No increase in VAT on diesel

Farmers and transporters in Haryana can heave a sigh of relief with the State Government deciding today not to increase Vat on diesel. Under vat, Haryana was supposed to increase tax on diesel to 20 per cent from the present 10 per cent.

Campaigning for the Municipal council elections in Ambala Sadar as well as Ambala city drew to a close this evening. Polling will take place on April 16. In a poll related incident in Ambala city this evening, Rajbir, a BJP activist, was allegedly assaulted by the Congress activists near Hari Mandir at about 4.30 pm. Rajbir was canvassing for his wife who is a candidate from ward No 29.

Life term in rape case

The court of the Additional District and Sessions Judge, Mr Manjit Singh, here has sentenced an accused to life imprisonment and fined him Rs 5,000 after holding him guilty of raping a one-and-half-year-old child. The court has further ordered that the convict will have to undergo further Imprisonment of three months if he fails to pay the fine.

Lovers attempt suicide, boy dies
Ambala, April 14
A boy and a girl attempted suicide near Mithapur village yesterday. While the boy died, the girl is battling for life at the PGI Chandigarh. Mr Harbhajan Singh, a resident of Jawahargarh, had informed the police three days ago, that Balwinder Singh of Tepla village had influenced her daughter and they had run away from home.

Special plan for Rohtak on cards, says CM

Chief Minister Bhupender Singh Hooda said today a special development plan was being prepared for the district.
Addressing a press conference here, he said although a vision document was being prepared for the development of the state as a whole, schemes for this district were being framed to bring it on a par with other developed districts.

He refused to divulge details saying he would announce these at an appropriate time after the schemes were ready to be implemented and all modalities had been worked out.

He said during the campaign Congress President Sonia Gandhi had promised the people of Haryana a “terror-and-corruption free” administration and he would fulfil this promise. Some of the changes were already visible and as time, passed people would realise that a different kind of a government was in place.

Mr Hooda said he needed some time to fix things up. Asking people not to lose patience, he said he was aware of all the problems and a time would come soon when nobody would be required to meet him with their problems as these would be solved before that.

Earlier presiding over a state-level function held here on the occasion of Ambedkar Jayanti, the Chief Minister said it was the vision of Dr B.R. Ambedkar and Mahatma Gandhi that we Indians were today enjoying the right to vote and elect governments of our choice.

“We need to be guided by the philosophy of these two leaders to realise their dreams for the country”, he said, adding that but for these two leaders social inequalities in the country would have continued even now.

Mr Hooda said Dalits and the Congress had always been bound to each other. Whenever the Dalits voted against the Congress, it lost and whenever the Congress was defeated, there were atrocities on Dalits and the downtrodden.

BJP MLA praises Hooda

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, got support from unexpected quarters with the BJP MLA from the Narnaund Assembly constituency Mr Ram Kumar Gautam, appreciating his style of functioning and decisions taken by him.

Surprising the newsmen at a press conference organised here today, Mr Gautam praised Mr Hooda for “taking good decisions after assuming the office of the Chief Minister.”

He specifically pointed out that the Chief Minister had selected a good team of bureaucrats and took a positive step by disaffiliating colleges from Chaudhary Devi Lal University.

Mr Gautam, however, maintained that Mr Hooda’s real test would be the completion of the SYL canal, reinstatement of sacked employees and provision of employment of one member from each family.

The MLA appealed to the people to vote for the BJP candidates in the approaching municipal elections. He also demanded setting up of a government college and an industrial training institute (ITI) in each constituency.

At the same time, Mr Gautam maintained that the BJP would play the role of an Opposition till the time Mr Hooda carried on good work.

Assembly byelection likely in July

It will be a year of byelections in Haryana following the decision of the Chief Minister, Mr Bhupinder Singh Hooda, to quit his seat in the Lok Sabha only after his election to the State Assembly. Under law, he is required to become an MLA within six months of his becoming the Chief Minister. He took the oath of office on March 5 last.

Mr Shri Krishan Hooda, who was elected MLA from Kiloi, the traditional Assembly seat of Mr Bhupinder Singh, has already quit the seat to pave the way for the Chief Minister to contest from there. The six-month deadline expires in the first week of September. However, the state government may like to go for early byelection, preferably in June or July.

While the Kiloi byelection had become a certainty after Mr Hooda became the Chief Minister, unfortunately the Congress has to face two more byelections due to the tragic and untimely death of two Ministers, Mr Surender Singh and Mr Om Prakash Jindal.

While the three Assembly byelections will be held simultaneously, that to the Rohtak Lok Sabha seat, which will fall vacant when Mr Hooda quits it, will be held later. If Mr Hooda becomes the MLA in June or July, the Rohtak Lok Sabha byelection is likely to be held in November, when the Election Commission normally conducts the byelections throughout the country.

