Bid to grab property worth Rs 5 cr foiled, three held

With the arrest of three persons, the Special Cell of the Delhi Police today claimed have foiled an attempt to grab a property worth Rs 5 crore in the Maharani Bagh area.

The accused have been identified as Kishan Lal, a resident of Janakpuri, Rahishu Khan, a resident of Ghaziabad, and Salauddin, a resident of Muzaffarnagar.

The sleuths received a complaint from one Sanjeev Chandra, a resident of Kalkaji Extension that some persons were trying to grab his property forcibly. During investigation, the sleuths found out that the said property originally belonged to one Dharam Chand and after his death the property was given in favour of his wife Leelawati, daughter-in-law Nirmala Devi and her two daughters.

After the death of Leelawati, Nirmala Devi sold the property to one Sunil Gupta, a resident of Maharani Bagh on power of attorney. On February 14, 2004, Sunil sold the property to Sanjeev Chandra on power of attorney.

The accused, who came to know about the property, hatched a criminal conspiracy to grab the property from Sanjeev Chandra by making a false will of Dharma Chand in favour of Leelawati and a general power of attorney by Leelawati in favour of Salauddin.

Salauddin, in turn, executed the power of attorney and made a will in favour of Kishan Lal.

During investigation, the sleuths arrested Salauddin, a taxi driver from Muzaffarnagar, and Rahishu Khan, a property dealer from Barot, Uttar Pradesh. Rahishu Khan was the link between Salauddin and Kishan Lal.

False murder case solved, two arrested

With the arrest of two persons, the South district police today claimed to have solved a false complaint of attempt to murder-cum-robbery case near the Noida toll bridge on April 30.

The accused were identified as Pawan Kumar (24) and his father Ajab Singh, residents of Geetanjali Vihar.

The police received a complaint on April 30 from Pawan Kumar that he and his father were going in a motorcycle near Noida toll bridge and two persons identified as Mohar Singh and Anil stopped them and shot a bulled at Pawan’s father Ajab Singh.

During investigation, the police found out that the incident didn’t take place and both Anil and Mohar Singh were sleeping in their house. Questioning of Pawan and Ajab Singh also led to contrary statements.

During interrogation, Pawan broke down and told the police that he had some property dispute with Mohar Singh and Anil and just to fix them in a criminal case he orchestrated the event.

On April 30, Anil brought a country-made weapon and fired at his father on his right arm and made a PCR call from Ashram Chowk against Mohar Singh and Anil.

No need to panic about meningitis: DMA

The Delhi Medical Association (DMA) appealed to the citizens of Delhi not to be panicky regarding the reported deaths of meningitis.

‘’When the number of cases are more than three for every lakh population then it can be termed as an outbreak. However, at present the disease may well be within the endemic definition of the infection,’’ DMA President, Dr K. K. Aggarwal said.

However, the DMA appealed to all the doctors to be alert and even asked the public to look out for any rash on hands and legs if accompanied by fever, headache and vomiting.

He said ‘’at this moment there is no need for mass chemoprophylaxis drug distribution or for mass immunisation. However, close contacts of all confirmed cases should receive chemoprophylaxis, which includes a drug called Rampificin to be given 600 mg twice a day to adults.’’

The DGHS has also instituted a committee to look into all the suspected cases.

The Municipal Corporation of Delhi’s hospitals are fully prepared to treat the patients suffering from suspected Meningococcemia, the MCD spokesman said.

During the last fortnight, six patients suffering from the deadly disease were admitted to the Hindu Rao Hospital. Ms Padma, resident of Nimri Colony in North Delhi was admitted to the hospital on April 19 and died on April 22. She was reported to be suspected case of Meningococcemia and the investigations were totally negative from the disease. The other patients either have been discharged and one patient is being investigated. Team of doctors of National Institute of Communicable Diseases today visited Hindu Rao Hospital to investigate and confirm case of the disease.

