Four held for cheating bank
New Delhi, April 4 They four accused were identified as Karam Singh (32), Ajay Kumar (38), Navin Kumar Jain (46) and Jaipal Kapoor (27). Karam Singh was the bank’s ex-manager, incharge of electronic date processor. Ajay Kumar and Navin Kumar, both employees of the bank, had been placed under suspension. A complaint was received from the bank that some persons misappropriated the bank’s money by manipulating the electronic data of the bank. According to the bank, Karam Singh joined the bank as probationary officer and was later promoted as manager in the EDP division. However, he did not reconcile the bank accounts on some pretext or the other and finally resigned from the bank. The bank also said that during reconciliation of the overdraft accounts, a new team detected two cases of fraud wherein Rs 9.25 lakh and Rs 93,000 were siphoned off by them. During investigation, the sleuths after scrutinising the bank documents discovered that on various instruments the alleged account holders had signed in English whereas in the bank records of their specimen signatures were in Hindi. Investigations also revealed that the accused persons had opened 18 closed accounts maintained with the bank and siphoned off money through these accounts. Of these, 10 accounts were made operational in the name of past account holders and eight accounts were made operational in different names by substituting original specimen cards with fake ones. Besides, two overdraft accounts were also opened with the OD facility for Rs 85,000 and Rs 22,000. A sum of Rs 10 lakh was also withdrawn from the bank, which was never paid. The sleuths also found that Karam Singh passed 11 fake cheques for payment of Rs 5.85 lakh and then transferred the amounts in closed accounts from the general ledger and withdrawn the same amount by deleting the entries. The accused persons had opened bank accounts in Canara Bank, Bank of India and Vijaya Bank in Delhi for transferring the siphoned money. Dowry accused held for jumping parole
The Crime Branch of the Delhi Police today claimed to have arrested one person, who managed to dodge the police for four years by jumping a parole along with his son in a dowry case. The accused has been identified as Ram Kumar, resident of Rohtak, who was wanted in a dowry case. The accused and his son poured kerosene over Nirmal (daughter-in-law), who succumbed to her injuries in a hospital after ten days. The victim alleged that her husband and in-laws used to harass her for dowry and had set her ablaze by pouring kerosene over her. After the arrest of the three accused persons, they were granted parole for 15-days to attend Ram Kumar’s daughter’s wedding in June 2001. But the accused persons did not return to the jail and went absconding by jumping the parole. Efforts were being made to trace the whereabouts of his son and another person involved in the case. In another case, the Special Cell of the Delhi Police today claimed to have apprehended three inter-state gangsters involved in at least 17 cases of contract killing, murder, attempt to murder and robbery. The sleuths also claimed to have recovered three country-made weapons, along with six live cartridges and a stolen Maruti Zen car from their possession. They were identified as Shiv Kumar, alias Shibu (32), resident of Bulandshahr, Kapil Mohan (24), resident of Ghaziabad and Bijender (21), resident of Baghpat. Acting on a tip-off that the inter-state gang would be coming to Swami Dayanand Road, the sleuths laid a trap and nabbed them. Confusion over marking pattern delays DU practicals
New Delhi, April 4 These teachers complain that there are conflicting versions of marking schemes in the syllabus given by the university and the department. It was pointed out that the Head of the Department has not sent any information to colleges about the marking pattern they are to follow. The marks of internal assessment should have been sent to the department by March 31 itself. The examination is slated for April 28. The break-up for 100 marks paper, as published in the latest university syllabus is as follows: 50 marks for written examination, 25 marks for practical examination and This is in contrast to the syllabus given by the Department, which has set 75 marks for written examination, 10 for practical examination and 15 for internal assessment. Teachers say this variation in the two marking patterns was creating confusion and delaying practical examination and internal assessment. While the Head of the Punjabi Department has clarified that the marking scheme issued by him is to be followed, a number of DU college teachers said that unless they officially receive any communication, they will have to hold up the practical examinations and the internal assessment. The teachers’ association of Delhi University’s School of Correspondence Courses has alleged that for the last two years
the department has neither seen any research activity nor has any academic programme been initiated. The DUCTA pointed out that the School of Correspondence Courses and Continuing Education’s (SCCE&CE) conversion into a Campus of Open Learning with the provision of Faculty of Open Learning and Department of Distance Education has been undertaken by the vice-chancellor as the School of Open Learning with just a change in the nomenclature. They allege that the “VC in violation of the rules has created the post of executive director in place of the Principal’s post in SOL and appointed the Director of COL two years ago, thereby creating a diarchy in the SCC&CL”. They further said, “ever since the Director of COL has been appointed, nothing has progressed in the Department of Distance Education. There is not a single student in any discipline, no research activity has taken place and no academic progress has been made”. It was also pointed out that “as per the original proposal, the teachers of SCC&CE should have been transferred to the Department of Distance Education, which has not yet been notified by the VC, and a visiting professor has been appointed in the department, which has no teachers

