A Cabinet subcommittee, which met here today, is believed to have recommended that municipal committees should be set up in Brara in Ambala district and Dharuhera in Rewari district. The new civic bodies will be the first set up for a one-year trial period to find out if these bodies will be economically self-sufficient.

INLD decision on Tosham, Hisar seats

The Indian National Lok Dal(INLD) has decided not to field any candidate if the Congress fields members of the families of the late Surender Singh and the late O.P. Jindal from Tosham and Hisar, respectively.

This was announced here today by the secretary-general of the INLD, Mr Ajay Singh Chautala, MP son of Mr Om Prakash Chautala, the party supremo.

Surender Singh and O.P. Jindal, two Haryana Ministers, were killed in a chopper crash near Saharanpur on March 31. They represented the Tosham and Hisar constituencies in the Assembly.

Mr Ajay Chautala said the party had decided at a meeting of its core committee held here under the chairmanship of the former Chief Minister, not to contest these two byelections if the Congress fielded the family members from the Tosham and Hisar seats as its candidates.

However, if the Congress fielded somebody else from these seats, the INLD, too, would contest the byelections. He said this decision was taken by the INLD out of respect for the sentiments of the families of the departed leaders.

Mr Ajay Chautala, however, said his party would contest the byelection from the Kiloi Assembly constituency from where the Chief Minister, Mr Bhupinder Singh Hooda, is likely to make a bid to enter the Vidhan Sabha. Mr Chautala said : “We will not allow Mr Hooda to enter the Vidhan Sabha.”

Mr Ashok Kumar Arora, president of the Haryana INLD, said the increase of Rs 10 per quintal in the minimum support price of paddy was “grossly inadequate” because during the past one year the cost of inputs, particularly diesel and fertilisers, had gone up manifold.

He said Mr Hooda was not serious about the completion of the SYL canal.

New policy on compensating farmers
for land acquisition

In a move to endear it to the farming community, the Haryana Government has decided to adopt a new policy regarding compensating landowners for the acquisition of their land by the government.

Official sources say the broad contours of the new policy was decided at a meeting called by the Chief Minister, Mr Bhupinder Singh Hooda, here last evening. Representatives of the Revenue Department, the Town and Country Planning Department and the Industry Department were among the officials present.

The sources say the Chief Minister is of the view that the present policy of calculating the price of a piece of land according to the collector’s rate has not gone down well with landowners. The landowners’ grievances are evident in the large number of cases pending in courts on the issue of compensation.

The collector’s rate is worked out by the Deputy Commissioner of the district concerned on the basis of the market price of the land prevailing at that point of time. However, the market price of land figuring on registration deeds is often lower than the actual price. Apparently, the prices shown in the records are often lower than the actual prices to enable the purchaser as well as the seller of the land to avoid the financial implications. Since government departments are unable to pay the landowners (mostly individual farmers or village panchayats) the price of land over and above the “official market price”, the landowners do not like it when their land is acquired by the government.

It is learnt that in lieu of the existing policy of paying compensation to landowners, the state government has decided to adopt for this purpose the policy prevailing in Delhi. Under the policy, called the floor rate system, minimum cut-off money is given to the landowner of a particular area in the case of acquisition of his/her land by the government. While the minimum cut-off rate of compensation will be the same for any piece of land in a particular locality, a landowner will be entitled to get additional compensation worked out on the basis of location and other such external factors.

While the cut-off rate of compensation will be uniform for a particular geographical limit, it will vary from area to area. “For instance, the minimum compensation for a piece of land in Gurgaon cannot be the same as that paid for land in Narnaul”, the sources say. They add that the state government will categorise the entire state and fix the uniform cut-off rates for various categories of urban and rural centres.

Lottery ticket printing to be probed: minister

Finance Minister Mr Birender Singh has said a probe will be conducted into the printing of lottery tickets during the previous INLD regime in the state.
Talking to mediapersons at the residence of senior Congress leader Jagdish Nehra, the minister said the state government was firm on banning the lottery completely. Though the total turnover of the lottery business in the state was Rs 750 crore, it was incurring huge losses.

