IA flight from Delhi to Amritsar soon

Raja Sansi Airport at Amritsar is going to have an Indian Airlines flight from Delhi to Amritsar soon. An assurance to this effect was given today by the Ministry of Civil Aviation to Rajya Sabha MP M. S. Gill during the meeting of the newly constituted Parliamentary Consultative Committee attached to the ministry.

Mr Gill also raised the issue of the slow pace of the construction of the Amritsar international airport and urged the ministry to expedite the process.

Sources said Minister of Civil Aviation Praful Patel and the ministry officials promised to look into the delay in the construction work of the Amritsar international airport.

Earlier, the Civil Aviation Minister informed the committee that the low-cost public sector carrier, the Air-India Express, would soon start operations from some southern cities to West Asia at 30 per cent lower fares than the regular ones.

The low cost carrier, a fully-owned subsidiary of Air-India, whose “fares will be 30 per cent less than the regular fare would be started from some places in South India like Kochi, Thiruvananthapuram and Hyderabad”, he said.

The international flagship would also begin a new Mumbai- London flight from December two, he told the members, including Congress MP Rahul Gandhi and former Civil Aviation Minister and BJP MP Ananth Kumar.

Mr Patel said the Air-India Express would also launch flights from other cities in the country for the passengers bound for West Asia, an official statement said.

Mr Gill asked the minister to start an Air-India Express flight from Amritsar also as there were large number of people from the state going to West Asia where they are working as drivers and labourers. He said Canada Air also should have a flight from Amritsar.

Mr Gill told The Tribune that he would meet the Canadian High Commissioner to ensure that such a request was made by Canada Air.

First meeting of the committee was attended by Congress MP from Amethi Rahul Gandhi who is the member of the Consultative Committee.

Double standards on terrorism must go: Natwar

External Affairs Minister K. Natwar Singh today said the fight against international terrorism could be successful only if there were no double standards and there was complete global cooperation.

Mr Natwar Singh said the global fight against terrorism required a new international order based on genuine multilateralism which could be established by following the principles of justice, equality and peaceful co-existence enshrined in the five principles of Panchsheel adopted by the country 50 years ago.

The minister expressed satisfaction over the working of the principles of Panchsheel in relations with China and observed that there could be no better framework than Panchsheel for furthering relations with Pakistan.

He was delivering the inaugural address at a seminar held here to mark the 50 years of the joint declaration by India and China of Panchsheel in 1954.Top

India, Russia to step up bilateral trade

With Russian President Vladimir Putin’s India visit just about a fortnight away, New Delhi and Moscow today decided to give a new fillip to their five-decade-old strategic partnership by injecting more economic content into it and flagmarked several areas to step up bilateral trade.

Discussions to this effect were held between visiting Russian Deputy Prime Minister Alexander Zhukov and the Indian leadership he met today. Mr Zhukov held talks with External Affairs Minister Natwar Singh and also met Finance Minister P Chidambaram and Commerce Minister Kamal Nath.

Mr Zhukov had a very wide-ranging discussion with Mr Natwar Singh that carried on for about 20-25 minutes in restricted format, followed by more than an hour of delegation- level and then followed by a working lunch, the Ministry of External Affairs announced. Tomorrow, there is the concluding session of the Foreign Minister level talks.

The areas that India would like to focus on, according to foreign office spokesperson Navtej Sarna, are textiles, tea, tobacco, consumer goods, Information Technology and automobile exports.

Particular emphasis was also laid on the development of closer contacts between the banking sectors of both countries. State Bank of India and Canara Bank have already set up offices in Moscow, whereas Russian banks have still to open their branches in India.Top



Russia keen on Metro projects with India

New Delhi, November 18
Russia today evinced interest in collaborating with India on Metro projects, inland waterways, roads, energy and development of the North-South corridor to improve access of Indian goods to the Russian market. On its part, India sought enhanced cooperation with Russia in textiles, tea, tobacco, information technology, consumer goods and automobile exports.

This came up during discussions visiting Russian Deputy Prime Minister Alexander D Zhukov had with External Affairs Minister K. Natwar Singh here. — PTI

Karunakaran may get Governor’s post

Kerala was centrestage today as Congress President Sonia Gandhi held separate meetings with state Governor R.L. Bhatia, veteran leader and chief dissident K. Karunakaran and state party president A.C. Jose.

Mr Karunakaran, who was granted an audience with Mrs Gandhi after a gap of 10 months, had fallen from grace for having led the factional battles in the state and for which the party paid a heavy price in the Lok Sabha elections.

