Complete overhauling of Haryana Police Department in the offing
Chandigarh, April 4 This is not a layman lamenting the state of affairs of the Haryana Police Department but observations of the Director- General of Police (DGP), Mr AS Bhatotia, about what goes on in the department he himself heads. He is perturbed that "hardly any week passes when a sensational dacoity or robbery does not take place". And, he wants all that changed after the Chief Minister, Mr Bhupinder Singh Hooda, expressed dissatisfaction with the functioning of the department at a recent meeting of top brass of the police force. Mr Hooda suggested complete overhauling of the department's functioning and said he would personally review the situation after three months after which non-performers would be "taken to task". In a communique to all Superintendents of Police and officers higher up the order, the comments of the DGP are meant to spell out the wrongs in the department and set them right without further delay. Mr Batotia believes it has to begin with the way the cops look. He
states, "Generally, a policeman is shabbily dressed, he has not shaved, stinks of bidis and his shoes and belt is never polished." He has directed that all policemen be apprised of these and asked to make themselves presentable. Holding that the common man was shying away from the police and preferring not to approach police stations, the letter states that "misbehaviour" would not be tolerated and strict action would be taken against all erring policemen. Also, directions have been given with regard to escorting of prisoners where the DGP has pointed out that it has become customary to deploy "condemned police officials" on escort guard, leading to escape of prisoners from custody. These "bad hats" should be deployed at police stations, police posts and police lines, and that the first and second armed reserve should be established at all police lines. Reviving the Monday parades at police lines, the district offices have been asked to organise orderly rooms to address grievances of cops and to improve the functioning of the Lady Welfare Centres to make them profit-earning organisations. The DGP has directed all SPs to step up mobile patrolling around banks, petrol pumps and liquor vends which can be easy targets, revive the system of night patrolling, examine cases pending for over three months in police stations and attend office regularly rather than operating from camp offices. Admitting that there is no manpower shortage in the state, the letter adds that a lot of it is wasted on duties which serve little purpose. Drivers, gunmen, dak runners, it says, should be deployed for dusk and night patrolling and escorting prisoners as also controlling traffic. The bottomline is that the police should ensure free registration of cases, prompt disposal of the complaints and take stern legal action against criminals and gangs while seeking cooperation of the public. |
Gurgaon police seeks more manpower
Gurgaon, April 4 This is considered as an extraordinary measure, but many in the governmental quarters justify it on the ground of rapid geographical expansion and diversified development of the city. The rearguard action is understood to be related to the pressure applied by the Haryana Government on the law enforcing agencies to provide a sound law and order in the state. The suggestion for three ASPs was made by the Inspector General of Police, Gurgaon Range, Ms Deepa Mehta, to the Director-General of Police, Mr Ajit Singh
Bhatotia, who was here for a short visit. She also suggested that in case officers of the rank of ASPs could not be posted then Assistant SPs, the IPS officers who are put on training before their regular postings, could be sent here as an alternative arrangement. Ms Mehta also asked for the manning of the crossings and intersections on the main roads by the police. Besides, She also requested for 50 additional personnel to increase the manpower in the police force in Gurgaon and Faridabad districts. |

No science teachers in upgraded schools
Panchkula, April 4 Now, the audit report of the Comptroller and Auditor- General, which was tabled in the Haryana Assembly recently, has pointed out inability on the part of the Education Department to provide science faculty in six schools of these districts. The report says that this defeated the objectives of upgradation, no student has ever taken admission in science stream in these schools. The records of these schools were examined between July and November 2003, and the Principals here were also questioned. The Government High Schools at Bhuthan Kalan (Fatehabad), Guhla and Pundri (both in Kaithal), and Kalawar, Khizrabad and Lalhari Kalan (all in Yamunanagar) were upgraded between October 1991 and September, 1997, but required science faculty
was not posted here. Except for two lecturers - one chemistry lecturer (from November, 1994, to December, 2003) at the school in Lalhari Kalan and other for biology (from April, 1999, to December, 2003) at Pundri, no other science faculty was posted in any of the other above mentioned schools. Interestingly, Laboratory Assistants (LAs), who are meant to assist the faculty in science laboratories were posted in all these schools. The audit report mentions that during an inspection, they found that these Assistants posted at schools in Khizrabad, Lalhari Kalan and Pundri were only maintaining the laboratory articles, while those posted at Bhuthan Kalan and Kalawar sat idle. The Assistants at Guhla Senior Secondary School were deployed for teaching in middle classes — without any sanction from higher authorities. |

