India signs six accords with Venezuela

India and Venezuela today signed six bilateral accords to boost mutual cooperation and focussed on the need for revitalisation of the Non-Aligned Movement (NAM) to make it a major pole and a collective voice of the South.

3.3-million-yr-old dazzling Odyssey                
Mumbai, March 5
Although claimed to be 3.3 million years old, the “Odyssey” has not lost even a wee bit of sparkle as it dazzled aficionados who thronged to catch a glimpse of the diamond at Hilton Towers in south Mumbai last evening. It was the perfect setting for the world’s oldest diamond to make an appearance in an exquisite ambience.

Finance Ministry, RBI to ensure benign interest rates

Finance Minister P. Chidambaram today said that the Finance Ministry and the Reserve Bank of India (RBI) would work out ways and means to ensure that the prices remain stable and interest rates continue to remain benign.

“I have requested and promised the RBI board to work with it to ensure price stability. I also requested the RBI to ensure that interest rates remain benign,” Mr Chidambaram said after the customary post-budget meeting with the Board of the Reserve Bank of India (RBI) here.

Describing the meeting with the RBI Board as “productive,” the Finance Minister said that it would be the endeavour of the Government and the RBI to ensure the current favourable interest rate continue so that banks can lend at competitive rates to both industry and agriculture.

In a separate meeting organised by Associated Chambers of Commerce and Industry of India (Assocham), Mr Chidambaram said the government would introduce at least two new Bills in the Parliament, beginning this session itself for reforming the administration of both direct and indirect taxes, whose relevance will continue for 5 or even more years.

A Bill for a brand new Income-tax Act would by ready by December or January end, which will be simple and understandable by a common man and contain minimum numbers of clauses and sections, he said.

However, a separate bill on non-revenue tax administration issues would also be introduced in the current session itself which will aim at removing maze of unnecessary provisions that act as hindrance to the taxpayers and business, Mr Chidambaram said that this would include provisions on mergers & acquisitions.

The Special Purpose Vehicle (SPV) for infrastructure projects as announced in Budget would kick-off in 4 to 6 weeks with viability gap funding of Rs 1,500 crore, besides Rs 10,000 crore, would be raised by banks and financial institutions as landable resources. He said the government has already identified projects in road, ports, airports and tourism to be funded through SPV route.

Mr Chidambaram invited industry to come forward with viable projects in infrastructure sectors, which can be funded through SPV. He identified textile sector where clusters would be encouraged. Expressing hope that the Vat would be implemented on schedule from April 1, 2005, Finance Minister said the new tax regime would be tax enhanced rather than tax diminishing.

Mr Chidambaram called upon the industry to take up issues of concern that have arisen out of Budget proposals for 2005-06 in sectors such as textiles, leather, banking, engineering, manufacturing and gems and jewellery with the authorities in the government. If issues are found to be genuine, the concerns will be addressed with priority.

Nod to Rs 22,000 cr for NH project

The Union Cabinet today approved a proposal involving a sum of Rs 22,000 crore for four and six-laning of 4,000 km of National Highways spread across 16 states.

Shipping, Road Transport and Highways Minister T R Baalu said after the meeting that the project would be completed by 2009. While 40 per cent of the cost of project will be borne by the Central government, the remaining will be borne by private players on a build-operate-transfer (BOT) basis.

The project — NHDP IIIA —would cover 4,000 km of National Highways and is part of the Rs 54,000 crore National Highway Development Programme (NHDP).

The Cabinet also cleared a special package for development of roads in the North-East. Under this special package, a length of 6,396 km of roads in the North-East. — TNS

India signs six accords with Venezuela

New Delhi, March 5
India and Venezuela today signed six bilateral accords to boost mutual cooperation and focussed on the need for revitalisation of the Non-Aligned Movement (NAM) to make it a major pole and a collective voice of the South.

The Venezuelan side expressed support to India’s candidature for permanent membership of the UN Security Council, a joint statement issued after wide-ranging talks between Prime Minister Manmohan Singh and visiting Venezuelan President Hugo Chavez Frias, said. The joint statement also said that the two sides also agreed to work for urgent UN reforms in view of “new realities” of the international situation.

Opening a new chapter in bilateral ties, the two sides signed, in the presence of the two leaders, six accords for cooperation in various fields, including hydrocarbon sector, biotechnology, space science and technology and establishment of a joint commission.

A Memorandum of Understanding (MoU) was signed between ONGC Videsh Ltd. and the Venezuelan State Petroleum Company, PVDSA and another MoU inked between Ircon and the Venezuelan Railway Authority, IAFE.

The two sides exchanged views on regional and international issues of common interest and agreed to continue to work together in fora such as NAM, G-15, G-77, UN and WTO, the statement said.