Worker strangled for demanding wages
Greater Noida, April 4 According to Kasna police, Ram Avtar Sharma owns a brick kiln in Dhaudhola village. One Jai Bhagwan Sharma, 55, of Secunderabad in Bulandshahr, was employed at Rs 4,000 a month a few months ago. But he was actually being paid Rs 2,000 a month. On Saturday when Jai Bhagwan demanded his full wages from the kiln accountant, the latter told him to wait for the owner. Soon the owner Ram Avtar walked in. When the worker demanded his wages, the owner tried to browbeat him. However, Jai Bhagwan refused to remain silent and threatened to expose his other ‘illegal’ acts. This is said to have provoked Ram Avtar Sharma who caught hold of Jai Bhagwan and with the help of his accountant, put a noose around his neck and strangled the worker. Both the men are also accused of having concealed his body. Somehow Jai Bhagwan’s brother Om Prakash Sharma, came to know of the murder and informed the Kasna police. The police have sent the body for autopsy and registered a murder case against the brick kiln owner and his accountant. |

Delhiites to pay more for moving goods within city: Survey
New Delhi, April 4 The increase in freight rates within the city are bound to have an impact on the price of essential commodities and daily “consumables”, thus burning a larger hole in the Delhiites pocket. This is the conclusion of the Indian Foundation of Transport Research and Training (IFTRT), an independent organisation monitoring road transport, after an exhaustive survey of 90-odd trading centres. The IFTRT discovered that owners of about 18,000 Light Goods Vehicles (LGVs) and 7000 trucks registered in the National Capital Territory of Delhi have started charging between Rs 80 and Rs. 100 for an average 25 to 40 kilometre run within the city. According to the IFTRT survey, an LGV on an average runs between 80 to 100 kilometres everyday, consuming between 16 to 20 litres of diesel. The recent Rs 1.84 hike in diesel rate has thus increased the daily operating cost of such a vehicle by Rs 30 to Rs. 38. With the operating expenses going up by Rs15 to Rs. 20, the combined impact of the increase comes to around Rs 43 to Rs. 58. This increase, according to the IFTRT, is disproportionate to the input cost increase because of the upward revision of taxes by the Government of NCT of Delhi and will definitely have an impact on the prices of essential commodities. |
Global symposium on spine intervention on April 9
New Delhi, April 4 Complex high-precision medical techniques like interventional neuro and vascular-radiology; spinal endoscopies and minimal invasive surgical procedures are commonplace in Italy and other European countries. India has quickly progressed in these fields although this is just a beginning. A focused interaction between the scientific communities of the two nations would help build academic bridges and create intellectual synergy where the countries would learn from each other and draw from a pool of shared medical knowledge. While Italy can assist India in providing know-how for complex medical systems and devises, India can help Italy and other countries in providing knowledge of cost-effective solution for complex medical problems in these times of high cost of healthcare. This was stated here at a press conference to announce the international symposium on spine intervention, to be held in the Capital on April 9 and 10. Jointly sponsored by the Italian embassy in India and the ML Kumar Memorial Medical Trust, the symposium will have a participation of more than 30 eminent national and international speakers and more than 200 delegates from the United States, Canada, Europe, West Asia, Taiwan, Pakistan, Bangladesh and Nepal. The theme of the symposium is “Spine Intervention: Full Spectrum”. Says Dr Leonardo Gastaldi, Scientific Attaché, Italian Embassy, “Collaborations have already been realised in the fields of energy saving, photo-voltaic plants, optical fibers, synchrotron light machines, etc. In medical research, the International Centre for Genetic Engineering and Biotechnology (ICGEB) in Trieste, Italy, also has an alternative location in New Delhi. We now foresee the possibility of joint use of advanced research centres of Italy by Indian researchers. One such advanced training project in medical radiology is proposed at S. Raffaele Hospital, Milan.” Dr Vijay Sheel Kumar, Organizing Secretary of the symposium, and himself a pioneer and innovator in various techniques in neurosurgery, spinal surgery and pain