Probe begins into death of fish

Yamunanagar, April 4 Water samples had been collected from a 50-km stretch of the river and sent to a laboratory at Karnal for examinations. Water samples had also been collected from the nullahs flowing from the side of Uttar Pradesh and emptying in the river. Sources said once the report about the water samples came in, the matter would be put up before the Haryana Government so that it could take it up with neighbouring Uttar Pradesh. The Tribune on April 1 had reported that thousands of fish had died in the river because nullahs from Uttar Pradesh were adding industrial pollutants in the river. Inhabitants of villages along the river where the fish had died say this happened because the Maskara nullah from Uttar Pradesh was adding industrial pollutants in the river. There are several nullahs that are emptying themselves into the river. Villagers said these nullahs added polluted water and industrial intoxicants into the river throughout the year but the effect was noticed only when the level of the water was low. At the moment the river was like a seasonal rivulet. Sources in the Fishery Department confirmed that at least two nullahs (from the UP side), one near Ghourupiple and the other near Bibipur villages, were emptying themselves into the river. Haryana officials claimed no pollutant was being allowed to flow into Yamuna from the Haryana side. The sources said water samples were collected from the river in the presence of Mr V.K. Sharma, an official of the District Fishery Department. The report on the water samples is expected next week. Mr Sharma could not be contacted for comments. Meanwhile, Mr Ashok Kumar, who has the contract for fishing in the river in the district, would be meeting the Commissioner, Haryana Fishery Department, in Chandigarh to demand compensation in wake of the death of the fish. According to him, most of the fish had died and nothing was left in the waters for him. He was given the contract for a sum of Rs 2.55 lakh. |
Cong revokes ex-minister Kadian’s expulsion
Panipat, April 4 Mr Kadian was expelled from the party soon after the last Assembly elections two months ago on Ms Parsanni Devi’s complaint to the HPCC in which she had levelled allegations against him of not supporting her during campaigning. HPCC president Bhajan Lal formally conveyed the decision of revoking his expulsion through a letter written to Mr Kadian on March 28. In his one-page letter, a copy of which is with The Tribune, Mr Bhajan Lal wrote “The order of the expulsion, which has not been confirmed by the executive committee of the HPCC as yet, is revoked. Your position in the party will remain as it was prior to expulsion orders.” The HPCC president also stated in the letter that on the verification of the allegations and going through Mr Kadian’s detailed reply, it was found that his explanation was satisfactory. The Congress had earlier allocated its ticket from Naulatha to Mr Kadian in the last Assembly elections, and he had also filed his nomination papers as a Congress candidate on January 15, but at the eleventh hour, his ticket was cancelled and it was allocated to Ms Parsanni Devi, who filed her papers on the last day of filing nomination papers on January 17. Mr Kadian told this correspondent that he wrote a detailed reply to the HPCC against his expulsion on March 25 in which he had cleared his position. He said that following the decision of the cancellation of Congress ticket to him and its allocation to Ms Parsanni Devi, he had withdrawn his papers being a “faithful soldier” of the party. Had he not been faithful to his party, he would have contested the last Assembly elections as an independent candidate as a number of Congressmen had done by contesting the elections as rebel Congress candidates, he added. The former minister also stated in the letter that he had worked for a number of Congress candidates during the last Assembly elections. Besides, he had also taken part in electioneering in the last Lok Sabha elections for Karnal MP, as a result of which the Congress took a lead of around 15,000 votes in the Naulatha Assembly segment, he said, adding that he had been working for the party, particularly in Naulatha for the past several years. Ms Parsanni Devi could not be contacted despite repeated attempts to know her reaction over the revocation of Kadian’s expulsion. |

