Ranjeet Chautala Sirsa, March 6 Mr Ranjeet Singh was talking to the mediapersons at his residence here after joining the BJP. District unit BJP president Jaimal Singh and two organising secretaries of the Haryana Youth Congress, who resigned recently from the Congress were also present on this occasion. Reacting to the Haryana Pradesh Congress president’s comments Mr Ranjeet Singh alleged HPCC president of having been hand in glove with the INLD chief. He said when he was fielded against Mr Om Parkash Chautala in Rori during last Vidhan Sabha election, Mr. Bhajan Lal had advised him against it and suggesting that he would arrange a meeting between two brothers. In addition to this Mr Bhajan Lal had also approached him for pursuing his elder brother former legislator Mr Partap Singh to withdraw his PIL he has filed against Haryana Finance Minister Mr Sampat Singh, he added. Mr Ranjeet Singh praised the co-operative attitude of the State BJP leaders and said the democracy in the country was taking roots which was evident from the alliance politics and stability of the NDA under the leadership of Mr Atal Bihari Vajpayee. Mr Ranjeet Singh said during in 11-year stay in the Congress, he had made efforts to end internal differences within the Congress. He said that he would leave no stone unturned to ensure the victory of the BJP candidate from this parliamentary constituency. |

Liquor vend auction tomorrow
Chandigarh, March 6 Last year Haryana had amended the Haryana Liquor Licence Rules, 1970, on March 31 to provide for the grouping of more than one district even “during the auction”. All a presiding officer at the auction is required to do is to explain the locality, number of vends and quota of each district. The vends had been auctioned earlier to the publication of the notification No. SO44/PA1/1914/S59/2003 on March 31, 2003. The grouping of more than one district “during the auction” had virtually thrown small contractors out of competition. It resulted in the creation of three or four groups. Trade sources claim that in one of the groups the “hero of this year’s Punjab auctions” was a partner. Another group was owned by a relative of a powerful politician of the state. Small contractors of Haryana fear that this year also the government may facilitate the creation of monopoly of certain groups by grouping more than one district for auction, particularly so in view of the election year. The liquor vends in all districts would be put to auction at Ambala on March 8. The practice of holding auctions at different places for different districts was discontinued last year when the monopoly was created for the first time. This year the quota for country liquor and India made foreign liquor(IMFL) has not been combined. While the quota for the country liquor would be 425 proof litres, that for the IMFL would be 175 lakh proof litres. However, a licensee can convert 10 per cent of the country liquor quota to the IMFL. He will not be allowed to transfer the quota from one district to another. Perhaps these changes have been made in view the reported inadequate lifting of quota this year. Moreover, the penalty for not lifting the quota would have to be paid quarterly and not in January. It was found that the old system was not effective in safeguarding the state revenue. A licensee would have to lift 25, 20, 30 and 25 per cent of the annual quota in the first, second, third and fourth quarter, respectively. |

Teachers boycott evaluation work
Rohtak, March 6 Led by the leaders of the Haryana Adhyapak Sangh, affiliated to the Sarv Karamchari Sangh, and the Haryana Rajkiya Adhyapak Kalyan Sangh, teachers, engaged in evaluation of middle standard examination answersheets, started a dharna in the morning. They were demanding immediate arrest of the accused director of a private school and provision of adequate security for the teachers engaged by the school education board for invigilation, practical examination and evaluation work. The trouble started a few days ago when a government school teacher was beaten up allegedly by the director of a local private school and his accomplice after the victim declined to award marks to the absentees during a practical examination in the private school run by the accused director. The victim lodged a complaint with the local police and a case under
relevant sections of the Indian Penal Code (IPC) was registered against the assailants, including the school director. The episode took another turn when a woman teacher of the private school alleged that she was molested by the teacher during practical examination in the school. — PTI |

