Byelections: INLD seems to have put a foot wrong
Rohtak, April 27 The Congress leadership, it is learnt, has decided to make a political issue of the INLD decision to derive political mileage by exposing the real reasons behind the announcement and to politically provoke and embarrass the INLD supremo Om Prakash Chautala. According to sources, a delegation, comprising representatives of different villages of the constituency, will invite Mr Chautala to contest against Mr Hooda since he is the weightiest candidate his party can field. The thinking behind the move is that since the INLD leader will in no case accept the invitation and commit political harakiri, his refusal will embarrass him politically and at the same time improve Mr Hooda’s chances. The Congress think tank is of the view that the INLD decision is prompted by ground political reality that it is in no position to even put up a semblance of a fight from the two seats and that the publicly stated sympathy factor for the families of the deceased Congress leaders is just a ruse. The move to invite Mr Chautala is aimed at provoking him into making strong anti-Hooda statements which the Congress thinks will cause a reaction among the voters in Kiloi, which is likely to lead to heavier polling and consequently a heavier margin of victory in the election. Party sources point out that before the last Assembly poll, Mr Chautala had publicly stated that he considered Kiloi constituency as a “dead Assembly segment” for his party and that the party would make do with the remaining 89 seats. They said this had served the Congress interest in the poll as the voters reacted by heavy polling in favour of the party even though the candidate at that time was not the Chief Minister himself. The party leadership plans to make a similar issue out of the INLD move this time too. The Congress game plan is already in place. The Haryana Kisan Mazdoor Janhit Manch, which had organised a massive rally here just before the poll and which was presided over by Mr Hooda, yesterday extended an invitation to Mr Chuatala to contest from Kiloi. The manch chief, Capt Chatar Singh, issued a statement saying Mr Chautala should not put up a mock fight by fielding somebody else from Kiloi. He even suggested that the INLD chief field his two sons from Hisar and Tosham. It is learnt that Mr Rohtash Hooda, general secretary, Rohtak District Congress (Rural), and Mr Ravinder Babal, president, Kiloi Block Congress, have been assigned the task of cobbling up a delegation of residents of important villages of the constituency to extend the invitation formally to the INLD chief. |
IAS officer questions transfer
Chandigarh, April 27 He told this reporter that he was
shocked to find that he had been shifted from the post of Director and
Joint Secretary, Information Technology and Electronics Department, and
posted as Joint Secretary, Home, by an order issued by the state
government last evening. This young IAS officer, an MBA in Management
Information System, was posted in the IT and Electronics Department
barely one and a half months ago after the Congress formed the
government in Haryana. Mr Suresh started his stint in the IT
department with a lot of enthusiasm. But his dreams were cruelly dashed
when he was bundled out of the department by the state government. Mr
Suresh claimed he had been transferred because he dared to raise some
questions about HARTRON. The corporation, according to Mr Suresh, was
set up to promote the electronics industry. But it was going beyond its
jurisdiction and interfering in the IT sector as well. He said he felt
disheartened following his transfer because he had been removed from the
IT department for sticking to his principles. The IAS officer, who was
nominated for the Stockholm Challenge Award for initiating an innovative
electronic governance (e-governance) project in Sirsa when he was the
Deputy Commissioner there, however, insisted that he still did not feel
“defeated”. He said he would meet the Chief Minister as well as the
Governor and, if necessary, even the President of India and bring to
their notice the circumstances under which he was transferred. He said
he would also lodge a complaint with the IAS Officers Association of
Haryana on his unceremonious removal from the IT department. |

Doctor told to pay
Rs 1.5 lakh as damages
Rewari, April 27 The forum has ordered the payment of compensation holding Dr Yadav guilty of negligence in issuing a false report of USG test to the complainant. The order has come in the wake, of a petition filed by Mrs Tarawati, who contended that she lost the lives of her three new-born babies and also money because of the false ultrasound report issued by Dr Yadav on November 27, 1999. Furnishing details in this regard, she told the forum that on the advice of Dr Bernela and Dr Krishna Bernela of Lok Manya Nursing and Maternity Home, Kosli, she approached Dr. Yadav for an ultrasound. Accordingly, Dr Yadav conducted it and gave her the report, which categorically assured her of a safe delivery of a single child. However, the contents of the report were found false when she gave birth to quadruplets on January 7, 2000. She told the forum that on account of the false report and negligence of the doctor concerned, she could not take proper treatment during pregnancy and three of her four children lost their lives after birth due to weakness. She demanded a compensation of Rs 3,25,000. After going through the report, forum observed that Dr. Yadav was not qualified to conduct USG tests. |
Arrest warrants against six police officials Our Correspondent Sonepat, April 27 According to a report, the six police officials are Mr Sandeep, Mr Mehtab Singh and Mr Devinder, all Sub-Inspectors, and Mr Anil, Mr Kanwar Singh and Mr Anil Tyagi, all ASIs. These police officials had arrested Sanjay Butania in July last year at Delhi and they were summoned by the court to appear as witnesses. But they have failed to turn up on the dates of hearing in the case. Sanjay Butania is involved in a series of cases of loot, dacoity, extortion of money and escaping from police custody. He had shot dead Dalbir who was a witness in a double murder case registered against him. Moreover, Sanjay had shot dead many other people of the village in a case of land dispute. According to another report, Sanjay Butania is also involved in a case of murderous assault on a prisoner facing trial in a murder case and this incident was occurred in the District Jail of Sonepat last week. |

