New Delhi, April 24 The AC it was pointed out has given a green signal to the courses, which will be implemented from July 2005. The BA Vocational Studies programme offered at the College of Vocational Studies has been restructured and revised “in view of the changes in economy and the job market”. The restructured programme will now have seven streams, including tourism, management and marketing insurance, small and medium enterprises and human resources management among others. Each of these streams will have a foundation course on computers and business communication and four language courses. The AC also approved B and C streams of paper I and II of compulsory language courses in nine Indian languages and paper III of discipline course in Mathematics of the restructured BA programme. With the approval of the four discipline centered concurrent courses in Mathematics and an inter-disciplinary course on Ethics in Public Domain, the restructured BA (Hons) programme is now ready for implementation. However, skirting the controversial issues of appointment and service condition of ad-hoc lecturers and the issue of granting affiliation to the Army Medical College, the VC has recommended “further consultations with few selected members of the Council to arrive at a consensus on the matter”. Guidelines indicating the distribution of workload for different courses and the scheme of examination for the restructured BA (Hons) programme are being communicated to the principals. The AC has also approved the scheme of examination for the restructured undergraduate science programme and discipline courses for the new B.SC (Hons) programme in Biological Sciences. Revised courses for BA (Hons) Sociology and M.Sc Plant Molecular Biology and Biotechnology have been given a go ahead. A new faculty of Environment Studies for promoting teaching and research in Environment and Ecology, two new postgraduate programmes in MA and M.Sc in Environment Studies have also been approved. Supported by the UGC, under its innovative programme scheme, two-year part-time PG Diplomas in Conflict Transformation and Peace Building will be offered at Lady Sriram College. The AC has also recommended conferment of the Professor Emeritus status on Prof. Gopi Chand Narang, Prof. Andre Betellie and Prof. C. R. Babu for their outstanding contributions in their respective fields of Urdu, Sociology and Environment and Ecology respectively. |
35,000 fake voters removed from
electoral rolls
New Delhi, April 24 The action was taken after verifying a list of “duplicate voters” submitted by local BJP leader Ved Vyas Mahajan, who alleged that nearly 4.95 lakh migrants from Bangladesh, Pakistan and Afghanistan illegally managed to get enrolled as voters in the Capital before the December 2003 Assembly polls. In an affidavit filed in the Delhi High Court, the Deputy Chief Electoral Officer, Mr J. K. Sharma, said Mahajan’s list was subjected to verification and 35,000 names have been deleted and the exercise was still going on in some Assembly segments and further position would be known by May 11. He, however, denied that illegal migrants from Pakistan, Bangladesh and Afghanistan were issued Voter Identity Cards or their names were included in the voters’ list, saying electoral rolls were prepared after proper verification. The court has asked the Delhi Government to file a further status report giving the latest figure on deletion of names of fake voters from the electoral rolls by May 25 and fixed July 19 for further hearing. In his petition filed through counsel Ashok Kashyap in 2003, Mahajan sought deletion of the names of illegal voters, alleging that about 4.95 lakh fake voters, mostly migrants from Bangladesh, Pakistan and Afghanistan managed to get their names entered on the electoral rolls here before the last Assembly elections. Mahajan had also challenged Election Commission’s August 2003 circular, which provided that deletion of a person’s name from his previous constituency could be done 30 to 45 days after inclusion of his name in the voters’ list of his new constituency. The circular caused havoc in the revision of electoral rolls and resulted into enrolment of non-citizens and illegal migrants, Mahajan’s counsel Ashok Kashyap had alleged. About deletion of foreigners’ names from the voters’ list, the affidavit said that it was an ongoing process and information was received from Foreigners Regional Registration Office following which the names of illegal migrants were deleted. Maintaining that identification of a person as a non-citizen did not vest with the authorities responsible for preparation of electoral rolls, the affidavit said the list of non-citizens received from competent authority were examined by the concerned Electoral Registration Officer and such names were deleted from electoral rolls after observing the process under the Election Law. |
Woman gang raped, companion beaten up
