Meeting to discuss law and order sans cops
Chandigarh, July 25
As a matter of fact it is the first item on the agenda. But the SPs of the districts, who play the most important role in keeping the law and order situation in the districts under control, will not take part in the meeting. It is also doubtful whether the Director-General of Police (DGP), the overall head of the police force in the state, will be attending the meeting. The DGP does not figure among the list of government functionaries who have been intimated by the government to be present at the meeting. During the INLD regime, a joint conference of DCs and SPs used to take place periodically under the chairmanship of the Chief Minister. At those meetings the SPs used to feel fidgety once the discussion on law and order was over since they had nothing much to do with other agenda items like the shortage of teachers in schools or poverty alleviation programmes. The present government wanted to put an end to this practice by organising separate conferences of DCs and SPs under the chairmanship of the Chief Minister. But the inclusion of law and order as a priority item on the agenda of the August 6 meeting has raised legitimate questions on how a fruitful discussion on the subject is possible without assistance from the police. Other items on the agenda of the DCs’ meeting are the flood situation in the state, issues pertaining to the registration of property and the verification and attestation by revenue functionaries of certificates of income, caste and domicile. The agenda items also include problems arising out of the malfunctioning of pension schemes, attendance of teachers in schools and attendance of doctors in hospitals. The Deputy Commissioners will make a presentation lasting from 6 to 8 minutes focussing on the status of his/her district in areas such as law and order, development activities and other items on the agenda. The DCs have been asked to talk about the problems they are facing in the implementation of the goals set by the government. The Commissioners of four divisions will supplement the presentations made by the DCs. The Administrative Secretaries and the heads of departments will then respond to the presentations made by the DCs. |
Express highway: farmers stand to gain Rs 400 cr
Chandigarh, July 25 Interestingly, the Haryana Government will not have to pay any additional amount for the acquisition of land for the highway. The Chautala government had estimated that about Rs 167 crore would have to be paid to the farmers whose land would be acquired for the 135 km-long highway. This money was to be given from the coffers of the state. Now the cost of land acquisition has crossed Rs 650 crore. However, the additional amount would not be met from the Haryana Government’s treasuries. After coming to power, the Hooda government negotiated a deal with the Centre and the State Governments of Delhi and Uttar Pradesh, under which the Delhi Government would provide 50 per cent of the land acquisition cost, while Haryana and Uttar Pradesh would contribute 25 per cent each. Thus, the Haryana Government’s financial burden remains the same as was estimated by the Chautala government, while the state’s farmers stand to gain about Rs 400 crore in addition. Haryana’s share will be contributed by the Haryana Urban Development Authority (HUDA) and the Haryana State Industries Development Corporation (HSIDC) Five parties have shown interest in completing the ambitious project, to be constructed on a build-operate-transfer (BOT) basis. |
MDU admissions subject to HC ruling on PMET
Chandigarh, July 25 During hearing of petitions filed by Bharat Garg and some other candidates, who appeared in the examination, the Bench of Mr Justice J.S. Khehar and Mr Justice S.N. Aggarwal directed the State of Haryana and the university to file their replies within two weeks. In their petition, the students have stated that every state reserves 85 per cent seats in medical and dental courses for students belonging to the state. This means that students who have appeared in examination of one state can not compete for the seats falling in the 85 per cent reservation in another state. The petitioners have stated that while going through the result declared by the university they came across names of candidates who figured in the lists released by other states also. This, they have stated, was highly irregular, requesting the court to quash such selections. Counselling for the seats was held on July 11-18. The hearing will now resume on August 9. |
Where dead get pension
Ambala, July 25 At lest six cases have been detected in disbursement of old age and widow pension in Ambala Sadar. The cases highlight the fact that even the dead have not been spared for pecuniary gains. The irregularities came to light when Mr Naveen Yadav, councillor of ward No.31, Ambala Sadar, realised that the name of a neighbour, who had died nearly a year ago, was being called out to receive pension. Mr Naveen Yadav, who has filed a complaint with the Executive Officer, Municipal Council, Ambala Sadar, said, “Shanti’s name was being called out for receiving pension. I was stunned since she had died a year ago. Being a neighbour, I was present at her cremation. So, I was sure that there could not be any doubt regarding the matter.” He said a random check revealed that there were a few more such cases. “We learnt that Prem Wati as well as Raj Rani had died but someone had claimed their old-age pension. All these cases pertain to the Lal Kurti area, which is in my ward,” he said. Mr Naveen Yadav has demanded an inquiry into the matter. “It is a serious matter and the authorities concerned must take suitable action,” he said. Family members of Prem Wati and Raj Rani
expressed shock on learning about the incident. The family members said they had no clue that someone was claiming old-age pension in the name of the dead. A municipal council official said investigations were being carried out into the matter. “We have learnt that the Deputy Commissioner has ordered a probe. All persons who disbursed pension from the time of the death of the recipient are likely to be under the scanner,” he said. He said so for six cases had come to light. “We are of the opinion that the probe should cover each and every ward in Ambala Sadar since the possibility of similar instances in other wards too cannot be ruled out. Physical verification of all recipients of old age and widow pension must take place,” he said. |

