UCO Bank duped of Rs 57 lakh
Ghaziabad, November 18 UCO Bank Sr Manager N.P. Mangla has filed a case in Kotwali police station, Ghaziabad. Mr Mangla has alleged that the former bank manager B.K. Sethi, M/s Bhavya Credit and Instruments Ltd and UP State Construction Corporation Ltd in E-15 Sector-61 Noida, had withdrawn over Rs 57.71 lakh by preparing and submitting forged documents between April 4, 2003 and May 21, 2004. The allegation is that the former manager was in the know of the fraud being committed and had actually helped in the crime. These facts were confirmed in a departmental probe, conducted by the manager of UCO Bank, Bareilly. It was also confirmed that the party had only a couple of thousands of rupees in its account when the fraud was committed. One alarming aspect of the case was that an official of UP State Construction Corporation and a senior executive of Bhavya Credit and Instrument firm were involved in the fraud. The hand of the former manager is not ruled out either by the police. However, it seems that the police force is at a loss to understand as to from where the investigations should begin. No arrests have been made so far. |

Children’s memorial in a mire of neglect
Ravi Bhatia and Nalini Ranjan Tribune News Service
New Delhi, November 18 The bereaved parents, who had organised themselves under “Wazirabad Pul Bus Durghatna Vibhavak Sangh” had virtually forced the Municipal Corporation of Delhi and other local authorities to raise a memorial as a grim reminder of the tragedy in village Garhi Meru, about a kilometre from the site of the tragedy. This was about a year and a half ago. Funds were collected and a plot of land earmarked for the purpose. A stone memorial was then erected with ambitious plans of converting it into a park of peace and serenity with 28 saplings planted in memory of each child. The officials, keeping the sentiments of the parents as well as that of the Delhiites who were shocked by the tragedy, had promised to turn the piece of land into a visual delight comparable to the Rajiv Gandhi Smriti Van. But somewhere along the road, the official apathy set in. The memorial was left unattended, the saplings uprooted by grazing cattle from the nearby village and the brass plaque carrying the legend of the tragedy ripped off by unfeeling hands. Today, on the day of the seventh anniversary, the plot lies barren devoid of all greenery and the stone memorial being used to dry cowdung cakes by the villagers, insensitive to the grief it is causing to the near and dear ones of those killed. The parents, some of whom are yet to fully recover from the tragedy, have now appealed to all concerned to at least show some respect to the memory of the innocent children. They have repeatedly demanded that the piece of land be properly maintained in keeping with the traditions and sentiments of all those concerned. They have also approached an NGO, Indian Philanthropist Trust, run by Mr B. M. Aggarwal to help them in their quest. Seven years ago on this day, a school bus carrying students of the Ludlow Castle school had crashed through the railings on the Wazirabad Bridge and plunged into the Yamuna claiming the lives of 28 children. The tragedy had shocked the entire city and many had volunteered to help the parents to get over the trauma. A group of fishermen from the nearby villages had shown exemplary courage and managed to save many children who were weighed down by the bulk of their school bags. They were subsequently suitably rewarded both by the authorities as well as individuals. |
Tragedy waiting to happen at JNU hostel
New Delhi, November 18 A hostel that houses 400 boys and girls, Tapti’s provisions for exigencies like fire are clearly inadequate. While the girl’s wing has been provided with a window, which is being treated as an emergency exit on the ground floor, the boys have to chose between braving the fire or risking a climb down from what resembles a stair. “Despite our continued requests and incidents of fire in the last few years, the authorities are yet to provide us with the emergency exits,” complained the hostel president, Maruf Hussain, who has been raising the issue for the last three year’s in his capacity as the president. A PhD student in the girl’s wing who was witness to the fire caused by a short circuit last year recalled, “since there is only one exit point in the building there was a lot of panic. The smoke spread and there was no way out.” The electricity mains in both the wings are located near the single entry making the hostel a virtual death trap in case of a fire. “The staircase leading to the upper floors is right next to the door and the mains are located just underneath, how are the boys going to escape…either they have to run through the fire or jump from windows,” said Mahruf. The fire buckets meant to store sand have been transformed into refuse bins and the dry powder fire extinguishers diligently placed on the walls are a picture of negligence. “These extinguishers require maintenance and no one has bothered to refill them. They are not meant to last forever,” complained another resident. “The stair that was constructed from the washroom on the second floor is unusable. It does not have hand railings and lands on the roof of the first floor. Even if some brave students manage to climb down, they will require to jump down from the first floor,” pointed out the Warden, Dr S M A Alam. The story of apathy is echoed in a few other hostels. While Mandavi again has no safety exits, the newly constructed Chandrabhaja, which has a safety exit, has no equipment including extinguishers. The Engineering Department, which is responsible for making the provisions, claims to be “on the job”. The Executive Engineer, P. K. Jain told The Tribune, “We are aware that there is a need for a safety exit and a proposal has been drawn…hopefully the work will be executed in the next two couple of months.” His response, however, failed to pacify agitated students, “they never say no…but the yes also never materialises”. |
Court punishes hospital MS for defying order
New Delhi, November 18 Additional District Judge Rakesh Kapoor had on March 9, 2004, ordered RML Hospital and its Medical Superintendent to pay compensation of Rs 3 lakh with six per cent interest to the girl for causing the amputation of her right hand due to negligence. “It is ordered that the official vehicle of the Medical Superintendent of RML Hospital as well as his official chair be attached,” the court said after finding that they have not yet complied with the order so far. The court has ordered the bailiff to recover the vehicle and chair tomorrow and fixed November 18 as the next date of hearing. Plaintiff Gudia (7) filed the suit through her father Mohammed Ashraf on December 7, 1999, seeking compensation of Rs 5 lakh from RML Hospital, its Medical Superintendent and the Secretary, Ministry of Health. On December 2, 1996, when she was barely three months old and suffering from high fever and cough, she was taken to a doctor in RML Hospital. However, she developed gangrene in her right hand due to faulty intravenous infusion as well as because of the negligence of attending doctors, she said, adding that eventually her right hand had to be amputated. As the court’s order for compensation for Rs 3 lakh was not complied with, it ordered the attachment of the official’s vehicle and chair. |
Admn going all-out to eradicate polio
Gurgaon, November 18 The local District Task Force, constituted in each district in the state, wants to make the Pulse Polio Immunization Programme (PPIA) into a mass movement by roping in all sections of the society. In a meeting of the District Task Force, headed by the Deputy Commissioner, Mr Anruag Aggarwal, it was resolved to eradicate polio completely. Heads of all the departments took part in the meeting. To add to the solemnity to the occasion, the Commissioner, Gurgaon Division, Mr Gulab Singh Sorot, was also present in the meeting. The meeting pledged not to leave any child in the age group of 0-5 years without immunisation. The Pulse Polio programme gets under way from November 21. The three-day programme will witness a large contingent of workers, including from the government and voluntary organisations fanning out in the district to ensure the success of the programme. The Director General Health Services, Haryana, gave a go-ahead to the modalities to make the immunisation a social movement. According to the District Civil, Gurgaon, Dr D.V.Saharan, the need to make the programme a social movement stems from the empirical study of the increase in the population in geometric progression. The health infrastructure was not increasing in the proportionate ratio. In such a situation, the only answer was the maximum participation from all sections of society, including the panchayati raj institutions and the elected members of the municipalities and the non-government organisations. |