The usual symptoms of Meningococcemia are high-grade fever, headache, vomiting and skin rashes. The citizens are advised that in case these symptoms appear, then doctor may be consulted immediately.

Meanwhile, the Delhi Government today ordered a ban on the sale of cut fruits and unpacked eatables and convened a meeting of top Health Department officials to be chaired by the Health Minister, Mr Yoganand Shastri tomorrow.

The order to ban the cut fruit has been made following the reported outbreak of a deadly form of Meningococcemia, which is also called meningitis, in the Capital.

The minister, however, asserted that the situation had not acquired the form of an epidemic so far and there was no need for panic.

The state government also directed the officials to ensure that enough meningococcal vaccine is supplied to the hospitals to meet the requirements.

“The first thing that we have done is pass an order that no cut fruit or unpacked eatables will be sold and have also appealed to the people not to buy such items,” he said.

He said around 12 cases of the disease have been reported, out of which nine are paediatric in nature.

Most of the cases came from the Walled City area of the Capital, the minister said.

He said situation would be reviewed at a meeting convened by him tomorrow of Health Department officials, in which experts from the National Institute of Communicable Diseases (NICD) would also attend.

The meeting will help the government study the situation and chalk out an action plan, he said.

The NICD experts are touring the city hospitals to analyse the disease.

Power crisis may compel industries to shift from Noida

In view of the erratic power supply in Greater Noida, the Industrial Development Commissioner, Mr Ravi Mathur, has reportedly pulled up the CEO of Noida Power Company Ltd (NPCL), which is responsible for power supply in the area. Expressing his displeasure at the erratic power supply, Mr Mathur said it was adversely affecting the industrial production in Greater Noida area.

It may be recalled that the industrialist had complained to the Industrial Development Commissioner that industrial units would be compelled to shift elsewhere in case the power supply did not improve in the coming months.

According to reports, Mr Mathur said that the government would be forced to take action against the power supply company if it was found that units were shifting to other areas.

The Industrial Development Commissioner directed the NPCL bosses to show better results as far as power supply was concerned.

“The government is committed to increase the number of industrial units in the area,” Mr Mathur reportedly told the NPCL officers. However, the CEO of NPCL reportedly told Mr Mathur that “when we do not have enough power, how can we improve the supply in the area.

The NPCL and Greater Noida Authority were told to jointly approach the UP Power Corporation to remedy the power supply position.

According to CEO of NCPL, Mr Ramesh Chander Agarwal, he was getting only 45 Mega Watt power as against the requirement for 55 mega watts. It is not possible under the circumstances to supply uninterrupted power in the area.

The senior NPCL and GNIDA officers were asked to meet the UP Power Corporation MD, Deepak Singhal, for enhancing the quota of power for the Greater Noida belt.

It seems the government is serious in taking NPCL to task for its laxity. So far the bureaucrats have always been found going out of their way to support and defend the NPCL for its inapt performance and taking the industries and the people for a ride in the Greater Noida area.

For the last 10 years, the NPCL has failed to set up its own powerhouse in the area, which it was committed to set up within four years of the agreement signed with the UP Government in early 1990s, according to sources.

Work on Meerut link road to begin soon

A 3.65-km long six-lane link road from Vijay Nagar Bye-Pass to Meerut Tri-junction will be built as per international norms. The work on the project, which will cost Rs 60 crore, is likely to start soon, it is learnt.

The Ghaziabad Development Authority (GDA) has invited global tenders for the first time for the road, which will link two national high ways and help relieve congestion and cut short distance between the two national highways. It will also divert traffic from NH 24 to NH 58 and vice versa.

Eight contractors and road construction companies have so far applied for the contract documents. The link road is to be completed within two years. The road is being constructed on BOT basis. A Lucknow-based organisation had prepared the project report. All the terms and conditions appended with the tender documents of the costliest road in UP are in conformity with international standards.