Noida, April 24 The criminals robbed his purse and mobile phone and made him run for life. The Sector-58 police have registered a case of assault, but have not registered the gang rape case. According to available information, five criminals had assaulted young couple of Sector-12 in Sector-71 late in the evening on Friday. The young man is said to be an employee of a private bank. They frisked the man and snatched the purse, cell phone and later thrashed him. The man was made to run for his life. Though the girl had raised the alarm, nobody came to her rescue as it was lonely stretch and dark. Meanwhile, the man reached the Sector-58 police station and lodged a complaint. Teams of Sector-58 and 49 police stations were rushed to the spot. Before the police arrived, the five criminals are said to have escaped. The girl, a student of a Delhi college, was rushed to a private hospital. Her family was informed of the mishap by the Noida police, but no step has been taken by the police so far to trace the gangsters. |
Two held in sensational bank robbery case in Paschim Vihar
New Delhi, April 24 While the accused persons arrested have been identified as Rajesh Kumar, alias Raju (29), resident of Nangloi and Raj Kumar, alias Pappu, resident of Sultanpuri, hunt is on to trace their another associate, identified as Ram Kishore, alias Ramey, resident of Bhajanpura. The Deputy Commissioner of Police (West), Mr Neeraj Thakur, said that on April 21, the manager of BPCL petrol pump, Paschim Vihar, Mr Chand Kumar Dham, informed the police that when he had gone to Allahabad Bank to deposit Rs 7.10 lakh, one person snatched the money inside the bank by pointing a pistol on his head. While escaping, the suspect had closed the shutter of the bank from outside. On the day the incident took place, the security guard of the bank was on leave. Eyewitnesses told the police that the suspects escaped in a Maruti car with an incomplete numberplate. Based on this information, a special team was constituted which questioned as many as 59 employees of R. N. Motors, 19 employees of the Allahabad Bank and eight employees of Group-4. The police also made portraits of the suspects based on the descriptions provided by the complainant and circulated in the district to get some clues. Meanwhile, the SHO, Paschim Vihar, received a tip-off on April 22 that an accused on parole, Rajesh, alias Raju, was spotted in the Peera Garhi area recently and accordingly, the police mounted surveillance on Rajesh. The police team spotted Rajesh in Peera Garhi area on April 24 and arrested him along with his associate, identified as Raj Kumar. During the search of the car, the police seized the stolen suitcase containing Rs 4.75 lakh in cash, a deposit slip for Rs 49,000 in Bank of Punjab, Punjabi Bagh branch. The car was also found to be stolen from the Paschim Vihar area. During interrogation, the accused persons told the police that they became friends in Tihar Jail and when Raju came out on parole they continued their meetings. They also decided to form a gang to rob petrol pumps and banks, Mr Thakur added. On April 21, they kept a watch on Chand Kumar Dham while he was entering the bank. When Rajesh entered the bank, Ram Kishore took position at the entrance while Raj Kumar kept watch outside the bank. |
Tantriks try to sacrifice boy
Meerut, April 24 The boy somehow raised the alarm and escaped. Hearing the cries of the boy, some people rushed
to the spot and caught hold of the youth who was helping the tantriks. The youth was thrashed, while the tantriks fled from the spot taking advantage of the darkness in the area.
According to a report, a local youth Mata Prasad, hailing from Banaras, reached a shop and told the boy Sunny (11), son of late Acharya Mahesh Chandra of Brijghat, that some religious persons from Delhi had come on the bank of Ganga. They want to donate Rs 5,000 and some articles. Mata Prasad made the boy convince that they should both go and take the money and the articles. Innocent Sunny accompanied the youth and reach the bank of the Ganga. Two tantriks were already waiting for them, holding swords in their hands. Two liquor bottles and a couple of chickens were also lying in front of them. Both the tantriks then performed puja before goddess Kali’s statue. Meanwhile, one of the tantriks stood up. Uttering “Jai Mahakali”, he attacked Sunny with the sword. However, the boy fled giving the alarm. Several people near the cremation ground rushed to the spot after hearing his cries. They started beating up the tantriks and Mata Prasad. Police were informed, but by the time the cops arrived, the tantriks had fled in the darkness. A local police official Dy S P Sanjay Rai of Brijghat told ‘The Tribune’ that the matter is being investigated. |
Journey of painter to encourage young Tibetans

New Delhi, April 24 The exhibition, first of its kind, is an attempt to provide ‘experience and encouragement’ to the young Tibetans. This is also the first painting exhibition by Tenzin who is otherwise a keen photographer and works for the Dalai Lama. He has earlier participated in two group exhibitions held in Dharamshala in 2002 and 2003. The Camlin Art Foundation is presenting the 5th Northern Region Art Exhibition from April 22 to 27 at the Lalit Kala Akademi here. The exhibition consists of paintings and drawings received from the young professionals and art students from various cities in the Northern region. The exhibits being displayed were specially selected by a jury of eminent artists. Cash awards have also been given to outstanding works. According to the organisers, the winners will also get an opportunity to compete for the Euro Artour, a two-week-long academic trip to Europe.
