DU girl raped

A girl was raped last night while she reportedly went to take some medicine from a doctor in the slum cluster of Tilak Marg area.

The victim claimed to be a student of Jesus and Mary College, pursuing English (Hons) there.

Although a case was registered with the Tilak Marg police station in this regard, the senior police officials refused to disclose details of the incident. As per the FIR number (225/05) registered in the Tilak Marg police station, Sapna (name changed), was staying with her brother, who works with the Sikkim Police and performing duty on the railway bridge.

She said that she was not feeling well and went to take some medicine in the nearby jhuggi cluster, where some unidentified persons took her to the nearby jungle and raped her.

Although the DCP, New Delhi district, was not available for comment, the police sources have added that three persons have been arrested in this connection.

Infant rescued

The Delhi Police have rescued a three-month-old child from the clutches of three persons including two women. The three accused have been identified as Mahenderi (32), Rekha (33) and Dr Dalpati Singh (38).

According to the police, an information was received on June 7 that a three-month-old boy Rajesh was missing from the Dayanand Hospital in Shahdara area. Even after efforts, the parents were unable to trace him out. Later, the matter was brought to the notice of the local police in Shahdara in Northeast district.

The police said that the accused, Mahenderi, was residing at Meet Nagar. Her husband had died eight years back and she was married to her brother-in-law. She told the police that her previous husband forced her to undergo sterilization, but now she wanted another son. She contacted Dr Dalipati and Rekha, who were running Shanti Nursing Home at A-block, Meet Nagar. The duo asked her to kidnap a child from Dayanand Hospital. They hatched the conspiracy and kidnapped the child from there.

Mahenderi has a son from her first husband. After kidnapping the child, she left her rented house in Meet Nagar and went to her native place in Baghpat district. The sleuths raided her house in Baghpat and arrested her with the kidnapped child. On her disclosure statement, the other accused was also arrested, the police said. — TNS

Manipuri students demand punishment
for Dhaula Kuan rapists

They may be “easy targets” but the Manipuri Students’ Association Delhi (MSAD), are just as bothered about the safety of women across India, as they are about their own.

These students, who staged a protest against the increasing incidence of rape cases in the Capital here today, drew attention to the plight of women and insisted that they are not limiting their concern to “just North-East or Manipur”.

“Delhi has become the rape capital and it is not just Manipuris or women from other North-Eastern states who are being targeted, it is women from north and south as well,” said Roshan Meishram, a student.

Pointing out that women are increasingly becoming unsafe in the Capital, he said there is a pressing need for the government and the enforcement agencies to take stringent steps in this regard.

“It is objectionable that instead of sympathising with the girls and taking measures that will ensure their protection, there are people commenting on their dress and saying that it is because they dress differently that they become victims of rape,” Meishram said.

Voices were raised against the “deep- rooted perceptions” that women who are raped are in some ways “responsible for it”.

“Because we are from a geographically isolated place and have different faces and features, does it mean that we cannot be protected in this land. Does being different mean we can be easy targets,” questioned another student.

The protest march, the MSAD claimed was to “fight against the stigmatised image, domination and insecurity of women in general and the exploitation of women from the North-East informed by the racial prejudices”.

The MSAD has demanded “a safe space for women and immediate conviction of the rapists”. Denouncing the “stereotypical attitude within which women are defined”, the students also criticised the Delhi Police for its inability to arrest the absconding rapists involved in the Dhaula Kuan rape incident.

“It is a shame that people from the North-East are framed as ‘others’, often “categorised as loose, uncivil, unrefined and so on”, the MSAD members pointed out.

Meanwhile, concerned by the situation the National Students Union of India (NSUI) has also planned a protest march in the city tomorrow.

“We will walk from the DUSU office to the L-G’s residence and highlight the inability of the government and the police to protect the rights’ of girls, who are increasingly feeling insecure in the national Capital,” said NSUI spokesperson, Kuntal Krishna.