Mr Hooda said here last evening that though it was for the party high command to nominate candidates for the byelection, he personally would prefer to leave the choice of the candidates to the families of the late Ministers.

The state government is still to decide if it would like the byelections to be held in June or July because it has to present the Budget to the House in June. The new government had taken vote on account from the House till June 30. Since the Hooda Government proposes to hold the Budget session for a longer duration than what used to be in the past, the byelections may be held only in July, when the monsoon is usually at its peak.

Candidates try to cash in on Jindal’s name

While the political successor of former Haryana Power Minister Om Prakash Jindal is yet to be decided, a number of candidates contesting the local Municipal Council elections are trying to cash in on his name. These candidates not only claim to have Jindal’s blessings during their public meetings, but have also put up his pictures and name on their publicity material, including handbills and advertisements in local papers.

So much so that apart from development, the “backing” of the late “Bauji” seems to be the major issue in the poll. Some candidates had withdrawn their nominations for the municipal poll after the death of the noted industrialist while most others had halted their electoral campaign as a mark of respect.

A peculiar situation has been created in several wards where more than one candidates have claimed to have the support of the late leader. In such cases, the candidates are trying to convince the people that they — and not their rivals — have the patronage of the Jindal group. Meanwhile, the results of the local Zila Parishad elections have been announced and a majority of Congress-supported candidates have emerged victorious. Of the 29 seats, 24 have been bagged by the candidates backed by the Congress, while one result is yet to be declared.

However, Om Prakash Jindal’s son and Congress MP from Hisar, Mr Naveen Jindal, has urged the local residents to make a judicious use of their right to vote in the municipal elections. In a statement issued here today, Mr Naveen Jindal has acknowledged that several candidates were using his and his father’s pictures on their posters, which reflected their regard and affection.

Mystery over Abhey’s admission

Could enrollment of a student in a university department be a closely guarded secret? Well the answer could be yes if it is Chaudhary Devi Lal University (CDLU) and the candidate is a ‘‘VIP student’’.

A perusal of records revealed that the youngest son of former Chief Minister Om Prakash Chautala and the former MLA from Rori, Mr Abhey Singh Chautala, is currently ‘‘studying’’ in the Department of Laws but neither Abhey himself nor the department concerned is ready to even talk about the issue.

Inquiries made by this correspondent revealed that Abhey had taken admission in the Department of Laws in the academic session of 2002-03 at the then Regional Centre of Kurukshetra University (KU) in Sirsa. But the university authorities have simply refused to divulge the details except for that Abhey is enrolled in the department.

As per the department records, Abhey Singh is ‘‘studying’’ in the final year of LLB but how he attained admission in the department remains a mystery. He was admitted when Mr R.S. Chaudhary was the Vice-Chancellor of Kurukshetra University. Later, the Regional Centre housing the department integrated with the CDLU, the brainchild of Mr O.P. Chautala. Talking to The Tribune a number of students and teachers on the campus alleged that they had never seen Abhey in the classroom.

When asked the department refused to furnish any detail.

Follow path shown by Ambedkar: Selja

The Congress MP from Hisar, Mr Jai Prakash, presided over the function. The function was organised by the local chapter of Dr Ambedkar Sabha. A grant of Rs 5 lakh was also announced for the sabha on behalf of Mr Jai Prakash.

Addressing the gathering, Ms Selja said the Dalits had played a key role in the formation of the Congress government in Haryana. A charter of demands was also submitted to Ms Selja on the occasion. She assured the sabha of all possible help and support.

Earlier, Ms Selja and Mr Jai Prakash inaugurated a newly-constructed block of the Ambedkar Hostel being run by the sabha. The Congress MLA from Kalayat constituency, Ms Geeta Bhukkal, also addressed the gathering.

REWARI: The Haryana Irrigation and Revenue Minister, Capt Ajay Singh Yadav, a former minister, Dr M.L. Ranga, and others paid homage to Dr B.R. Ambedkar at a function organised at Energy Park here on Thursday.

Addressing the gathering Capt Yadav said Dr B.R. Ambedkar championed the cause of national integration and social harmony. Dr Ranga emphasised on the need of following the path shown by Dr Ambedkar to achieve the goal of an ideal society.

Earlier Capt. Yadav, Dr Ranga, the Deputy Commissioner, Mr Mahender Kumar, and others garlanded the statue of Dr Ambedkar at the Ambedkar chowk.

No increase in VAT on diesel

Farmers and transporters in Haryana can heave a sigh of relief with the State Government deciding today not to increase Vat on diesel. Under vat, Haryana was supposed to increase tax on diesel to 20 per cent from the present 10 per cent.