Two promoted to rank of Financial Commissioner
Chandigarh, April 27 The two IAS officers who have been promoted to the rank of Financial
Commissioner and Principal Secretary are Mr Sanjay Kothari and Mrs
Shakuntla Jakhu. As they will continue their present assignments, Mr
Kothari will be Financial Commissioner and Principal Secretary, Tourism,
Public Relations and Cultural Affairs Departments, Member-Secretary,
Haryana Bureau of Public Enterprises and Secretary, Cell for Proper
Utilisation and Disposal of Government Property. Mrs Shakuntla Jakhu
will be Financial Commissioner and Principal Secretary, Town and Country
Planning Department. The six IAS officers who have been promoted to
the supertime scale are Mr Rajeev Sharma, Mr Krishan Kumar, Mr
P.C. Bidhan, Mr H.S. Dhankhar, Mr Lal Singh and Mrs Saroj Siwatch. |

Sirsa, April 27 Talking to TNS, hospital sources revealed that the hospital had received Rs 1 crore and Rs 35 lakh from the Planning Commission of India and EU, respectively. The Authorities have started preparing the list of the equipment needed urgently at the hospital. The sources said the neonatology department would be among the other facilities to be introduced in the district. The department would be equipped with sophisticated machines. In the recurring fund for the next two years, the hospital would also get Rs 1 crore each year from the Centre Government. Ms Selja, Union Poverty Alleviation Minister, is expected to announce the soap here on Friday. The casualty ward in the hospital will also be upgraded with-state-of the- art life-saving equipment, including breath analyser, and other facilities required to run the Intensive Care Unit (ICU). Besides, the hospital is also set to get new surgical gadgets and beds. The authorities have also mooted a plan to make the operation theatre (OT) centrally air-conditioned system. The special package of Rs 35 lakh commissioned by the EU will be spend on the repair of the building and other civic amenities. The development fund will be utilised through the Police Housing Corporation. With the funds, the hospital is all set to get drinking water and upgrade the sanitation system on the campus. |

Governors should shun politics: Jakhar

April 27 These views were expressed by Dr Balram Jakhar,
Governor of Madhya Pradesh, while talking to The Tribune at the
residence of independent MLA Tejinder Pal Mann here this morning. The
Governor was here to preside over a seminar on “revitalisation of
extension system in new economic order” organised by the Society of
Extension Education on the premises of the National Dairy Research
Institute (NDRI). Expressing concern over the weakening relations
between states and the Centre Government and inter-state relations, Dr
Jakhar said the Governors should come forward without being involved in
any kind of politics and try to resolve all inter-party issues that
hindered the process of development. Asked about the issue of
political criticism of a few Governors for their alleged partisan role
in politics during the past few years, he said, “It’s unfortunate on
part of any Governor to get involved in political matters. Since
Governors are the guardians of the Constitution, it is their duty to
preserve the dignity of the Constitution”. Later Dr Jakhar, while
presiding over the seminar, regretted that the extension work on part of
scientists and agricultural officers in agriculture and its allied
sectors had been weakened in the post-green revolution period. He said
farmers were not being provided information on latest technologies being
developed by research institutes. He appealed scientists and officials
of the state Agriculture Departments to pull up their socks and go out
in the fields to disseminate technological information at the ground
levels. Dr Mangla Rai, Director-General of the Indian Council of
Agriculture Research (ICAR), during his presidential address, stressed
upon the need to open adequate centres for marketing and storage of
agricultural produce. Dr Nagendra Sharma, Vice-Chancellor of
Sher-e-Kashmir University of Agriculture Sciences and Technology, Jammu,

It is pouring mustard in Haryana
Chandigarh, April 27 However, the smooth
procurement process has also brought in some “unwanted guests” from
across Haryana’s border — farmers and traders from Rajasthan are
flocking to the mandis in the three districts of Rewari, Narnaul and
Bhiwani looking for hassle-free disposal of their produce. Having
caught a couple of cases where traders had propped up farmers to sell
mustard to the agency in the mandis, Hafed has asked Deputy
Commissioners of the three districts to be on an alert. The idea is to
ensure that the interests of the farmers of the parent state are not
compromised due to the presence of farmers from Rajasthan and also
ensure that the stocks of the traders don’t land up with the
agency. “It is a common practice that traders find representatives in
farmers to sell their produce in mandis. However, the fact that they are
coming from across the border makes the problem more acute. Our concern
is not as much the farmer as the trader and we are doing our best to
check that,” an official said. The reasons for this “intrusion” by
Rajasthani farmers in Haryana’s mandis are not hard to find. In the
absence of a strong procuring network of food grains in the adjoining
state, farmers are prompted to explore other markets and options for
sale of the produce. In contrast, Haryana boasts of a well-knitt network
of agencies which watches the interest of its farmers. Besides, mandis
in Rajasthan are located at a distance of 60 to 70 km as against a mandi
at every 5 to 7 km in Haryana, making them easily approachable and more
frequented. Then, there is the financial angle with the support price
for mustard seeds fixed at Rs 1700 per quintal this year. The market
price, in comparison, is lower and ranges from Rs 1550 to Rs 1625 per
quintal depending upon the quality. While the arrival of mustard seed
in the past were limited only in the seven districts of Faridabad,
Gurgaon, Rewari, Mohindergarh, Sirsa, Hisar and Bhiwani, this year
mustard has arrived in as many as 12 districts of the state. |