CM satisfied, Metro run to
Central Secretariat by June-end

The Chief Minister, Mrs Sheila Dikshit, today made a formal announcement of the underground stretch of the Delhi Metro rail, linking Kashmere Gate with the Central Secretariat, being made operational by the month-end.

Expressing complete satisfaction with the progress of work in the section, she said as yet no concessional fares or special packages had been chalked out for the student and teaching community that this stretch will largely cater to. “Even now the fares are not too high,” she said, adding that government was yet to consider any plans of special fare packages for students and the old pricing of Rs 10 for a 11-km stretch would hold good.

Speaking to mediapersons at the Central Secretariat station of the metro this morning, she said hopefully the segment would be made open it the public by June-end.

While the official date for commissioning of this section of the Metro was advanced from September 30 to June 30, the DMRC had set June 13 as the date for itself and its contractors.

“I am more than satisfied with the work. Things are in accordance with the schedule and as per the standards set by the Delhi Metro for itself,” she told mediapersons after inspecting the station, tracks and the train.

About the Phase II of the Metro that was pending approval of the Group of Ministers at the Centre, she said an approval was expected soon. After the approval, work on all six lines would start simultaneously. The 7-km stretch will cover both the Delhi railway stations, the Delhi University, Kashmere Gate, Chawri Bazar, Civil Lines, Connaught Place, Patel Chowk and Central Secretariat.

While it normally takes about 45 to 50 minutes to cover the distance between the Delhi University and Connaught Place by road, depending upon the time in the day, the Metro would cut down the time of travel to 17 or 18 minutes, she said. Going by the state the station is in at present, it is difficult to imagine how the stretch would become operational within the next 15 to 20 days.

However, going by its past reputation of the DMRC always delivering on time, it seems to be only a matter of days when the Metro will roll into the very heart of the Capital. Incidentally, the Connaught Place station is one of the largest Metro stations of Asia. The Transport Minister, Mr Haroon Yusuf, and the Delhi Metro Rail Corporation Managing Director, Mr E Sreedharan, also accompanied Mrs Dikshit.

Latest fire fighting technique and management system has been installed and such technology was not available in most metros around the world, including Europe.

Mr Sreedharan said automatic detection of fire along with water supply at each station were also in place. Besides this, the Delhi Fire Service officials also had inspected the fire safety equipment and found it to be satisfactory. Mr Sreedharan said two levels of security had been deployed, private agencies will look after equipment and material and the Delhi Metro Police will take care of any law and order problem.

He said Chawri Bazar proved to be the most difficult because the conventional cut and cover style could not be used. While the station was at a depth of 20 mt, soil conditions were treacherous with very high water content.

The Chief Commissioner, Railway Safety, had given clearance to the section in terms of passenger safety yesterday.

Proposal for subways at India Gate circle

A proposal to construct subways at the four main traffic lanes connecting the India Gate circle for the safety and convenience of pedestrians lies buried in files for more than 12 years, thanks to the apathy of the various agencies, including the New Delhi Municipal Council (NDMC), which had been given the responsibility to implement the project.

The India Gate circle is the only traffic point in the Capital, which is connected by eight busy traffic lanes. The traffic lights, however, have been installed only at the Rajpath.

To ease out traffic snarls in this area, the Delhi Traffic Police decided to make this area completely one way traffic zone in 1992. However, traffic flow became comparatively faster because of this change.

Subsequently, the Delhi Traffic Police also suggested the construction of four subways at the four main lanes connecting the India Gate circle - Kasturba Gandhi Marg, Tilak Marg, Dr Zakir Hussain Marg and Shahjahan Road. However, besides meetings, discussions and exchange of letters, no concrete action was taken in this regard for many years.

In 2001, the then chairman of the NDMC had shown keen interest in this project. On his request the Delhi Traffic Police again carried out a fresh study of the project and gave similar recommendations.

The then chief secretary of Delhi also agreed to the project. The feasibility report prepared by some assigned agencies was also positive.

The Central Road Research Organisation had also given a green signal to the project at that time. Despite this, the project continues to be confined to paper.