Expressing doubts over the functioning of the previous government in view of carrying on with the loss-making lottery business, he said the department had decided to investigate the printing of tickets. In the guise of the lottery business satta mafia had flourished in the state.

According to the official records, the annual turnover of the satta business in the state was to the tune of Rs 3,000 crore and it was carried out quite open in the state.

The minister said Rs 1,200 crore would be allocated to various power boards despite huge losses to cover up the deficit. Terming the present power situation as “highly alarming”, he said as per the records there was 43 per cent power loss in transmission.

The construction of the SYL canal would the foremost priority of the Hooda regime apart from getting the share of Ravi-Beas waters.

On a charge sheet prepared by the Congress against the Om Prakash Chautala regime, he said the government would adopt a vindictive attitude in the case. Though he remained evasive in giving any details of action against the Chautalas, he said nobody would be spared if he had committed anything wrong.

The government would soon come up with a programme to tackle unemployment in the state. A rapid growth of industry would create new employment avenues, he said.

HUDA to act against encroachments

The Haryana Urban Development Authority (HUDA) has decided to come down heavily on encroachments in markets set up by it in residential sectors as well as to ensure that shopkeepers provide sufficient passage in corridors to customers.

Sources in HUDA said soon a drive would also be launched to clear encroachments on its land in the residential area. This is a sequel to a directive of the Punjab and Haryana High Court. The move has caused ripples among shopkeepers. The Administrator, HUDA, Gurgaon, Mr Anurag Aggarwal said the move to clear the corridors was aimed at beautification of the markets. The plan was to give a facelift to the markets.

The department has already surveyed a number of markets, including those in Sectors 14, 17, 4, 7, 15 and 31. It has also conveyed its stand to the shopkeepers, especially those of Sector 14. HUDA says they can use three feet area of the eight-feet corridor and leave the rest as the passage.

However, the shopkeepers say there is an interim order of the lower court that as they have paid for the entire space of the shops, including the corridors, these belonged to them. According to them, the implication is that HUDA cannot prevent them from using the entire corridor.

The department on the other hand says it is not aware of such an order applicable to all shops in the markets.

Labour shortage hampers wheat procurement

The shortage of labour at storage points is hindering the smooth procurement of wheat crop in various grain markets in the district. The slow lifting as a result of shortage of labour and delay in the sewing of gunny bags of procured wheat is leading to a glut in grain markets. As many as 3.41 lakh metric tonnes of wheat had so far been procured in various grain markets of the district, according to figures given by the district administration.

The wheat arrival has reached its peak now and there is hardly any space left in the grain markets to accommodate more wheat. Heaps of wheat can be seen lying scattered at every available space in the local grain market. The shortage of workers with the labour contractor and contractor responsible for sewing the filled gunny bags is hampering the pace of procurement. Trucks carrying procured wheat can be seen lined up in front of the FCI godowns for hours due to the shortage of labour.

Meanwhile, Deputy Commissioner, Phateh Singh Dagar today visited the local grain market and reviewed the procurement operations. He directed officials of the procurement agencies to speed up the lifting of the procured wheat. He also directed the market committee officials to improve the sanitary and lighting conditions in the grain market and ensure availability of clean drinking water for the visiting farmers.

2 cops booked for graft

An assistant sub-inspector (ASI) and a police constable posted here have been booked under the Prevention of Corruption Act for allegedly accepting a bribe of Rs 10,000 from two agents of a private bank for releasing them from illegal confinement.

Sources in the police said ASI Ram Singh and Constable Shamsher Singh had allegedly demanded Rs 10,000 from Ajit Kumar and Gagan, both agents of a private bank who were detained in a case of non-payment of a loan. They had allegedly mediated as agents in providing a bank loan to Rajpal to purchase a two-wheeler who did not pay the instalments in time.

The bank had approached the local police to register the case against the defaulter, said the police sources. However, the above-mentioned police personnel illegally confined these bank agents and demanded bribe to release them. They managed to pay the promised amount in two instalments following which they were released.

