Kashmiri militant held with explosives at ISBT
New Delhi, June 10 The Special Cell nabbed the militant, identified as Ali Mohammad (25), when he arrived from Jammu and Kashmir this morning, said the police officials. According to the police, an intelligence input was received from the Army Intelligence after which a trap was laid at the Kashmere Gate ISBT. During interrogation, he revealed that he was a resident of Sopore, J&K and was involved in two cases, which were registered there. The police said that with the help of Sakir Hussain, commander of the Hizb-ul-Mujahiddin outfit in Baramullah district, he had managed to cross the border along with others and had received three months training in weapon handling and use of arms. The Joint Commissioner of Police, Special Cell, Karnal Singh, said that a large amount of RDX was recovered from him. He had brought the explosive to supply to a module of the organisation in Delhi, he added. Mohammad had entered India through Nepal last year and was staying in the national Capital for several months. He had gone to Kashmir to bring the explosives and was nabbed on the basis of intelligence inputs, Mr Singh said.
2 sentenced to life term for kidnapping minor
A Delhi court today sentenced two people to life imprisonment for kidnapping a six-year-old boy on July 23, 2001. The Additional Sessions Judge, A. K. Garg, also imposed a fine of Rs 1000 each on Dalip and Sunil who had demanded a ransom of Rs 50 lakh for the release of the boy. The police arrested the victim’s neighbour, Dalip, on July 23, 2001 for his involvement in the case. On the basis of his disclosures during interrogation, the boy was recovered from Rajiv Nagar in Sultanpuri. The second accused, Sunil, was arrested from there. The police produced 12 witnesses in support of the case.
House theft
case solved
With the arrest of one person, identified as Jitender Chaddha (22), the police claimed to have solved a house theft in the Wazirabad area on the intervening night of June 1 and 2. The police said that the accused looted Rs 5.20 lakh in cash and other household goods including Panasonic video camera, gold chain, rings etc. The police also claimed to have seized Rs 4.15 lakh from his possession. In another incident, the North-East district police have arrested two persons for their alleged involvement in auto thefts. The two accused have been identified as Jitender (19) and Yogender (32). The police also claimed to have seized four vehicles from their possession. According to the police, a special team of SI Ajai Bali and SI Narender Tyagi was made under the supervision of the ACP, Mr Gothwal, who apprehended the accused near Durgapuri Chowk. New Delhi, June 10 The traffic police in its communication on May 30 have asked the concerned departments to depute their field engineers to immediately rectify the problem since the monsoon is expected to arrive in the month of June. As often, a huge quantity of water gets accumulated on the roads causing traffic snarls during peak hours, the police also asked the departments to undertake works like desilting of drains, repairing of patholes and cleaning up of dry leaves on the roads. “We have received the direction on May 30 and have already directed the concerned officials to personally visit the spots and rectify the problem,” said an official. Of the 190 areas in nine districts of Delhi, south Delhi tops with 36 areas where there is terrible problem of water logging. The other districts include 29 areas of New Delhi, seven of East Delhi, 10 of North-East district, 22 of Central district, 21 of North district, 22 of North-West district, 22 of South district and 21 areas of West district. Areas like Minto Bridge, Bhairon Marg, Tilak Bridge in New Delhi, Patparganj, Mother Diary, Dayanand Marg, Jagat Puri in East Delhi, Loni Road, Bhajanpura, Karawal Nagar in North-East Delhi, Ranjith Singh flyover, Minto Bridge, Bahadurshah Zafar Marg, Pusa Road in Central district, ISBT Kashmere Gate, Mori Gate, Azad Market in North district, Sarai Kale Khan, Gulmohar Park, East of Kailash and Jangpura of South Delhi are worst affected. |
Land dispute: DLF security chief held, bailed