Explaining the delay in implementation, a senior officer of the NDMC said that the proposal was under the preview of an expert committee of the Urban Development Ministry. “We have to wait for their permission,” he said.
The left turn is almost free for motorists in this area because of the one way traffic zone. Precisely due to this reason, this area has become accident-prone zone, as average traffic flow in this area is 11000 vehicles per hour.

The area is surrounded by significant and sensitive destinations of the Lutyens’ zone like the Delhi High Court, the Baroda House, the National Museum, the National Gallery of Modern Art, the Patiala House etc. All these institutions attract considerable traffic and hence the urgent need to construct the subways.

A senior Delhi Traffic Police officer said that crossing these roads because of the fast flowing traffic was a hazard for pedestrians as well as motorists.

There was an urgent need to find an alternate way for the pedestrians and the subways were the easiest and cheapest.

SI among 4 cops injured by junk dealers

The police party, who went to raid the villagers in connection with a pipe theft case in Knowledge Park in Greater Noida, was attacked by the junk dealers in Tughalpur village.

Four policemen, including the SI of the police station, were injured in the stone pelting by the junk dealers and villagers. The police jeep was also damaged in the attack. Five persons were arrested and 20 others named in the FIR.

However, Gujraj Singh, a junk dealer, alleged that the sleuths had come to collect Rs 2,000 as weekly payments (Hafta) from the junk dealer. The junk dealers also accused the cops of having brought stolen pipes.

It may be recalled that 11 cops of Kasna police station are already suspended for having killed three scrap dealers in police custody. All of them are at large.

SO Kasna police station Sunil Pachauri said that police had arrested one junk dealer on Saturday for stealing water pipes from Knowledge Park area. During interrogation, the arrested accused told the police that he had sold the items to Gajraj Singh of Tughalpur village. As the police team went to question Gajraj Singh, some villagers attacked the police party by stone pelting, in which four cops were seriously injured. SI Anuj Kumar had been given 10 stitches for injuries on his head, Pachauri said. Gajraj Singh has been arrested.

Councillors demand better facilities
before shifting of dairies

Shifting of illegal dairies from various areas of the national Capital to the up- coming dairy colony at Ghogha near Narela today dominated the meeting of the House, MCD.

A number of councillors suggested that dairy colonies should be developed in each zone of the Corporation.

They said that it was not justified to develop a dairy colony in just one corner of the national Capital.

Mr Roshan Lal Ahuja, who represents the Shakurpur area of the MCD segment, was against shifting of the dairies to Ghogha village until the dairy colony was fully developed.

The government has acquired 180 acre of land recently for the colony. There is no proper road, no electrification and water arrangement and the administration should provide all such civic amenities to dairy owners, he said.

The councillor from Badarpur in South Delhi, Mr Hem Chand Goel, said that Delhi was not a city but a state. Shifting of dairies from one corner to the other meant a lot of harassment to the poor dairy owners. A dairy owner, who has two or three buffaloes, will not go to Ghogha to settle his family, he said.

He demanded that the dairy colonies should be developed in all districts in the national Capital.

Chaudhary Ajeet Singh and Bhagbir Singh from Shahdra South Zone and South Delhi Zone respectively said that in the name of shifting of dairies the officers of the Veterinary Department were picking up animals from dairies and auctioning them. It is harassment and the Municipal Commissioner should intervene into this matter, he said.

The Municipal Commissioner, Mr Rakesh Mehta, said that the Corporation has no plan to develop dairy colonies in other areas of Delhi. He denied that the government had plans to purchase land at Sabhapur and Badarpur villages in Shahdra South zone. He said plots are allotted at Ghogha on first come first basis. So far 559 dairy owners have purchased land there, he said.

Child domestic workers subjected to torture: Study Tribune News Service

The National Capital Territory of Delhi has registered a considerable increase in the number of child domestic workers, claims a new study.

The study states that child domestic workers are subjected to repeated abuse, torture and back-breaking work.

