Notices on illegal structures in VVIP houses
New Delhi, September 29 A Division Bench comprising Chief Justice B. C. Patel and Justice B. D. Ahmed issued a notice to Central Public Works Department (CPWD) Chief Engineer and New Delhi Municipal Council (NDMC) on the basis of reports published in an English daily. The paper claimed that ‘extra constructions’ had taken place in violation of the LBZ guidelines in bungalows of 38 MPs. Earlier, Justice A. K. Sikri had taken cognisance of the reports and referred the matter to the Chief Justice’s Bench that deals with PILs, observing that it was a fit case for the court to issue notice to the NDMC, Union Urban Development Ministry and the Urban Arts Commission. The Division Bench, thereafter, appointed Rekha Palli as Amicus to assist the court in the case and asked her to look into the matter. Today, Ms Palli said such violations could not have taken place with the knowledge of NDMC officials and they had turned a blind eye to such unauthorised constructions because politicians were involved.
Constitute Waqf Board: HC
The Delhi High Court today directed the Delhi Government to constitute the Delhi Waqf Board within four weeks and notify the same in the official gazette. A Division Bench comprising Chief Justice B. C. Patel and Justice B. D. Ahmed gave the direction while hearing a public interest litigation (PIL) alleging mismanagement and misappropriation of funds at the 700-year-old Dargah of Hazrat Nizamuddin. The judges were surprised at being told that the five-year term of the previous Board had expired six months ago and a new body had not been constituted since then. Delhi Waqf Board counsel Najmi Waziri sought appointment of a ‘receiver’ for managing the offerings made at the Mazar on the lines of a similar arrangement at the Dargah in Mehrauli, which has been in place for the past 30 years. Mr Waziri also pointed to the reports of the Survey Commissioner, appointed by the court, who had recommended appointment of a receiver. The Commissioner, who scrutinised the accounts of offerings and expenditures provided by the current management of the shrine, had stated he did not consider these accounts “trustworthy”. The counsel also informed the court that the process of registering the Mazaar as a Waqf property would soon be completed. |
Two face gallows for rape, murder
Bulandshahr, September 29 The whole drama unfolded in October 1998 when three persons Naim, Rafiq and Habib of Khurja town, stormed a house in the Kot locality and attempted to rape Mrs Saida, alias Sakila, in broad daylight. The women struggled hard to save her honour, but was assaulted. Meanwhile, her husband also reached the house and tried to save her. However, the trio stabbed the man to death in front of his wife. The accused then fled from the scene, threatening the woman with dire consequences if she approached the police. Hearing the commotion, some neighbours rushed the injured woman to hospital. A case under Section 354, 302 and under Gangster Act was registered against the accused. All the accused were tried in
a Special Gangster Court. Judge SAA Hussain heard both the prosecution and the defence lawyer and convicted the accused. Regarding it as the rarest of the rare case, the judge awarded death sentence to Naim and Rafiq and life term to Habib.

CAIT seeks better deal for traders
New Delhi, September 29 The CAIT is observing ‘Property Tax Protest Week’, of which today was the third day. The Secretary General of CAIT, Mr Praveen Khandelwal, said that the unit area method was “a good method for the collection of property tax” but it was still “suffering from various discrepancies”. He said that as per figures available with the MCD, 9.5 lakh properties were assessed annually. However, after the introduction of the unit area method, the MCD hopes to assess more than 20 lakh properties, since more than half of the properties were earlier exempted from the property tax. “There is no logic for discriminating trade and industry with residential colonies for imposing different slabs of house tax. It is a well-known fact that industry and trade areas of Delhi are lacking basic infrastructure and as such the categorisation of colonies are illogical,” he said.