‘An Appetite For Life’
The Kumar Gallery in Sundar Nagar here, which is celebrating its Golden Jubilee this year, is presenting “An Appetite For Life”, an exhibition of paintings by late Prof. K. S. Kulkarni from April 22 to May 7. The paintings have been selected from his works completed in the seventies and eighties. Born in Belgaum in 1918, Krishna Shamrao Kulkarni studied at the famous JJ School of Art in Mumbai. Apart from having solo shows in the country, Prof. Kulkarni participated in many international shows in Tokyo, Paris, New York Venice, Sao Paulo and London. Apart from being a visiting professor at Skidmore College in New York, he was the vice-chairman of the Lalit Kala Akademi.
Gallery Espace shows oeuvre of 3 young artists
The Gallery Espace here is showing the works of Mumbai-based printmaker Tanuja Rane, Sagar Bhowmick of Kolkata and Krishna Nag, a sculptor from Lucknow. This perhaps is the first show of the three young artists in the Capital. The handpicked works of these artists are open for public viewing from April 21 to 30.
A treasure trove of Indian dance The Sangeet Natak Akademi here is hosting Nritya Nidhi Utsav or a four-day Festival of Treasures of Indian Dance at the Kamani Auditorium. The festival was kicked off with the impressive Kathak performance by the legendary Birju Maharaj on April 24. It will be followed by a thrilling Bharatnatyam by none other than Vyjayantimala Bali on April 25. On April 27, Vedantam Satyanarayana Sarma will regale the audience with his Khuchipudi performance. The finale will be the Kathakali rendition by Ramankutty Nair on April 28. Those who are interested in seeing the living legends perform, should keep their evenings free for all the four days. The festival is the first in the series of such programmes honouring the acknowledged masters of different styles of Indian classical dances. |
Voters thirst for water, candidates offer liquor
Faridabad, April 24 They have no answer when someone points out why liquor is being given when they have been facing an acute shortage of water. Though the majority of the candidates deny the supply of liquor in the elections, they do not hesitate blaming their opponents, when asked from where the supply of such an item had been coming. A supporter of one of the candidates on condition of anonymity claimed that liquor had become a major weapon in winning an election these days and anyone who does not take recourse to it may not find supporters. He said recently when a woman resident of a colony asked why the candidates were not serious about supplying drinking water to the people living in areas facing a shortage of water, one of the workers quipped that it was the duty of the civic body to supply the water and if they ensure the victory of the candidates, then this demand could also be met later. Regarding the free availability of the liquor, one of the political activists reportedly claimed that “it was only for those who like to take it and not compulsory for all.’ “Though the election authorities have put the limit of the election expenditure for each candidate around Rs 50,000, the average expenses of each candidate were likely to be around Rs 5 lakh at least,” stated Mr Shailender Singh of the ‘Punarjagran Sanstha’, a social body promoting the Gandhian values in public life. Claiming that some of the candidates could be spending Rs 1 lakh or more on the supply of liquor only, he said liquor worth Rs 50,000 had been supplied by many candidates in the election of the sarpanch and the Panchayat Samiti member recently. Alleging that such developments could not take place without the involvement of the police and officials of the department concerned, he said there was no drinking water and proper housing facilities for a population of about four lakh people in this industrial city and the residents of many colonies, including those recognised had to depend on the water supply by the private tankers, who charge up to Rs 10 per bucket during the peak summer. |
NCERT to provide counselling course
New Delhi, April 24 The course meant to exclusively train teachers, teacher-educators and personnel from state education departments and guidance agencies would also give impetus to activities of state guidance agencies and units set up as a result of recommendations of the Mudaliar Education Commission in 1952-53 and thereafter by the Kothari Commission in 1964-65, it was pointed out. The NCERT has been offering a Postgraduate Diploma course in Guidance and Counselling for training professional counsellors for schools and agency settings. Officials at the NCERT pointed out that the trained teacher educators would be better equipped to teach and integrate guidance and counselling components in the teacher training curricula. There are 35 seats in the course out of which 30 per cent are reserved for the candidates from outside India, of the remaining seats, 15 per cent and 7.5 per cent are reserved for SC/ ST candidates. Preference in admission will be given to teachers and other educational personnel deputed by the state governments. As the course is also open to candidates from SAARC and other Asian and African regions, it would provide a unique opportunity for acquiring multi-cultural perspectives. (DEPFE), NCERT, is suitably blended with theoretical and practical components, field experience and internship in school and agency settings, the NCERT officials claimed. The last date to receive the applications for this course is July 15 2005. |