Any increase in the diesel prices would not have gone down well with the farmers of the state, who had voted for the Congress during the last Assembly elections in a big way. The party has to face three Assembly byelections soon. An increase in the diesel prices due to a hike in the tax by the State Government would have provided an issue to the dormant Indian National Lok Dal.

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today announced that the State government neither intended to increase the rate of tax on diesel nor had it any plan to impose tax on fertilisers in the larger interest of the farming community.

Mr Hooda said the Government had also decided not to bring under the ambit of tax those raw materials which were being used by the cottage industry and small artisans. The Government had also decided to abolish ‘Bhatti’ tax on halwais, he added.

He said the Government had already announced a reduction in tax on medicines from 10 per cent to 4 per cent.

MC poll: BJP activist thrashed during canvassing

Campaigning for the Municipal council elections in Ambala Sadar as well as Ambala city drew to a close this evening. Polling will take place on April 16.
In a poll related incident in Ambala city this evening, Rajbir, a BJP activist, was allegedly assaulted by the Congress activists near Hari Mandir at about 4.30 pm. Rajbir was canvassing for his wife who is a candidate from ward No 29.

After the incident, BJP activists gathered at the Civil Hospital Ambala city. They demanded action against the Congress activists and also blocked the road near the polytechnic.

The former BJP MLA from Ambala city, Ms Veena Chibber, said Rajbir was assaulted during canvassing. “He was on his motor cycle and was waylaid by four Congress persons. He was beaten up by them at which he lost consciousness,” she said.

“He has been referred to the PGI Chandigarh,” she added.

She said they blocked the road near the polytechnic to demand an immediate action against the guilty persons. The police had to resort to a mild lathicharge to clear the BJP activists from the road. The road remained blocked for a couple of minutes.

Meanwhile, hectic campaigning had been carried out by the candidates in fray in different wards in Ambala city and Ambala Sadar.

Since morning, candidates could be seen going from door to door to garner votes. The candidates along with their supporters were trying to reach out to the maximum number of voters by this evening.

In Ambala city, the fight was between Congress-supported candidates, BJP and Independent candidates while in Ambala cantonment, the fight was between Congress-supported candidates, BJP, Vikas Parishad, Sangharsh Vahini and Independents.

Life term in rape case

According to prosecution, Swaran Kumar, a resident of the local Subhash Nagar locality in a complaint lodged with the police on March 14, 2004, alleged that the previous night he, along with his wife and other family members, had gone to attend a marriage party in the neighbourhood, leaving behind their one-and-a-half-year-old girl sleeping in the house.

When the family members returned from the marriage function at about 1 a.m. they heard the screams of the child . He noted that his neighbour, Satbir, was raping the child . The culprit tried to flee from the scene when he saw the parents of the child . However the father of the victim overpowered the culprit.

Yesterday, Balwinder Singh and the girl reportedly consumed some poisonous substance near Mithapur village. On learning about the incident, family members of the girl rushed to the spot and took her to the Civil Hospital, Ambala cantonment. Thereafter, she was referred to the PGI, Chandigarh, where she is undergoing treatment.

Balwinder Singh was taken to the Civil Hospital a little later. The girl’s family members allegedly tried to assault the youth who had brought Balwinder Singh to the hospital. Balwinder was also referred to the PGI, Chandigarh, but he died on the way.

Rs 5 lakh relief for scribe’s sons

The Haryana Patrakar Sangh today announced a financial assistance of Rs 5 lakh to two sons of deceased journalist Rup Basant Bachchan (45), who hailed from Jind and worked for Danik Bhaskar.

Bachchan died on January 27 in an accident. He is survived by two children, Akash (5) and Sahil (3). His wife died two years ago.

HPS President K.B. Pandit said it would take the responsibility of raising the two children.

Chopra appointed to advisory panel

Karnal-based Senior Advocate Dewan Satpal Chopra has been appointed a member of the advisory board headed by the Union Law and Justice Minister H.R. Bhardwaj.
Mr Chopra, who has 35 years of standing as a lawyer, is a former President of the Karnal District Bar Association. Other members of the advisory board include three members each from the Lok Sabha and the Rajya Sabha.

Four huts gutted in fire

Ambala, April 14
Four huts were burnt in a fire which broke out in Hamidpur village yesterday.
Hamidpur is located on the Naraingarh-Kala Amb road. The huts of Mohinder Singh, Prem Chand, Ram Pal and Kesho Ram were burnt. One cow, one buffalo, one pig and four piglets were injured in the fire. The cause of the fire is not known. The fire was doused by the villagers.