medicine, says “The two nations are in a continuous process of understanding each other’s healthcare issues. There is an immense potential for growth in healthcare industry and other scientific fields. The Italian government’s assistance in developing the Indian Spinal Injuries Centre is one such example. The governments should continue to promote frequent exchange programmes and interactive platforms to help bridge the technological gap.” Commenting on the recent advancements made in spinal intervention, Dr Karam Chand, Head, Neurosurgery, Safdarjung Hospital, said: “We have come a long way in diagnosis and management of spinal problems. Our country continues to have large health care issues of tuberculosis that often affects the spine. With aging population, problems of osteoporotic fractures (from softening of the bones) of spine are becoming common. A procedure called vertebroplasty has been effectively utilized in such cases.” |
Typhoid spreads its tentacles in rural areas
Noida, April 4 At least 30 positive patients of typhoid have been admitted to the Sector-30 government hospital. The non-availability of investigation kits in the district hospital has made the doctors helpless in conducting the investigation on the incoming patients. On an average, some 15 to 18 patients trooping into district hospital are investigated with vidal kit daily. Some 12 to 15 out of them invariably come out suffering from typhoid positive. People from Nithari, Harola, Bejhode and other village and slum clusters in the city are found to be suffering from this fever in greater numbers. The number of patients, according to doctors, is usually much higher than those found in tests to be suffering from the ailment, because it is not always possible to carry out tests on all the suspected patients. For the test, Rs 17 in government hospital and Rs. 80 in private hospital are being charged, which many of the villager s are not in a position to afford. According to government hospital sources, it will take the testing kit at least a week to procure. According to Dr Ohri, typhoid is caused by polluted water and squalor all around. The fever starts from 100o and goes up to 104o. If the patient is not given proper treatment for 15 days or so, typhoid can result in death. This fever is caused by a bacteria, which breeds in polluted water and squalor all around. Ampilicin, Septron Oplexocin etc are useful for treating typhoid and patients should be kept on liquid diet. Tape water should be boiled before drinking and cut and exposed eatables should be avoided, adds Dr Ohri. |
MCF goes to polls on April 30
Faridabad, April 4 According to the authorities , the nomination papers by the candidates for various wards could be filled between April 8 to 12, and each of the candidate would be required to furnish in a prescribed format that he or she is not suffering from any disqualification by April 15. While the scrutiny of the papers will be done on April 18, the last date of withdrawal of nomination will be April 19. The election officials will distribute the election symbols to the candidates on April 20, and on the same day the name of the contesting candidates will be posted under the Rule 21(2), besides the listing of the polling stations. The polling will be held between 8 am and 4 pm on April 30. The number of wards this time have been increased from 25 to 35 in the last elections, with several wards being reserved for the women and other categories. These elections will not be held on party symbols and the contestants will be allotted symbols by the authorities concerned. The security deposit with each nomination will be Rs 500 for the general category and Rs 250 for the reserved category candidates and the limit of the total expenses by each candidate in these polls will be Rs 40,000. The expenditure limit seems to be quite inadequate according to some of the aspirants and their supporters. A candidate claimed that the average expenditure of any contestant could be well over Rs 1 lakh or more and it is nearly impossible for anyone to contest such an election under the prescribed limit. However, he added that the candidates would have to hide their expenses in order to follow the rules. The authorities have notified the names of five officers of the HCS rank, who will be accepting the nominations for the various wards, in capacity of the Assistant Returning Officers. The Additional Deputy Commissioner will the Returning Officer for these polls. The town has a population of about 15 lakhs. |