According to the GDA engineer Indu Shekhar, it is for the first time that the terms and conditions and norms of National Highway Authority are being used for this UP project for which global tenders have been invited for the first time. The price of the tender documents has been kept at Rs 1 lakh, which is not refundable. The tender will be opened on May 6, a report says.

Respite from heat

After a partially cloudy and windy Sunday, Delhiites got-off to their day’s business this morning in cooler weather with light rains bringing down the day’s temperature by almost six degrees.

The maximum temperature yesterday had been recorded four degrees below normal.

Indian Meteorological Department (IMD) here said that the change in the weather has been brought about by an upper air-cyclonic circulation lying over north-east Rajasthan, Haryana and Punjab and was now moving towards the North-East.

The neighbouring states were also experiencing similar weather, he said. The Capital had received 2 mm rains by 1130 a.m., which caused a sharp fall in the mercury. It went down to 23.6 degree Celsius from 29.6 degrees after the rains. The weather office said that occasional light rains and squalls were not unusual for this month, whose average rain quota was 17.9 mm.

However, the weather office said that the present pleasant spell would not last long and the mercury was likely to cross 40 degrees within four to five days.

India ready to accept new challenges: Mashelkar

Shriram Institute for Industrial Research organised its ‘41st Founder Memorial Lecture’, in the memory of its founder, Lala Shriram at FICCI Auditorium here recently, which was attended by a large number of scientists from India and abroad.

The well-known scientist, Dr R. A. Mashelkar, Director General, Council of Scientific and Industrial Research and President of Indian National Science Academy delivered the lecture.

Dr Mashelkar is a recipient of more than 40 national and international awards and is known for his pioneering research in polymer science and engineering.

He appreciated the uniqueness of the institute in being the only self-supporting research institute in the country and commended it for its achievements.

Speaking on the new IPR regime, he said that with its acceptance, the country has shown its willingness to accept new challenges. He said that if India plays its cards right, it can become a global knowledge production centre.

He said that the IPR has to be viewed in a broad context, which will be an important and effective policy instrument. India has continuously been evolving its IP laws. The new acts would be covering semi- conductors and layout designs, important to the electronic industry, Plant Variety Protection Act and Farmers Impact Act having impact on our agriculture and food industry, Geographical Indications Act protecting the interests of groups in different geographical areas etc. in our country.

He further stressed that United Nations Commission on Human Rights called on various governments to ensure the accessibility of drugs and pharmaceuticals required for HIV/AIDS.

He also touched upon the subject of “ever greening” where the patentee by trivial modification extends the life of the patent without meeting the criteria for innovation.

He spoke about the unique public-private partnership initiated by CSIR, which involves 65 private sector companies and 160 institutions and universities. He elaborated on some of the successes of the programme.

He felt that for proper protection of our inventions, skills in filing, reading and exploiting patents will be most crucial in the years to come. He further said that to create awareness from the initial stages of education on IPR must be made a compulsory subject matter for study in educational institutions.

He concluded that an ideal patent regime should balance the interest of the inventor and that of the society in an optimum way and India could show a way to the rest of the world, as to how to achieve this balance.

Earlier, in his welcome address, Dr R. K. Khandal, Director of the institute, talked about the ‘INSME Award’ for innovation presented to the institute by an International Network of Small and Medium Enterprises (INSME), Italy. The award presentation ceremony was held on April 13, 2005 at Barcelona, Spain.

Government may offer subsidy to bring down LPG prices

With the issuance of notification for the rollback on tax on diesel under VAT, announced by Delhi Government, getting delayed, Delhiites will have to wait a little longer for diesel prices to come down.

The NCT Government of Delhi, meanwhile, is considering the option of offering subsidy to oil companies to bring down the prices of LPG.

The notification on rollback of tax on diesel under VAT, which was to come yesterday, is now likely to come on Wednesday.

The tax reduction will bring down the cost of diesel to Rs 26.28 per litre from Rs 28.08 per litre.

“We have asked the Finance Secretary to tell us for which items notification is still pending. The notifications will be made in the next couple of days,” Chief Minister Sheila Dikshit said here today.

