Sinha (retd.), did not relent. The government had withdrawn permission to the Jagson airlines to begin its helicopter flights on June 21 when the Governor was scheduled to fly to the shrine to mark the beginning of the two month pilgrimage and also inaugurate the helicopter service. However, the Governor went ahead with his programme and flew the shrine. The state Tourism Department announced its own helicopter service and the Tourism Minister, Mr. G.H. Mir, inaugurated the flight on June 21. In the meantime, the state Civil Aviation Department is learnt to have claimed that it would regulate the flights to the shrine. However, following the intervention of the Governor, a meeting was held in Srinagar and it was decided that the IAF would regulate the flights as it had the necessary infrastructure for the purpose.
