At least three people have died due to suspected meningitis disease in the Capital, the Health Minister, Mr Yoganand Shastri, said today. Mr Shastri told mediapersons after reviewing the situation at a high-level meeting that to ascertain the cause of the illness in different hospitals, the blood samples have been sent to National Institute of Communicable Diseases, Hyderabad.

18-month-old girl killed as truck rams into house

A truck rammed into a house on the Idgah Road in Javer with the result that an 18-month-old girl was crushed under the ceiling of the house, which collapsed under the impact of the truck. Four other persons were also injured in the mishap.

Apollo healthcare centre inaugurated at SC

Indraprastha Apollo Hospitals today inaugurated `Supreme Court Bar Association Healthcare Centre’ for the Supreme Court Bar Association at the Supreme Court. At least three people have died due to suspected meningitis disease in the Capital, the Health Minister, Mr Yoganand Shastri, said today.

Mr Shastri told mediapersons after reviewing the situation at a high-level meeting that to ascertain the cause of the illness in different hospitals, the blood samples have been sent to National Institute of Communicable Diseases, Hyderabad.

The government has also ordered that patients suspected to be suffering from the disease be kept separately.

Confirming three deaths due to the outbreak of a deadly form of meningitis in the national Capital, the Delhi Government said there was no `epidemic-like’ situation but directed that the patients be isolated.

The Chief Minister, Sheila Dikshit, called a meeting of the Health Ministry officials, representatives of the civic agencies as well as the medical superintendents of the 32 Delhi Government hospitals, in which it was decided that separate wards will be created for people suffering from the disease.

“There is no epidemic-like situation. We appeal to the people not to panic. But the disease is contagious, hence it was decided that the patients will be isolated and separate wards will be created for them,” the Health Minister, Mr Yoganand Shastri, told reporters after the meeting.

Giving the break-up of the suspected cases of “Meningococcimia” reported, the Minister said while 34 cases were reported in all so far, 17 were still in hospital, while three persons have died to the disease.

Of the 17 patients, six are in Lok Nayak Hospital, five in Apollo, three in Bara Hindu Rao, two in Kalavati Sharan and one in Guru Teg Bahadur Hospital.

Mr Shastri said while clinical diagnosis of the cases has been done, samples have been sent to the National Institute of Communicable Diseases (NICD) for serological examination.

He said it was also discussed whether schools and college be shut down in view of the outbreak, but it was decided there was no need for that.

Mr Shastri said directions have been given to doctors to be available in the hospitals to treat patients suffering from the disease.

“We have also directed that the doctors be asked to wear masks while treating the patients as it is contagious,” the minister said. He said it is not a “mysterious” or “unknown” disease and can be treated with commonly-available antibiotics. “It is fatal as it develops rapidly and can kill a person within 48 hours if treatment is not given on time,” he said.

“As soon as symptoms of sore throat accompanied by headache, fever and rashes or red patches on the skin appear, the person should rush to the doctor,” Mr Shastri said.

While earlier the cases were reported mostly from the Walled City area, now cases have also surfaced near Model Town, Newri near Ashok Vihar and Sarita Vihar.

Experts say the disease is cyclical, reappearing after gap of decades and usually happens during winter. It was reported in the country as early as 1883, resurfacing in 1967, when it did not spread much, but having a greater impact in 1985 when it hit as many as 6133 people and leaving 800 of them dead. Some more cases were reported in 1986-87.

18-month-old girl killed as truck rams into house

Noida, May 3
A truck rammed into a house on the Idgah Road in Javer with the result that an 18-month-old girl was crushed under the ceiling of the house, which collapsed under the impact of the truck. Four other persons were also injured in the mishap.

After the incident, two bulldozers were called and it took two hours to rescue the injured from the debris. Later, they were rushed to a private hospital. The truck diver fled after the accident.

The out of control truck had smashed into one Tahir’s house on the Idgah Road at noon. Due to the impact of the container truck, with 10 wheels, (No HR 47-0025), Tahir’s mother Zehrin, wife Saira, three-year-old daughter Shabnam and 18-month-old daughter Shabana and Zehrin, daughter of neighbour Hanif were buried under the debris of the ceiling.

The Javer police had to employ two bulldozers of JCB to pull out the injured after about two hours. During the rescued work, little Shabana had choked to death under the debris. Even neighbour Hanif’s house was also damaged in the impact of the accident.

