Ghaziabad, October 5 The work of segregating explosives from the mounds of scrap is a painstaking and time-consuming work. The Army authorities have taken extra precaution by placing the trucks loaded with scrap and, possibly live explosives at a distance of 500 metre from each other. The explosives discovered so far were enough to cause as much destruction as is caused by a powerful earthquake, it is estimated. The explosives being found in the factory are so powerful that detonating them will render earth up to a 2-km radius barren. In another development, site IV was closed today in support of demand for compensation to the families of those killed and injured in the explosion on September 30. Quite a few workers of Bhushan Steel are reported to have been missing since Thursday. The tragedy in the factory had caused so much panic that a large number of workers are reportedly unwilling to join duty. According to CITU sources, the number of causalities in the explosion on September 30 could be much higher than what has been reported. The workers have also narrated some shady activities inside the factory. Members of families of some workers have told CITU officials that many workers had reached home injured. The names of these workers are not in the official list given out by factory management. According to Moolchand
Morya, CITU site IV president, Rajiv Gupta, son of Dinesh Gupta of Faridabad had been missing since the day of explosion. Another worker Chhotey Lal is also missing. His name is not listed among casualties. Morya alleged that the management used to allow in some workers without marking their
attendance. CITU leader Brijesh Singh said all injured workers have not been paid compensation.

Nine trucks carrying scrap material intercepted
New Delhi, October 5 He said, the Army authorities would take over the trucks and check them for any deadly ammunition that had led to the blast. The police sources said that the Army later fished out several live shells and rockets launchers from the scrap in the unloaded consignment, which had been imported by the company. The police said that there might be a big fault on the part of the companies, exporting such lethal explosives to the companies in India. — TNS |
Wanted criminal held after encounter
New Delhi, October 5 According to the police, Bijender allegedly killed his first wife last year and burnt her body in the heap of dung-cake. Thereafter, he married to another woman Preety. Last night, he was arrested while he was on motorcycle. Seeing the police party, he opened fire at the police. And one of the bullets hit the bulletproof jacket of a policeman. In return, the police also opened fire and overpowered him very shortly. Even then, Bijender tried to escape, but the police hit him with a bamboo stick in which his one leg and one hand was broken. Later, he was taken to the nearby hospital for first aid, where his condition was said to be under control, the police said. The police recovered a China-made pistol and live cartridges from him. The police said that he was allegedly involved in around 19 cases of murder and dacoity. The police said that some people had forcibly acquired the land of Preety’s parents. To get that land back, their parents married her to Bijender as he was a gangster and could help in getting back the land. Bijender was wanted by the Haryana police in three criminal cases and allegedly associated with Kishan Pahalwan gang.
Satta racket busted
With the arrest of five persons, the Delhi Police claims to have busted a satta racket from Gokul Puri area in the Capital. The accused have been identified as Ousaf Ali Khan (40), Rashid (38), Irshadullah (50), Salajuddin (47) and Rafiuddin (40). The police have recovered Rs 5,080 as stake money from them. The police have also recovered one computer, mobile phones, note pad from there.
Constables held in graft case
The Anti-Corruption branch have arrested two constables for demanding and accepting bribe from auto-rickshaw drivers. They were posted at Enforcement Branch, Transport Department of Delhi Government. The accused have been identified as Ct. Harender Singh and Ct. Dinesh Singh. The branch arrested the two constables after a tempo driver approached the branch to lodge his complaint. |
Trans-Yamuna Cong councillors
New Delhi, October 5 Today, a group of councillors from the Trans-Yamuna area appealed to the Chief Minister to trifurcate the corporation to make it more transparent The councillors supporting the trifurcation from the Trans-Yamuna area are led by Ajit Chaudhary, who heads a number of important committees of the Corporation, including Appointments, Promotion and Disciplinary. When this issue was earlier raised by the Chief Minister, Ms Sheila Dikshit, and a proposal was moved in the Cabinet, it was opposed by the majority of the councillors on the ground that this was the prerogative of the Corporation and not of the Delhi Government. The Leader of the MCD, Mr Satbir Singh, and the Chairman of the Standing Committee, Mr Mukesh Goel, had opposed the move openly. Earlier, the issue of trifurcating the MCD was moved before the Standing Committee of the Corporation, only to be referred back to the MCD Commissioner. However, those supporting the trifurcation of the MCD feel that it should be done on the basis of Mayor-in-Council, wherein the powers are enjoyed by the public representatives. “The councillors should be part of the policy making body. At present, they have no role in policy making as all the powers are enjoyed by the Municipal Commissioner,” said Mr Chaudhary. “The works are delayed in the present system, where the councillors have to wait for months for getting the finances for development work sanctioned. Once the Mayor-in-Council system, as in West Bengal, is implemented, it will be easy to get finance for the development work. Here the policies would be framed as per the local requirement,” he added. He said, “the new system will be more effective, manageable and proactive to civic demands. The common man will be able to approach the authorities concerned.” However, these Councillors are against the reconstitution of the constituencies or tampering with the number of councillors in the Trans-yamuna area. However, according to the senior officers of the Corporation, instead of trifurcating the Corporation, the councillors should try to improve the financial position of the MCD. They believe that once the financial position of the MCD is improved, it will be easy to carry out the development works. On the other hand, the trifurcation of the Corporation will increase the financial burden on the civic body, for which new taxes would have to be imposed on the citizens, he added. |
BJP candidates kick-start poll campaign
New Delhi, October 5 Both candidates are raising civic issues like road, sewer, electricity and water to seek votes for the BJP, which they claim, can offer a permanent solution for these problems. Khanna is facing Ramesh Lamba of the Congress in the Rajouri Garden seat while Mehra is pitted against Rajesh Lilothia of the Congress in the Baljeet Nagar seat. The votes will be cast on October 13. The votes will be counted on October 16. According to the Election Commission, the results can be expected the same day.