Hospital drugs routed to chemists on the sly
New Delhi, September 29 The police said that Kewal Krishna was earlier working in a chemist’s shop in Naraina. It is here that he got the brainwave that her should procure drugs and medicines from hospitals and palm them off to medicine shops. Another accused Mahesh, who had been working as an RMP in Kurukshetra, shut down his clinic three years back and started procuring medicines from hospitals through agents. He had a big network in the area for procuring medicines from hospitals and selling those to local medicine shops and clinics. On September 26, the police got a tip-off that a person was coming to Sarai Rohilla area to deliver medicines. A police team laid a trap and arrested Kewal Krishan with the drugs and medicines. The police recovered Helothane IP (Fluothane 250), which is used as an anesthesia in Operation Theatre (OT) of the hospital. At his instance, the police arrested Mahesh Taneja. The police recovered Helothane, Dynozen, Myser, Rozat, Budenose AQ, Optiperes, Zurop 2000, Persol Gel etc from him. Further investigation revealed that these medicines were to be used by the Command Hospital, Panchkula, Haryana, and Uttar Pradesh government and CGHS dispensaries. During interrogation, the accused revealed that these consignments were delivered to them by the Retired Staff of Army Medical Corps. The police have sent teams to arrest all the accused in this connection. |
Inter-state gang of
auto lifters busted
New Delhi, September 29 With their arrests, 17 auto theft cases in Rajouri Garden, Hari Nagar, Paschim Vihar, Ashok Vihar, Patel Nagar and Punjabi Bagh have been worked out, the police said. The suspects have been identified as Matin Ahmad, the leader of the gang, his associates Digvijay Singh, alias Mantu, and Arvind Kumar Gupta. Nine vehicles (four Qualis jeeps, two TATA Sumo jeeps, two Maruti cars and one Santro car) have been seized. The police had received a tip-off that members of an inter-state gang of auto-lifters would be reaching Maharaja Agarsen Hospital in a stolen TATA Sumo jeep. A police team deployed in the area arrested them as soon as the TATA Sumo jeep stopped in front of the hospital gate. Two persons inside the vehicle, identified as Matin Ahmad and Digvijay Singh, had come to the hospital to meet their associate, Arvind Kumar, who was involved in making fake registration papers. During interrogation, Matin confessed that he had been stealing vehicles for the last seven years and had supplied them to customers in various parts of the country, including Sambhal, Haldwani, Malegaon near Mumbai and Gaya. Later, a number of stolen vehicles were seized from these places. During the investigation, a number of fake documents, including insurance papers, stamps of various officers and blank R/C books were seized.
Businessman robbed of car
Four armed youths robbed car of a businessman, Rishi, at Issapur village near Jafarpur Kalan in South Delhi today. The victim was going to Jhajjar when the incident occurred. The culprits, who were in another vehicle, intercepted the car of the victim at Issapur village. When the victim stopped his vehicle, the suspects asked him to step out. When he resisted, the suspects dragged him out, beat him and drove away with the car. A case of carjacking has been registered, the police said. Further investigations are on. |
Man throws acid on wife in Ghaziabad
Ghaziabad, September 29 After an exchange of swear words, both the men went ballistic and reportedly poured a glass of acid on Kunti. When the badly burnt woman raised the alarm, the duo absconded. The neighbours informed the police, who rushed her to government hospital in Ghaziabad, where the woman’s condition is serious. The husband and son-in-law of the woman were reportedly suspecting her character and wanted to teach her a lesson. In another incident, people thrashed and seriously injured a youth who had tried to rape a girl living in the neighbourhood. He is also stated to be serious. In Chhabra Colony of Sahibabad, a youth was living as a tenant. At the dead of night while his neighbour Rakesh and his family were sleeping on the terrace, the youth tried to outrage the modesty of a young girl of the family. He was caught, thoroughly beaten up and then handed over to the police. The police rushed him to government hospital in Ghaziabad in a serious condition.
Criminal shot dead in encounter, cop hurt
The Ghaziabad police today shot dead one criminal who was fleeing after looting cash and car under Bhojpur police station in broad daylight. The police team had surrounded the criminals and an encounter took place in the jungle of Saidpur village. The police of Modi Nagar, Bhojpur and Niwadi police stations had jointly taken on the criminals. While one criminal was shot dead, a cop of police team also received a bullet shot in his stomach. He was rushed to a Modi Nagar hospital. SSP J.N. Singh said Hussain Ali of village Kalchheena in Bhojpur, was returning to the village in his Maruti van DL-3-CB/3574. Two young men at Janhangirpur Road asked for a hitch-hike. The strangers promptly put two local revolvers on his temples and snatched Rs 20,000, a bank draft and his Maruti van. Hussain Ali informed the Bhojpur police. SO D.N. Singh of Bhojpur started chasing the criminals with his team. A team of Muradnagar team along with the circle officer rushed to Jahangirpur village. As the police had surrounded the van on Saidpur-Muradabad Road, the criminals left the van, hid in the jungle and started firing at the police. SP Rural B.K. IMA health camp for senior citizens on Oct 1
New Delhi, September 29 Citizen’s Day and Voluntary Blood Donation Day, the honorary secretary-general of IMA, Dr Vinay Aggarawal, said here today. He said that specialists from various branches of medicine (cardiology,
gynaecology, orthopaedics, geriatrics) will do a complete check-up of senior citizens and advise accordingly. Free ECG, echocardiography, blood testing, etc will be done on the occasion. The experts of Escort Hospital will give advice on cardiology. Cultural programmes, including on-the-spot painting and debate competitions among the schoolchildren will also be organised on the occasion. Local Residents Associations (RWAs) are also going to participate on the occasion, said Dr Aggarawal. Mr Oscar Fernandez, Union Minister of Statistics and Programme Implementation will be the chief guest on the occasion. Dr A. K. textbooks withdrawn
New Delhi, September 29 “Even as the government understood the need to replace these doctored history texts, no steps were taken for their immediate repealing from the schools,” said noted historian Arjun Dev, speaking at a seminar ‘Towards an Agenda for Secular Education’. Mr Dev pointed out, “The books that were written prior to the NDA’s communal agenda should have been provided without any delay and now the ‘toxified’ books are still being used.” Echoing the concern of these academicians, school students who were present at the seminar put forth their views hinting at confusion and plight over having to study these texts. “Incidentally, the books which the students should have been reading have been slotted as reference books. The National Curriculum Framework should have been declared null and void. It was based on wrong assumptions and the then NCERT Director as well as the HRD Minister went on to describe the CABE as defunct and dead,” said Mr Dev. He pointed out, “The National Curriculum Framework should have identified issues that need to be inculcated into the curriculum after wide discussions and the approval of the
CABE.” Adding that the UPA government should take immediate steps to monitor the content of education, he said, “The government whether the CPI (M) in West Bengal or the Congress in Karnataka has failed to give an importance to educational content. No secular party can afford to ignore the content of education, because of what has happened in the recent past.” Pointing out the glaring bloopers, Mr Dev said the books had managed to reserve space for Bin Laden, but chose to ignore the assassination of Mahatma Gandhi. CBSE holds science exhibition
New Delhi, September 29 The exhibition has been organised with the aim of promoting interest amongst students vis-à-vis science. More than 450 schools participated in the event; each school was allowed to send two models/exhibits. 110 schools have been selected to participate at the national level. The selected teams will also participate at the annual National Jawahar Lal Nehru Science Exhibition being organised by the NCERT in November this year. The exhibits are based on the theme of energy, transport and communication, information technology and food and health amongst others. The Minister of HRD, Mr Arjun Singh, will inaugurate the exhibition on October 4 at DPS, Ghaziabad. The Minister of State for HRD, Mr A. A. Fatmi, will present the awards to the finalists a day later.