New Delhi, April 4 The last date for receiving the nomination papers by the Municipal Secretary is April 7. The candidate may withdraw his candidature at any time before the commencement of the election procedure. The election for filling up of vacancies in the Standing Committee became necessary after the retirement of three members–Ashok Jain, Deputy Chairman of the Standing Committee, Jitender Kochar and Neetu Verma. Man shoots wife, himself dead
Gurgaon, April 4 The couple married in 2002, adopted a girl later, who is one year old now. The incident occurred at the parental home of Yogeeta while both her parents were away at work. Father of Yogeeta, Mr Satish Mishra, is with the Defence Services posted at headquarters in Delhi, and mother, Mrs Rakesh Mishra, is a nurse with an MCD hospital in Delhi. According to the police, preliminary investigations suggest that Kapil Bajaj (27) first shot his wife on her temple and later shot himself. A country-made gun lay beside Kapil’s body, which was lying in a pool of blood in the house. His wife was found lying on the bed in the same room. It was Yogeeta’s brother, Sachin, who entered the house through a window in Ganga Heights apartments after the inmates had failed to answer the doorbell. The daughter of the couple was found on the bed in another room. According to the police personnel present at the site, the preliminary investigations reveal that it was a happy family. The couple had come here a day before yesterday. The police have registered a case and are investigating the cause of the incident. |
Human trafficking, a burning issue
Faridabad, April 4 And perhaps it was the reason that the US is considering imposing sanctions on the country. The Centre should take immediate measures to check the scourge. This has been stated in a report prepared by the ‘Shakti Vahini’, an NGO based in the National Capital Region, which has shot up a letter to the Union Home Minister, demanding effective measures to check the problem in the larger interest of society. Asking for awareness on the subject, the NGO has called upon the government to amend the laws and carry out effective sensitisation of the implementing agencies, including the police and the social welfare departments in the states. Stating that human trafficking thrived on tremendous profits it generated. The NGO has claimed that there was a reported move by the US government to imposing sanctions on the country, due to human trafficking,” said Mr Rishi Kant, a spokesperson of the Shakti Vahini, here. In several states of the country, especially in Haryana and the neighbouring areas, the girls, mostly minors, are the main target of the traffickers. He said hundreds of girls were brought to Haryana each year on various pretexts, which including jobs, but the administration has no proper information about it and even if they were told, the issue went ignored, he claimed. Stating that the Social Welfare departments on which the state governments spend crores every year had come out as defunct bodies, as they do not play any role in detection, rescue work or rehabilitation of the victims. This, he said, has been visible in the recent years in Haryana, which had emerged a prominent area, where hundreds of innocent girls were being exploited every year, in the name of marriages. Demanding that registration of marriages as compulsory, the Vahini has sought regularisation of inter-state migration and creation of a nodal agency at national level to look after the work in this direction. The setting up of a national rehabilitation fund for the victims and a comprehensive law and framework to deal with such a crime are the need of the hour, says the NGO. |

New Delhi, April 4 “Meritorious students of DPS Anubhav Shiksha Kendra, R K Puram, a school being run by the DPS for slum children, will get scholarships for higher studies, including vocational training that will enable them to earn the livelihood,” said Shyama Chona, Principal, DPS R K Puram. “We are planning to run a scholarship programme for slum children to continue their college education,” she said. The institution is presently educating 1,200 children from 25 slum areas of Delhi, out of which 125 students have already been integrated into the mainstream school DPS, R K Puram, she added. |

Video shop owner stabbed for not giving blue CDs
Noida, April 4 The police have not yet registered a case. According to available information, Vimal Kumar runs a shop ‘Ankit Video’ in Barola town. Two customers, Sanjay and Gulshan, came to his shop and demanded CDs of some blue films. When Vimal Kumar told them that he did not keep blue CDs, they walked away angrily. But after sometime, they came back and beat him up. One of the customers then attacked him with a dagger, injuring Vimal Kumar in the chest and fled. Some shopkeepers rushed Vimal to a hospital and informed the Sector 49 police. But the police have not taken action against the accused so

Plan for 24-hour water supply to Gt Noida
Greater Noida, April 4 ‘’At present, only a handful of cities in the developing world such as Colombo and Bangkok provide 24-hour water to its residents. Greater Noida will join this elite club of cities and it will be a big boost to the image of the authority,’’ he said. According to the plan, necessary augmentation is being made in the pipeline infrastructure and a 6.31-km pipeline is being laid to bring Ganga water to the system. The first phase of the project is expected to cost Rs 24 crore. The system would be able to handle 85 cusecs of water after the project is completed, the official said. — TNS |

Thereafter, Asa Di Var and Shabad Kirtan were performed by Hazoori Ragi Bhai Harjit Singh Gurdeep Singh. Giani Hem Singh Ji explained the historical facts relating to the creation of the Khalsa on March 30, 1699 by Sahib Sri Guru Gobind Singh Ji. The archdiocese had announced a holiday for all the 30 schools today under it as a mark of respect to the Pope, who led the Christian church for the past 26 years. |