ASI held for indiscriminate firing
Altercation at marriage function leaves 8 injured

A 58-year-old Assistant Sub-Inspector posted in FRRO unit was today arrested by the police for firing and causing injuries to his neighbours after an altercation in the Usmanpur area last night.

The police said that the accused Dharam Pal’s neighbour Babu Lal had a marriage function at his home while Dharam Pal’s son objected to the celebration due to noise pollution.

Following this, Babu Lal’s son Badal and Lakshmi Singh had heated argument with Dharam Pal and his son. In the ensuing altercation, Dharam Pal and his son received head injuries, the police said.

Enraged with this, Dharam Pal brought his .12 bore weapon and fired at the crowd injuring eight people. The eight people, who sustained pellet injuries, were admitted in the DDU Hospital for treatment while Dharam Pal was arrested for resorting to indiscriminate firing.

The police said last night Dharam Pal got himself admitted to the hospital after receiving head injuries.

Four juveniles held with jewellery worth Rs 2.5 lakh

With the arrest of four juvenile delinquents, the South-West district police today claimed to have recovered Rs 11,300 in cash and jewellery worth Rs 2.5 lakh from their possession.

Acting on a tip-off that some young persons aged between 12-16 years were roaming in Sarojini Nagar market and spending lavishly, the police reached the area and nabbed the suspects.

During interrogation, the juveniles told the police that they had committed several burglaries in Sarojini Nagar and Moti Bagh areas. After committing the burglary they used to spend lavishly.

The juveniles also disclosed that on May 1 they had entered a house in Moti Bagh area through the backyard and then opened the grill to gain entry into the house. After breaking open the grill the youngest of the lot entered the house and stole cash and jewellery from the house.

The police said that the juveniles were without any parental care and used to sleep on the pavements during the night and commit burglary in the locked houses of government employees. — TNS

Five held for disrupting drive against stray cattle

New Delhi, May 3
Five persons were arrested by the Kotla Mubarakpur police for preventing the employees of the Veterinary Department of the Municipal Corporation of Delhi from carrying out its duty during a special drive to capture stray cattle.

The accused persons along with other residents of the village pelted stones at the MCD employees when they tried to capture a cow disrupting traffic on the road.

The police arrested the accused persons after the MCD informed them about the disruptive attitude of the residents of the area.

The Assistant Veterinary Surgeon, Dr S. K. Yadav, said that no one from his team received any injury.

He said during the special drive so far the MCD had captured more than hundred cattle.

The captured cattle will be kept in Cattle Pond in Baprola, where the animals will be auctioned.

The special drive has been launched after a direction from the Delhi High Court in connection with the increasing menace of stray cattle in the Capital. The Veterinary Department of the Municipal Corporation of Delhi today claimed to have caught a number of stray cattle from Kotla Mubarakpur village.

Woman gets bail

A Delhi court today granted bail to a woman, who was facing charges of kidnapping a 13-year-old boy with whom she now had a six-month-old baby girl. Khusmuda (21) and Ishwar Singh, who had gone missing from Uttam Nagar Police Station area here in February 2003, were apprehended at Ajmer yesterday.

Though a case of kidnapping was registered against Singh by Khusmuda’s father, Abdul Rehman, the police framed Khusmuda after Singh produced a school certificate, according to which his date of birth is May 20, 1990.

While granting bail to the woman, the Additional Chief Metropolitan Magistrate, Manoj Jain, directed SHO, Uttam Nagar and the Crime Branch to take proper care of the couple as there were apprehensions of threat to their life.

The court further directed medical examination of Singh to determine his correct age.

Khusmuda was released on furnishing a bail bond of Rs 3,000 and a surety of like amount. The surety was given by Ishwar Singh’s mother.

Yadav brothers denied bail in Nitish Katara murder case

A Delhi Court today rejected the bail plea of Vikas and Vishal Yadav, accused in the Nitish Katara murder case.

Their bail plea was dismissed by Additional Sessions Judge D. S. Paweriya.

Katara, a business executive, was allegedly kidnapped and murdered on the intervening night of February 16-17, 2002, from Ghaziabad where he had gone to attend a marriage.

Rail passengers looted

With the arrest of four persons, including a jeweller, the Crime Branch of the Delhi Police today claimed to have busted a gang, which used to drug unsuspecting passengers on running trains. The sleuths also claimed to have seized 9 kilograms of stolen jewellery from one Sunil, resident of Faridabad, who used to receive the stolen property.

