Chandigarh, September 2 Mr U. D. Gour, former Advocate-General of Haryana and a senior advocate of the Punjab and Haryana High Court, passed away at PGI today. He was 84. He is survived by three sons — Sunil Gour, Sessions Judge, New Delhi, Anil Gour, Senior Sub-Judge, Panchkula, and Kapil Gour — and a daughter. The funeral will take place at 2 pm tomorrow. TNS

Secretarial service rules amended
Chandigarh, September 2 According to the amendment, no person shall be appointed to any post in Group C and D by direct recruitment who is less than 17 years or more than 40 years of age. Also, no person shall be appointed to any post in Group A and B by direct recruitment who is less than 17 years or more than 45 years of age on the last date prescribed for the submission of application for appointment. However, the Speaker may relax the age limit in the case of appointments in Group C or D posts. In case of direct recruitment for the post of Deputy Secretary, the candidate should be a LLB. (Professional), have six years of experience in office administration in a supervisory capacity or in parliamentary procedure and have knowledge of Hindi up to matric. Or the candidate should be a LL.B. (Professional) having at least six years of experience at the Bar and the knowledge of Hindi up to matric. In the case of appointment of a Deputy Secretary by promotion, the candidate should be LL.B. (Professional) with three years of experience as Under Secretary or Secretary to the Speaker in the Haryana Vidhan Sabha Secretariat. According to an official press note, the decision to revise the qualifications for the post of Deputy Secretary has been taken in view of the functional requirements of the Vidhan Sabha Secretariat. As the work is of legal and technical nature, it was necessary to revise the qualifications for the post of Deputy Secretary, stated the press note. The Cabinet also approved the rules for direct recruitment and filling up by promotion the newly-created posts of computer operator and data entry operator in the Vidhan Sabha. |

Cabinet okays final draft of Bill
Chandigarh, September 2 An official press note said the decision to pave the way for private universities was taken in view of the keen interest being evinced by several quarters for setting up of private universities in the fields of management, computer science, computer application, law, environment science, medical education and other new emerging areas of knowledge. The necessary statutory framework, to be provided by the state government, would ensure quality and also safeguard the interests of students. A minimum of 25 per cent seats for admission to the university will be reserved for the students of Haryana and out of these 10 per cent seats would be reserved for students belonging to the Scheduled Castes. Rajasthan, Uttaranchal and Tripura have already enacted legislations to allow setting up of private universities. The admission to professional and technical courses of such universities will be made only on merit. No university will be approved unless the sponsoring body is in the possession of a minimum of 20 acres outside the municipal limits or a minimum of 10 acres within the municipal limits. The university will not offer affiliation to any college or any other institution. The sponsoring body will establish an endowment fund for the university with a minimum of Rs 3 crore and this fund will be used as a security deposit to ensure that the university complies with the provisions of the Act, statutes and ordinances. The government would have the power to forfeit the whole or part of the endowment fund in case the university or the sponsoring body violated any of the provisions of the Act. The Haryana Governor will preside over the convocation of the university and can call for any paper or information relating to the affairs of the university. He may issue such directions as deemed fit in the interest of the university. The Act would permit the private universities to open offshore campuses after obtaining permission from the University Grants Commission, the state government, the Government of India and the government of the host country. |

Summons to bijli nigam officials under RTI Act
Yamunanagar, September 2 The two have been issued summons by the State Information Commission. They have been asked to appear before the Commission on September 12 or else a decision would be taken in absentia. As per sources in the UHBVN, Mr Naresh Uppal, a resident of Model Town here had approached the Executive Engineer and Assistant Public Information Officer (APIO) on July 11 to get information that if a consumer having domestic or agricultural connections was using the same for commercial purposes on more than the sanctioned load and was paying the bills at commercial rates then in what manner and for how long would he be penalised. He had also sought to know about the appellant authority in UHBVN to be approached in such cases. Mr Uppal told The Tribune that he had asked for this as he had observed that some officials of the UHBVN, in connivance with certain officials of the Vigilance Department, were harassing power consumers by issuing notices for the unauthorised use of electricity and were levelling huge penalty ignoring a circular of the UHBVN and demanded money to correct the same subsequently. Mr Uppal said the APIO did not provide the requisite information within the stipulated five days’ time. Later, he approached the Public Information Officer on July 19. This time the UHBVN, instead of providing the “exact information”, merely gave Mr Uppal various circulars issued by it. Unsatisfied, Mr Uppal appealed to the commission under Section 19 of the RTI. The commission, however, took the appeal as a complaint and issued summons to the two officials under Section 18(2) of the RTI. In summons the officials have been asked to report before the commission personally or through a representative on September 12. |