Residents flee village following tension
Jhajjar, April 4 The clash took place last evening when rival group members had a dispute over the polling for the village panchayat. The village is extremely tense despite the presence of the police. The trouble began in the afternoon over charges of bogus polling. However, minor skirmishes led to group clashes late in the evening. Supporters of rival candidates forcibly entered the houses of their opponents and damaged houses. Anything lying outside the houses like desert coolers and motor cycles were badly damaged. The streets were littered with brickbats, clothes and other household goods till late this afternoon. A group of about 50 representatives of eight nearby villages met at the residence of Manoj Kumar at Naya Gaon for several hours today. The meeting had a few residents of Naya Gaon also, but they all were non-Sainis – the dominant caste in the village. Those who attended were mostly jats and brahmins. The representatives had come from Mehandipur Dabda, Dandaheri, Loa, Majra, Balore, Serai, Mattan and Silothi villages. The meeting sought a repoll for the post of the sarpanch even though Mr Roop Chand Saini was declared elected as the sarpanch after counting last night. Their plea was that yesterday’s poll was not fair and that the Sainis resorted to unfair practices and even force to ensure the victory of their candidate. The defeated candidate, Mr Sant Ram, is a Brahmin. A group of residents also met the Chief Minister, Mr Bhupinder Singh Hooda, this morning at Delhi. They complained that the Sainis had resorted to bogus polling. They also alleged that the DSP, who is incidentally a Saini, favoured their rival candidate. Mr Hooda reportedly assured them that the “law would take its course”. The DSP, Jhajjar, Mr Tika Ram, visited the villages today to asses the situation and also record the statements of the villagers. He also inspected the ransacked houses to assess the damage. Though no violence took place today, the village continues to be in the grip of tension. Residents said since the dispute had not yet been resolved, violent clashes could take place anytime. He said a case would be registered in due course after the initial investigations. The Deputy Commissioner, Ms Suprabha Dahiya, said she had no information about families fleeing from the village. However, she said she had visited the village today and efforts were afoot to resolve the dispute. Ms Dahiya said the clashes had nothing to do with the polling but were related to group rivalry. |
17 posts of MC president reserved for women
Karnal, April 4 The elections of 47 MCs are being held on April 16. A decision on this was taken through a draw of lots at a state-level meeting of the Urban Development Department and representatives of the district administrations, presided over by Mr Sarban Singh, director of the department, here this afternoon. Three seats for president of the MCs of Hodel, Ratia and Rania have been reserved for women belonging to the Scheduled Castes, while six seats of president of the MCs of Sohna, Barwala, Naraingarh, Ellenabad, Tohana and Kalanwali have been reserved for men belonging to the Scheduled Castes. For the backward classes, five seats of president of MCs have been reserved. These are Nuh and Jhajjar for women, while Rewari, Mahendragarh and Narnaul have been reserved for men. In the case of remaining 35 MCs, women belonging to the general category would be made the presidents of 12 MCs of Gohana, Gharaunda, Kalka, Yamunanagar, Kaithal, Ganaur, Ferozepur-Jhirka, Meham, Narwana, Hansi, Fatehabad and Taraouri. In the rest 23 MCs, men belonging to the general category would be made presidents. These MCs are Ambala City, Ambala Sadar, Jagadhri, Thanesar, Shahabad, Ladwa, Pehowa, Cheeka, Karnal, Bawal, Assandh, Panipat, Samalkha, Rohtak, Palwal, Gurgaon, Bhiwani, Charkhi Dadri, Hisar, Sirsa, Jind, Safidon and Sonepat. |
X-ray to go digital at PGIMS
Rohtak, April 4 The institute’s Department of Radiology has placed an order for a Rs 75 lakh digital X-ray machine from the famed Agfa company. It will produce the output through computer and will render traditional X-ray films redundant. Dr R.K. Yadav of the Radiology Department said the image would be saved on the computer and doctors would be able to see it on their computers by accessing it through a code number. The image could also be stored on portable media if need be. According to PGIMS officials, the purchase of the machine was approved at a recent meeting of the high powered purchase committee constituted by the government to clear purchases from funds provided in the last financial year’s Budget. This meeting also approved purchase of equipment for other departments, including Rs 20 lakh worth of equipment for molecular biology laboratory. The new equipment would herald the beginning of Polymerase Chain Reaction (PCR) tests at the PGIMS. Currently the patients have to go to Delhi for these tests used in detection of HIV infection and cancer. The equipment costs Rs 14 lakh. Besides, a Biodoc Analyser has been ordered for the biochemistry laboratory. This equipment will also enable DNA fingerprinting used for diagnosis of diseases. It has several applications in the detection of crime. |

Fatehabad, April 4 They raised slogans against the local MLA Dura Ram, a nephew of Mr Bhajan Lal, and the local administration for adopting a partisan attitude in the polls. Hundreds of supporters of Ms Surjit Kaur, a candidate for the post of Sarpanch, who lost yesterday’s poll to Ms Nand Kaur by a margin of 9 votes, reached the local mini secretariat and raised slogans against the MLA and the administration. They alleged that some persons close to the MLA had rigged the polling booths in the village yesterday and thrown their agents out. They alleged that the miscreants later held agents of Ms Surjit Kaur captive and polled a large numbers of bogus votes. The police, they alleged, worked hand-in-gloves with the miscreants. They alleged that the votes of even those persons who were dead or living elsewhere had been shown as polled. The villagers demanded cancellation of the results. The MLA, Mr Ram, when contacted, denied that he had any role to play in the Panchayat poll. He said Mohamadpur Rohi was his native village and both the candidates belonged to his party. He said it was not uncommon for a defeated candidate to point accusing fingers at the other after the defeat. |