Meanwhile, the final lists of items on which the government had earlier announced either a rollback or exemption under VAT, such as industrial inputs and life-saving drugs, are being drawn up, and the notification for these items was also expected in the next one or two days.

‘With no supply’, Urdu Academy unable to meet students’ demand for textbooks

A recent advertisement by the NCERT that textbooks were available for various Urdu classes has put the Urdu Academy here in an embarrassing situation.

The advertisement in leading newspapers on April 15 stated that all textbooks from Class I to Class XII would be available with the Urdu Academy. But to their dismay, the students who went there discovered that a number of the books mentioned had not even been printed so far.

The NCERT is an autonomous institution under the Ministry of Human Resources and Development of the Union Government.

The Urdu Academy, which is the sole distributor of Urdu textbooks for students in the Capital and various states, is facing a crisis, as it has been flooded with demands. Academy officials say it has been put in a piquant situation because of the NCERT advertisement. “We feel bad in turning away students who want to buy the books that have not been supplied to us,” says Academy Secretary Marghoob Abidi.

The advertisement, which mentions the availability of 52 books for different classes, says that these are available at the counters of NCERT as well as the Urdu Academy. But out of the 52 books, as many as 16 are on the list of those which are not available. In fact, some of these books were not available last year also, says Abidi.

Of the six books taught in Class VIII, four are not available. In Class V, it is two out of three books and for Class VI, three of the six books have not been supplied to the Academy. None of the Science, Social Science, Maths, Economics and Geography books in Class XI is available with the Academy while in Class XII, NCERT has not supplied books in Science, Social Science, Maths and Geography.

‘’We need to treat our young people with a lot more respect,’’ says Abidi, who hopes the situation will change for the better soon.

Man sentenced to RI for killing wife

A man has been sentenced to rigorous imprisonment of ten years by a City Court today for killing his wife over a quarrel.

The Additional Sessions Judge, Mr N. P. Kaushik, also imposed a fine of Rs 1000 on Bansidhar, who strangulated his wife Girjabai at their Meera Bagh house on September 26, 1998.

The court held him guilty of having committed culpable homicide not amounting to murder.

The deceased’s father, Ram Singh, who lodged the complaint, said that when he reached his daughter’s house on the day of the incident, he found his infant granddaughter crying and his son-in-law was fleeing the house. The accused was arrested three and a half years later on February 13, 2002.

Bail plea by Red Fort shootout accused

The Delhi Police have been issued notice by the Delhi High Court today on an application by Red Fort shootout accused Sadaqat Ali seeking bail on medical grounds in the case.

While issuing the notice, Justice B. D. Ahmed also asked the Delhi Police to file reply by May 17, to the bail plea of Sadaqat. The accused in his bail application, filed through counsel R M Tufail, Sadaqat, who is in Tihar jail since January, 2001, said he has developed stones in the kidney and there is a likelihood of renal failure in case immediate proper medical attention is not given.

The court asked the police to get Sadaqat’s medical report from the jail authorities to verify the averments made in his petition about the ailment. The final arguments in the case had begun on February 21 before a trial court here.

Two Lashkar-e-Toiba militants had sneaked into the 17th century monument on December 22, 2000, and opened fire on the guards, killing three persons. — TNS

Demand for additional fast track courts

The BJP Delhi Pradesh president, Dr Harshvardhan has demanded the constitution of additional fast track courts for the speedy disposal of about four lakh pending cases in the courts of the Capital.

He said that justice delayed is justice denied, this proverb is fully true in the case of Delhi. The speed with which the number of cases are increasing in the Capital, it seems that the litigants are not getting justice in time.

Dr Harshvardhan said that in the year 2000, 32,000 cases were pending in the courts of Delhi. Now this number has gone up to 4 lakh. This data proves that the people of the Capital are not getting justice in time. This is leading to frustration and pessimism in them.

