SC for steps to prevent illegal slaughtering
New Delhi, March 28 The direction was issued by a three-judge Bench comprising Mr Justice N. Santosh Hegde, Mr Justice S. B. Sinha and Mr Justice A. K. Mathur during resumed hearing of an appeal by the Buffalo Traders Association against the 1996 order of the court directing closure of the slaughterhouse and its shifting to Ghazipur in East Delhi. The Court took strong exception to non-implementation of its earlier directive that no slaughtering could be carried out outside the Idgah slaughterhouse. It had been alleged in two applications by the residents’ association of the area that illegal slaughtering, skinning and tanning were going on unabated despite the court order. Senior advocate Mukul Rohatgi appearing for the MCD, told the court that the civic body was unable to check the slaughtering in individual houses in the Idgah area in the absence of cooperation from the Delhi Police. The court expressed concern over the helplessness of the MCD in getting the police cooperation. The court told the MCD counsel that its affidavit should also contain the details about its consultation with the Delhi Police on the issue. Mr Rohatgi informed the Court that the work on the new abattoir at Ghazipur was progressing as per schedule. The new abattoir at Ghazipur is to be completed by March 2006 as per the court’s direction.
HC issues contempt notice to DTC chief
New Delhi, March 28 Justice S. Ravindra Bhatt has asked the DTC CMD to file his reply to DTC Security Staff Union’s petition by May 19, the next date of hearing. In its petition filed through counsel, the Union alleged that DTC CMD failed to implement the 1985 award of Industrial Tribunal in favour of the security staff despite dismissal of the corporation’s appeal against it by the Delhi High Court on November 30, 2004. The Tribunal had on August 22, 1985 held that Workmen/ Assistant Security Inspectors were entitled to the scale of Rs 425-700, security havaldars to the scale of Rs 260-350 and security guards to the scale of Rs 225-308 with effect from October, 1979 with subsequent increases from time to time. The DTC had challenged the award before the Delhi High Court in 1986. Pending the petition, the High Court asked the DTC to deposit 50 per cent of the back wages under the award with the Labour Commissioner and the same was disbursed to the workmen directly, the Union submitted in the contempt petition. However, the court dismissed the corporation’s appeal against the award on November 30, 2004, and also asked it to pay a cost of Rs 25,000 to the workmen. Claiming that the workmen, were entitled to get about Rs 10 crore from DTC, the Union alleged that the CMD was wilfully and deliberately not complying with the

Teachers irked by ‘doctored’ assessment
New Delhi, March 28 Their marksheets instead of showing the marks that they have originally received shows marks, which the university thought appropriate. “In some cases where we had given 20 marks, the university has in trying to moderate marks, reduced it to a single digit. Some have been given zero because of which they have failed in the annual exams. This is not only playing with the careers of students, but amounts to questioning the credibility of the teachers,” said Dr Chitra Mishra, Secretary of the Staff Association, Satyawati College. The irked teachers, who staged a protest outside the Vice-Chancellor’s office here today, are indignant that the university has shown a lackadaisical attitude towards the problem. “From October 2004, we have been making repeated pleas to the university to resolve the problem. One excuse after another is all that we have got in return. We feel bad for the students, who have lost a year for no fault of theirs. Exams will begin in April and there is no hope for the students unless the matter is expedited,” said Dr Mishra. The Dean of Colleges, Dr Kiran Datar, who met the representatives today, has proposed to refer the matter to the University’s Internal Assessment Committee. While the fate of these 300-odd students hangs in balance, the university and the college authorities are trading blame. “They have told us that it is our mistake that has resulted in the fiasco. We are ready to take the blame and have also done the corrections where ever necessary, now it is for them to do their bit, which they (University) are refusing,” pointed out Dr Mishra. The university ruffled many feathers with its decision to “moderate” the internal assessment marks sent by colleges. While it claimed that by doing so, they were trying to ensure that colleges do not give more marks than deserved, colleges were unhappy that their assessment of the students should be tampered with. “Does an official sitting in the university know more about a student than a teacher, who has seen him in class, read his tutorials and assessed him,” questioned a college faculty member. Since the last academic session, the university started the internal assessment system, wherein 10 marks each are allotted to tutorial and home exams and five to attendance. |
