Badayun. Acting on a tip-off, the sleuths on April 26 nabbed the suspects from Mehrauli-Badarpur road. During interrogation, the accused persons told the sleuths that they belonged to a notorious gang of dacoits headed by one

Rollback of VAT makes diesel cheaper
New Delhi, April 27 The move came in the wake of Delhi customers increasingly driving down to states like Haryana to fill fuel tanks, causing a loss of 40 to 60 per cent in diesel sales in the Capital since the April 1 tax hike under the VAT regime. Tax levies on diesel are 12.5 per cent in Haryana, 8.8 per cent in Punjab and 14 per cent in Himachal. The Cabinet meeting, however, did not touch LPG prices, which remain the same until a special government committee gives its recommendations over considering LPG a natural fuel in order to keep it out of VAT. The prices of sweets will also come down as the Cabinet decided to roll back the tax on them from 12.5 per cent to four per cent. A notification on the new reduced tax rates would be brought out soon. The decision whether or not to reduce and by how much was left with the state government after no consensus could be found on the issue of maintaining a minimum floor rate for diesel at the meeting of the Empowered Committee of State Finance Ministers yesterday. Owing to higher tax on diesel, Delhi was losing about Rs 2 crore a day. The state government’s demand for reduction of levy on life-saving drugs would be discussed by the committee later. There was also no decision on Delhi’s demand of an alternative slab to the now discontinued slab of eight per cent and the matter had been put off till after the first quarter of the fiscal was over. |
MCD made to fork out lakhs as interest
New Delhi, April 27 The corporation had to pay Rs 7.52 lakh to the contractor, M/s Satya Prakash and Brothers for the work of strengthening the roads in Shahadra Zone awarded to him in 1991. As the money was not paid to the contractor on time, the corporation will now pay Rs 13.82 lakh to him along with the interest. The Congress Councillor, Farhad Suri, who has been member of Accounts Committee, pressurized the Chairman of the Standing Committee, Mr Mukesh Goel to order the vigilance inquiry. He said that the interest amounted to over Rs 6 lakh should be deducted from the salary of the officer concerned. If he is retired, the money should be deducted from his pension. According to the Councillor, the contractor was awarded the work of strengthening the road in Shahadra Zone in 1991 for which he had submitted a bill of Rs 7.52 lakh. There was some dispute between the corporation and the contractor over the final bill. To settle the case, the corporation had appointed an arbitrator, Mr R. K. Jain, a retired chief engineer. The arbitrator asked both the parties that copies of his decision would be given after the payment of Rs 5,000 as arbitration fee. The arbitrator gave his decision in favour of the contractor in 1998. The contractor obtained the copy of the arbitration after paying Rs 5,000 while the corporation did not bother to obtain it. The arbitrator had awarded Rs 7.82 lakh to be paid to the contractor along with simple interest of Rs 12 per cent per annum in 1993 till the realisation of the amount. The interest amount till August 2000 worked out to Rs 6.31 lakh. Accordingly, the payment of Rs 13.83 lakh was made to the contractor. |
Police as torch-bearers in AIDS
awareness campaign
New Delhi, April 27 Interacting with personnel of the Delhi Police, who have undergone AIDS awareness training, conducted jointly by the National Aids Control Organisation and UNDP, Ms Annan reminded them of their vital role in removing the stigma associated with the pandemic. More than 12,000 police personnel have been given training in the past six months under the ‘Enabling Environment Project’ aimed at sensitising them on the various aspects of HIV/AIDS and for creating awareness in the community. Ms Annan, who had an hour-and-a-half long interaction with a batch of 20 police officers at the Lajpat Nagar police station, expressed happiness over women officers joining the training-programme in large numbers. “With the right knowledge you have gained about HIV/AIDS, you will be able to deal with those affected in a more humane manner and also create awareness in society,” she said. The Delhi Police Commissioner, Dr K. K. Paul, apprised Ms Annan with the various socially beneficial programmes undertaken by his force especially in the field of AIDS awareness. “With this training-programme, the officers have realised the need for empathy towards the HIV-affected and precautions needed to prevent the spread of the disease,” Mr Paul said. A large number of officials from the UNDP and NACO were also present during the interaction. |
Rainwater harvesting in govt buildings
New Delhi, April 27 The decision was taken following a resolution moved before the Standing Committee of the Municipal Corporation of Delhi (MCD) by the Congress Councillors, Mr Brij Mohan Sharma and Mr Jagdish Pradhan, considering that groundwater level was declining in the national Capital, which could be critical in the future. It has been clarified in the resolution that all buildings constructed on a plot of 100 square metres will have to have provision for water harvesting. This resolution has been passed following a notification issued by the Union Urban Development Ministry making a suitable provision in the Building Bye-Laws 1983 to ensure that buildings constructed in the national Capital provide for the water harvesting through storing of rainwater. The provision of water harvesting was cleared by the chief town planner and Country Planning Department. The sources said that the issue of water harvesting was raised a few years back when water crisis was noticed in the national Capital. The Municipal Commissioner, Mr Rakesh Mehta, had discussed this issue with experts and had announced that this provision would also be made mandatory in unauthorised colonies. He had also said that drain water would also be harvested, which help in rising groundwater level. Later, this provision was made in a few government buildings resulting in the rising groundwater level in the nearby areas. |