Gurgaon, June 10 The group’s security chief Maj J L Malik along with four other staff were arrested by the Sector 29 police station yesterday for allegedly beating and threatening to kill the sarpanch of Nathupur village, Mr Lilu Ram. The sarpanch had objected to the excavation work being done by the DLF at the disputed land. The security chief was today released on bail by a local magistrate. The DLF claimed that it had purchased the land. However, Lilu Ram said that the land in question had not been transferred to the DLF as the state government had denotified the land acquired by it around five years back. The DLF plans to develop a parking space on the disputed land for an upcoming project, Cyber Terrace. When Lilu Ram objected to the excavation work, the DLF officials led by its security chief allegedly beat him up, put him in their vehicle and then went to the police station. The news of beating the sarpanch spread. Nathupur villagers and sarpanches of nearby villages rushed to the Sector 29 police station and lodged the complaint against the security chief. The police arrested the security chief and others after lodging an FIR under Sections IPC 148, 149, 323, 325, 348 and 506. Senior Superintendent of Police Yoginder Nehra said the DLF officials had erred in taking the law in their own hands. If they had problems, they should have informed the police. According to sources, the DLF is developing a Cyber City on 125 acres near National Highway No 8. Ericssion, Microsoft, Sapient and other IT giants have already shifted their offices there. The Haryana Government led by Om Prakash Chautala had acquired around 20 acres from Nathupur village and handed over the land to the DLF five years back. Even then Mr Chautala laid the foundation stone of the Cyber City. It was then alleged by the Palwal Assembly constituency (Faridabad) MLA Karan Singh Dalal that Mr Chautala had given the land worth hundred of crores at a throwaway prices to the DLF group. Following the pressure, just before the assembly election, the Haryana Government had denotified the land and taken it back from the DLF group. The DLF then approached the court against the denotification. In the meanwhile, the group continued with its Cyber City project on the land excluding 20 acres. According to highly placed sources, the DLF has again requested the state Congress Government led by Bhupinder Singh Hooda to buy the land at approximately Rs 100 crore. Previously, Mr Chautala’s government had sold the land for Rs 4 crore only. |
PIL filed against Haj House construction
Ghaziabad, June 10 Accepting the PIL, the Allahabad High Court has asked UP Government to file its affidavit by July 4, 2005 in this regard. The president of ‘Ghaziabad Chetna Munch’, Mr Ram Avtar Gupta, said the proposed Haj House on bank of Hindon river and on the side of NH 58 comes under the river basin of the Hindon. Construction of any building in the river basin is against the law, he alleged. This land comes under the jurisdiction of the Irrigation Department, which has not been handed over to the Haj Committee. The Ghaziabad Development Authority has not approved either the layout and the design of the Haj House building so far, the PIL alleged. Mr Jagdish Sadhna, another activists of the Munch, said that a gas pipeline was passing under the Haj House building. Moreover, the IAFs Hindon base is near the site, which could endanger the safety of planes. It was further alleged that state government was trying to appease people from a particular religion by constructing the Haj House on government land, which cannot be transferred. Spending government funds on particular community’s facility for political purpose was wrong, said the general secretary of the organisation, Mr Ashok Monga. Moreover, giving government funds to a particular community was against the Indian Constitution itself, he said. |
HC notice to police on plea of rape victim’s father
New Delhi, June 10 Justice S. K. Kaul issued notices to the Delhi Government, the Police Commissioner, the Deputy Commissioners of Police of South and West districts and the Station House Officers of Vasant Kunj and Vikaspuri to reply by July 28 on the petition of the victim’s father seeking recovery of his kidnapped daughter. The petitioner, Bajrang, through his counsel Keshev Kaushik, alleged that his whole family is receiving threats by one of the accused, Rahul, after he turned down his proposal to marry his daughter. No action has been taken despite the matter reported to the police, the petitioner alleged. He said his daughter, while getting off from a train at the New Delhi Railway Station, was spotted by an acquaintance, Raju, who introduced her to two men, Pawan and Rahul. They took her in an autorickshaw and subsequently raped her. In March, an FIR was registered but no arrest has been made yet, alleged the petitioner. Even a medical examination was not conducted to confirm the rape to give an advantage to the accused, submitted the petitioner. |
UP Jal Nigam staff face the axe
