Replacing power meters made consumer-friendly

Haryana Cong panel shortlists LS nominees

Chandigarh, March 24
The Congress screening committee for shortlisting candidates for the Haryana Lok Sabha seats is believed to have prepared panels of names for certain seats. The panels would now be discussed by the Central Election Committee towards the end of this week.

According to party sources, the screening committee, which met in Delhi today after its meeting was postponed several times in the past, decided that no member of it would disclose the deliberations to the Press or to anybody in the party.

However, as per the information which has filtered out of the meeting, a former Director of the CBI, Mr R.C. Sharma, has emerged as the frontrunner for the Karnal seat. Of course, the committee has also included the names of certain other candidates in the panel.

For the Hisar seat, the race, as was expected, seems to be between the president of the All-India Youth Congress, Mr Randeep Singh Surjewala, and a former Union Deputy Minister, Mr Jai Prakash, who is the sitting MLA from Barwala in Hisar district.

Mr Navin Jindal, son of a leading industrialist-turned-politician, Mr O.P. Jindal, and a former Speaker of the Haryana Assembly, Mr Tara Singh, are among the contenders for the Kurukshetra seat.

From Bhiwani, the committee is believed to have recommended the names of the sitting MLA from Tosham, Mr Dharamvir Singh, and Mr Kuldip Bishnoi, younger son of a former Chief Minister and Haryana Congress President, Mr Bhajan Lal. If the party nominates Mr Bishnoi from Bhiwani, it will become a battle between the sons of three heavyweights of the Haryana politics. Mr Ajay Singh Chautala, elder son of the Chief Minister, Mr Om Prakash Chautala, and Mr Surender Singh, son of a former Chief Minister, Mr Bansi Lal, will contest from here as the INLD and HVP candidates, respectively.

The committee is believed to have recommended the names of a former minister, Rao Inderjit Singh; a former Union Minister of State, Col Ram Singh; and Rao Dharam Pal for Mahendragarh. Both Rao Inderjit Singh and Rao Dharam Pal are sitting party MLAs.

Two more sitting MLAs, Mr Sher Singh, a former IG, who is MLA from Julana; and Mr Jatinder Malik, MLA from Kailana, figure in the panel for Sonepat along with Mr Dharam Pal Singh Malik, a former president of the Haryana Congress.

The Congress MP from Meerut, Mr Avatar Singh Badhana, has emerged as the hot contender for Faridabad. Of course, the party sources say, if Mr Bhajan Lal decides to contest the Lok Sabha election, he will have the option of contesting from Faridabad.

The Leader of Opposition, Mr Bhupinder Singh Hooda, remains the party’s first choice for Rohtak.

The sources say the AICC President, Mrs Sonia Gandhi, will take a final decision if the top three leaders of the Haryana Congress — Mr Bhajan Lal, Mr Hooda and Mr Birender Singh — are to contest the Lok Sabha elections. If Mr Birender Singh agrees to contest, his nomination from Hisar would be considered.

Advani sees India getting ‘developed’ tag

Ambala, March 24
Deputy Prime Minister L.K. Advani today expressed the hope that India would become a developed nation.

Mr Advani, whose Bharat Uday Rath Yatra arrived here this evening, said, “We are determined to make India a developed nation and nobody can prevent it.” He was addressing a well-attended gathering at Ambala Cantonment.

“The three issues in this Lok Sabha election are ‘vikas (development),’ ‘sushasan (good governance)’ and ‘Netritiva (leadership),’” he said.

Highlighting the government’s achievements, he said, “We are working on Pandit Deen Dayal Upadhyay’s vision of work for everyone and water in every field. The Golden Quadrilateral project is going to be a link between the four corners of the country. We are also going to link different rivers. Work is under way on this project,” he said.

Recalling the 1997 Rath Yatra, Mr Advani said at the time it had been 50 years since Independence, but there was still lack of development. “But the country has made giant strides during our tenure,” he claimed.