The study, conducted in West Bengal, Jharkhand, Maharashtra, Assam, Orissa and Chhattisgarh, has found the depressing dependency of child domestic workers on placement agencies, which exploit them in many ways.

“We have studied cases of child domestic help from Kolkata, four rural districts of West Bengal, three tribal districts of Jharkhand besides cities of Maharashtra, including Mumbai,” D. Lakshmi Rani, national project manager of ‘Child Domestic Worker’s Project’ of the India chapter of UK-based NGO ‘Save the Children’, said.

“The study, based on sampling, found that employment of young children as domestic help in houses in big cities and towns have gone up, which also includes Delhi,” Rani said. To be released on June 12, the World Day against Child Labour, the study focusses on the malpractice of the placement agencies, which more often than not dupe them of their monthly wages and the shocking lack of legal protection.

Around 73 per cent of the sample recorded suggested that the children came from homes of skilled labourers, who have lost their jobs when the mills shut down or from single cropping zones, Rani said.

Incidentally, India, a member of the International Labour Organisation, has not ratified its ‘Convention 182’ on domestic work, she said.

Power crisis in Noida

The residents of Noida are frustrated with the unscheduled power cuts. The power crisis has become the bane of Noida, the so-called best address in UP.

There is 5-6 hours power disruption in residential as well as in industrial sectors daily. The situation in the rural areas is worse, with up to 10 hours power cuts being common.

In many places, the people have thought a way out of this disruption. They are organising night long Jagrans to beat the heat.

In Sector-16, where the headquarters of GM UP Power Corporation is located, the people had to go without power for hours last Saturday. The sub-station tripped at least 7 times in Sector 23 on the same day. From the Feeder No.5 in Sector-20 sub-station, 4 hours of power cuts is being made daily. Other important sectors like 29, 28, 26, 31 and 20 are equally affected.

“When the load increases, we have to shut the feeder,” said the Executive Engineer, Mr N. N. Verma.

The CGM, UP Power Corporation, said due to some snag in sub-station in Sector-16, the power supply was affected till 3 p.m. on Saturday.— OC

Baba Banda Singh Bahadur remembered

The Union Minister of State for Statistics and Programme Implementation, Mr Oscar Fernandes, announced that the government would decide on the issue of bringing out a postal stamp in the memory of Baba Banda Singh Bahadur.

He was speaking on the occasion of the 289th martyrdom day of Baba Banda Singh Bahadur, organised by the ‘All India Bairagi Vashnav Maha Mandal’ at the Shah Auditorium here today.

Earlier, the activists of the ‘All India Bairagi Maha Mandal’ also organised a function at Gurdwara Sahib Mehroli where Baba Banda Singh Bahadur and his four-year- old son were made the victims of the Muslim rulers.

On this occasion, Baba Banda Singh Bahadur Award was given to a great soldier of this country, late Jagjit Singh Arora.

His daughter, Ms Anita Kalra, received the award, a gold medal, shawl and portrait of Baba Banda Singh Bahadur from Mr Manohar Singh Gill, the former Chief Election Commissioner and member of the Rajya Sabha.

Seized poppy husk missing from gurdwara

The officials of the Dharam Sanchar Committee of the Delhi Sikh Gurdwara Management Committee (DSGMC), which seized several trunks of suspected poppy husk from some of the staff quarters in the premises of Gurdwara Mata Sundari here, later found them missing from their office.

Mr Tarsem Singh, chairman of the Dharam Prachar Committee of the Delhi Sikh Gurdwara Management Committee (DSGMC), raided the staff quarters at Gurdwara Mata Sundari after a tip-off that some illegal items were being loaded on to a truck parked there.

‘’We immediately raided the premises. There was some commotion among the staff present there, which aroused suspicion and prompted us to search the staff quarters from where we seized five trunks lying unattended,” Mr Singh said.

He admitted that he did not inform the police immediately but instead transported the boxes to his office in Gurdwara Rakab Ganj and locked them inside. However, he was surprised to find them missing the next morning.