Mr Bhatia is learnt to have apprised the Congress president about the political situation in the state and the demand for the removal of Industry Minister Kunhalikutty, a representative of the IUML which is the ruling coalition’s important ally.

The meeting with Mr Jose was also being seen in the same light though none of the leaders gave any details of their respective discussions to waiting mediapersons.

The fact that the Congress President eventually met the veteran leader gave rise to speculation that 87-year-old Karunakaran may be offered a governor’s post. The move is being seen as an effort to appease Mr. Karunakaran and restore a semblance of unity in the Kerala Pradesh Congress Committee (KPCC).

There was no official word about the one-to-one meeting either by Mr. Karunakaran or the AICC but Congress sources maintained he may be considered for a gubernatorial assignment.

Although Mr Karunakaran has been lying low for several months, he had led a virtual revolt against former Chief Minister A.K. Antony becasue of which he was dropped from the Congress Working Committee while his supporters were not given adequate representation in the revamped KPCC.Top

 

Protest against rising fertiliser prices

Hundreds of farmers from Punjab, under the banner of the Punjab Kisan Union (BKU) and other farmer organisations, today staged a protest rally against the rising prices of DAP fertiliser and its shortage in the state during the sowing season.

Farmer leaders alleged that at a time when the wheat sowing season was in full swing, the farmers were facing shortage of DAP fertiliser, essential at the primary stage. If the government failed to take corrective steps immediately, they said, the wheat production would come down substantially next year.

“We are unable to buy a 50 kg bag of DAP for even Rs 500 though it costs Rs 467.50. Since the fertiliser is not available at the stores of primary cooperative societies, traders are indulging in black marketing to fleece the farmers,” said Mr Satnam Singh Behru, President, Kisan Wing, Shiromani Akali Dal (Amritsar).

Giving a call of “Save Land-Save Respect,” Mr Manjeet Singh Kadian, President, BKU, urged the government to enact a legislation barring financial institutions, traders and money landers from acquiring land, tractor, agricultural implements to recover their loans.

Referring to the exploitation of the farmers by the commission agents, he said,” It should be made mandatory for a commission agent to issue a passbook to a farmer in which all entries of crop sold, loan taken by farmer and loan repayment should be entered regularly.”

400 UP doctors suspended

As many as 400 doctors of the Provincial Medical Health Service PMHS were suspended today after they failed to take up their new assignments following fresh transfers, announced Minister of State for Health Jaiveer Singh.

Mr Jaiveer Singh revealed that the decision had been taken against these erring doctors after they did not respond to the state government’s repeated appeals, notices and alerts to take up their new positions by the November 7 deadline.

Matters had been brewing for several months now following the Allahabad High Court’s single judge order asking the state government to strictly implement its transfer policy for PMHS doctors. Following the HC order the state government pulled up its socks and pulled out its transfer policy that till then had been virtually in the cold storage. Under the policy doctors occupying their present positions continuously for the past ten years were transferred out. Several thousands of the 11393 PMHS cadre of doctors were transferred in a span of three months.

The massive transfer led to strong reaction amongst the doctors. The Provincial Medical Health Services Association challenged the High Court order for implementing the transfer policy through a special leave petition, Mr Justice B.S. Chauhan and Mr Justice Umeshwar Pandey of the Allahabad High Court summarily rejected the petiton on August 19 this year. The state government had argued that it had the right to implement its transfer policy that was being put in force under HC orders.

The policy had adversely impacted doctors, including specialists, who had successfully managed to dodge transfer orders to the districts, rural CHCs and PHCs for decades. They had remained in big cities where they often had flourishing private practices. The refusal to accept transfer orders by these approximately 400 doctors led to today’s action as in which the government had been left with no other option. As the state government has to inform the Allahabad High Court on December 3 of the measures taken to comply with its order, it had little choice.

The suspension of 400 doctors at one go will further intensify the shortage of doctors in the state. The state has 3268 PHCs in the rural areas. Of them only 2808 rural PHCs have doctors, while 460 are functioning without a doctor

Truth test for former Excise Commissioner

Former Central Excise Commissioner P.K. Ajwani, caught with more than Rs 15 crore worth of unaccounted money, will undergo lie detector tests and interrogation under truth serum injections, according to sources. Ajwani, currently under CBI custody in Mumbai, will undergo the tests in Bangalore in the next few days.

Ajwani was caught while accepting a bribe of Rs 1.5 crore from a Mumbai-based businessman.

Subsequent raids revealed properties, jewellery and cash worth crores of rupees spread across the city and outside.

Ajwani’s lawyers are, however, planning to stay the order permitting him to be sent to Bangalore for lie-detector tests.