Noida hikes industrial, residential land rates
Noida, March 28 For the promotion of IT sector, rates for IT projects have been kept at Rs 3,700 per sq mt so that this sector could attract better investment in Noida. Land for nursery and primary schools, crčches, upper middle school and 10+2 schools of category D and E will be allotted in residential sectors at half the rates applicable to the residential plots. Industrial plots in Phase-I, Phase-II and Phase-III will be allotted at the rate of Rs 6,400, Rs 1,800, Rs 3,200 per sq mt respectively. Regarding the construction of three flyovers at a cost of Rs 190 crore, the board said the contractors concerned should be invited for fresh talks and their claims for higher rates should be examined by the IIT, Mr Dev Dutt informed. He said one full sector would be developed as Information Technology city or IT park for which the minimum plot allotment size has been kept at 2,000 sq mt to encourage the IT professionals. In another decision, the Noida Board approved the land allotted to Amity University in 2002. The UP legislature has already approved this change. The Board has also approved the setting up of Noida City Centre in Sector-25-A and 32-A on 350 acres. This will be a landmark centre, meant to be a great tourist attraction. It will be developed by Hafiz Contractor and will depict different states of India with their culture, architecture, living style, food, folklore, etc. It will help in establishing the identity of Noida worldwide, the Chairman of Noida Authority said. In Sector-94 and 124, a commercial sector of world standard will be set up. It will have a giant rotating wheel like the London Wheel, which will present a panoramic view of Noida and Delhi. The Board also gave a green signal for the extension of Metro rail connection to Noida. Noida will contribute 25 per cent of Rs 643 crore estimated expenditure. A sum of Rs 160 crore will be contributed by the Government of India, which has provided Rs 600 crore for grant to the state government. Noida/UP will stake its claim for grant from this fund, Mr Dev Dutt said. |

Ghaziabad, March 28 Both the men were stated to be friends and used to visit each other’s house. But lately, Verinder had started suspecting Brijesh of having illicit relations with his wife. On Saturday, Brijesh had gone to Verinder’s house to play Holi. However, the man was not at home at that time. While Brijesh was engaged in festivities with his wife, Verinder happened to come in and objected to the manner Brijesh was taking liberties with his wife. They started arguing
and the matter soon came to a boil. However, the neighbours reached the spot and somehow separated them. In the late evening, Verinder went to Brijesh’s house armed with an axe. Finding him alone, Verinder cut him into pieces with the axe. He has been absconding ever since. Police are investigating and trying to nab Verinder. The body has been sent for autopsy. |
Couple end life, infant left behind
Faridabad, March 28 According to the report, the couple identified as Mahesh Sharma and Anita, presently residing in Noida, had come to Mandhavali village a few days ago for the Holi festivities. While the couple were expected to leave for their home in Noida this morning, the family in their native village were shocked to find two bodies hanging from a fan. The child was sleeping in another room in the house. The couple had married about one and a half years ago and the man was employed in Noida. While the police have booked a case in this connection and had been ascertaining the cause, it is suspected that tension between the couple and their family members had led them to the extreme step. It is not known whether they had left any suicide note. Meanwhile, it is reported that a nine-year-old boy, missing from Santosh Nagar in Saraikhawaja area here since January 30, was reportedly killed by his abductors. The boy identified as Raju, son of one Kameshwar Prasad, a mason, had been allegedly abducted by some persons known to the victim. It is now learnt that the police in Hathras district of UP have found the body after two of the accused had been arrested recently. This is perhaps the second such case in the district, when the abducted victim had been killed in the past one year. Meanwhile, the police are still clueless about the nine-year-old boy, abducted from Hodal on February 7. |
Inter-state autolifters held in special operation