Two booked in rape case
Karnal, July 25 The victim reached her house today morning and narrated the incident. Her father lodged an FIR against the two accused, Balender and his servant Joginder Singh of the same locality. According to information, the accused had reportedly kidnapped her on their motor cycle when she had come out of her house to answer to the nature’s call last evening, took her to nearby fields, raped her there and then threw her from the running motor cycle. The police registered the FIR under Sections 364, 376 and 323, IPC. This is the second incident of rape within six days in the area falling under the jurisdiction of Gharaunda police station in Karnal district. |

Jawan cremated
Yamunanagar, July 25 He was married about a year ago and was to return home in September for the first time after his marriage. His wife, Amandeep Kaur, is expecting a baby in September. The body was to arrive at his native place in Nanda Colony of Farakpur yesterday, but it reached here only this morning. Sube Gurmeet Singh, who brought the body here, said that on the fateful night, Baldev himself had offered to participate in the combing operation. Two other Army personnel had died in the operation. The Deputy Commissioner, Ms Sukriti Lekhi, the Superintendent of Police, Ms Suman Manjari, local MLA, Ms Krishna Pandit, and Mr Satpal Kaushik, Secretary, Haryana Pardesh Congress Committee, were, among those, who paid tributes to Baldev Singh. The sarpanch of Farkpur said that a memorial would be raised in the village so that youth could take inspiration from Baldev Singh. |

Supplementary exams from August 3
Bhiwani, July 25 In the matriculation examination to be run from August 3 to 11 as many as 55,356 candidates would appear, the spokesperson said, adding that 51,106 candidates would appear in the senior secondary supplementary examinations which would continue till August 26. |
Residents block traffic
Sonepat, July 25 According to a report, residents blocked the road by putting tree branches etc on it. The residents made this protest after a killing of an eight-year-old boy in the road accident two days ago. On receipt of information about the blockade, the SDM, Mr Nar Hari Singh Bangar, the DSP, Mr Subhash Chander and other officials reached the spot and succeeded in lifting the blockade after giving and assurance that a speed breaker would be constructed soon. |
Probe begins into harassment charge
Sirsa, July 25 Mr Ramphal, the Additional Director, visited the college campus today and talked to the students and officials about the case. Sources in the college said some girls studying in the final year of computer science had made charges of harassment by a lecturer electronics who is also the hostel warden. The principal of the college, Mr Yashpal Berwal, informed TNS that appropriate action would be taken in the case. He said officials of the state Technical Education would submit the fact-finding report. Refuting the charges, a senior official of the college said the episode was fabricated. |

Sonepat, July 25 The girl was medically examined by the doctor in the local Civil Hospital and handed over to her parents later on. A case under various sections of the IPC has been registered against the arrested youths. |

Sonepat, July 25 According to official sources, a large number of relatives and people of the village and its adjoining areas were present on the occasion. Mr Umed Singh Mohan, SDM, Gohana, placed, wreath on the body of the martyr on behalf of the state government. The Subedar was killed on July 21 while blighting with militants in Poonch sector of the Jammu and Kashmir. |
Reduce water level of sarovar, says victim’s family
Ambala, July 25 In a letter addressed to the manager of Gurdwara Manji Sahib in Ambala City, family members of 8-year-old Gurupreet Singh said the boy died on July 17. Sewadars in the gurdwara did not know swimming. They said the water level should be reduced to five feet from the current 13-15 feet and the sewadars must know swimming to avoid such tragedy. |
