Flood in Lakar village
Yamunanagar, July 18 As per reports reaching here, the district administration evacuated villagers from Lakar village, situated about 50 kilometres from here, this evening. The villagers have been shifted to a government school in Khadri village. The local people arranged langars for them. It is also learnt that residents of several other villages of the block have also started moving to safer places. Sources said Lakar and Bhilpura villages were under five to six food of water after the river further changed its “creek”. Residents of Bhilpura have been moved to Nathanpur village. As per reports, a large number of “kachha” houses in Bhilpura village have been completely damaged. The district administration swung into action after getting reports of water entering the villages. Boats and swimmers were used to shift the villagers to safer places. Meanwhile, the administration has ordered to empty godowns at Chhachhrouli and Khezrabad anaj mandis in case more space was required to house villagers, said sources. The Deputy Commissioner, Ms Sukriti Lekhi, and other senior officers visited the affected areas. The MLA from Chhachhrouli also visited the areas and demanded that as the fodder for cattle had been washed away the villagers should be allowed to graze the cattle in the forests. Earlier in the day, farmers from 17 villages of the block held a panchayat and demanded the registration of criminal cases against mining contractors who were engaged in illegal mining in Yamuna riverbed. Illegal mining is considered to be one of the main reasons behind the change of “creek” of the Yamuna and subsequent flooding of villages. |
DA instalment for aided school staff
Chandigarh, July 18 He said over 4000 employees of 213 schools, including senior secondary, high and middle schools would be benefited on account of the release of the DA instalment. He said it had been decided that the department henceforth should also release the DA instalment to the employees of aided schools when that of government employees was released. Mr Khandelwal said the arrears of the DA instalment would be deposited in the Contributory Provident Fund (CPF) account of the aided school employees. Saving certificates would be purchased of the DA arrears in respect of those employees whose CPF account had not been opened as yet. He said those aided school employees who had in the meanwhile retired, would get the arrears of the DA instalment in cash. |

Rohtak, July 18 The state government had issued a no-objection certificate to MDU a fortnight ago to start degree courses in four disciplines – computers, mechanical, bio-technology and electronics and communication on self financing basis. Strangely, the NOC was issued without verifying whether the university had the wherewithal to start an engineering college with four courses. The university hurriedly asked Guru Jambheshwar University which conducted the common entrance test to fill MDU’s 60 seats in each of these disciplines. The counselling began on July 14 and students have already begun to land here to pay their dues. Most of them were shocked to know that the engineering college existed on paper only so far. The Vice-Chancellor Dr R. S. Dhanker, said “the posts of teachers are being advertised”. Asked who will head the college he said,: “Dr K. V. Shastry is being given temporary charge”. About laboratories he said. “these are not needed in the first year and by next year we will have these in place”. To begin with the classes would be conducted from a part of the building of the Directorate of Distance Education, the VC said. However, experts said even in the first year, physics and computer laboratories and an engineering drawing hall was required though ideally the infrastructure should be even better. When asked whether the university would have allowed a privately managed college to begin admissions under similar circumstances, Dr Dhanker apologetically said: “Well, people have faith in us. They know we will create the infrastructure. Already during counselling we were the fourth most popular college”. However, students and parents are not that condescending. “We feel cheated. Our faith in MDU, has been shaken now. The university should have told us the factual position. But what can we do now. The counselling is over. Either we take it or leave it”, said one of the students who came to deposit the fee on the condition of anonymity. A senior professor said MDU would never have permitted a private college to begin even B A classes under similar circumstances leave alone a full fledged engineering college. |
Book mining contractors, say harried farmers
Yamunanagar, July 18 The panchayat attended by more than 200 farmers demanded that the government should immediately release compensation to the farmers whose crops had been damaged and soil from fields have been eroded by Yamuna waters. They also demanded that permanent flood protection arrangements should be made in the area. This was stated by a spokesperson for the farmers, Mr Bhupinder Chaudhary. Besides others, Mr O.P. Lohan, Additional Deputy Commissioner, and Mr Shyam Singh, Chairman of Chhachhrouli Block Samiti, were also present on the occasion. The farmers later met senior officers of the Irrigation Department. Meanwhile, it is learnt that the Irrigation Department has decided to construct several 15-feet longs studs in the areas where soil have been eroded. The work on the studs to be constructed down stream from the Mandewala bed bars (which have now been heavily damaged due to the waters) will start from tomorrow. |
Civic poll schedule
Chandigarh, July 18 While stating this here today, the State Election Commissioner, Mr Chander Singh, said the seat of ward no. 21 in Ambala had fallen vacant due to the death of the member, Mr Inder Pal Singh. He said the returning officers would publish notices on July 20 for inviting nominations, which would be received from July 26 to July 30 between 11 a.m. and 3 p.m. The list of nomination papers received would be posted from July 26 to July 30. The candidates would have to furnish information to the returning officer concerned on the prescribed format before 10 a.m. on August 1. The scrutiny of the nomination papers would take place on August 1. The last date for the withdrawal of candidature would be August 8, between 11 a.m. and 3 p.m. The symbols would be allotted on the same day after 3 p.m. He said the list of the contesting candidates and polling stations would be posted on August 8 and polling, if necessary, would be held on August 21 between 8 a.m. and 4 p.m. The votes would be counted immediately after the close of the polling at the polling station itself. The results would be declared the same day. He said that 2,01,227 voters would exercise their right of franchise in the elections to the Municipal Councils of Kaithal and Bhiwani. They were 2,672 voters in the byelection in ward no. 21 of the Municipal Council, Ambala city. He said the model code of conduct in respect of the municipal elections had come into force today. Therefore, no official connected with the election work would be transferred till the completion of the poll process. |