“They underlined the need for revitalisation of NAM so that it emerges as a major pole in a multi-polar world, by becoming a collective, pragmatic and serious voice of the South,” it said.

The two sides reiterated the centrality of the UN Charter and the principles of international law in the preservation of international peace and security.

The two countries agreed on the “urgent need for reforms of the UN and expansion of the Security Council to reflect the new realities of the international situation”, the statement said.

India agreed to pass on to the Latin American country its developmental experience and appropriate technologies with Venezuela in various fields including science and technology, healthcare, low cost housing, agriculture, information technology and poverty alleviation.

It was agreed that the first meeting of the joint commission would be held as early as possible to identify the areas of cooperation in various sectors.

On a four-day state visit, the first-ever by a Venezuelan President, Mr Chavez met President A P J Abdul Kalam, External Affairs Minister K Natwar Singh and Petroleum Minister Mani Shankar Aiyar.

The last high-level bilateral visit to Venezuela from India was in 1968 by then Prime Minister Indira Gandhi.

ONGC to get stake in oilfield

Venezuela will give state-owned Oil and Natural Gas Corp (ONGC) a stake in a Venezuelan oilfield and wants to supply crude oil to India, Asia's third biggest consumer, under a long-term agreement, President Hugo Chavez said today.

ONGC will partner Venezuelan national oil firm Petroleos de Venezuela (PDVSA) in exploring for oil in an onshore field San Cristobal, which has a potential to produce 100,000 barrels per day. ONGC's foreign arm ONGC Videsh Ltd (OVL), which is bidding for foreign oil assets to secure energy supplies, will hold 49 per cent stake.

"The oil (from San Cristobal) will come to India," Chavez told a news conference after holding wideranging discussions with Prime Minister Manmohan Singh here.

He said Venezuela wants to have a long-term agreement to supply crude oil to India. "Venezuela wants to secure, continous and long-term supplies of oil to India in the same manner as we have been doing to US for a century." — PTI

3.3-million-yr-old dazzling Odyssey

Mumbai, March 5
Although claimed to be 3.3 million years old, the “Odyssey” has not lost even a wee bit of sparkle as it dazzled aficionados who thronged to catch a glimpse of the diamond at Hilton Towers in south Mumbai last evening.

It was the perfect setting for the world’s oldest diamond to make an appearance in an exquisite ambience amidst a faultless mix of fashion and music. “Odyssey”, a 300-carat stone and almost 3.3 million years old, emerged on a bed of black lava rock taking the gasp out of its admirers.

It was the Diamond Trading Company (DTC), which presented “Odyssey” at a glittering function yesterday.

Diamond Trading Company Executive Director of Marketing Stephen Lussier, escorted by Katrina Kaif, unveiled the octahedron believed to be the oldest diamond — from the time even before dinosaurs roamed the earth and older than some of the stars.

The occasion for the oldest diamond to come under elite gaze was completion of 10 years by DTC in India. Guests, comprising the glitterati and corporate heads, were taken through a journey that traced the romance of diamonds through the ages.

Fusion dances and fashion shows, interspersed with shows on the fables and folk-lore, woven around diamonds, added to the evening’s sparkle. — UNI

DoT moves SC in Reliance Info case

New Delhi, March 5
The government today filed a caveat in the Supreme Court pre-empting Reliance Infocomm's move to get an ex-parte relief against the TDSAT order upholding the Rs 150 crore penalty imposed by the Department of Telecom (DoT) on the private operator for routing international calls as local ones.

When contacted, DoT officials said the department had moved the apex court in anticipation of Reliance Infocomm challenging the TDSAT order in the Supreme Court.

The development comes a day after Reliance received a major blow when telecom appellate tribunal TDSAT dismissed its petition challenging Rs 150 crore penalty imposed on it by government and termed as "unscrupulous" the method employed by the company to camouflage international calls as local calls.

Immediately after the rejection of its petition in the tribunal, Reliance Infocomm counsel Mukul Rohtagi had said "We will challenge the decision in the Supreme Court on Monday". — PTI

States vow to reduce ST on ATF

New Delhi, March 5
The states Tourism Ministers today resolved to work towards reducing the state sales tax on the Aviation Turbine Fuel (ATF) and also agreed to rationalise other taxes in tourism and travel sector in a bid to promote tourism in their states.

The two-day state Tourism Ministers’ conference, which concluded here, saw the ministers resolving to make all tourist sites plastic free and the area around the important monuments “free from vehicular traffic”. The conference was chaired by Union Tourism Minister Renuka Chowdhury.

After two days of deliberations, the ministers also came to an agreement that tourism was a major driver of economic growth and employment creation and that all the states would work towards making it the priority sector in the states’ planning process with enhanced financial outlays.

Later addressing the media, Ms Chowdhury said that her ministry would re-negotiate the issue of visa-on-arrival with the home ministry following repeated requests from other countries.