The ‘Ekta Manch’ felicitated the Speaker of the Delhi Legislative Assembly, Mr Prem Singh, in a function held at the Old Secretariat for his outstanding services to society. Mr Singh is featured in the record books for winning all the elections he has contested in the last 45 years. He first fought and won an election in the year 1958. Flesh racket busted, 5 girls among 11 held
New Delhi, October 5 Later, a decoy customer was sent to the spot, who fixed the deal with the pimps for Rs 1,000 for each girl. After taking the money, the pimps took the dacoy customer to a house in Sarojini Nagar. Subsequently, the police raided the premises and arrested them from there. In another incident, the police arrested two pimps and two call girls on the charges of prostitution from a hotel in Moti Nagar. The police sent a dacoy customer who fixed a deal with the pimps Saroj and R. Subramanyam for Rs 3,000 each girl. He paid Rs 1,000 as advance to Saroj, who then offered two girls to him. The police raided the hotel and arrested all the four persons from there.

New Delhi, October 5 The details of this mega event have been worked out in a meeting convened under the Chairmanship of Mr A R Verma, Mayor of Delhi. CAIT resentful of ‘draconian’ provisions
New Delhi, October 5 In a unanimous resolution passed by its members, at the end of a conference organised this morning, the CAIT said that the entire trade of the Capital should be placed under ‘Kachcha Structure’ category because of the difference of construction pattern in residential and commercial places. The resolution read: The temporary structure of tin or asbestos must also be treated as ‘Kachcha Structure’. The conference, which was presided over by the former Union Minister of State, Mr Vijay Goel, expressed its anguish and resentment over some of the alleged draconian provisions, which were against the interests of the trading community.