He said it was earlier perceived there would be development once we gained freedom, but that did not happen.

“Aurobindo Ghosh had said that the door to future was opening and that we could achieve the position of ‘vishwa guru’. However, many people today are living below the poverty line. There is ‘swaraj’ but no ‘suraj’,” he said. “Under the leadership of Mr Atal Behari Vajpayee, we have turned it into suraj,” he added.

The Deputy Prime Minister said India today was at the take-off stage. “India will not be a developing nation any more. We want to get rid of this tag and become a developed nation. Some countries are afraid of us. They want a ban on outsourcing. They are the same people who had earlier talked of globalisation,” he commented.

Cong trying to befool people: CM

The Chief Minister, Mr Om Prakash Chautala, today alleged that the Congress was trying to befool the people by making tall promises in its manifesto.

Talking to newspersons here before addressing a rally at Barwala, 30 km from here, he said that the Congress had promised to provide one crore jobs to unemployed youths every year. However, it had not clarified how it would create one crore jobs every year for the next five years. The Congress should have also mentioned how it would raise the resources for creating so many jobs. Without this it was apparent that it was not serious about this he said, adding that the party wanted to grab power by making false promises.

He said the Indian National Lok Dal would keep all its options open with regard to extending support to a party at the Centre after the poll. Any decision in this regard would be taken after the elections.

Later, addressing the rally Mr Chautala asked voters to ask the Congress and Haryana Vikas Party leaders where they had spent the money meant for development.

Mr Chautala also addressed an election meeting at Katla Ram Lila Ground here late last evening. Mr Sampat Singh, Finance Minister, Mr Subhash Goyal, Local Bodies Minister and Mr Surender Singh Barwala, party candidate from the Hisar Lok Sabha seat, also addressed the meeting.

NDA team calls on Chautala

A 14-member team of National Defence College, New Delhi, led by Major-Gen Ashok Vasudeva, called on the Haryana Chief Minister at Hisar today during its five-day tour to the state.

Mr Om Prakash Chautala acquainted the team with the Devirupak scheme introduced by the government to stabilise the alarming growth of population and checking the declining female sex ration. He told the team about the steps being taken by the government for encouraging the growth of herbal plants in order to increase the income of the farmers.

HAU budget estimate of Rs 106 crore approved

The Board of Management of Haryana Agriculture University here has approved the budget estimate of the university for the year 2004-2005 to the tune of Rs 106 crore.

Mr M.K. Miglani, Vice-Chancellor of the university, said here today that the budget estimate had been approved at the meeting of the Board of Management held at Chandigarh yesterday. He said out of the total budget estimate of Rs 106 crore, the state government would provide Rs 90 crore as grant-in-aid whereas Rs 15 crore would be received from the Indian Council of Agricultural Research (ICAR), NATP and other funding agencies. The remaining amount of Rs 1 crore would be earned by the university through 30 self-finance schemes present in operation at the university.

The Vice-Chancellor said out of the total budget, 45.44 per cent had been earmarked for conducting research and maintenance of research farms while 23.67 per cent of the budgetary allocation had been allotted for teaching, including library services. He said 11.47 per cent of the allocation had been approved for extension activities. According to budgetary provisions, 4.83 per cent had been allotted for administrative and miscellaneous purposes while 1.81 per cent had been allotted for student and employee welfare. He said that 10.6 per cent had been allotted for the construction of buildings, maintenance and landscaping and 2.72 per cent for service units.

Mr Miglani said the board had confirmed the promotion cases of eight Assistant Professors to Associate Professors and 33 Associate Professors to Professors. The board had also given its approval for the grant of revised rates to Senior Research Fellow and Research Associates at the meeting. He said the enhanced gross salary to these categories would be applicable from April 2002 while the order regarding the promotion cases would be issued after May 31.

Replacing power meters made consumer-friendly

In a decision that is being seen as “consumer-friendly”, the Haryana Electricity Regulatory Commission (HREC) has amended the electricity meters replacement policy of the power department.