Ghaziabad, June 10 According to reliable sources in the department, the retrenchment of two-thirds employees of the UP Jal Nigam is on cards. It may be recalled that the department had prepared a scheme to weed out the surplus employees after a survey last year. According to an official circular, the retrenchment will be effected through voluntary retirement and even compulsory retirement, if needed. The wage bill of employees after the retrenchment of surplus hands will come to Rs 5 crore every month as against Rs 14 crore at present, said a source in the department. The Chairman of the Jal Nigam, Mohd. Azam Khan, is also reported to have approved the proposal. Currently some 18,935 employees are working in 124 divisions of UP Jal Nigam. However, according to a departmental survey, the department needs only 5,687 employees. Some 784 employees are working in the Lucknow office of the Jal Nigam, where only 400 are needed, according to sources. Over the years the UP Jal Nigam has been recruiting an army of employees, irrespective of the fact whether they were needed or not or whether the Nigam had as many sanctioned posts. However, now the senior officers have become worried over the large number of surplus employees, which is eating into the resources of the Nigam. According to the official notification, many of the 1000 schemes being taken care of by the Jal Nigam should have been dishelved long time. Besides 500 schemes of Jal Nigam are under implementation for which additional workers could be employed. For the 500 schemes, 1000 additional workers could be employed. According to sources, the Nigams are set up for meeting particular targets, after which they are disbanded. However, in the Jal Nigam this temporary phenomena seems to have become a permanent situation. As a result, many of the employees have to go without their monthly wages. As such, the UP Jal Nigam, according to observers, is functioning in violation of all government rules and regulations. |
Noida land rates reach an all-time high
Noida, June 10 The commercial rates here have gone up by more than Rs 1 lakh for a sq mt within a year. The speed with which the rates of land are increasing in this financial capital of Uttar Pradesh seems to have set a record. According to information available, a plot of 96 sq mt in Sector-18 Noida, has been annexed by offering a tender at a rate of Rs 3,61,199 per sq mt by M/s DNV Exports P. Ltd. The reserve price for the plot was Rs 2 lakh, it is understood. The lowest bid was for Rs 2.71 lakh for N-17 plot which was annexed by M/s Sunlight Traders P Ltd. The Noida authority, has received Rs 8.29 crore as 25 per cent of the total cost in one month. Interestingly, during 2003, a plot of 60 sq mt was sold at a rate of Rs 2.61 lakh per sq mt. |

Execution records at Tihar a ‘state secret’: PUDR New Delhi, June 10 In a statement here, the secretary, People’s Union for Democratic Rights (PUDR), Deepika Tandon, said, “the DIG (Prisons) refused to provide the information on the grounds that ‘some of the persons who have been executed were convicted of various offences having prejudicial effect on the sovereignty and integrity of India
and security of the NCT of Delhi and international relations and could lead
to incitement of an offence.’’ The PUDR, which opposes death penalty, said it had requested execution records under the Delhi Right to Information Act-2001. It accused the Tihar authorities of placing India beside Vietnam, China and Uzbekistan where executions are state secrets. The PUDR also cited observations of the UN Commission on Human Rights about certain countries cloaking execution information in secrecy. |
Students flay ‘comments’ on dress code for girls

Sajjan hails rebate in sewer connections
New Delhi, June 10 Considering the financial constraints of the poor living in these colonies, Mr Kumar urged the Chief Minister, Mrs Sheila Dikshit, to allow the people to pay a lumpsum flat rate to the Delhi Jal Board instead of development charges. Addressing a press conference yesterday, Mr Kumar said that more than 50 per cent of the people residing in these colonies were not in a position to pay Rs 100 per square metres as development charges. He also added that if any person has already paid the amount in lumpsum as development charges for sewer line to the Delhi Jal Board, then he should be given connection as per the same rate. Mr Kumar said that he had earlier told Ms Dikshit that most of the poor people were residing in the colonies of Outer and East Delhi and that not only the rate of development charges should be reduced but a flat rate should be fixed for them. According to him, the meeting was attended by the Delhi Chief Secretary, Mr S Reghunathan, and other senior officials of the Delhi Government and the Delhi Jal Board. |
‘Dilli Haat’ at Trafalgar Square
