Litigants will not have to wait for long to get a response to legal notices submitted by them. Taking a serious note of the fact that the authorities concerned in a large number of cases were simply not replying to notices sent by the litigants, a Division Bench of the Punjab and Haryana High Court has asked Haryana’s Chief Secretary (CS) to issue written instructions for ensuring prompt response — maximum within a month — to the notices.

Chautala takes exception to Advani’s remarks at Palwal

The INLD President, Mr Om Prakash Chautala, today reacted sharply to the statement made by the Deputy Prime Minister, Mr L.K. Advani, at a public rally that the people should vote for either the BJP or the Congress and not for regional parties.

In a statement issued here Mr Chautala, who is also the Chief Minister of Haryana, said Mr Advani’s statement had strengthened his suspicion that the BJP and the Congress were in league with each other and the two wanted to form the government jointly.

He said he had been saying that despite being the supporting party in Haryana, the BJP had been criticising his government and its leaders were hand in glove with Congress leaders on various issues.

Describing Mr Advani’s statement as “irresponsible”, Mr Chautala regretted that the statement virtually meant rejection by the BJP of the other members of the NDA, which were mostly regional parties. He urged the other NDA partners to immediately react to Mr Advani’s statement.

If the Prime Minister agreed with Mr Advani, Mr Chautala meant that Mr Atal Bihari Vajpayee could shake hands with the Congress to remain in power. He said the NDA came into existence on the strength of the regional parties. Now Mr Advani wanted to keep the Congress alive at the cost of the regional parties.

Mr Chautala said it seemed that Mr Advani now wanted to be the Prime Minister. He said Mr Advani seemed to have been frustrated at the beginning of the campaigning as the BJP’s “feel-good factor” had failed. Mr Advani, he said, had accepted the defeat by pleading in favour of the Congress.

He also alleged that Mr Advani was taking out a “rath yatra” to create communal tension in the country. Earlier also, he said, the BJP’s “rath yatra” had created “tension, bitterness and controversy” in the country.

SYL canal won’t be poll issue, says INLD

The Chief Parliamentary Secretary of Haryana and a senior leader of the Indian National Lok Dal (INLD), Mr Rampal Majra, has said that the completion of the construction work of the Satluj-Yamuna Link (SYL) canal was not a poll issue either in Punjab or Haryana. He said the INLD’s options for an alliance with the Bharatiya Janata Party (BJP) once again were still open. He was addressing a press conference here today.

He claimed that the INLD’s relations with the Shiromani Akali Dal (SAD) would not be affected by the inter-state SYL issue. The top leadership of both the parties had promised to each other not to rake up the SYL issue in the general election.

He said that it was during the tenure of the SAD President, Mr Prakash Singh Badal, as Chief Minister that the SYL project was cleared and construction work on it was initiated. “Therefore, there is no question of any confrontation between the two parties”.

He claimed that the Akalis in Haryana were fully united and would support the INLD candidates whole-heartedly. He said the top Akali leadership would campaign for the INLD in Haryana, Uttar Pradesh, Rajasthan and New Delhi.

In reply to a question, he said the options of an alliance with BJP once again were still open and the party was seriously considering forging an alliance with it. He said the BJP high command had approached the INLD leadership to rethink about the possibilities of an alliance even after the “mud-slinging” among the local leadership of both parties.

Regarding the delay in announcing the party candidates for the Lok Sabha elections, he said the INLD was still watching the developments regarding alliances between various parties across the nation. “It will be much better to announce the candidates after clearly analysing the position on possible alliances” among various political parties,” he said.

Indian Justice Party to contest 50 LS seats

Mr Udit Raj, President of the Indian Justice Party, announced today that his party would put up candidates in Punjab, Haryana and elsewhere in the country in the coming Lok Sabha elections.

Addressing a press conference here, Mr Udit Raj, a leader of Dalit employees and a former member of the Indian Revenue Service, said his party would put up about 50 candidates all over the country during the Lok Sabha elections. About a poll alliance, Mr Raj said this was being worked out.

Mr Udit Raj was here to take part in a function organised by the Haryana unit of Confederation of SC/ST and BC Organisations for felicitating HCS officer M.L. Sarwan on his retirement.

Asked whether the Indian Justice Party would be concerned primarily with the issues raised by Dalit government employees, Mr Raj said such employees were the most vocal section of the Dalit population.

Mr Karamveer Singh, President of the confederation’s Haryana unit, said the Haryana Government must implement the policy of accelerated promotion of Dalit employees. There was a massive backlog of posts reserved for Scheduled Caste aspirants, he claimed.

Mr M.L. Sarwan alleged that he had not been promoted to the IAS cadre by the state government because of being a Dalit.

BJP Mahila Morcha for ticket to 3 women

The state unit of the BJP Mahila Morcha has demanded ticket for three women in Haryana for Lok Sabha elections.