Under the new policy, the department has been directed to replace the working electro-magnetic meters with the electronic meters at its own cost. Earlier, the consumers had to buy their own electronic meters and get them tested at the government laboratories.

According to sources, the decision was taken at a recent meeting presided over the HERC Chairman, Lieut-Col Raghbir Singh (retd). The officials of the Haryana Vidyut Prasaran Nigam (HVPN), the Uttar Haryana Bijli Vitran Nigam (UHBVN), the Dakshin Haryana Bijli Vitran Nigam (DHBVN) and the representatives of residents’ welfare associations also attended the meeting.

It may be mentioned here that faced with large-scale power pilferage, running into several crores of rupees per month, the department had initiated a major project to replace existing over 23 lakh power meters with that of electronic meters in 2,001.At that time the department had argued that a majority of the power meters were “defective” and “tampered with” by the consumers with the result that the government was incurring a huge loss.

However, several citizens’ organisations had represented to the government that only the “defective” meters should be replaced. The electro-magnetic meters, which were in good condition, should be left untouched as the consumers had already spent a huge amount on their installation, it was argued. After the deliberations, it was decided that the good quality electro-magnetic meters would be replaced by the department at its cost.

The HREC order, however, makes it clear that all power meters are to be replaced by the electronic meters. The sources said till date over 11 electricity meters had been replaced.

Haryana Class VIII results on March 31

The Haryana School Education Board would, for the first time, declare the results of the class VIII examination within 35 days of its completion.

While stating this here today, a spokesman of the board said that the results would be declared on March 31, whereas earlier the results were declared after 60 to 80 days of completion of the examination. Last year, the results were declared on July 2.

He said the results would be available on IVRS helpline (011-24357270) which had 60 lines. Besides this, the candidates would also be able to know the results from the helpline set up in the office of the board in Bhiwani at number 951664-254000, which would have 10 lines.

He said that the results would also be available on the websites which could be accessed at http://hbse.nic.in or http://results.nic.in. The details of results would be available after 8 a.m. on March 31.

2 commit suicide by consuming insecticides

Hisar, March 24
A married woman allegedly committed suicide at Adampur, near here, today, according to the police. Darshna (35) had consumed insecticides at her house this morning. Later, she died on her way to hospital. After this, her husband also tried to commit suicide by throwing himself before a train near the local railway station. He was admitted to the Adampur Civil Hospital with fractured limbs.

In another incident, an unidentified person ended his life at Adampur this morning. He also consumed insecticides and died on the spot. The police also recovered the dead body of a youth, Ved Parkash (27), from fields at Adampur today. He had been missing from his house. His body was brought to the Civil Hospital here for postmortem.

A 12-year-old boy drowned in the Gangwa canal here last evening. According to reports, the deceased, Sandeep Kumar, a resident of the local Umed Vihar Colony, had gone to the canal for bathing with other children. He slipped into the canal and drowned. The police recovered his body from the canal this morning.

Dabwali panel’s term extended

A Division Bench of the Punjab and Haryana High Court today extended the term of one-member Commission under Justice T.P. Garg appointed to assess compensation for Dabwali fire tragedy victims.

Pronouncing the orders in an open court, the Bench, comprising the Chief Justice, Mr Justice B.K. Roy and Mr Justice N.K. Sud, requested the commission to decide the matter expeditiously and submit the report preferably within six months.

The fire tragedy victim’s association had initially sought directions for granting compensation to the families of the deceased, besides free treatment for the injured.

Challan filed

In a case pertaining to the alleged murder of a Kaithal-based journalist, Parmanand Goyal, the Haryana Police today claimed the filing of challan against seven accused in the matter.

Appearing before a Division Bench of the High Court, headed by the Chief Justice, Mr Justice B.K. Roy, state counsel added that one accused had been declared a proclaimed offender.