Govt support eludes A-I, IA

Two national carriers — Air-India and Indian Airlines — continue to battle hard in the polluted civil aviation mid-air as government has been more supportive of private operators than their own products.

Judicious timing in intense competitive civil aviation sector is key to success. The Minister of State for Civil Aviation Praful Patel, inclined to favour private operators, but did not take any initiative in A-I IPO to hit the market first. Had it been done, A-I’s rating would have been much better than it is at present. Not only that but Jet Airways would not have been in such an enviable position.

No one grudges Jet Airways’ success in the realm of the civil aviation. No one also grudges Naresh Goyal’s rise but if the government is not supportive of its own products, who would be?

According to Mr Patel, A-I will come out with its IPO before the end of this year. This will be too late and the national carrier may plunge in further trouble by that time. It is understandable for the government to further liberalise ‘open sky’ rules. But the playing-field should be a level for all — national carriers and private airlines — instead of seeing two national 
airlines with ‘jaundice eye’.

Statistics of last year (2004-05) shows all decisions taken have been anti-national carriers. Why should Civil Aviation Ministry waive off the revenue paid by foreign carriers to A-I under the bilateral agreement? This waiving off will further undermine the interest of A-I when IPO is floated later this year.

High competition

From April, Jet Airways will be operating three weekly flights between Mumbai and New York via Brussels. The airline bigwigs have already surveyed the market and they are optimistic that the operations will be successful. Air India, in comparison, continues to stay on the drawing board although plans for the fleet expansion are taking a positive look.

As competition has sharpened, A-I is providing special training to different sets of employees to wear friendlier look. The upgradation of ground handling is essential, but more imperative is performance of cabin crew. Air hostesses are said to win hearts of passengers and commanders provide safety to travellers.

If these two vital sections work in harmony as was during the era of JRD Tata, there is every hope of Air-India rising as ‘maharaja’ once again.

When additional flights to US are translated into reality in the expected second half of this year, the emphasis has to be on punctuality and courteous service by cabin crew to all passengers, particularly to Indian labour class travellers.

The complaints against Air-India continue that its cabin crew shows partiality to ‘white skinned’ passengers.

Slow and steady

Whatever the existing vex scenario in the corridors of India civil aviation, Indian airlines is unfazed and unbothered. It is cruising ahead with its own plans without talking tall. “Actions speak louder than words”, is the philosophy of IA officialdom which believes in widening its umbrella slowly but consistently in all directions.

The general civil aviation scenario in the country will show a marked improvement only when government tables much-delayed civil aviation policy. It is a fallacy to say aviation’s boom has commenced. It is still submerged amidst whirlpools as international airports are merely international in name. Srinagar airport has been declared international airport, but foreign carriers have been banned from operating flights to Srinagar. How can Srinagar be called international when only two national carriers can operate flights to Srinagar?

Forex reserves
Mumbai, March 5
India’s forex reserve spurted further by $ 2.699 billion to a record high of $ 135.658 billion during the week ended February 25 on aggressive intervention by the central bank on the back of strong foreign fund inflows into the zooming stock markets. The Reserve Bank of India (RBI)’s weekly statistical report showed that the foreign currency assets, which jumped by $ 2.692 billion to a record high of $ 129.844 billion, contributed the lion’s share in forex reserve growth, while the remaining $ 7 million was factored by the rise in Reserve Tranche Position (RTP) with International Monetary Fund (IMF) to $ 1.419 billion from 1.412 billion. — UNI

LML FCCBs
New Delhi, March 5
In line with its restructuring exercise, which involves raising capital from overseas, LML Ltd today said it had opened conditional overseas offers of Foreign Currency Convertible Bonds (FCCBs) totalling $ 26 million. These comprise $ 20 million of Series A FCCBs due 2008 and $ 6 million of Series B FCCBs due 2010. EMG Corporate Finance Ltd, UK, will be lead manager to the offer, which closes March 8, the company informed the Bombay Stock Exchange. — PTI

Toyota small car
New Delhi/Karnal, March 5
Toyota Kirloskar Motors today said a study was on to introduce a model in the mass volume small car segment, which could include a car from the 'Daihatsu' stable. "In order to achieve 10 per cent market share by 2010, we will definitely look into some models smaller than the mid-size 'Corolla'," Toyota Kirloskar Motor Managing Director Atsushi Toyoshima said. Yesterday he had said in Karnal that the company plans to sell 45,000 units of Innova during the current year, starting-off with at least 4,500 units in the month of March. He was here in Karnal to launch Innova in Haryana. He said Toyota would open outlets in Amritsar and Dehra Dun in the region. The company already has outlets in Gurgaon, Karnal, Chandigarh, Ludhiana and Jalandhar in the north India outside Delhi. — PTI/TNS