The accused persons were identified as Zakir (32), Vijay (24), both residents of Bihar, Sunil Kumar (35), resident of Faridabad and Sarwan Kumar (31), resident of Sriniwas Puri.

The sleuths received a complaint from one Naresh Kumar, resident of Pitampura that he was drugged and looted 21 kilograms of silver, gold chain and ring, cash, mobile phone and ATM card by a gang while he was on his way to Secundrabad.

During investigation, the sleuths nabbed one Sharwan Kumar, who then disclosed the names of his associates involved in the crime. The accused persons also revealed that they were operating for the last two years and drugged at least 15 passengers on running trains. — TNS

Master Plan modified 14 times for changing land use

The Delhi Master Plan was modified 14 times for changing the land use in the Capital during the last three years, the Lok Sabha was told today.

The change of land use was permitted on 14 occasions, covering 35 cases from January 2002 to April 30, 2005, the Union Minister of Urban Development, Mr Ghulam Nabi Azad, told the House.

He said that this was done for various reasons like resettlement of slum clusters, setting up of Metro stations, providing residential, commercial and other public and semi-public facilities, relocation of industries and for implementation of court orders.

The change of land use was done through a detailed procedure as laid down under Section 11 A of the Delhi Development Act, 1957, he said.

Metro: The Delhi Metro Rail Corporation (DMRC) has no plans to take up construction contracts abroad, the minister told the House.

Only proposals to take up consultancy work for preparation of detailed project report for Damascus (Syria) and Colombo (Sri Lanka) have been under discussion with authorities concerned in those cities, he said, adding that no formal agreement has yet been finalised.

Encroachment: Over a dozen drains in rural areas of the Capital have been encroached upon for building houses and other private property.

A temple and a madarsa have also been built on them, he said. However, in the case of the madarsa, a stay by the High Court has been obtained, the minister said. Other encroached drains are in Asola, Neb Sarai, Rajokri and Rangpuri areas.

Suicide: More than 20 personnel of the Delhi Police committed suicide since 2002, of which the largest number was recorded last year.

In a written reply to a question in the Lok Sabha, the Minister of State for Home, Mr S. Regupathy, said 21 Delhi Police personnel committed suicide between January 2002 and April 15, 2005.

To prevent any such recurrence, the minister said measures like better transparency in transfers, postings and duty distribution, ensuring weekly rest, holding ‘sampark sabhas’ to address grievances and conducting regular medical check-ups were being undertaken.

Licence: To another question, Mr Regupathy said there were 4,627 licences in Delhi where more than one weapon was registered.

Informing the House that the Deputy Commissioner of Police (Licensing) was the competent authority to renew or extend arms licence, he said about 753 licence applications were rejected between 2002-2005 of which 341 were done last year alone.

Housing: In a related question on housing for the Delhi Police personnel, Mr Regupathy said the government had received a proposal for setting up a Delhi Police Housing Corporation to look into their housing needs.

However, acceptance of the proposal, which would cater to the formulation and execution of housing schemes and maintenance of office and residential buildings, depended on the consultation among the ministries concerned.

While Rs 49.53 crore were spent to buy 1,177 flats during 2004-05, Rs 63 crore had been earmarked for the purpose during 2005-06, he added.

Traffic: On any proposal for setting up a Unified Traffic Management Authority for Delhi, the minister said a recommendation to this effect had been made by the Parliamentary Standing Committee.

Later, it was decided that the Ministry of Urban Transport would constitute a task force to delineate the functions of the proposed authority, which would submit its report within three months after its constitution

DMRC told to prepare for phase III project

Delhi Lt-Governor B. L. Joshi today asked Delhi Metro Rail Corporation to ready its plans for Phase III of the project at the earliest, especially in view of the 2010 Commonwealth Games.

Speaking at the 11th Foundation Day celebration, he said the Delhi Metro should as soon as possible get ready with plans for its Phase III, specially in view of the Commonwealth Games.

The LG complimented the Metro for running efficient operations while maintaining cleanliness and punctuality.

He lauded the Metro for helping reduce the pollution levels in the Capital, saying it was five times more fuel efficient than other modes of public transport, besides saving commuting time and providing comfort.

Speaking on the occasion, DMRC MD E. Sreedharan said 86 per cent work in Phase I had been completed.

The Metro has transported 1.3 lakh people per day and has been earning operational profit from day one. It also made an operational profit of Rs 46 crore last year and a profit of Rs 142 crore was expected this year, he said.

“It was earning about Rs 30 lakh per day from sale of tickets and another five lakh from advertisements and stations/commercial establishments.”