Later, when these police personnel again demanded more amounts to let them free from the ongoing investigation in the case, Ajit and Gagan approached the inspector in-charge of the CIA-II who in a prima facie inquiry found the ASI and Constable guilty of accepting the bribe. Accordingly, the case under Section 342 of the IPC and the Prevention of Corruption Act was registered against them.

The Tribune contacted Mr Sitar Singh, SHO of Civil Lines police station, on his mobile phone but he couldn’t provide details since he was on leave for the past couple of days following fever.

The other officials of civil lines police station refused to provide further details saying that the SP had asked them not to interact with the media. The PRO of district police, Mr Ganpat, couldn’t be contacted despite repeated efforts.

The guilty police personnel were yet to be arrested when the report was last filed, said the sources.

Nijjar of the Punjab and Haryana High Court, who was here on an annual inspection of the district courts today said proper understanding between the Bench and the Bar was important for the success of the judicial system. But there was a need for self-introspection by all to save the system from public criticism, he added.

Mr Justice Nijjar was addressing members of the District Bar Association. He said it was a matter of concern that in spite of construction of huge judicial complexes in Punjab and Haryana proper facilities could not be provided to advocates and litigants at some places. He assured the Bar members to do every thing possible to address their genuine problems.

Earlier, Mr Nafe Singh Berwal, president, District Bar Association, while welcoming the visiting judge spoke about the delay in resuming construction of lawyers’ chambers, library, a shed for litigants and a Bar room for the Advocates. He also requested Mr Justice Nijjar to ensure that the holidays in the district courts coincide with the holidays in the High Court.

Mr Kanshi Ram Nain, a former president of the Bar, said it seemed that the judiciary at the district-level was working under some unforeseen pressures due to which the litigants were forced to approach the High Court even for petty matters. He said it would be in the interest of the effective judicial system if the litigants succeeded in getting speedy justice at the lower level. Mr Sarjit Singh, another senior lawyer, said due to delay in the grant of bail at lower levels, litigants were forced to knock at the doors of the High Court. He said the High Court should take some steps to restore the faith of the people in the judicial system.

Land records to be computerised

Land records in Haryana will be computerised and the revenue and registration administration streamlined in order to bring about transparency in their working and save people from harassment.

This was decided at a meeting convened by the Haryana Revenue Minister, Capt Ajay Singh Yadav, to review the working of these departments. It was attended by, among others, the Financial Commissioner, Revenue, Mr G. Madhwan; the Director, Land Records, Mr Hardeep Kumar; and the State Informatic Officer(SIO), NIC, Haryana, Mr G.S. Bansal.

Captain Yadav said that with this work he was also fulfilling the cherished dream of the late Surender Singh, who died in a helicopter crash recently.

The Minister handed over documents related to the land records computerisation of Madhya Pradesh to Mr Hardip Kumar to study and take the necessary action. He also directed the officers to study the Karnataka and Andhra Pradesh pattern also for the computerisation of the land records.

The SIO informed the meeting that most of the formats of deeds being presented for registration had been standardised.

Captain Yadav also ordered that the registered deeds should be issued to the public on the same day or latest by the next day and no document should be registered after the office hours in order to check corruption in the department.

He also directed that no unqualified persons should be posted as registry clerks. There should be rotation in the posting of registry clerks after every quarter. Besides, the period of sanctioning of mutations should not be more than two months in any case.

He said the tehsilwise daily summary report of the registered deeds should be communicated to the nodal officer in the office of the Financial Commissioner, Revenue, who in turn would put up a summary report to the Minister every week.

He also said the work of the issuing of Kisan Pass Books to farmers should be taken up immediately.

Pak delegation calls on Hooda

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, said here today that the peace process and people-to-people contact programme between India and Pakistan had got an impetus ever since Dr Manmohan Singh became the Prime Minister.

Mr Hooda was talking to members of a delegation of the Pak-India Friendship Society, led by its patron-in-chief, Brig Mukhtar-ul-Haq (retd), when they called on him.

Brig Mukhtar-ul-Haq appreciated the efforts being made by the people of both India and Pakistan to further strengthen the bilateral relations between the two countries. He invited Mr Hooda to Pakistan.

