Gurgaon, April 10 This was the first official visit of Mr Hooda as Chief Minister to Gurgaon, and the apparently enthusiastic crowd at in Gurgaon village was in rapt attention to his speech on the occasion. According to well-places sources, the statement of Mr Hooda anticipated his government’s claimed vision document, preparations for which were under way. The vision document would underline the overall philosophy of the new government and the trajectory of growth the state would embark upon under the present dispensation. According to many, the government’s move to choose the historic village of Gurgaon — a place where Guru Dronacharya taught the art of archery to Kauravas and Pandavas — for flagging the anti-polio campaign by the Chief
Minister had a well-thought-out content. It was as if to make a statement on the importance of Haryana in the spectrum of states in the country and plans to revive its past glory. According to a Cabinet minister in the present government, the decision of making the village the venue for initiating the campaign was personally that of the Chief Minister. As if to drive home the point, Mr Hooda, in his speech, said his government would make the village a kind of model village. Although the village was technical now no more a village from the electoral point of view as it was a part of the Gurgaon Municipal Council, the Chief Minister’s statement of a model village was seen probably as a special package for the area, to be announced by the government in future. He also expressed concern that Gurgaon village had not developed as per the expectations. Mr Hooda stressed on the health aspect of development and made it known his government’s concern over the low sex ratio in Haryana. He lamented that the public from other states met him in Gujarat during his recent visit for the Dandi March programme and wanted to know the reason for the skewed sex ratio in Haryana. “It is embarrassing,” he said, and called upon all in the state, especially women, to take it as a challenge to rectify the trend. He also made it known that such phenomena reflected badly on the moral health of the state. He said efforts would be made to encourage female child birth in the state. Although there was a parliamentary Act to prevent pre-natal sex determination test, more needed to be done to make it an honour and celebration of female child in a family, he added. Later, responding to a query during a brief chat with newsmen, he said the demise of the two ministers in his Cabinet was a loss to the entire state. To another question on the wide-ranging violence during the just-concluded panchayat elections, he said there was no instance of confrontation of the public with the state. Though violence in any form was not good, the elections were being held after a long time and the general masses appeared to be passionate about election to Panchayati Raj institutions, he added. CHANDIGARH: About 27 lakh children under five years of age were administered polio drops in Haryana on Sunday, the first day of the three-day nationwide pulse polio immunisation campaign. An official spokesman said in all 38 lakh children of the state would be covered under this three-day campaign by administering them polio drops up to April 12. He said Haryana had been free from polio disease during the current year as a result of the efforts being made by the state government. |
Kidwai, Rajnath condole Jindal’s death
Hisar, April 10 Dr Kidwai reached here this evening and consoled Jindal’s wife, Savitri Devi, and sons Prithvi Raj, Sajjan, Rattan and Naveen at their residence. Hisar Division Commissioner R.R. Phulia, Inspector-General of Police Mahender Lal, Deputy Commissioner Arun Kumar Gupta and Senior Superintendent of Police Arshinder Singh Chawla accompanied the Governor to the Jindal house. Earlier, Mr Rajnath Singh, accompanied by Haryana BJP president Ganeshi Lal and several local party leaders, visited Jindal’s residence and condoled his death. |
MDU degree conferred on CSIR DG
Rohtak, April 10 Dr Mashelkar is presently the Secretary, Department of Scientific and Industrial Research, Government of India. He is also the President of the Indian National Science Academy (INSA). He has played an important role in shaping the science and technology policies of the Government of India. He has won over 40 prestigious awards, including S.S. Bhatnagar Award, J. L. Nehru Technology Award and J.R.D. Tata Corporate Leadership Award. He has also been conferred two highest civilian honours- Padmashri and Padma Bhushan. Dr Mashelkar while addressing the convocation said this was the century of knowledge, but knowledge without innovation was of no value. Through innovation knowledge could be converted into national wealth and utilised for social welfare. He said the need of the hour was to build new social, legal and economic structures that supported innovation. The youth must imbibe the spirit of a true innovator and launch a movement in this regard. Dr Mashelkar called for attitudinal change towards life and work for developing a new culture of dynamism, thought, confidence and hope. He stressed on the need for revival of Indian creativity. Citing the example of Thomas Alva Edison he advised youth to challenge the assumptions continuously, not have a prejudiced mind, imbibe patience and perseverance and strive for the best. Dr Mashelkar underlined the need for creating a new value system for solving problems of the poor and the disadvantaged. Earlier, Dr Kidwai also awarded 178 Ph. D degrees in the faculties of Commerce, Education, Engineering and Technology, Humanities, Law, Life Sciences, Medical Sciences, Management Sciences, Physical Sciences and Social Sciences. Dr Mashelkar gave away medals and merit certificates to 134 meritorious students. The Vice-Chancellor, Dr R. S. Dhankar, awarded post-graduate and other degrees to 317 students. |
Panchayat poll: 5 cases registered
Kaithal, April 10 The SP, Mr Mahender Singh, said today that except some minor incidents, the election passed off peacefully. Giving details about the cases registered, the SP said that two cases were registered at Pundri and Kaithal and one at Rajound police
station. Zile Singh Balmiki of Pilni and others have been booked on the charge of beating up the election staff and trying to take away ballot boxes. Mahender Singh of Pundri was arrested following recovery of lathis and gandasis concealed in a truck. At Songri village under Rajound police station, Suresh Kumar and nearly 20 other persons were booked for entering the polling booth and beating up the staff. In relation to the violance at Nand Singh Wala, a case has been registered against Niranjan Singh and others. The presiding officer at Chandana village lodged a complaint that when he had declared the election results, some unidentified miscreants entered the polling booth and forcibly snatched voters’ lists and some election-related papers. The repolling at Kheri Gulamali in Siwan block, which was disrupted on April 3, passed off peacefully, he added. |