DMRC was also collaborating with five state governments for duplicating the project in their cities, he added.

Twenty-five employees were awarded for their outstanding service last year.

DUTA condemns assault on college teacher

The DUTA has strongly condemned the assault on Dr D. Manjit of the Department of History, Dyal Singh College, by a student who was caught using unfair means in the annual examinations on May 2.

The DUTA has called for providing protection to the teachers and stern disciplinary action against the student.

The DUTA said that the incident reminds the teachers of the murder of Dr M. N. Singh, a teacher of Swami Sharddhanand College, four years back in the college premises. For years, the DUTA has been demanding physical and financial security for the teachers and karamcharis while performing their duties, a release stated here today.

‘Paani Adalat’ held in Saket

The BJP MLA from Saket, Mr Vijay Jolly, today hosted a ‘Paani Adalat’ where he received petitions from Resident Welfare Associations of Saket, Pushp Vihar, Sangam Vihar and other areas.

Most of the petitions pertained to new tubewells, reboring of defunct tubewells, replacing old water pipelines and installation of rainwater harvesting plants.

On the occasion, Mr Jolly said that the summer action plan of the Delhi Jal Board has proved to be a non-starter despite the onset of the summer season. The Delhi Government has also failed to constitute the Delhi Water Regulatory Authority. — TNS

Indraprastha Apollo Hospitals today inaugurated `Supreme Court Bar Association Healthcare Centre’ for the Supreme Court Bar Association at the Supreme Court. The centre, which will provide free primary healthcare services to all Supreme Court judges, lawyers and their beneficiaries, will be open five days a week on Monday-Friday from 10.00 am-5.30 pm. The center will also have a pharmacy.

Justice Y. K. Sabharwal, Judge, Supreme Court of India, inaugurated the centre in the presence of Ms Anne Marie Moncure, managing director, Indraprastha Apollo Hospitals.

Mr Pravin H Parekh, president, Supreme Court Bar Association, was also present on the occasion.

The `Supreme Court Bar Association Healthcare Centre’ will have one consulting physician and one nurse. The primary healthcare services being provided include Echocardiogram (ECG), blood pressure check up, clinical examination and first aid support.

Diarrhoea cases on the rise in rural areas

A large number of children, mainly in the villages, have been affected with diarrhoea in the district. As many as 30 patients have been admitted to the district hospital in Noida in the past three days.

In a drive to crackdown on quacks, the Chief Medical Officer, Dr Vinod Kumar, has started a campaign to verify the medical degrees of all doctors practicing in the district. According to the Chief Medical Officer, the drive is meant to check the growing number of quacks in the district.

According to hospital sources, the number of diarrhoea cases has also been on the increase in the city slums. With the number of patients increasing, the hospitals are finding it difficult to accommodate all the patients.

In effect, the poor tend to go to quacks in their localities or villages and come to government hospital only when their condition has deteriorated.

According to Dr Dhawan, impure food and polluted water are the main cause for the disease.

Dr Kumar said that polluted water supply is understood to have increased the incidence of diarrhoea cases in Khora Colony. According to private doctors in the colony, every third patient in the colony suffers from diarrhoea. The water in Khora Colony contains excess of iron.

IIPA to build opinion on sustainable growth

The Gurgaon chapter of Indian Institute of Public Administration (IIPA) held its first Annual General Body Meeting and decided to build opinion on issues for sustainable and balanced growth of the city. The AGM was held in the wake of the IIPA finally giving its seal of approval for setting up its Gurgaon chapter. The issue was hanging fire for the past six months.

The former Chief Secretary of Haryana, Mr M.C.Gupta, who is also a former Director of IIPA, was earlier elected the patron of the local chapter. The other office-bearers elected were Mr B. K. Chaturvedi-Chairperson, Mr H. R. Bangia-Honorary Secretary and Ms Amita Singh-Honorary Treasurer.

In its meeting yesterday, the AGM reconstituted the body by electing Mr Anurag Gupta as its Joint Secretary. Dr Deepak Dogra, Ms Indu Sharma and Ms Neena Bansal are the other members of the Executive Committee of the local chapter. In the meeting, the AGM shortlisted areas like need for social responsibility of the corporate bodies, harmonious development and growth of Gurgaon city, effective policing and ways on creating employment opportunities for youths in Gurgaon.

‘Reformed’ accused willing to marry rape victim

New Delhi, May 3
The convict in Shanti Mukund Hospital rape case today moved an application before a city court expressing his desire to marry the victim.