Accused
in woman’s disfigurement case held Sirsa,
March 6 During their
yesterday visit to the victim’s house, Nirmal Kaur in Sant Nagar,
members of the commission had expressed their concern over the lapses
in dealing with this case. They had demanded a strict action against
the guilty. The members directed the officers concerned to ensure
justice to the victim by providing all necessary help at her doorstep. Following
this the medical officer, Dr Punia, visited the victim’s house and
prepared a medical legal report (MLR). On the basis of the report main
accused Heera Singh of Santnagar was booked and arrested under Section
326, 452 and 125-B IPC. The district police chief, Ms Mamta Singh,
while confirming this said the action would have been taken earlier
had the Health Department prepared the MLR. She disclosed that the
woman had been provided round-the-clock security. The victim is ready
to provide all help to the police for getting justice, the SP added. |
Punjabi owners dominate horse show Neval (Karnal), March 6 From an ordinary hores to racehorse, to a long-eared-mule were available here but it was the Punjabis who really dominated the show. Be it a Marwari or Nukra breed, Punjabis were surrounded by huge crowds the whole day. Jagdeep Singh, owner of a Marwari horse from Vandran village in Moga district of Punjab shaved off his trotting horse with shouts of ‘mind your backs’ to unwitting spectators. Hundreds of people clustered around him to have a glance at his horse. Interestingly, Jagdeep Singh was demanding Rs 9.70 lakh for his dark coloured 62-inch high horse. Talking to the TNS, the trainer of this horse Deep Singh Brar said, “The natural bearing of this horse is erect and showy with a high-head carriage, an alert appearance and the neck is also beautifully arched in movement”. Giving the details about the Marwari breed of horses he said, “The unique characteristic of this breed are the remarkable curled ears which form a perfect arch when pricked forward. The profile of the head is straight with a tendency to a roam nose rather than convex. The eyes are large, luminous and set wide”. In reply to a question Jagdeep Singh said that they charge Rs 5000/- per mating. Horse lovers from as far as Shri Ganganagar, Muktsar, Ludhiana, Patiala, Jalandhar and Amritsar come to his stud farm for the mating of their female horses. “Last year, Rustam experienced as many as 85 mating”, he proudly claimed. Another attraction was a 63-inch high white-coloured ‘Nukra’ breed of horse brought here by Daljit Singh Sekhon from Talwandi Malak village (near Sunam) of Patiala district. Named Rustam, the horse had already bagged one gold medal when it was just one-year old in a state-level competition held at Ludhiana. Mr Sekhon has not yet decided to sell his white horse but its value has been estimated at around Rs 3 lakh. Som Pal, a stud farm owner of Mohammadpur village in Saharanpur district of Uttar Pradesh, told TNS that he has brought three horses of Nukra, Amritsari and Sindhi breed each for sale. He was expecting something between Rs 75,000 to Rs 1.25 lakh for his one-year old Nukra horse. A great rush of horse lovers to the fair here was an indication that a considerable number of farmers in northern India had taken to this profession in the past few years farmers. These farmers had developed mini-stud farms in their dwellings and farms. A random survey of the fair revealed that more than around 60 per cent horses brought here by the farmers were not of good breeds. Most of the farmers, to whom TNS interacted in the fair, pointed out that government should help in improving the breeds of horses that could fetch more income. |
Jail Supdt’s transfer recommended Karnal, March 6 Meanwhile, the magisterial inquest into the murder of a convict recently has been completed and the interim report submitted to the DM. Confirming this, Mr Doon said he had ordered the local police to register an FIR in this case and initiate legal action. However, the FIR is yet to be lodged. Prem Pal, a life convict in a murder case, was found seriously injured on Monday. He was later declared brought dead by medical officers at the Civil Hospital. A few days before the murder of the life convict, the DM, along with other officials, raided the jail and found many flaws in its working. A knife, drugs and Kisan Vikas Patras worth Rs 2 lakh were recovered from inmates during the raid. “I constituted a committee under the chairmanship of the Sub-divisional Magistrate to hold an inquiry into it”, said the DM. The inquiry report was submitted to the DM early this week following which the transfer of Mr Yudhister Yadav, Superintendent, and Dr Munish Kumar, Medical Officer, of the jail was recommended. Sources in the jail had revealed that the inmates were living in miserable conditions. The capacity of the jail was160, but at least 600 criminals were lodged in it. |
Project to study impact of climatic changes Karnal, March 6 The study, beginning from April 1 has been initiated under the 10th Five-Year Plan. The Network on Climate Change and Indian Agriculture (NETCCIA) will start project with the assistance of 14 agriculture research institutes in different agro-climatic regions of the country. The institutes include the National Dairy Research Institute-Karnal (Haryana), the Indian Agricultural Research Institute-New Delhi, the Central Crops Research Institute-Kerala, the Central Research Institute for Dryland Agriculture-Hyderabad and five agriculture research institutes located in various agro-climatic regions of the country. Sources in the NDRI said here yesterday environmental climatic changes on different areas in agriculture production and its allied professions would be studied for a strategy to minimise the damages. |
Farmers advised to reduce use of pesticides
Hisar, March 6 Highlighting the recommendations made at the conference, the former Director of the Industrial Toxicology Research Centre and president of the society Dr P.K.Seth, said that the participants had called for measures for the reduction of pesticides’ use and identification of ‘hot spots’ affected with various agro-chemicals. They also recommended the need to develop new tools for molecular epidemiology so that health aspect of the environment mutagens could be assessed. The participants also stressed to strengthen facilities to assess risk to environment and health. Training courses in the area of genetic toxicology at advanced centres of research and teaching should be organised regular by to develop trained manpower. It also came to fore that in certain areas of the state pesticides were present in significant quantities in water and soil, which find way to human beings and animals through food chain. This had caused significant health concern as pesticides were known to affect nervous, reproduction and immune system. Besides this, heavy metals had also been detected in high amount. Studies were being conducted for controlling environment pollution by utilising pest bio-control and bio-remedies of the contaminated soils. The society gave awards for best poster presentation to young researchers Ms Monika Chhabra of HAU and Ms Jatinder Kaur of Guru Nanak Dev University, Amritsar. A symposium on environment pollution, genetic risk and impact on global health was also organised on this occasion. Over 100 scientists from leading research centres and universities all over the country including Punjabi University, Punjab Agricultural University, University of Kolkata, HAU, TATA Memorial Cancer Research Institute, Advanced Centre for Treatment, Research and Education in Cancer and the Environment Protection Centre Institute on Advanced Study participated in the conference. |
Murder mystery solved, 2 held Ambala, March 6 Mr Akil said they had arrested a youth, Tirath Ram, who is brother of the main accused Pappu. Tirath Ram, a rag picker, is a resident of Ambala Sadar. “Tirath Ram’s brother, Pappu, is a history sheeter and he is an accused in a rape and murder case. He is also an accused in the rape case of Mohan Lal’s daughter,” he said. The SP said Tirath Ram had told the investigators that the deceased, Vicky, and his sister were trying to blackmail Pappu. “Vicky’s sister and Pappu were involved. Apparently, Vicky and his sister had demanded Rs 5000 from Pappu over some photographs,” he said. He said Pappu and three other friends, then, planned to kill Vicky. “Pappu and his accomplices convinced Vicky to come along with them in looting a petrol pump owner. They told Vicky that the petrol pump owner passed through the area near the Tangri river at night and they would loot him there,” he said. Mr Akil said Pappu, his accomplices and Vicky went at night near the Tangri river bank where Pappu repeatedly stabbed Vicky even as his accomplices caught hold of the victim. After murdering Vicky, they cleaned the knife and walked away,” he said. “We have recovered a blood-stained letter from Vicky’s pocket which mentioned Mohan Lal’s name. The letter also mentioned some phone number of Panipat. Pappu used to stay in Panipat and sometimes visited Ambala. The letter blamed Mohan Lal for Vicky’s death. On investigation, we found that Pappu had run away with Mohan Lal’s daughter,” he observed. Mr Akil pointed out that a tracker dog helped in solving the murder. “The dog was able to sniff out the route taken by the deceased and led us to the area. We were able to crack the case,” he said. |