Panchayat poll: repoll ordered in booth
Panchkula, April 10 The repoll will be held tomorrow and the counting of votes will be taken up on March 12. Violence had broken out in the village late last evening, after the results were declared. Ms Gurmeet Kaur was declared elected with a margin of 15 votes over her rival Ms Ranjit Kaur after a recount. Earlier, Ms Ranjit Kaur was declared as winner with a margin of three votes. This provoked villagers who roughed up staff on election duty. Some of them snatched a ballot box and set it on fire. The police had to resort to force to disperse the crowd and bring the situation under control. A case of obstructing government officials from performing duty and assault was registered against 25 persons. District Election Officer, Brijendra Singh said adequate arangements had been made to ensure a peaceful
repoll. The polling would be held for voters of Ward No 4-7 from 8 am to 4 pm. |

Haryana's Animal Husbandry department fails to use allocated funds
Panchkula, April 10 Over the years, the ineffective implementation of programmes have led to considerable shortfalls in artificial insemination of buffaloes, increase in conception age and mortality among calves and decline in milk production. The report shows that in most of the veterinary institutes at Ambala, Bhiwani, Karnal and Rohtak districts , essential equipment for carrying out artificial insemination like microscopes and temperature maintenance kits have not been provided for. All 11 Liquid Nitrogen gas plants in the state, required for the preservation of frozen semen, are non-functional. While eight of these plants, set up between April, 1975, to February, 1997, have outlived their utility, the three plants at Gurgaon, Narnaul and Pundri are non-functional for want of repairs, and there was no production of nitrogen gas. In order to meet the requirement, Semen Bank Officers at Bhiwani, Hisar, Karnal , Narnaul and Rohtak had to purchase 4.27 lakh litres of liquid nitrogen gas from the open market at Rs 53. 05 lakh. While the department failed to take any steps to repair the gas plants at Gurgaon, Narnaul and Pundri, the eight damaged plants could not be disposed off because of lack of technical manpower in the department. Interestingly, the operator staff deployed at the Gurgaon plant was given Rs 8 lakh as salary from 1996-2004 , without any work. These facts have been highlighted in the report of Comptroller and Auditor General, Haryana, which has pointed out that each year crores of rupees are not utilized by the department. The report says that a sum of Rs 91.76 crore meant for various Central and state sponsored schemes remained unutilized from 2001-4 ( Rs 21.52 crore in 2001-2, Rs 35.42 crore in 2002-3 and Rs. 34. 82 crore in 2003-4). Haryana has a livestock population of over 20.618 million. Being an agrarian state, dairying is an important vocation, even for the landless and unemployed youth. The Animal Husbandry and Dairying Department aims at genetic improvement of milch animals, keeping them disease-free and providing feed or fodder. However, the government failed to spend any money on infrastructure development in this sector from 2001-04. Of the total revenue expenditure of Rs 296.10 crore under Animal Husbandry, Rs 259. 57 crore (88 per cent) was spent as establishment cost. Similarly, 71 per cent (Rs 8.73 crore) of the revenue expenditure under dairy development was also spent on establishment. The report also points out that the department released grants worth Rs 4 crore to the Haryana Livestock Development Board , even though the board had enough resources of its own. Also, all revenue generating schemes of the department such as collection of cess on milk, artificial insemination fee , sale of milk and frozen semen to the board. The department has also been pulled up for wasteful expenditure to the tune of Rs 30. 79 lakh on the salary of veterinary surgeons deployed for production of vaccines for swine fever, ranikhet and fowl pox, even though none of these vaccines were produced from year 1995- 2004. |
Illegal maxi cabs, three-wheelers thrive
Gurgaon, April 10 Although there is no official figure on the number of these vehicles doing unauthorised business, it is obvious these have increased since the run up to the last Assembly elections in the state. The District Transport Office, the Haryana Roadways and the police are the bodies responsible to keep a tab on the matter and take remedial and punitive measures. The SDM, Gurgaon, Mr Vivek Padam Singh, who is also the District Transport Officer, said action was being taken against these unauthorised vehicles. He did say that due to the elections, first the Assembly elections and then the Panchayat elections underway, have come in the way of initiating concerted actions against them. But the rub lies in the fact that these vehicles have been operating with gusto and with increased momentum with the passage of time. The authorities have provided permits to about 800 maxi cabs in the entire Gurgaon district. However, according to conservative estimates their number is about 3,000. The problem is exacerbated in the case of three wheelers/tempos. Majority of them are doing illegal business and their number is estimated to be about 3,000. A large number of the maxi cabs and three-wheelers/tempos doing illegal business do not have number plates, let alone having relevant documents. The officials concerned do take action, though only for records. The maximum number of these unauthorised vehicles is perhaps found near Mahavir Chowk which is at a stone’s throw distance from the office of the General Manager, Haryana Roadways, the office of the district police chief and the office of District Traffic Office. In fact, one of the areas where these vehicles are found in big numbers is just outside the Kaman Sarai, which houses the Sadar Police Station, near Mahavir Chowk that falls in the heart of the old Gurgaon city. |
Official dies on election

Sonepat, April 10 According to a report, his condition deteriorated and the doctors attending to him referred the case to the PGIMS, Rohtak, for further treatment. When he was being taken to Rohtak, he died on the way. The police immediately seized the body and sent it for post-mortem examination. |

Sonepat, April 10 The police has registered a case under Sections 307, 25, 54 and 59, IPC, against the unknown man who fired at her. The police is still investigating the case. However, no arrest has been made so far in this connection. It is stated that the woman, along with her sons, was returning to her home after purchasing household goods from bazar. |