This happened minutes before the court was to pronounce the quantum of punishment to be given to him.

Perusing the application of Bhura, the ward boy who in the year 2003 had brutally raped a 22-year-old nurse and seriously injured her eyes at the hospital, the Additional Sessions Judge, Mr J. M. Malik, asked the victim and her parents to appear before the court tomorrow to file their reply.

The court also reserved for tomorrow its pronouncement of the quantum of sentence to be handed down to Bhura. In his application, Bhura pleaded before the court to take a lenient view as he is now a reformed man, and said since no one would be ready to marry the young victim due to the stigma, he would like to tie the knot with her.

The nurse was on duty at the hospital at Karkari Mode in East Delhi looking after a comatose patient in the intervening night of December 7 and December 8, 2003. She suddenly woke up in the middle of the night to find the convict attempting to force himself on her.

Robbers snatch guard’s gun

Greater Noida, May 3
Three armed robbers reportedly snatched a licensed gun and six cartridges from the security guard of Parsanath Builders under Kasna police station in wee hours of the morning.

On getting the report, the police had tried to encircle the criminals but they could not nab them. The police, however, feel the guard might have dozed off and the criminals just walked away with the gun.

The guard, Nahar Singh, was on duty at gate No.1 of Parsnath Builders near Senior Citizens Sector in Greater Noida, when three criminals on a scooter came there. Two of them got off the scooter and came to the guard and made some enquiries while the third kept the scooter running. They put a revolver on his ear pit and snatched the single barrel gun and cartridges. After the robbers went some distance, the guard along with others raised an alarm.

The police, who were informed, had barricaded Kasna, Surajpur and Ghaziabad bypass, but the criminal had already fled away. The police have detained all the security guards and are interrogating them. Nahar Singh, son of Hotey Singh of Eta, had joined duty only on 30 April.

The SO of Kasna police station, S. S. Yadav, said that it was quite possible that the security guard was fast asleep when the robbers came and drove away with the gun and cartridges. Other guards said they had not seen any scooterist in the area in the night.

Girl burnt to death

A teenaged girl died of burns after she was engulfed in a fire that resulted after the leak of gas from an LPG cylinder in her house last night.

The victim, identified as Anu, was reportedly working in the kitchen when the incident took place. She was already in flames when someone in the house noticed it and rushed to help, it is reported. The girl succumbed to her injuries later. The victim was a resident of Fatehpur Billauch village of the district.

Meanwhile, in another incident, the police have booked a case under the Dowry Act against five member of a family of Fatehpur Taga village, after the death of a woman under suspicious circumstances.

It is alleged that the victim, identified as Shahnaz, who was married in this family about two years ago, was allegedly poisoned to death after she failed to meet the dowry demand. — TNS

Grievance Cell working at snail’s pace

Noida, May 3
Of the 97 complaints lodged with the Grievance Cell of the Noida Authority, only two have been addressed so far.

One Suresh Kaushal has leveled allegations that some documents in files of the building cell have been replaced or tampered with. The Noida Chairman, Mr Deo Dutta, is understood to have issued a circular to the departmental officials in this regard. The departmental heads have been asked to fix time frame for resolving all disputes and addressing all the complaints.

To coordinate with the heads of different cells, the Administrative Officer, Mr Arun Kumar Sharma, has been designated as a nodal officer. The Administrative Officer will submit a daily report about complaints addressed to Additional CEO and Chairman. Action would be taken against officers found guilty of laxity or dereliction of duty, the Chairman said.

Advocacy group against alcoholism

The Indian Alcohol Policy Alliance, a policy advocacy group for the reduction of abuse of alcoholism, will be formally launched tomorrow at the Delhi Secretariat. This group includes Indian experts and global resource persons from UK-based Global Alcohol Policy Alliance, the nodal international body, which is one of the world’s popular organisation supporting reduction of alcohol-related harm worldwide.

Addressing a news conference, Dr Arul Raj, chairman of IAPA, said, “Alcohol is harmful to you, your family, society and India. It damages your health, wealth, mind and peace. Quit alcohol today permanently. Alcohol at home kills you. Alcohol on road kills others.” Registered in 2004, IAPA aims at developing and advocating the alcohol policy which are present in our Constitution.

Mr Naresh Chand Jain, managing director of Ashiana Ispat Limited, today claimed that the company had registered growth, both in the terms of turnover as well as in net profit, during the financial year ending March 31.