The Bhartiya Lokhit Morcha (BLM) president, Mr Kanhya Singh, has lamented that the authorities are adopting a step-motherly attitude towards daily-wage workers employed in different MCD departments. As against this, the daily-wage workers in other civic agencies and the Delhi Government have been regularised. The confirmed appointees had been working in the corporation for the last 22 years on a monthly salary of Rs 900. The government had regularised them in 1999. There was an agreement between office-bearers of the BLM and officers concerned in the Union Labour Ministry to regularise the daily wage workers. |

Ghaziabad, September 29 The police were informed on Tuesday evening that the body of a man was lying at the base of Regalia Towers in Shipra Sun City, Ghaziabad. A CA was living in a Regalia Towers flat. A gold chain, purse, car keys and cell phone were recovered from the pockets of the deceased. Identified as Yogesh Agarwal of
Najibabad, the man lived with wife Anuradha and a child on the fourth floor of the flat. He was employed as a chartered accountant in a firm at Nehru Place in New Delhi. The body, it seemed, had been lying there for quite sometime. His wife Anuradha said her husband had left for office as usual and there was no problem between them. The police said Yogesh had committed suicide,
but it could not be determined as to from which floor he had jumped. The police are waiting for the autopsy report and the arrival of Agarwal’s parents and in-laws from Bijnore and Dehra Dun, respectively. |

New Delhi, September 29 The Delhi Government had brought gold and silver under the First Point Tax Scheme in the Finance Bill. Now, for seeking exemptions jewellery exporters have to go in for lots of cumbersome procedures and formalities which has affected their exports of gold and silver jewellery from the Capital. Gold and silver jewellery exports are contributing major share of the total exports from Delhi as 850 registered exporters are contributing exports worth Rs 2260 crore, Gem and Jewellery Export Promotion Council Convenor Northern Region Rajendra Bhola said in a memorandum submitted to Finance Minister AK Walia. However, the new tax burden will totally halt exports of gold jewellery from Delhi which is a major exporter in the country, he pointed out. The imposition of any sales tax liability or delay in issuing of a complete exemption notification by the Delhi Government will not only halt gold and silver exports from Delhi but would also affect thousands of skilled and semi-skilled workers.

After the incident, two Dalits, Prakash and Bijendra, succumbed to injuries while on the way to hospitals.