New Delhi, June 10 More than 25,000 persons including the Indians living in London are expected to visit the expo to watch the colourful events. The visitors at the expo will also get an opportunity to taste old Delhi delicacies like ‘Papri Chaat’, ‘Bhel Puri’, ‘Chicken Briyani’, ‘Lassi’ and Kachori. Live demonstrations by craft persons from different states and food delicacies from the Walled City in the Capital will be the highlights at the ‘Dilli Haat Exposition’ to be held on June 18-19. The Delhi Tourism Minister, Mr Arvinder Singh Lovely, said, “The exhibition will be a step towards creating global awareness about India’s rich craft tradition.” Britain’s Prince Charles visited the traditional bazar founded in 1994 as a marketing initiative for the country’s crafts people. “The haat is a testimony that despite modernity, people are still interested in traditional crafts,” said Mr Lovely. Cultural performances will be organised during the two-day exhibition, including an Odissi performance by eminent dancer Madhavi Mudgal and a martial arts show from Manipur. From the states, there will be a variety of cultural performances, including ‘Rangmilan’ from Gujarat. “We will be presenting the rich variety of Indian culture to the London audience,” the Minister said. The Delhi Tourism and Transport Development Corporation (DTTDC), which has set up the haat, expects huge sales at the London exhibition. “It is an opportunity for our crafts people to directly sell their products abroad,” said a DTTDC official. After the expo at Trafalgar Square, there will be a workshop and live demonstration by the crafts persons from June 20-22 in London. Several Indian artists, fashion designers and others were expected to attend the workshop organized by the Nehru Cultural Centre and the Ministry of External Affairs. |
Differently abled children need to be fully integrated in schools: Experts
New Delhi, June 10 Reacting to the Central Board of Secondary Education’s directive to all affiliated schools to make provisions for children with special needs, Ms Usha Chaujer, a member of the National Focus Group on Education of Groups with Special Needs, said, “it is essential that these children are not just admitted to schools but also kept in the same classroom as the rest of the children.” Pointing out that inclusive education means “teamwork”, she said, “it involves teachers, parents and special educators and if there is a will, it is possible. Children with special needs are capable of learning and one just needs to work hard.” The CBSE’s directive has literally thrown open the doors to quality education, which was being denied to the disabled on the grounds of inadequate infrastructure and in some cases lack of will. In an intimation to all affiliated schools across the country and abroad, the CBSE has urged them to “become disabled- friendly” and provide services and facilities to students with special needs. To ensure that differently-abled students are not forced to opt for special schools in the absence of an enabling environment, all schools have been asked to provide barrier-free access to all the educational facilities and services, including hostels, libraries, laboratories and buildings. Further, schools will have to ensure the availability of appropriate study material, talking textbooks, reading machines and computers with speech software. Schools have also been asked to provide “support services like sign language interpreters, transcription services and loop induction system may also be progressively provided for the hearing handicapped students”. “It is in fact time for schools to move from Braille to tape recorders. There is a need for a paradigm shift and it is sad that nobody talks of the speech and hearing impaired. Why can’t schools have special instructors,” questioned Javed Abid of the NCPEDP. Appreciating the CBSE’s step, he said the process of integrating disabled students with the rest is a “silent revolution”. While schools on their part have also welcomed the initiative, Chaujer stressed, “it is important to look at their capabilities and not disabilities”. While some schools like DPS, Mathura Road, have already made provisions for ramps and lifts, others have been asked to provide adequate and appropriate transportation facilities to the disabled students, sensitising teachers to their requirements through inservice training programmes in inclusive education at the elementary and secondary level. |
Two dowry cases in Faridabad
Faridabad, June 10 According to a complaint lodged by one Savita, a resident of Aurangabad village in the district, she was being harassed by her husband and in-laws, residing in Bhagat Singh Colony of Ballabhgarh town, for not fulfilling their dowry demand. She alleged that her father-in-law had also misbehaved with her recently when she failed to gave them a sum of Rs 50,000. The police have booked three persons, including her husband in this connection. In other case, at least four members of a family residing in Adarsh Colony of the same town, were booked for harassing one Rajni, wife of Mahavir. A resident of Subhash Colony, the victim has alleged that despite meeting the dowry demand of about Rs 80,000 after her marriage in March 2003, her in-laws had been harassing and beating her. The police have registered a case under the Dowry Act. No arrest has been made so far. |