9-month-old rescued
New Delhi, October 5 According to the police, the father of the child, Maharaj Prasad, runs a dhaba in Nabi Karim area in Central district. On September 30, he handed over his child to Vimlesh to take care of it, as he was busy on hotel. Thereafter, Vimlesh did not turn up and sped away from there after abducting the child. On October 2, he called up Maharaj Prasad and asked for ransom of Rs 50,000. He asked him to deliver the money at Patna. The matter was then informed to the police, who went to Patna with Maharaj Prasad. But the abductors did not come forward there. Next day, when the police returned to Delhi, the abductor again called and asked to reach at Kalka Mandir in Kalkaji area. The police party laid a trap and arrested him with money and recovered the child from his custody. |
Two murdered in Faridabad
Faridabad, October 5 According to reports, the first incident took place last night in the Surajkund area last night, when a fight broke out between two persons after they had reportedly consumed liquor in the Lal Kuan Basti Colony. It is stated that the accused Birbal stabbed Dalchand (40) with a broken bottle of liquor, after the victim had refused to get more drinks for him. According to the complaint, the accused and the victim had consumed lots of liquor and when the two began to exchange fisticuffs, the accused took up the empty bottle, broke it and stabbed the other, who fell down and succumbed to his injuries later. The accused escaped from the spot after the incident. In another incident that took place early this morning in the NIT area, one Harish Gulati, residing in the NH-I area, was stabbed to death by two youths at about 4 this morning. The deceased, who had been working as a canteen contractor in a college here, was awaken in the morning by the accused, who had came on a motorcycle. It is learnt that the youths knocked at the door and when the victim came out to meet them, one of them took out a sharp-edged weapon and stabbed Mr Gulati, aged about 45 years. The assailants also threatened to kill the daughter and wife of the victim, when they tried to intervene. The police have booked a case, but no arrest has been made so far. An old enmity is reported to be the main cause behind the incident. Earlier on Sunday last, a youth identified as Kishan of Nangla Gujran village of the Ballabhgarh sub-division, was allegedly murdered by two persons after a dispute over some payment. |
Man gets 7-yr RI for raping cousin
New Delhi, October 5 “He celebrated his New Year by raping his cousin. It was a cruel... and devilish act,” Additional Sessions Judge (Mahila Court) Swaran Kanta said, and imposed a fine of Rs 35,000 on convict Rakesh (24). “The trauma and the pain was so much that the victim found it better to die than to live with the memory of having been raped by a close relative,” the court said. Rakesh had taken advantage of his proximity and breached her trust, the court observed. If the convict fails to pay the fine, he would have to undergo further imprisonment of six months, the court said. |
Protestors flay shifting of industries
New Delhi, October 5 The police said the protestors were arrested as they violated the prohibitory orders in force in the area, which houses most of the embassies and other VIP offices. Later, doctors had to be called to ensure that the condition of the former Prime Minister did not deteriorate in The three leaders were detained at the Chanakya Puri police station for over an hour before they were released along with the other protestors. The leaders said that both the Congress and the BJP had gone back on their promise made during the Assemble elections to alter the Delhi Master Plan so that industries based in the residential areas were not shifted. With the failure of the Congress and the BJP to implement their poll promises, more than 10 lakh people are faced with the threat of loosing their job, they added. The former Prime Minister said the Delhi Development Authority, which was to develop industrial areas both in urban and rural areas, had failed to do so, leading to the current situation. Instead of industrial areas, amusement parks and malls are being developed, they added. They said that the Supreme Court, which had ordered the shifting of the polluting industries, had suggested to the Delhi Government to persuade the Centre to change the Master Plan. However, this had not been done, they added. The General Secretary of the Delhi Manufacturers’ Association, Mr Vijay Virmani, said the protests would continue despite the efforts of the authorities to discourage the protestors through the use of “anti-democratic” means. |
IT raids on doctor’s house yield crores
Ghaziabad, October 5 The income tax officials from Ghaziabad, Meerut, Lucknow, Agra and Kanpur conducted the raids under the Additional Director Meerut, Mr Amarjit Singh. Dr Agarwal is a well-known dental surgeon who has his clinic in the house. He has a house in Delhi’s Friends Colony, which was also raided by the officials. The sleuths recovered Rs 75 lakh from Dr Agarwal’s house and crores of rupees in cash and jewellery were recovered from his bank lockers. Documents pertaining to property were also seized. In the raid on Giril Lal Jain’s house, whose four sons live in Sahibabad’s Shyam Extension, the sleuths seized crores of rupees in cash, jewellery and property documents from the house of Dr Jain, his four sons - Ashok, Vipin, Pradeep and Deepak, besides his property dealer friend of Delhi who is close to Jain. Jain’s daughter’s bank lockers were also searched. The seizures of both these raids are being evaluated by the officials.

Two masked criminals on a motorcycle made a murderous attack on an official of Coca-Cola in Kavi Nagar area this morning. The assailants sped away after firing two shots at Ajay Kumar Singh. Profusely bleeding Ajay Kumar Singh was rushed to Sarvodya Hospital by Councillor Amarjit Singh and the police. The incident took place at about 9.15 a.m. today in Govindpuram Colony. Ajay Kumar Singh is a tenant in councillor Amarjit Singh’s house No. A/31, Govindpuram. He otherwise belongs to Balia district of Bihar. Ajay Kumar Singh is an executive in Coca-Cola factory in Dasna and was walking to catch the company bus from the main road. The assailants coming on the bike shot at him from behind. Seeing revolvers in the hands of the masked criminals, Ajay tried to duck them by running into the house of Madanpal Singh in A block. As he was about to enter the house, the assailants fired one shot. Kavi Nagar S.O. Anil Somarya who came with the police team rushed Ajay to Sarvodya Hospital where his condition is said to be stable. Both the assailants were about 24-25 years of age and had covered their faces with a scarf. The S.O. said the police have started their investigation into the attempted murder. |