The BJP chief said that it is the duty of the state to provide justice to the people in time. The Congress government in Delhi has proved to be incompetent in discharging this responsibility. The additional courts should be constituted for the speedy and timely disposal of cases.

Panchayat demands withdrawal of cases against farmers

A panchayat held in village Sadarpur under the aegis of ‘Noida Jan Sahyog Samiti’ on Sunday called upon the government to withdraw all court cases filled against the farmers and pay compensation to farmers for abadi land.

It accused the Noida and Greater Noida authorities of adopting double standards in dealing with the problems of abadi of the villagers in the area.

The panchayat, attended by about 500 representatives of 80 villages in the area, warned that if the authorities did not change its coercive policies towards the farmers, they would be forced to launch a “Kisan Bachao” movement in the area.

The Samiti president, Chaudhri Bihari Singh, alleged that over 2650 cases had been filed against the farmers under the PP Act. During 1998, about 400 cases had been withdrawn. However, no decision was taken on the remaining cases filed. He called upon the UP Government and the Noida and Greater Noida authorities to withdraw all cases filed under the PP Act.

Chaudhri Bihari Singh demanded that land mafia like Moti Goel guilty of having received land compensation for the gram sabha and other public lands should be identified and arrested immediately.

The farmers, who have been deprived of residential plots, should be allotted plots forthwith, he said. The farmers demanded that a separate sector should be carved out for farmers allotted residential plots.

The panchayat emphasised that along with the payment of land compensation, a letter of abadi land should also be issued and the problems of landless farmers should be addressed immediately. The authorities should use the land compensation funds for the welfare and betterment of the people.

A unique ‘model’ for garbage disposal

How would you feel if someone else pays for the disposable of the garbage of your house? It is not an utopian idea but has been in practice for years at the Anand Vihar Railway Society in East Delhi.

The Resident Welfare Association (RWA) here has translated this unique experiment into a model for other civic societies and organisations for the disposal of garbage.

According to the former president of this society and the brain behind this path- breaking experiment, Dr J. S. Saxena Raj, “as a senior officer of the Railway Board I traveled to foreign countries such as Holland, England, Singapore, Hong Kong etc. I felt that we could learn many things from them as far as the disposal of garbage is concerned. In most of those countries, societies invite tenders for the disposal of garbage from their respective localities. It means that contractors pay to societies in lieu of their garbage.”

“After retirement, I was nominated the president of the Anand Vihar Railway Society. We decided to experiment on similar pattern. Initially, no garbage contractor was ready to work on that pattern, but after efforts by the members of our RWA, we convinced a Seemapuri-based contractor, Mr Asgar Ali. He took the tender for Rs 30,000 for the year 2000-2001 for the disposal of garbage of the society. In 2004-2005, he paid Rs 52,000 for the same work. We are expecting Rs 65,000-70,000 this year,” he said.

According to the present president of this society, Mr L. C. Monga, everyday ten to twelve boys deputed by the contractors collect the garbage from about 1000 houses of this society. We spend the money collected through this medium on the welfare activities, beautification drives and maintenance of the society.

“This experience is an eye-opener for civic agencies of the city like the Municipal Corporation of Delhi (MCD) and the New Delhi Municipal Council (NDMC), which despite having massive infrastructure are still unable to fulfill the civic needs of the residents,” he added.

Eat veg food to stay healthy: Experts

Vegetarians are better protected against diseases like cancer, diabetes and heart ailments, according to some medical experts.

A vegetarian diet also takes care of skin and eyesight, besides keeping a check on the blood pressure, they said at a seminar organised by the ‘Jain Doctors Forum’ here.

The Forum president, Dr Abhinandan Kumar, said that about 500 medical experts, who participated in the seminar, were generally of the view that vegetarian food also acted as a guard against obesity and constipation.

Inaugurating the conference, the Supreme Court Judge, Justice B. N. Krishna, said that vegetarian food was not only fat-free but also rich in fibre, which was good for both physical and mental fitness.