Patriotic games candidates play
Faridabad, April 27 While the residents who understand the depth of the contestants’ love for the country, dub it as a gimmick to play on the sentiments of the voters. According to Rajkumar, a resident of Sector-15-A here, playing such songs has been a part of the campaigning of most candidates. It has nothing to do with their patriotic spirit. He also claimed that many candidates who play the maximum number of patriotic numbers are mired in corruption and other illegal activities. He said the sale of such ‘patriotic’ cassettes increases during the elections only. Deepak, a resident of Sector- 3 here, said he had heard these songs in the last elections also. It has perhaps become a fashion to play such numbers in the elections, he said. Mr Shiv Charan Lal Sharma, outgoing Senior Deputy Mayor and a candidate from the ward number 5 in the Municipal Corporation elections here, however, does not believe in such games. He claimed that the image of the candidate is most important and it is his style of functioning that leads to success. Mr Sharma claimed that he is sure of winning the elections as “I have been working for the people for long.” Mrs Maya Sharma, wife of Mr Shiv Charan Lal Sharma, who is contesting the election from ward number 7, is also seem to be on a strong wicket. It is a record of sorts that a couple have been in the fray for MCF elections for the second consecutive term. |
Sarna emerges victorious in DSGMC co-option election
New Delhi, April 27 The DSGMC chief, Mr Sarna, who ousted the Badal-led Shiromani Akali Dal (SAD) from power here in 2002, checkmated rivals once again as his brother, Harvinder Singh Sarna, seen as his possible successor in the powerful administration, won the election in a 25-21 vote. The SAD Secretary-General, Mr Sukhdev Singh Dhindsa, had pledged support of 12 of Badal loyalists in the Committee to Mr Gaganpreet Singh Sachdeva, the son of the late Akali leader and DSGMC member, Mr Manmohan Singh Sachdeva, whose death last year prompted the co-option. A third group led by Akali Dal (Santokh Singh) chief, Mr Manjit Singh, also opposed to Mr Badal, had announced support of its eleven members to Mr Sachdeva. But the cross voting affected the outcome, which should have been a tie in the light of the 23 votes pledged by the SAD and Akali Dal (Santokh Singh) together to Mr Sachdeva in the co-option involving 46 members. Instead, Mr Harvinder Singh Sarna emerged winner with 25 votes. The co-option of Mr Harvinder Singh Sarna is being seen here as an indication of things to come and his is being referred to as a likely successor as his brother Mr Paramjit Singh Sarna is legally not allowed to run for a third term as president of the influential body in its annual executive elections due in November. Mr Paramjit Singh Sarna ended the SAD’s two-decade sway over the DSGMC in its 2002 general elections, but sought its support last year to become the Committee president again. Recently, the one-year Sarna-Badal ‘’alliance’’ became a source of political embarrassment for the SAD after the Punjab Chief Minister, Mr Amarinder Singh, speaking at a felicitation ceremony held in his honour by Mr Sarna, slammed Mr Badal and the SGPC for what he called their religious incompetence. In his reaction to the defeat, the SAD Delhi chief, Mr Avtar Singh Hit, a close lieutenant of Mr Badal, blamed the anti-Badal outcome on what he called Congress manipulation, a charge the Sarnas rejected. ‘’But still we would like to work together with the Sarnas for the sake of our institutions and better management of gurdwaras,’’ Mr Hit said. |
Toll plaza complex opened
New Delhi, April 27 Recently, a computerised Toll Plaza of seven lanes was opened on the Badarpur border. Similar toll plazas are under construction on Apsara, Gazipur, Teekari, Aya Nagar, Kapas Hera, New Mandaowli and Kalindi Kunj borders. This is being done following a direction of the Supreme Court that toll plazas should be constructed on all Delhi boarders to provide smooth flow of traffic. These toll plazas are being managed by the M/S Banas Sands company. |
Talkatora among many pools sealed
New Delhi, April 27 The Deputy Commissioner of Police (New Delhi), Ms Anita Roy, said that the swimming pools in the New Delhi area were closed down because of their failure to get proper license. She said that they had been given “fair warning” about a fortnight back to get the documents and the action was taken when they did not comply. The swimming pool run by SAI is located in Talkatora Stadium and is used by sportspersons. Swimming pools in some star hotels were among those against which action was taken. However, the New Delhi Municipal Corporation spokesman said the civic body had given its no-objection certificate for the Talkatora Stadium swimming pool after which it was free to get its licence issued. The licenses for the swimming pools are issued on a yearly basis and have to be renewed when they open every summer season. |
