covered

Having learnt a lesson from the Prince episode of Haldaheri village, the Deputy Commissioner, Mr V. Umashankar, has ordered covering of all bores, pits or holes lying disused in the district with immediate effect.

Exercising the powers vested in him by virtue of Section 144 of the CrPC 1973, the District Magistrate has directed all residents of the district to immediately cover all such private bores, pits and holes which are disused or lying unprotected within 30 days.

Mr Umashankar has also ordered the sarpanches of all village panchayats in the district to ensure that abandoned bores lying within panchayat limits be filled up or covered so as to not endanger human life.

The District Magistrate has stated that anybody violating the order would be prosecuted under Section 188 of the IPC.

Chandigarh-based waiter drowned

Yamunanagar, August 30
A Chandigarh-based waiter drowned in the Western Yamuna Canal this morning. In a similar incident, a 50-year-old shepherd had drowned in a village pond.

As per police sources, Madan (23) had come to Yamunanagar from Chandigarh to meet his relatives. He drowned in the waters of the canal while he was taking a bath.

Police sources said that Sewa Ram (50) too had drowned in a pond of Jagdholi village falling under Chhappar police station last evening.

In another incident, an eight-year-old boy was allegedly run over by a car in the Khizrabad area yesterday. He was waiting for a bus along with his parents at a bus stop when the accident took place.

Allow cell phones on campus: students

A section of students of Government College, Ambala Cantt, today demanded that they should be allowed to use mobile phone in the college premises.

This morning, a group of students expressed their annoyance with intensive checking of identity cards before being allowed inside the college. They even attempted to prevent some college students from entering the college. Later, a delegation of the students met the college principal and they opposed the checking of identity cards. They also demanded that they should be allowed to use mobile phones in the college campus.

College Principal Dr Phulia said that mobile phone usage within college premises was not permitted. “We are carrying out intensive checking of identity cards to ensure that no outsiders enter the college premise. Also, construction work is being carried out in the college and we need to see that only authorised persons are in the campus,” he said.

He said that he had met the students’ delegation. He said that the college classes started on time and there was no problem in college functioning. He said that police help was sought so that there were no untoward incidents.

Road safety workshop for school bus drivers

A workshop on road safety for school bus drivers and conductors was organised in SR Dayanand Public School, Hissar Road, Ambala City, today.

The school Principal Mrs Sunita Vimal, said that the objective of the workshop was to educate drivers and conductors about road safety keeping in mind the accidents and different incidents. Mr S Behl of Baba Farid Kalyan Society advised the drivers that they should have patience and must keep speed under limit and to not drive the vehicle under influence of alcohol.

An Inspector Mr Raj Kumar from Traffic Aid Centre, Mohra took a special guidance test of all the drivers and conductors of various schools who had been invited to the workshop. The participants were informed about first aid and were given a list of items to be kept in the first aid box.

Allahabad Bank holds farmers’ meet

A farmers’ meet was organised by Allahabad Bank at Shahpur, Ambala district, today with a view to informing farmers about various schemes launched by the bank.

In his address, Mr V.K. Chawla, Deputy General Manager, Zonal Office, Chandigarh, gave an account of the highlights of the bank.

He said savings bank accounts could be opened with a minimum balance of Rs 5 only. The KCC scheme took care of the financial need for the production of crops while the KSY scheme took care of investment/development projects of farmers, he said.