Mandis not yet shifted out
of Ambala cantt
Ambala, September 2 Ambala Cantt MLA DK Bansal stated that the mandis would be shifted out. “The proposal had recently been discussed. Execution of such a major plan requires time and the work on shifting out of mandis will be initiated as soon as all factors have been taken care of,” he said. While the Anaj Mandi is located in the heart of Ambala Sadar, Ghas Mandi and Subzi Mandi are located close to the main bus stand. Former Ambala Cantt MLA Anil Vij said that the plan for shifting out of the three mandis was prepared so that the Sadar area could be de-congested and the farmers, who came to Ambala Cantt to sell their produce can have ample parking and work space. “An area had been earmarked for the mandis in Ghasitpur close to the Ambala Cantt HUDA sectors on the GT Road,” he said. Mr Vij said that shifting out of mandis would go a long way towards improving the traffic scenario in busy areas. “When the procurement season for wheat and paddy is on, it is practically impossible to travel through the grain market,” he said. The shifting out of the three mandis has been a long-pending demand of the local residents. The mandis are located in busy areas of Ambala Sadar and it causes traffic bottlenecks. The area near main bus stand is the worst affected since a large number of fruit and vegetable vendors put up their rehris right outside the Subzi Mandi. The presence of a large number of vendors adversely affects the smooth movement of traffic near the main bus stand. The Roadways buses face difficulty in traversing through the congested road. Local residents are of the opinion that till such time the mandis were not shifted out, there should be police presence near the main bus stand so that illegal vendors did not congest the road. They said that police personnel would ensure that the illegal vendors were moved out so that the roads remain free for vehicular movement. |
Ex-MLAs’ pension raised to Rs 5,000
Chandigarh, September 2 The state Cabinet, which met under the chairmanship of the Chief Minister, Mr Bhupinder Singh Hooda, here today approved the draft of the Haryana Legislative Assembly (Allowances and Pension of Members) Second Amendment Bill-2006. According to the amendment, the rates of pension of members of the Haryana Vidhan Sabha would be enhanced from Rs 3,000 to Rs 5,000 per month. If anyone has served as a member for a period exceeding five years, he would continue to be paid an additional pension of Rs 600 per month for every year in excess of five years as is the case at present. At present, about 360 former MLAs are getting pension in Haryana. |
Freedom fighter dead
Jhajjar, September 2 Raju Singh (90) was a recipient of many military and civil awards conferred by the INA, Central and state governments. He was cremated with state honours in his village. The Tehsildar, Bahadurgarh, laid the wreath on behalf of the state government. According to family sources, Raju Singh joined the INA at the age of 18 years. He was part of many military operations in the overseas and was declared as dead. However, after disappearing for six years, he surfaced again and was given due recognition by the Indian Government after Independence. Raju Singh was awarded with a citation (Tamrapatra) by the then Prime Minister on the 25th anniversary of Independence. Again, he was honoured by the Indian National Congress in 1985 at the golden jubilee celebrations of its foundation. The state governments also honoured him in 1997 and 2003. |

Chandigarh, September 2 Other members of the board are various ministers heading the Finance, Revenue, Agriculture, Industries, Development and Panchayats, Cooperation, Irrigation, Animal Husbandry and Power Departments, MPs and MLAs representing the Mewat area, the Chief Secretary, the Principal Secretary to Chief Minister, the Financial Commissioners of Revenue, Irrigation and Power, Animal Husbandry, Finance, Cooperation, Agriculture and Industries Departments. The Deputy Commissioners of Faridabad, Gurgaon and Mewat and Chairman-cum-Managing Director of Haryana Vidyut Prasaran Nigam are also members of the board.