He requested Mr Hooda to use his good offices in impressing upon the Union Government to expand the scope of the visas being issued by the Indian Embassy to citizens of Pakistan.

Mr Hooda said he had been to Pakistan twice. He was impressed with the gesture of goodwill and mutual understanding expressed by the people of Pakistan.

The secretary, protocol and coordination of the society, Mr Babar Pasha Kamboh, sought the cooperation of Mr Hooda in further strengthening the bonds of friendship between the two countries. He informed Mr Hooda that a new society, the Baba Bhuman Shah Sewa Sabha, Okara, Pakistan, had been constituted to increase mutual understanding between the peoples of India and Pakistan.

15 civic bodies likely to be revived

The Haryana Government is likely to revive 15 civic bodies which were abolished by the Chautala government. Two new civic bodies are also likely to be constituted.
A Cabinet subcommittee, which met here today, is believed to have recommended that municipal committees should be set up in Brara in Ambala district and Dharuhera in Rewari district. The new civic bodies will be the first set up for a one-year trial period to find out if these bodies will be economically self-sufficient.

The subcommittee, headed by the Health Minister, Mrs Kartar Devi, has the Revenue Minister, Capt Ajay Singh Yadav; and the Urban Development Minister, Mr Lachhman Dass Arora, as its members.

The Chautala government had abolished 29 civic bodies on the ground that they were not economically sustainable. Later, it revived 14 civic bodies on public demand.

Now the Cabinet subcommittee has recommended that the remaining 15 civic bodies should also be revived. It has also decided to ask the Urban Development Department to suggest measures within one month to make these civic bodies self-sufficient.

The civic bodies which will be revived are Loharu and Tosham in Bhiwani district; Hathin and Hasanpur in Faridabad district; Jakhal in Fatehabad district; Farooqnagar and Punhana in Gurgaon district; Uklana Mandi in Hisar district; Julana in Jind district; Ateli and Kanina in Mahendragarh district; and Chhachhrauli, Radaur, Sadhaura and Buria in Yamunanagar district.

Plant trees, students exhorted

Police DAV Public School, Ambala City, organised a function ‘An evening dedicated to forest’ here today. Dr D.P. Asija, Principal, Sohan Lal DAV College of Education, Ambala City, was the chief guest on the occasion.

Addressing students, Mr Asija said trees were the real friends of human beings. He asked the students to plant at least one tree every year. The SDM, Ambala Mr Satbir Saini, and the Principal of the school, Dr Vikas Kohli, also addressed the students.

A poetry contest on the topic conservation of trees was also organised on the occasion in which the students of 25 schools participated.

In group ‘A’, Vaibhav Chauhan of Major RN Kapoor Public School, Ambala Cantt, was declared first while Nilisha Saini, a student of DAV Public School, Barara, bagged the second position. Renu of KPAK Mahavidhyalaya, Ambala City, was adjudged third.In group ‘B’, Deepti Jaggi of Major RN Kappor Public School stood first while Vishal of Sohan Lal DAV Public School, Ambala City, and Priyanka of KPAK Mahavidhyala, Ambala City, were declared second and third respectively.

In group ‘C’, Mohit Gupta of DAV College, Ambala City, got the first position, Deepika of Sohan Lal DAV School bagged the second position, while the third place was bagged by Smarti, a student of MDSD Girls College. In the drawing competition, Mandeep of Police DAV School, Ambala City, was declared first while Manish Kumar of Government Senior Secondary School, Bulana, got the second position. Rajesh of Government Senior Secondary School, Premnagar, Ambala City, bagged the third position. A consolation prize was given to Shobha, a student of DAV Public Senior Secondary School, Ambala City. Judicial complex soon, says MLA

Ambala Cantt MLA Mr Devinder Bansal today said that a judicial complex was going to be constructed in Ambala Sadar soon.
Mr Bansal said that the judicial complex would be constructed near Football Chowk. He said the Haryana Government had accepted the long-pending demand of the residents of Ambala Cantt to bring back the judicial courts back to Ambala Cantt, a press release said.