Relief sought for farmers
Panipat, April
27 The president
of the BKU (Haryana) Mr Gurnam Singh, said at Kisan Bhavan here on
Monday that at least Rs 15,000 per acre should be given as compensation
to the affected farmers at the earliest. Standing crops spreading over
hundreds of acres of land in different parts of the state was destroyed
due to opposite conditions, he added. Mr Gurnam Singh further said that
all types of crops should be covered under the insurance scheme to
benefit the farmers in real sense. He also demanded from the state
government to provide Rs 5 lakh as compensation and government job to
one member of the family of Chander Singh who had died while
extinguishing fire in his fields at Daisara village on April 17. |
Smugglers hand in glove with forest staff
Yamunanagar, April 27 Sources said a BSNL SIM card was found in the mobile phone, which had been sent to the BSNL for the call details. Sources in the Forest Department and residents of the villages situated along the Kalesar forests had in past alleged that the khair smugglers were operating in connivance with forest employees. Today too smugglers made an attempt to smuggle out khair using an “unconventional” route. The unconventional route taken by them assumes significance as the Forest Department acting on a tip-off had laid traps on all the possible routes leading out of the Kalesar forests. Sources in the department did not rule out the possibility of the information of sealing of the routes being leaked out to the smugglers. As per information available, a trap was laid on five possible routes leading out of the jungles in the wee hours today. But, the smugglers took to kuchha roads. However, a team of forest employees managed to intercept the truck near the Nagala rivulet. When the truck did not stop, one of the forest employees fired two shots at the truck. But the smugglers managed to escape. They were again intercepted by a team led by Chhachhrouli Range Officer Harish Walia. Here again the smugglers managed to escape. Meanwhile, the police was informed. A police control room gypsy managed to stop the truck near Kishangarh. Two persons, Gulzar and Rashid, travelling in the truck were arrested while the driver managed to escape. The DFO, Mr Jagmohan Sharma, when contacted did not rule out the involvement of some of the forest employees with the smugglers. |
Chautalas misappropriated money: Mullana Tribune News Service Ambala,
April 27 Addressing a public gathering at Adhoya village, Mr Mullana said during Mr Chautala rule, no minister or MLA was allowed to speak. “Mr Chautala gave a free hand to his sons which led to anarchy in the state. The Chautala family misappropriated money of the people,” he alleged. Mr Mullana said the Congress government has brought about true democratic governance in the state. He said false cases against farmers were taken back and the registration fees on tractors was waived. Also, the agricultural loan rate was brought down from 11 per cent to 10 per cent. The previous government had discriminated in issuing the below poverty line ration cards and old-age pension. A fresh survey would be carried out soon so that the deserving people get benefit from the schemes, he added. |

Protest against HUDA move to acquire land
Jagadhri, April 27 The land has been acquired by HUDA for development of extension of Sector 18. Newly elected councillors from the wards, Ms Kaushlya Jangra and Mr Rajesh Rathore, accompanied the crowd. The residents have been given notices under Section 9 of the Land Acquisition Act, 1894. They were today called at the HUDA office to file objections. Mr Satish Kumar said the colony was regularised in June 1996. All houses were constructed after approval from the authorities concerned. |
CET for BEd course on June 25
Chandigarh, April 27 The BEd CET-2005 will be held from 2 p.m. to 4 p.m. on that day. While stating this today, Mr K.C. Dadhwal, Registrar of the university, said the prospectus and application forms would be available from April 30 from the sale counter (publication cell) of MDU, Rohtak. The prospectus would also be available at branches of the Oriental Bank of Commerce at all district headquarters of Haryana. |
Lottery sellers oppose ban
Ambala, April
27 Lottery sellers association members said
they were shocked by the decision of the government taken on April 25 to
ban lotteries. They said they had been selling lotteries for the past
three decades and this was their only means of livelihood. They said
the government’s decision had led to a serious situation for them since
neither do they have enough capital to start something new nor do they
have suitable shops. “We are facing a bleak and uncertain future,” a
lottery seller said. The association has appealed to the government to
reconsider its decision. They have also decided to stage demonstration
outside the DC office on April 30. |
2 warders suspended
Sonepat, April 27 According to official sources, Virender,
alias Manu, an undertrial prisoner involved in a murder case of his elder
brother Vijay Chaudhary, had sustained multiple injuries with sharp-edged
weapons during the assault by the dreaded criminals. Mr R.R. Goel,
Superintendent of the district jail, had set up inquiry committee, which