Hisar, March 6 This honour has been bestowed on Dr Dhindsa for his outstanding contributions in pure and applied chemistry and for commendable efforts in developing environment-friendly agrochemicals, a university spokesman said here today. Flower competition results
Hisar, March 6 A university spokesperson said the competition was sponsored by the university branch of the State Bank of India. The competition was divided into three categories — fresh flower arrangement, fresh-cum-dry arrangement and miniature arrangement.
Deepika, Meenu Saini and Shraddha were declared first, second and third, respectively, in the fresh flower arrangement category, while
Meenu, Deepika and Meenakshi Khurana got first, second and third place, respectively, in the fresh-cum-dry category. School board forms 473 flying squads
Bhiwani, March 6 The senior secondary, matric annual examination are commencing from March 12 and 13, respectively. According to a board spokesperson today, the inspection strategy of centres had been made more comprehensive and effective. She said that the state had been divided into 174 sectors and the respective 174 administrative officers squads would keep strict vigil over the centres.

House burgled at pistolpoint Karnal, March 6 Mr Vijay Kumar, a partner in restaurant situated on the national highway, told TNS that robbers carrying automatic firearms broke the grill of a window facing the street and entered his house forcibly. One of the robbers entered the room where Vijay Kumar was sleeping and pointed a pistol at his head. Another robber took away the revolver of Vijay Singh that was kept under the pillow. They locked him, his wife and his son, of Vijay Kumar, in a bathroom. They ransacked the house and took away a sum of Rs 65,000 a revolver and 450 grams of jewellery along with them. The police has registered a case. |

Dhaba owner stabbed to death
Rohtak, March 6 According to the police, four persons came to the dhaba. After having dinner, they refused to pay the bill. When the dhaba owner objected to this they stabbed him repeatedly with a sharp-edged weapon. He was admitted to the medical college hospital here where he was declared dead. |

Jhajjar, March 6 According to police sources, SI Satish Kumar of the Crime Branch, posted in the Rohini area of Delhi, and the informer, Vijay Kumar of the Mangolpuri area in Delhi, were allegedly kidnapped before being hacked to death. Their decapitated bodies were found at different places. The body of SI was recovered from the premises of the Civil Court, Bahadurgarh, and of informer from the National Highway Number 10. The killers had tried to set the hacked head of the SI on fire while of the informer was still to be recovered. A team of the Delhi Police has reached Bahadurgarh to join the investigations by the Haryana Police. SI Satish Kumar, a resident of Bahadugarh, was known for his valour and courage. He had worked out many a crime. It is feared that he become victim of some notorious gang.

2 drivers, conductor die as buses collide
Fatehabad, March 6 According to reports, a Haryana Roadways (HR-57-904) started from Sirsa this morning for Delhi. When the bus crossed Dhangar village near here another bus (HR-57-923) of the Sirsa depot of the Haryana Roadways coming from Delhi collided heads on with this bus at 5.15 am today. Mr Surinder Singh and Mr Krishan Kumar, drivers of both buses and Ram Phal, conductor of the bus coming from Delhi died on the spot. Both buses were badly damaged. Mr Ved Parkash, the conductor of the bus going towards Delhi received minor injuries. Others who were injured in the accident are Satbir and Mange Ram from Hisar, Rajinder from Delhi, Radhey Sham from Jandli Kalan, Yashbir from Sirsa and an unidentified person, whose condition is stated to be serious.