Villagers meet DC, seek re-election
Ambala, April 4 Deputy Commissioner Ambala J.P. Kaushik said that the delegation from Pilkhani village has been told that they will have to file an application before the state election commissioner in this regard. “The district authorities are not the competent authority for re-election. They will have to file an election petition. Incidentally, we had offered for re-counting which was not agreed to by a group of villagers,” he said. There was tension in Pilkhani village last night after the Panchayat election results were announced. A section of villagers alleged that favouritism had been shown in counting of votes. They demanded that re-election should be held. The villagers gheraoed the local village school where the counting had been carried out. As soon as the polling officials tried to come out of the counting centre with the ballot boxes, the villagers began to pelt stones. A polling official and a few police personnel received injuries in stone pelting. The polling officials returned inside the school and the villagers continued to gherao the counting centre. A posse of police personnel was rushed to the village after the situation turned grim. As the villagers continued to pelt stones, police had to resort to firing in the air. Six vehicles were damaged due to stone pelting. Senior officials including SP and DC reached the spot late at night. The polling officials managed to come out of the counting centre under heavy police protection. |

Karnal, April 4 At Salwan village in Assandh subdivision, the Additional Deputy Commissioner, the
SDM and the DSP were held captive for many hours by villagers following a controversy over the declaration of results. They were alleging that the presiding officer first declared Reshma Kumari the winner and after two hours declared that Anita Rani had won the election. The agitated villagers burnt a vehicle and destroyed a bus and a motorcycle. At least, two persons were injured in the violence. There were also reports of tension at Phusgarh village where a DSP and an SHO were reportedly held captive by the villagers. However, the local administration denied any such incident. |

Farmers block traffic
Jind, April 4 The farmers were demanding that the government agencies should purchase their mustard crop at the support price. They alleged that despite the assurance by the Haryana Government, the mustard crop was not being purchased by the government agencies. They said that they had to sell their crop at much lower price than fixed by the government. The Subdivisional Officer (Civil), Ms Ranjeet Choudhary, and the Deputy Superintendent of Police, Mr Sahib Ram Nehra, rushed to the spot and on their persuasion the farmers lifted the blockade. Mr Phool Singh Sheokand, state president of the Kisan Sabha, Haryana, said that there was a great resentment among the farmers over the non-purchase of mustard crop by the government agencies. |

Chandigarh, April 4 In a statement issued here today the S.P., Jind, Mr M.S. Malik, said the hardcore criminals, Pohalu, Dharampal, alias Chinni, Raj Kumar and Vikramjit, were involved in a number of criminal cases in various districts. He said they had been declared proclaimed offenders by various courts in the state. He said Raj Kumar was sentenced to 10 years’ rigorous imprisonment under the NDPS Act and was released on parole on December 17, 2002, from the Jind jail. He did not turn up after the expiry of the parole and was declared the “most-wanted” criminal. Vikramjit was also a bail jumper. Mr Malik said the district police had recovered two motor cycles and two cars from different criminals nabbed by it. The police also arrested five pick-pockets and recovered Rs 19,700 from them. Several persons had also been arrested during the campaign against illicit liquor and organised crime like gambling and satta. |

Sonepat, April 4 According to police sources, the robbers came to the bank in a Maruti car at around noon. They first pounced upon the security guard. The staff and customers were locked in the kitchen. Thereafter they brought the cashier out and took away Rs 2.34 lakh from him. In the meantime, Mr Jai Bhagwan Goel, owner of a cloth showroom, entered the bank for depositing Rs 77,000. The robbers also snatched this money from him and fled in the car towards Delhi. On receipt of information, the police launched a hunt to apprehend the robbers. A case has been registered against the robbers in this connection. |

Ambala, April 4 This school is run in a slum area. All 32 students of this
school achieved first position in 5th standard examination conducted by
the Education Department. Inner Wheel Club, Ambala Cantonment has
adopted this school. Captain Baldev Singh speaking on this occasion
said that Ms Krishna Sagar, a social activist had been offering every
support to this school, otherwise it was very difficult to run a school
in a slum area with out getting any financial assistance from the state
government. He said that poorest children of the area had been taking
education in this school. The principal of the school Madan Gopal
Sharma talked of the achievements of the school. The students presented
a cultural programme.

police has registered a case against the owner of the Rakesh Medicare
Centre, Mr Rakesh Garg, who is an MBBS doctor. According to
information, deceased Kuldeep, resident of Talao village, received
injury in his toe when an auto, he was travelling in overturned in his
village last evening. Satish, brother of the deceased, said Kuldeep was
given some injections. When Kuldeep started shaking after the first
injection he was given another injection. |