New Delhi, March 28 The accused persons arrested have been identified as Chanderpal, alias Jokar, resident of Bulandshahr and Taiyab, resident of Ghaziabad. However, the receiver of the stolen cars, identified as one Kabari Teja, resident of Bulandshahr, has been absconding and efforts were being made to trace his whereabouts. Acting on a tip-off that one Chanderpal would be travelling in a stolen car, the police laid a trap near ISBT, Anand Vihar, and nabbed him. Based on his information, his associate, Taiyab, was also nabbed. During interrogation, Chanderpal told the police that he and Taiyab used to steal vehicles from Delhi, Noida, Bulandshahr and Faridabad. Since Chanderpal is an expert in making duplicate keys, it was easy for him to steal the vehicles and later sell them in Bulandshahr to Kabari Teja. In another case, the South-West district police today claimed to have nabbed three criminals for their involvement in several cases of robberies, snatchings and vehicle thefts. The police also seized one country-made pistol, 20 live cartridges and two self-actuated knives from their possession. They were identified as Raj Kumar, alias Raju, Mohammad Arif, residents of Uttam Nagar and Rajiv, alias Raju, resident of Shastri Nagar. With a spurt in crimes like robbery, snatching and vehicle thefts, the district police constituted a special team to nab the suspects. The police received a tip-off on March 26 that one of the accused persons, Raj Kumar, would be coming near Dabri area and nabbed him along with his two other associates. During interrogation, the accused persons told the police that they were involved in at least 15 crimes in Sarojini Nagar, Dabri, Dwarka, Uttam Nagar, Janakpuri of South-West district and also other places in West district. |

Social Jurists had obtained an order from the Delhi High Court regarding admission and freeship to the students belonging to the weaker sections, in the public schools, which have been allotted public land on concessional rates. “These schools are now trying to frustrate the High Court order by refusing admissions on irrelevant grounds and harassing the parents and students. The government has also failed to take action against the erring schools, this is why we have started this helpline,” said Ashok Agarwal Convenor, Social Jurists. |
Residents on warpath over commercial entities
Gurgaon, March 28 The newly elected governing council of the City (DLF) Resident Welfare Association, in their first meeting, decided to give priority to the issue on account of wide-ranging resentment against the commercial entities in the residential pockets. Some of the speakers also wanted the DLF management, the floater of the city, to set up an example by preventing the entities from displaying the corporate’s logos in front of their establishments. The members have decided to meet the governmental authorities to intervene in the matter. The general feeling in the city is that commercial ventures in the residential pockets disturb the peace. Residents feel cheated as many of them have shifted here, especially from the national Capital, in search for a peaceful ambience. According to Mrs Archana Aggarwal, who has been re-elected to the governing council, the residents are particularly miffed about a number of residential places converted into guesthouses. In fact, the City Resident Welfare Association had earlier taken up the issue on the mushrooming of guesthouses in the city area. The residents say that commercial activities are not only ethically wrong, but also illegal. They allow the anti-social elements to enter the area. According to Mrs Aggarwal, the association will take up other issues like security in the city sometime later. |

Flyover construction on track now
Ghaziabad, March 28 However, the work could not be started as the railways have expressed inability to contribute Rs 2.50 crore to the project. In view of the importance of the flyover, the Ghaziabad Development Authority has now decided to foot this amount also. A broad consensus has already been reached between all the parties concerned and an agreement to this effect will soon be signed. Since sufficient funds could not be allocated for this project in the railways budget, the matter had been hanging fire. With the construction of flyover, the Delhi-bound commuters will breathe easy as traffic jams are an everyday affair. The GDA had finalised this proposal last year, which is likely to cost Rs 6.25 crore to the authority. The UP Awas Parishad also stands to benefit from the flyover in a big way. The Railway Board and the Surface Transport Ministry had also taken their own time in clearing the project. It will cost Rs 2 crore for the construction of the part of the flyover over the track, it is learnt. In spite of all the hurdles being cleared, the construction work could not gain momentum, as the part of the flyover on the rail track was to be handled by the railways. It is learnt that a decision has now been reached between the railways and the GDA officers that the GDA will meet the expenditure of Rs 2.50 crore. |
