Protest against suspected murder of woman
Hamirpur, March 6
Nearly 100 persons, including women hailing from Chamned village of the district, held a procession through the main bazar here yesterday in protest against the death of a young woman, Meena, of Harned village two days ago. They also held a demonstration inside the local police station complex and demanded action against the persons who caused the death of Meena.

10 held for attacking family

As many as 10 hooligans were arrested by the  Kunihar police after they attacked Naval Kishore and his family members this afternoon. The situation took an ugly turn when a family member fired a gunshot in defence to scare away the attackers.

Plea to open CSD outlet at Kulu

Major Ramesh Sharma, former president of the district Ex-Servicemen and War Widows League, has said that the sanctioned CSD outlet at the district headquarters here for the welfare of ex-servicemen and war widows should immediately be opened.

Corruption to be Cong poll plank, says Stokes

Ms Vidya Stokes, Pradesh Congress Committee chief, said today that the corruption in the NDA government at the Centre and the previous Dhumal regime in the state would be the main issue, besides achievements of the Congress government over the past one year in the ensuing Lok Sabha poll.

Addressing a press conference here, she said tenure of the Vajpayee government had been tainted with numerous scams and scandals and the people were anxiously awaiting the opportunity to get rid of the corrupt regime. The Dhumal government in the state also patronised corruption for which the BJP was punished by the electorate in the last Assembly poll.

She claimed that the Virbhadra Singh government was focusing on thrust areas like employment generation and providing social security to the people. As many as 15,000 jobs had been created in the government sector and industrial projects with an employment potential of about 70,000 jobs were under implementation.

Work had been speeded up on the hydel power projects and the 126 MW Larji project would be completed by the end of the current year. Execution of Kholli project and the Uhl-III project was underway. Referring to the charge sheet of the BJP against the Virbhadra Singh government, she said the Opposition had the compulsion to criticise the government of the day.

The charge sheet lacks substance. Moreover, before levelling charges against the Congress government, BJP leaders should ponder over what they did during their five-year rule.

Demand to reinstate BSP chief

At a meeting the District BSP here yesterday criticised the removal of Mr Tulsi Dass Bansal as President of the BSP and threatened that office-bearers and members of the district unit of party and of all four Vidhan Sabha units would resign if he was not made president of the party again. The meeting praised Tulsi Dass Bansal for strengthening the party.

The meeting demanded that Ms Mayawati should re-appoint Mr Tulsi Dass Bansal as State President and remove Mr Man Singh Manhoda from the post of Himachal State Convener of the party and should replace him with Mr Narender Kashyap.

DC on voters’ lists in Kangra

Dharamsala, March 6
Deputy Commissioner, Kangra, Dr Shrikant Baldi, who is also the returning officer for the Kangra Parliamentary constituency said that voters’ lists for all 16 constituencies of the district were published on January 20 and available in the offices of Subdivisional Magistrates.

Dr Baldi said these lists were also available on the touch screen service in the district e-Governance Centre at Dharamsala. Voters could verify their names in the lists, he added.

Tibetans’ appeal to political parties

The National Democratic Party of Tibet has appealed to the political parties in the USA, Taiwan and India to include the Tibet issue in their manifestos.

Mr Acharya Yeshi Phuntosk, its president, said the parties should raise the issue during the elections. He appealed to the parties to support the peace initiative of the Dalai Lama and recognise the Tibetan Government-in-Exile as legitimate.

Even as the controversy sparked off by allegations of irregularities in selections of Assistant Engineers is yet to die down, the Himachal Pradesh Public Service Commission is in the dock for not complying with the provisions of the Income Tax Act.

According to sources, a team of the Income Tax Department, which inspected the records of the commission last week, detected serious irregularities in the payments, particularly, those made in connection with the secrecy work. The officials concerned of the commission failed to produce the receipts of payments. Further, no deduction of tax at source has been carried out as required under the Act. The unrecovered amount on account of short or non-deduction of tax runs into lakhs of rupees.

There has been an abnormal increase in expenditure under the secrecy head over the past three years but no proper record has been maintained. It shot up from Rs 1.20 lakh in 2000-01 to Rs 11.20 lakh in 2002-03 which was quite surprising as the work load of the commission had been reduced substantially following the setting up of the Subordinate Services Selection Board.

The department is also probing whether all advertisement agencies to which about Rs 15 lakh had been paid over the past three years were genuine or not. Doubts were raised regarding the genuineness when the concerned officials failed to give even the correct addresses of some agencies. No deduction of tax was made while making payments to agencies.