New Delhi, October 5 “For adults, there are options like Reiki, Yoga and the Art of Living courses, but children also need to be taught the skills of anger and stress management,” says Dr Swati
Bhave, Visiting Consultant, Apollo. Echoing the view, Psychiatrist, Dr Sameer Parikh says, “Academics is just one part of the total self of an individual. From primary classes onwards, an approach is needed to make activities tailormade for an individual child in order to enhance his overall skills.” He adds that apart from problem-solving, interpersonal skills, empathy, self-awareness and critical thinking, emotional intelligence training also needs to be imparted. Experts offer that that all schools must have a trained counsellor to deal with the emotional and psychological problems and be able to screen high-risk students who have psychiatric problems. It is pointed out that psychologists need to hold group and individual sessions of students on various aspects and be involved with the parents and teachers. Dr Parikh lists various steps required for managing psychological, psychiatric and behavioural problems in the schoolchildren. The first is parent and teacher training and screening high-risk children.
Counsellor reference for high-risk children and screening their clinical problems come next followed by reference to mental health department and psychiatric evaluation. Comprehensive treatment plan, liaison with school and parents and regular observation by the counsellors should be followed with feedback to the mental health department. “School system is a multi-graded system and there is a need to have psychologically trained people at each level. A teacher need to learn early identification and management techniques and should be sensitive to the needs and demands of a child,” says Dr

New Delhi, October 5 While inaugurating the state-level 55th TB Seal Sale Campaign launched by the Delhi Tuberculosis Association, he said that there was an urgent need to tell people that TB was a curable disease by sustain treatment. It continues to be a public health challenge. Concerted efforts are being made by the government and non-governmental agencies to provide facilities for detection and treatment. The Lt-Governor emphasised that public awareness campaign should be launched through traditional media like puppet shows, nukad natak, etc. and printed materiel should be distributed through school to make aware public about the symptoms of tuberculosis. He also suggested that relatives should not ignore TB patients. The Delhi Health Minister, Dr Yoganand Shastri, members of the executive committee, Delhi TB Association, government officials, social workers and representatives of the NGOs working in the field of prevention and controlling of the TB, were also present. |
Mountaineering expedition flagged off
New Delhi, October 5 The expedition team had left New Delhi on September 5 and after acclimatisation and training, the team of five girl cadets, four instructors and two guides successfully scaled the Manali Peak on September 21. The expedition, besides summitting two peaks simultaneously, also became the first women’s team to succeed in summiting the Manali Peak. The team led by Lt. Col T Siva Kumar included Lt. Col. M. V. Chaudhari, Capt. Tejaswani Ratjore, Lt. Nivedita Mishra and 21 cadets.

Phool Walon Ki Sair to begin tomorrow
New Delhi, October 5 The event will start with the presentation of an embroidered Pankha to President APJ Abdul Kalam, Yogeshwar Dayal, general secretary of Anjuman Sair-e-Gul Faroshan, which organises the Sair, told reporters here today. On the first day, Lieutenant-Governor B.L. Joshi will offer a Chadar made of flowers at the Dargah in Mehrauli. On October 8, a floral Chadar will be offered at the Yog Maya Temple by Congress MLA Tazdar Babbar. Releasing the programme of the historic festival, that dates back to Mughal Emperor Akbar’s rule, Dayal, who is responsible for restoring the festival in 1961, said over a lakh people are expected to take part in the event. “It is a reminder that Hindus and Muslims can co-exist in peace and harmony. It gives a very strong message of national integration,” he said. On October 9, the final day of the festival, Pankahas from different states will be taken out in a procession and offered at both the shrines. Apart from the participants from Delhi, Pankhas from more than 12 states will feature in the festival, including from Tamil Nadu, Karnataka, Haryana, Punjab, Uttar Pradesh, Madhya Pradesh, Jammu and Kashmir and Himachal Pradesh. New Delhi, October 5 The main objective of this programme was to sensitise the schoolchildren on the matters of preservation of the ozone layer. Neha Chachra and Parampreet Kaur of class XI of Mira Model won the 1st prize in model-making category. Mehak of class IX won the second prize in inter-school poster competition.