DC visits rain-hit areas
Sonepat, July 18 Villagers demanded a special girdawari of the flood-hit areas and an assessment of the losses to the crops by the rainwater. They also demanded the pumping out of the rainwater from the fields to avoid any further loss to the standard kharif crops . They apprehended that no fresh crop would be sown if the rainwater was not pumped out from the fields. When the farmers demanded the compensation for the losses to their crops by the rain water, the DC maintained that no compensation would be given to them by the state government. |

Hisar, July 18 This was stated by the Haryana Health Minister, Ms Kartar Devi, here today. She said the scheme would be launched on August 20, the birth anniversary of late Prime Minister Rajiv Gandhi. “The scheme is being introduced in view of the decreasing birth rate of female child in the state,” the minister maintained. Ms Kartar Devi said strict action would be taken against the ultrasound centres where sex-determination tests were being conducted. She said the government would provide financial aid for maintenance of the civil hospitals in the state. Meanwhile, members of the managing committee of the Agroha Medical College and Hospital urged the Haryana Government through the Health Minister that the number of MBBS seats in the college be increased from 50 to 150. They also demanded a grant of Rs 63 crore for the institution. |
Environmental curbs in Aravali range
Chandigarh, July 18 While stating this here today, a spokesman of the department said that prior environmental clearance was necessary in the case of any new industry, the expansion and modernisation of units, all new mining operations and the renewal of mining leases. He said that environmental clearance would also be needed for the existing mining leases in sanctuaries or national parks and areas covered under Project Tiger or mining being done without the permission of the competent authority. Besides, it would be required for the cutting of trees and the construction of any cluster of dwelling units, farmhouses, sheds, community centres and information centres. It would also be required for any other activity connected with such construction like roads as part of any infrastructure related activity and electrification like the laying of new transmission lines. He said these restrictions would be effective for areas including all reserved forests, protected forests, any other area shown as forests in the land records maintained by the state government in relation to Gurgaon district. Also, the curbs would apply to all areas shown as gair mumkin pahar or gair mumkin rada or gair mumkin behed or banjad beed or
rundh. He said strict action would be taken against violators under provisions of the Environment Protection Act, 1986. |

Scientific instruments project set to take off
Ambala, July 18 The society is being headed by Deputy Commissioner Ambala, while Additional DC is the vice-president. Besides officials, the society includes businessmen. Dr Jai Dev, Mr Bharat Bhushan Jain, Mr Rajinder Nath, Mr NK Jain, Dr NC Jain and Mr AD Gandhi. GM District Industries Centre Mr MC Hallu is also a member of the society. Dr NC Jain said that the newly formed society has proposed to establish a number of facilities in Ambala. The facilities include precision machine tool, machining, die-making and moulding. There will also be testing, calibration and standardisation instruments laboratory, captive power generation facility and other infrastructure projects. The facilities will be provided through a Central Government grant of Rs 50 crore. The Union Government had approved a scheme “Industrial Infrastructure Upgradation Scheme”, better known as cluster project, for improving the global competitiveness of domestic industry in 2003. The scheme envisages improvement of physical infrastructure in selected industrial locations which have potential to become globally competitive. Dr Jain said that it was decided to provide for quality infrastructure in 20-25 functional clusters in the Tenth Plan. Ambala was chosen as one of the clusters where the scheme was to be implemented. The strategy was to focus on developing competitive industries where top-down approach for government intervention will take place. The qualifying criteria for the cluster selection was on the basis of number of units, persons employed (direct and indirect), value of output, value of export/export potential, comparative advantages, economies of scale and growth potential, past track record of industry association, nature of critical gaps in infrastructure and implementation schedule. The cluster project will help in developing physical infrastructure, including transport, road, water, common captive power generating units, transmission and distribution infrastructure, back to back AC/DC conversion and DC/AC inversion facility and solid waste management. Information and communication technology infrastructure use, R and D infrastructure, quality certification and bench marking and information dispersion. |
Mother, daughter killed in mishap
Sonepat, July 18 According to a report, Mr Bijender Singh, an Army- man and resident of Bhar village in Panipat district along with his wife and daughter was going on a motor cycle to his in-law’s house at Gochhi village. The police has
registered a case against the truck driver and launched a hunt to apprehend him. It is alleged that the truck had been stolen from the premises of the Truck Union office. Mr Bijender was on one-month leave. The injured Armyman was hospitalised and stated to be out of danger. According to another report, Rajpal, a resident of Rindana village, was trapped in a crane and killed on the spot. The Gohana police has registered case against the owner and the driver of the crane. The body of the victim was sent for a postmortem examination. |
Probe ordered into custodial death
Rewari, July 18 The inquiry will be conducted by the additional Deputy Commissioner, Mr Nitin Kumar Yadav, who has been asked to submit his report within 60 days. Chhaju Ram Chaudhary, had been arrested from Arjun Nagar here on charges of providing arms and protection to gangsters. He died when he was being interrogated in the presence of a gang leader, Vinod Sharma, in the Civil Hospital here. Simultaneously, the District Magistrate has also ordered another magisterial inquiry into the circumstances leading to the police encounter and death of a gangster, Umesh Yadav, in the area of Berli Kalan village near here on Wednesday morning. The Subdivisional Magistrate, Mr Sujan Singh Yadav, has been deputed to conduct an inquiry. He has been asked to submit his report within 30 days. |
Trader-leader shot at in Hansi
Hisar, July 18 Mr Malhotra is the president of a market association and vice-president of the goldsmiths’ union. Mr Malhotra was washing his car in front of his house this morning when two motor cycle-borne youths approached him. One of them fired at him in the stomach. The assailants fled soon after the incident. A large number of Hansi residents staged a demonstration in protest against the incident. Some local markets remained closed. |