The drive launched by the department to ensure compliance of the various provisions of the Income Tax Act by big organisations has enabled it to raise an additional demand of about Rs 70 lakh over the past six months. The inspections covered the state electricity board, the state housing board the Department of Telecommunications and the Himachal Pradesh Tourism Development Corporation.

Holi celebrated in Himachal

Holi was celebrated with gaiety and enthusiasm in the hill state. The festival of colours assumed greater significance for Congressmen as the Virbhadra government completed one year in office today.

There was a riot of colours at Holly Lodge, residence of Mr Virbhadra Singh, Chief Minister, as thousands of partymen descended on it to greet the Chief Minister on the occasion. Folk dancers enthralled the gathering.

The Congressmen utilised the occasion to raise the demand for fielding Rani Pratibha Singh, wife of Mr Virbhadra Singh, from the Mandi seat.

Mr Acchar Singh, a BJP leader from Banjar, joined the Congress on the occasion.

Holi was also celebrated in Mandi, Kangra, Palampur and other places in the state.

Mr Satya Galodha, general secretary of the Janbadi Mahila Morcha, a front of the CPM, led the processionists.

The ASP, Hamirpur, Mr Sunder Lal, came to the police station and held talks with the agitators and also took statements of the parents of the deceased.

A spokesman for the Hamirpur police said it had already taken action and arrested Ajay Kumar, Madan Lal, Sushma Devi and Byasana Devi, husband, father-in-law, sister-in-law and mother-in-law of the deceased.

He said a case under Section 306, IPC, had been registered against all arrested persons.

10 held for attacking family

Solan, March 6
As many as 10 hooligans were arrested by the  Kunihar police after they attacked Naval Kishore and his family members this afternoon.

The situation took an ugly turn when a family member fired a gunshot in defence to scare away the attackers. Two of the family members sustained serious shoulder injuries others were discharged after being treated at Arki hospital. The two have been referred to Solan district hospital for an X-ray.

The superintendent, Prem Thakur,  rushed to the spot on receiving information.

A case under sections 336 and 506 of the IPC was registered against them. The police was ascertaining whether gun shots were fired from an air gun or a pistol.

The trouble started when Naval Kishore lodged a complaint with the panchayat that his daughter was being teased by these hooligans. A suspect, Amit Mittal, was earlier beaten by her family members. Amit and his friends of a nearby village Ucchi, today decided to avenge the beating and attacked Naval.

Plea to open CSD outlet at Kulu

Major Ramesh Sharma, former president of the district Ex-Servicemen and War Widows League, has said that the sanctioned CSD outlet at the district headquarters here for the welfare of ex-servicemen and war widows should immediately be opened. He said the canteen building had already been constructed near the Zonal Hospital by the league by the collective efforts of ex-servicemen.

Major Sharma further demanded that the proposed Central School and Navodaya School for which the land was made available by the Revenue Department at Hathithan and Mohal, respectively, should be started. He said “unfortunately, Kulu was the only district left where these schools had not been started in Himachal Pradesh”.

Major Sharma called upon the political parties to unanimously elect the sitting Lok Sabha member of the Mandi parliamentary constituency so that he could complete the works started during his previous five-year term.

12 caught using unfair means in exam

Solan, March 6
Mr B.R. Rahi, Chairman HP Board of School Education, today conducted surprise raids on various schools of the district and booked 12 students, including one regular student, under the unfair means case. Ten boys appearing as private candidates were caught using unfair means at the local Boys Government Senior Secondary School here. Two students, including one regular and one private candidate, were caught red-handed at Senior Secondary School, Kandhaghat.

The Chairman ordered the immediate replacement of supervising staff at Senior Secondary School, Solan.

HP border residents exempted from entry tax

Shimla, March 6
The Himachal Pradesh Government has decided in principal to exempt vehicles owned by people living along the inter-state border from entry.

Stating this here today, the Chief Minister, Mr Virbhadra Singh, said the people living the inter-state border had to frequently cross the barrier and this tax was a burden on them.

He said the government proposed to exempt vehicle of the people residing within 5 to 6 km area from the entry tax and all such vehicles owned by bonafide resident would be exempted from entry tax. — PTI

Swiss hurt in mishap

In a hit and run accident here, a Swiss citizen was seriously injured. According to the police, a Swiss citizen Mr Patrick Benjamin (32) who is on world tour on a motor cycle, met with an accident between Dharamsala and McLeodganj when he was his by a Tata Sumo. — OC