Man held for raping child
New Delhi, April 24 In February, the police found a two-year- old girl lying in an unconscious state in a public lavatory in Shahbad Dairy. The girl was immediately rushed to the Maharishi Valmiki Hospital where the doctors confirmed that the girl had been sexually assaulted. A case of rape was registered in the Bawana police station and the police during investigation questioned several persons. It was during this time, the police received a secret information that one Kishan, brother of Sohan in Shahbad Dairy had been missing ever since the incident took place. When the police questioned Sohan about his brother’s whereabouts, Sohan could not provide satisfactory reply to the police and his family also went absconding. A team was also sent to their native village, but they were found untraced. On April 23, the police received a secret information that Kishan was spotted near Hanuman Mandir and he was nabbed. During interrogation, the accused told the police that he took the girl to a public lavatory and raped her. |
Noida theme park to be operational by early 2006
Noida, April 24 The park has been designed by Canada-based theme park designers Forrec Ltd. The amusement park would feature world class rides from Intamin, Zamperia and Moser. The first of the rides is expected to reach here by August 2005. In the second phase, the company plans to build the water park and a theme village on an area of 25 acres with an investment of over Rs 150 crore. The water park will feature some ‘’high thrill’’ rides, first of its kind in the country being imported at a cost of Rs 30 crore from Whitewater West, Canada. The highlight of the amusement destination will be a multi-media show in the arrival village by the world-renowned firm ECA2 headed by Yves Pepin based in France. According to the authority, an estimated 2.5 million people will visit the park in the first year. There is a provision for parking of 5,500 cars in the complex. The Noida authority has ensured that the company undertakes extensive traffic management studies in order not to burden the existing road network. |
Land worth crores illegally transferred
Greater Noida, April 24 He has also recommended to the District Magistrate that action against half a dozen government officials be taken who had connived in usurping the public land. Retired Registrar Kanugo Raghubir Singh was posted in Secunderabad tehsil from 1976 to 1980. During his tenure, he had got 90 bigha barren land vide Gata Nos 14, 15, 18, 61, 65, 223, 227 etc transferred to the names of his kin— Rajbir, Rameshwer Dayal, Rajinder, Kishori.. Besides Gata Nos. 213 and 215 were also declared barren before the start of consolidation process. Recently District Magistrate Santosh Kumar Yadav had ordered a probe by SDM R.K. Singh into the fraud when the matter was highlighted in the media. In his inquiry into the Nos. 1372, 73, 80 and 1386, the SDM could not lay hand on any correspondence pertaining to the case. After the SDM had cancelled the orders pertaining to these Gata numbers yesterday, he has passed orders that the land be included in the Gram Samaj land. SDM Rakesh Kumar Singh has found Asstt. Consolidation Officer Jagan Nath Sharma as the brain behind this fraud and recommended action against half a dozen other revenue officers too. |

Lok Adalat held by GGSIPU
The University School of Law and Legal Studies, GGSIPU, today organised a Lok Adalat in association with the Delhi Legal Services Authority. The Lok Adalat dealt with cases related to motor vehicle accident claims. The Dean of the School, Prof. M. Afzal Wani, told the Tribune, “students initiated the efforts and delivered summons to the claimants as well as the insurance companies. Of the 81 cases that were heard, 65 have been settled and insurance claims worth Rs 1.40 crore were settled”. Applauding the role of the students, Prof Wani said, “it was not just a learning exercise for them, but also helped to the clear the cases. The judges could settle so many cases because the students had examined each and every file.” The Lok Adalat that was inaugurated by Justice Madan B Lokur of the Delhi High Court is part of the GGSIPU’s centre to provide legal aid, which was instituted recently. |

The Education Minister, Mr Arvinder Singh Lovely, said all government schools in the Capital running through tents will be have ‘pucca’ or ‘semi-pucca’ structures by June end. Speaking on the occasion of the inauguration of two newly-created structures in schools in the southern part of the city, he said work to put in place ‘porta cabins’ in 14 schools was already going on. The structures were inaugurated by the Chief Minister, Ms Sheila Dikshit, who said the construction work was completed within the stipulated time keeping in view the interest of the students of the area. |