Mr Singh said the office guards at Gurdwara Rakab Ganj had been handed over to the police for investigation. But the police said the matter was being internally probed by the DSGMC.

The DSGMC has been rocked by suspected drug dealing, mostly among its sewadars (most junior staff) and guards, with several cases of poppy husk transactions coming to light recently.

Govt throttling irregular industries,
says Harsh Vardhan

Fearing the closure of about two lakh industries in Delhi, the BJP Delhi Pradesh president, Dr Harsh Vardhan, today urged the Union Urban Development Minister and the Chief Minister to constitute a ‘Delhi Industrial Development Board,’ for the regularisation and development of industries in Delhi.

Stating that the notification issued on May 31 this year by the Union Urban Development Ministry will help in throttling the irregular and unplanned industries of Delhi, Dr Vardhan said that stringent provisions have been made in the notification for regularising industries in these areas.

While pointing out that as many as 28 planned industrial areas of Delhi are in bad shape without any basic facilities, he said one could easily imagine the plight of unplanned industrial areas.

Dr Vardhan said that the Delhi Government had submitted a list to the Union Ministry of Urban Development for regularisation of industries in only 14 colonies, leaving out 62 other colonies where industrial activities were better.

He also said that by notifying the amendment in the Master Plan, the Union Ministry of Urban Development had imposed many difficult conditions on the industries of non-conforming areas.

In the last Master Plan, according to Dr Vardhan, it was mentioned that Shahdara, Anand Parbat and Samaipur Badli industrial areas would be redeveloped, which has again been mentioned in the 2021 Master Plan.

Joint action committee formed
to combat quackery

The Delhi Medical Association (DMA) and the Delhi Medical Council (DMC) announced the formation of a joint action committee to combat the problem of quackery in the national Capital.

The president of the DMC, Dr A. K. Aggarwal, said that one of the purposes for which DMC was formed was to make sure that no unqualified person practiced modern system of medicine in the Capital. The joint action committee will liaison with the Health Department, Government of Delhi and also with councils of other systems of medicines and come out with a defined time bound anti-quackery policy.

The members of the DMC, the DMA, local branch of the Indian Medical Association (IMA) and the Health Department of the Delhi Government attended the meeting of the joint committee.

The president of the DMA, Dr K. K. Aggarwal, said that the joint action committee would also propose amendment in the DMC Act by which powers are conferred upon the councils to initiate punitive action against the quacks. It is observed that as on today a quack can only be imposed a fine of Rs 20,000 or an imprisonment of three years or both.

The secretary of the DMC, Dr S. K. Khatri, said that getting treatment from quacks is harmful to the society as they often suppress symptoms by which the underlying disease can spread and become uncontrollable.

He said that over 100 show cause notices have been issued by the DMC to quacks and many of them are facing prosecution in courts of law.

Veteran journalist remembered

The leader of All India Newspaper Employees Federation and veteran journalist, Pramod Kumar Sharma, was remembered at a gathering of journalists and press employees here in the Capital.

Mr Sharma, who died on June 4 after a prolonged illness in Delhi, had been associated with the newspaper industry for over 40 years and held several important positions in the Times of India Employees Union, Delhi Union of Journalists and the Delhi State Newspaper Employees Federation.

A condolence meeting jointly organized by the Delhi Union of Journalists and The Times of India Employees Union expressed heart-felt condolences on the sad demise of the veteran trade unionist.

Special campaign to replace faulty water meters

New Delhi, June 9
The Delhi Jal Board (DJB) will launch a campaign next month to replace faulty meters, as it is estimated that over three lakh water meters in the Capital are running slow. The water authority has already placed orders for procuring 75,000 meters for the campaign that will be launched in mid-July, the officials said.

“There are around three lakh meters in Delhi that are running slow, making this special drive necessary,” an official said.

Next month, the Board will procure one lakh more meters to replace the faulty ones. Meanwhile, people can get the meters replaced on their own, buying the meter from nine companies that have been certified by DJB. In all, DJB supplies water to 15 lakh connections. — TNS