The CBI had fixed November 19 and 20 with the Forensic Science Laboratory (FSL) Bangalore, to conduct narco-analysis, lie detector and brain mapping tests.

Under the P-300 brain-finger printing, lie detector and narco analysis. tests, subjects are injected with doses of certain chemicals before questions are put to them. Their responses would indicate the truth or otherwise of their statements.

Govt’s assurance to NSCN(I-M) on talks

The Centre today dismissed the Nationalist Socialist Council of Nagaland (I-M)’s apprehension that it was “supporting” rival Naga ultra groups and affirmed that the dialogue was on track and the proposed visit of the NSCN leadership to India would be as per schedule.

“The government would like to assure NSCN (I-M) general secretary Thuingaleng Muivah that there is no question of encouraging other Naga groups when the talks are only with the NSCN (I-M) and these also are at a delicate stage,” Centre’s interlocutor for Naga peace talks K. Padmanabhaiah said in a statement here.

“It may be possible that one group or the other may have become more active and may say or do things to create roadblocks in the talks, now that they have reached a crucial stage, but wisdom would lie in ignoring such extraneous factors and to continue with the peace process as scheduled,” Mr Padmanabhaiah said.

The statement assumes significance in the wake of reports in a section of the media that Mr Muivah may have second thoughts about the proposed visit, for continuation of the dialogue process as he was annoyed over the Centre’s policy to prompt “discredited” organisations like the Naga National Council (NNC) and the NSCN (Khaplang).

“The honour we extended to the Prime Minister’s invitation by accepting to come to India is being undermined,” Muivah was quoted in news reports as saying.

Fake foreign currency under IPC ambit: SC

In an important ruling that could have a wide ramification regarding the offences of counterfeiting currency notes and stamp papers, specially in the wake of the Telgi scam, the Supreme Court has held that IPC provisions for such offences would extend to all foreign currencies as well.

“The expression currency notes is large and wide enough in its amplitude to cover the currency notes of any country. Section 489-C is not restricted to Indian currency note alone but includes dollars and it applies to American dollar bills,” a Bench comprising Mr Justice Arijit Pasayat and Mr Justice C.K. Thakkar ruled, while expressing concern over the increasing number of cases relating to fake currency and stamp papers.

The court said: “Section 489-B deals with all counterfeit currency notes or bank notes and the object of legislature in enacting this Section is to stop the circulation of the forged notes.”

“It is becoming increasingly difficult for a lay man to be sure whether what he is receiving as a currency note is genuine or a counterfeit one. Similar is the position about the stamp papers,” the Bench observed.

The judgement the appeal of K. Hashim from Tamil Nadu, who was sentenced to seven years imprisonment by the trial court for counterfeiting US dollars of 20 denomination with five others in a case registered in 1982. Their conviction was upheld by the Madras High Court. The police had recovered eight bundles of fake US dollars from them, which were printed at a local press in Chennai.

Rejecting Hashim’s appeal against the high court order upholding his conviction, the apex court said their was no infirmity in the orders.

Pak attends C’wealth event

Pakistan today participated in a Commonwealth event for the first time after being re-inducted into the fraternity, with its 23-member delegation attending the first India and Asia Regions Commonwealth Parliamentary Association conference being held here.

Noting the significance of the delegation’s presence, Lok Sabha Speaker Somnath Chatterjee, who inaugurated the conference, said “We welcome our friends from Pakistan. I had earlier met MPs from Pakistan. They are so friendly and want the closest of ties with India.”

Later, talking to reporters on the sidelines of the conference, Mr Chatterjee said there were no differences among the people of the two countries as they wanted peace and development.”

Bengal bandh: HC pulls up SUCI

The Calcutta High Court today pulled up the SUCI for calling yesterday’s Bangla bandh, threatening that it would recommend to the Election Commission to de-recognise the party for violating the Supreme Court’s order against the holding of bandh.

A Division Bench of Mr Justice P.K. Roy and Mr Justice J. Bhattacharyya issued a show-cause notice to the party directing its party secretary, Mr Pravash Ghosh, to appear before the court on Friday and explain its stand on the observance of the bandh in violation of the court’s order.

Trinamool Congress leader Mamata Banerjee, who has called for a 12-hour Bangla bandh on December 3 against the petrol, diesel and LPG price hike, said it was still debatable if any court order could snatch away the people’s fundamental and trade union rights to protest against injustice.

Code of conduct for NCP ministers

The NCP today laid down a code of conduct for its ministers in Maharashtra under which they would have to spend four days a week in their offices. The code of conduct was prepared after consulting all ministers who meeting with party President Sharad Pawar in Mumbai today.
