Deadlines fixed for water schemes

With a view to ensuring the timely completion of drinking water supply schemes, the Haryana Government has decided that all canal-based schemes will henceforth be completed within a period of three years and those based on tubewells within two years. The same pattern will be followed in the case of the ongoing schemes also.

Bonded labourers rescued from two factories

The district administration has rescued three "bonded labourers" and five minor children from two factories situated in Noorwala and Bhainswala villages.

While Ali Mohammad, alias Budhu, was rescued from Shiv Handloom factory situated in Bhainswala village, his wife Sairo Bano and their three minor children were rescued from the premises of Naveen Textiles situated in Noorwala village.

Similarly, another "bonded labourer" Asheela and her two minor children were also rescued from Naveen Textiles. All labourers belonged to Uttar Dinajpur district in West Bengal.

The matter was brought to the notice of the administration by the district president of the Indian Federation of Trade Unions (IFTU), Mr Santram Kushwaha, and the district secretary of CPI (ML), Mr P.P. Kapoor.

Both executives said four labourers, who had fled from Naveen Textiles, had told them that they had been kept in the factory as bonded labourers for the past three months and were not paid for their work.

Showing injury marks after his rescue, Ali said the factory owner, Rishi Paul, his brother Nar Singh, Rishi’s son and the accountant of the factory had beaten him with belts.

SDM R.K. Singh said he had asked the SP to lodge an FIR against the factory owners.

However, the factory owners of Naveen Textiles, Mr D.S. Jaglan and Mr R.K. Baweja, had denied the charges.

Trust applies for building plan approval

The authorities of Pash Library in the Police Lines here, run by a trust headed by local Superintendent of Police Bharti Arora, have submitted the building plan/design of the library building before the Municipal Council (MC) for approval.

The Tribune had today reported in its news-item “SP to get notice on illegal construction in library” highlighting the illegal construction work on the library premises to extend the existing building without having got sanctioned the building plan/design from the MC.

A senior official of the MC, while confirming that they had received the building plan/design of the library, told The Tribune that this application would be discussed in the forthcoming meeting of the MC slated for July 20.

In reply to a question, the official further said that the SP had been asked to stop the construction work on the library premises till the building plan/design was approved by the MC.

However, when this correspondent visited the library site on Saturday, the construction work was still going on. The labour force in the construction work said that they had got no instruction from the authorities concerned to stop the construction work. Instead, instructions had been given to speed up the work and complete it as soon as possible, they added.

Earlier, Mr Hans Raj, Inspector (building) of the MC, had visited the library site on Friday evening and submitted a report to senior officials that illegal construction work was going on in the library premises in the police lines at a rapid pace.

Further, investigations made by The Tribune revealed that the house tax applicable on the old library building as per the existing rules had not been assessed by the MC authorities ever since it was established a few years ago.

Interestingly, except for the residential accommodation in the Police Lines, the house tax had also not been assessed for other buildings housing administrative offices.

Minimum qualifications for E&T Dept changed

The Haryana government has decided to upgrade the minimum qualifications for the direct recruitment of excise and taxation officers, assistant excise and taxation officers, taxation inspectors and excise inspectors. Now all direct recruits will be required to possess a degree or diploma in computers apart from other qualifications.

It was also decided that the quarterly and yearly returns of dealers with a turnover of more than Rs 1 crore would have to be filed through chartered accountants.

The decisions were taken at a meeting presided over by the Haryana Chief Minister, Mr Bhupinder Singh Hooda, here last evening to review the functioning of the Excise and Taxation Department. The Excise and Taxation Minister, Mr Venod Sharma, was also present.

It was decided that the entire department would be comprehensively computerised to enable the public to access all relevant information from the web and also file tax returns through the internet. The basic unit for computerisation would be the assessing authorities (excise and taxation officers).

An expenditure of Rs 28 crore was approved for the purchase of land and construction of buildings in such districts of the state where the offices of the department were located in rented accommodation.

Workshop on disaster management

A workshop on disaster management was organised by the Haryana Police Academy at its headquarters in Madhuban here yesterday. It was attended by 14 IPS officers and 10 DSPs.

Dr John V George, Additional Director-General of Police, (Headquarters) spoke on population density poor economic conditions and human error as causal factors in disasters in developing countries.

He said there was need for leadership of the highest order in dealing with such exigencies.

Earlier, Mr SN Vashisht, Director Haryana Police Academy in his keynote address said that natural disasters both natural and man-made had stunning affect on human beings. He emphasised on community’s participation in helping trained official machinery to deal with disasters. Mr Rajbir Deswal, Superintendent of Police State Vigilance Bureau (Rohtak) said training workshop aimed at generating awareness about disaster management amongst police officials.

Protest against death in hospital

Ambala, July 16
A number of residents of Nahanhouse area of Ambala city protested on the hospital premises on Thursday night following the death of a woman, who died soon after delivering a baby.