He said that a sum of Rs 14.24 crore was under consideration for various development projects to be carried out in Ambala Cantt. He said that Rs 8.35 crore would be spent on construction of 100-bed Civil Hospital through upgradation.

Mr Bansal said that a multi-purpose hall would be constructed at a cost of Rs 1.5 crore and a new science block at a cost of Rs 70 lakh would be constructed at Government College, Ambala Cantt. He said that Rs 13.77 lakh would be spent on the local bus stand and arrangement would be made for entry and exit of buses at the main bus stand.

Confusion over CDLU executive council meet

In the absence of the Registrar, officials of Chaudhary Devi Lal University (CDLU) are in a fix over holding the executive council meeting this month. The state government had asked the university to hold a meeting to nominate the members of the search committee to recommend the names for the posts of Vice-Chancellor.

According to officials on the campus, the Secretary Higher Education had written to the officiating VC Mr R.R. Fuliya, to hold the meeting of the executive council. But officials are confused over that who would chair the meeting.

The Registrar acts as the Secretary of the executive council and holds the meeting.

Prof A.K. Rajan had relinquished the office of the Registrar on April 6 and since then the authorities have not even given the officiating charge of the office to anybody.

During the INLD regime, the CDLU had nominated Mr A.K. Chawala, then VC of Kurukshetra University, and Mr Dhankhar, VC of Maharshi Dayanand University, as members of the search committee to recommend the names for the post of the VC.

The meeting of the executive council is scheduled for  April 30.

Sources in the Vice-Chancellor’s office said the computerised gate would be opened by a special card issued only to the members. This would check the entry of outsiders in the library. It has also been planned to install close-circuit cameras in the library hall and the reading room.

Meanwhile, instructions have already been issued to open the library for 24 hours.

This was stated here today by Mr Y.P. Goswami, Acting Registrar of Guru Jambheshwar University, which has been authorised by the state government to hold the entrance examination this year. Mr Goswami said the MBA entrance exam would be held on June 18 and the MCA entrance test on June 25.

Meanwhile, Mr R.K. Arora, Controller of Examinations, GJU, said the annual and semester exams of the university teaching departments would commence from May 12. All arrangements had been made for the conduct of exams, he added.

Three armed robbers fired shots and then looted cash and jewellery worth several lakhs from Mr Vijay Khanna , a prominent jeweller of Gurgaon, in the precincts of the Durga temple in Mohalla Bara Hazari here at about 8 pm today.

The robbers fled with the booty on a motor cycle. Mr Khanna, who received bullet injuries, has been admitted to Civil Hospital here.

This is second such incident in the district in the past four days. Earlier on Monday Mr. Lakhi Ram Goyal , a cloth merchant of Dharuhera, was shot dead and robbed of Rs 3 lakh by three armed miscreants.

Application date extended

The Technical Education Department of Haryana has extended the last date for the receipt of applications for all diploma-level entrance tests of engineering (DET-2005), pharmacy (DET(P)-2005) and management courses (DET(M)-2005) from April 21 to May 2.

According to an official release of the department, the entrance test for DET-2005 would now be conducted on June 3 from 10 a.m. to 1 p.m. instead of May 29. However, the dates for the entrance test for DET(P)-2005 and DET(M)-2005 would remain as already scheduled on May 21 (morning) and May 21 (evening), respectively.

Rickshaw-puller crushed to death

Sonepat, April 21
A rickshawpuller Ramjee of Chhapra district in Bihar was crushed to death by a vehicle on the Sonepat-Bahalgarh road, near the civil hospital, here today.
According to a report, the police has registered a case and sent the body for a postmortem examination.

According to another report, a brick kiln worker Kishore Tanti was killed on the spot when he was hit by a vehicle today. The police has registered a case.

Man gets jail for carrying charas

Additional District Judge A.K. Verma has sentenced a man to 10 years of rigorous imprisonment and a fine of Rs 1 lakh for possessing charas. The imprisonment would be extended for two years if he failed to pay the fine.

According to the prosecution, the Loharu police, on a tipoff, had arrested Mahender along with 5 kg charas from the bus stand of Loharu on June 17, 2003. A case had been registered against him under the NDPS Act.