Navneet Kumar, the husband of deceased Geeta (25), has also filed a complaint with the Baldevnagar police station in which he alleged that his wife had died due to negligence of a lady doctor of the hospital. The hospital authorities, however, refuted the charges of Navneet and said that the patient was given every possible treatment and no negligence took place.

Navneet in his complaint alleged that he got admitted to his wife Geeta (25) in the civil hospital for delivery. He said that a lady doctor conducted the delivery. Soon after the delivery the condition of Geeta became serious. The lady doctor was summoned but she turned up after three hours. He said that the paramedical staff of the hospital attempted to give oxygen to his wife.

When contacted, the Principal Medical Officer Dr. K S Sikka, he said there was no negligence on the part of hospital authorities. He said that under the supervision of Senior Medical Officer, a team of three doctors had been constituted which would investigate the mater and would submit its report shortly to Civil Surgeon. The lady doctor could not be contacted on telephone even after repeated attempts.

Meanwhile, the husband of the deceased had demanded that the police register a case of negligence against the doctor.

Cheating case against 2 for duping youth

The Judicial Magistrate, Mr Parveen Kumar on Friday, ordered registration of a criminal case against two for allegedly duping an unemployed youth after promising to provide him a government job.

Mr Madan Singh, a resident of Chimmo village in this district, had filed a criminal complaint in the court on July 8, 2005, in which he had alleged that Dharamveer, a resident of Jyotisar near Kurukshetra, and Khushi Ram, a resident of Tohana, had duped him of Rs 60,000/-.

He alleged that Khushi Ram was his relative who used to frequent his house. He told him that he could get his son a job in the Kurukshetra University if he paid Rs 1 lakh to him. He introduced him to Dharamveer, who, he said, was known to several ministers.

Mr Madan Singh alleged in his complaint that he paid Rs 60,000 to Khushi Ram as advance payment on June 14, 1998. He alleged that the duo neither refunded the money nor got his son employed.

The Judicial Magistrate ordered registration of a case under Sections 420 and 406 of the IPC against the two accused.

With a view to ensuring the timely completion of drinking water supply schemes, the Haryana Government has decided that all canal-based schemes will henceforth be completed within a period of three years and those based on tubewells within two years. The same pattern will be followed in the case of the ongoing schemes also.

A decision to this effect was taken at a meeting of the State Sanitary Board presided over by the Chief Minister, Mr Bhupinder Singh Hooda, here yesterday.

Following a suggestion made by the Public Health Minister, Mr Randeep Singh Surjewala, at the meeting, it was decided to set up a revolving fund of Rs 5 crore for the implementation of the Swajal Dhara Scheme which could not be implemented for want of funds. The Chief Minister said that since some panchayats had deposited funds for the implementation of the scheme in their villages, it must now be implemented on priority.

Woman commits suicide

Panipat, July 15
A woman committed suicide and five persons were injured in separate incidents here during the past 48 hours.

Beermati of Arjun Nagar ended her life by hanging herself reportedly due to a domestic problem. She was the mother of three children.

Mr Hari Singh of Vikas Nagar and Mr Zile Singh of Saudapur village were injured when their motor-cycle was hit by another motor-cycle on the National Highway near the BBMB office. Neeraj, owner of the motor-cycle, was also injured in the collision.

Naresh of Bursham village and his worker, Jahangir, received injuries when their motor-cycle collided with a canter near the Gohana fly-over.

Woman dies under mysterious circumstances

A 22-year-old woman, Suman died today under mysterious circumstances at Nigdu in Nilokheri subdivision of Karnal district. The police, after recovering the body of the woman, sent it for a post-mortem examination.

Sanjiv Kumar, brother, and Vijendra Kumar, uncle, of the deceased, in a statement recorded before the police, alleged that Suman had been strangulated to death by her husband and other members of the family.

The police has initiated preliminary investigations into the incident.

House collapses, 4 injured

Hisar, July 16
Four persons, including a woman, were injured when a portion of an old house collapsed on them here today.

The owner of the house, Mr Vinod Jain, was taking some belongings out with the help of some family members and two labourers when the mishap occurred.

Mr Jain, his son Nitin, sister-in-law Kanta Devi and a labourer, Sanjay, were injured in the incident.

The condition of Sanjay is stated to be serious and he has been admitted to a local hospital. Deputy Commissioner Arun Kumar Gupta and SDM Subhash Gaba reached the spot on getting information.

Vehicles checked for irregularities

Ambala, July 16
A special checking of vehicles was carried out by a team of Roadways and Vigilance Bureau officials here yesterday.

Irregularities in running of private buses, maxi cabs and auto-rickshaws were detected. Forty-four vehicles were checked for permit, route and other documentation and challans were issued to 11 vehicles.

Fourteen vehicles were impounded, which comprised nine buses.