Addressing reporters here today Ms Malik Roji Anand, president of the Morcha, said that the Morcha had sent a resolution to the party high-command demanding 33 per cent reservation for women in Haryana.

She said the BJP was for 33 per cent reservation for women in Parliament but opposition leaders, including the Congress opposed it.

The Morcha , she said, would form women’s teams in urban and rural areas for door-to-door campaign to highlight achievements of the Vajpayee government.

Later, she addressed a meeting of office-bearers of the Morcha from Hisar, Sirsa, Rohtak, Bhiwani, Fatehabad and Jind districts to ensure participation of women in party’s rally at Uchana on March 11. The Morcha would also organise medical camps in all Assembly segments of the state on March 8, she informed.

Chautala has ditched Haryanvis, says Nehra

The Senior Congress leader and former Irrigation Minister of Haryana Jagdish Nehra said here today that Chautala had ditched people of Haryana. In his statement Mr Nehra accused Mr Chautala of befooling people with false promises of free water and electricity. He said it was strange to see Mr Chautala and his government boast about their make believe achievements, whereas the reality was that “jungle raj” prevailed in the state and the only achievement of his government was the implication of political rivals in false cases.

Mr Nehra said farmers, traders as well as employees were disillusioned with the present government and wanted a change. They are looking towards the Congress for getting respite from the rampant corruption and high handedness of the INLD leaders, he added.

He also accused the present government of misusing government machinery for Jhajhar rally where the Chief Minister celebrated the fourth anniversary of the ‘black rule’.

Villagers raise slogans against Swami

The Union Minister of State for Home Affairs, Mr I.D. Swami, faced a stiff opposition from rural folk in a few of the villages he toured during his election campaign on Wednesday. People raised slogans against him and the NDA government.

He is likely to re-contest the Lok Sabha elections from the Karnal constituency.

Sources said Mr Swami faced the anguish of rural people at Bhaini Khurd and Jhanjhari villages. People in Bhaini Khurd village raised slogans against the NDA government for neglecting issues related to the farming community.

There were also reports of heated exchange of words between villagers and Mr Swami and his party associates. The villagers expressed their anguish over the setting up of a toll tax barrier on the national highway.

Samata Party rally on March 24

The Samata Party candidate for the local parliamentary seat, Mr Sanjeev Gharu, said today that they would hold a state-level rally in the city on March 24.

Talking to mediapersons here, Mr Gharu said the rally would be held at Sector 7, HUDA ground. Mr Gharu said the Shivalik region was an under-developed area. “This area lacks basic amenities. The outgoing Ambala MP, Mr Ratan Lal Kataria, had not paid attention to the area. Even though, a rail link had been promised for the area, nothing was done about it,” he added.

He said rail links between Rohtak-Rewari and Sone-pat-Jind had been formalised. But, the people were still waiting for a promise to be fulfilled which was made nearly four decades ago.

Mr Gharu said if the Haryana Government was unable to develop the Shivalik region, then they should had it over to Himachal Pradesh. “The people want basic amenities which unfortunately is not there,” he said.

He added that they had always opposed the anti-people policy of the Haryana Government.

The Bharatiya Kisan Union (BKU) had decided to field Mr Braham Singh Dahiya, vice-president of the Haryana unit of the BKU, as its Lok Sabha candidate from Sonepat.

Death in jail; role of authorities comes under scanner

The murder of a life convict in Karnal jail allegedly by one of his brothers lodged in the same jail on Monday has raised doubts over the alleged role of the jail staff in ‘hiding’ facts related to the case to ‘save their skin’.

The family members of the victim had alleged that relations between the three brothers were ‘cordial’, and ruled out the possibility of the involvement of any one of the two brothers in the murder.

Prem Pal, a life convict in a murder case, was found seriously injured in the kitchen at about 2.15 a.m. on Monday. He had suffered head injuries and was profusely bleeding from nose and ears. As per the report available with the district administration, the victim slept in the cook house (kitchen) of the jail on Sunday.

Doubts have been raised over the presence of Prem Pal in the kitchen at night when all inmates were sleeping in their barracks. Why did he sleep in the kitchen? who permitted him to sleep there?

Surprisingly, none of the jail staff on duty noticed when he was attacked.

The role of the medical officer posted in the jail is also under cloud. The medical officer of the jail, Dr Munish Kumar, was called immediately. The doctor reached the spot at about 2.30 a.m. but the victim was admitted to the Civil Hospital at 4 a.m. as per the hospital record. The distance between the jail and the Civil Hospital is not more than 10 minutes. The victim was ‘left in pathetic condition during this time to die’ alleged family members of the victim.

The victim’s younger brother, Rajesh and sister Bala, have alleged that the murder was pre-planned and the jail authorities were trying to ‘hide’ the facts from the investigating officer, Mr Lajvir Singh, Additional Deputy Commissioner who is holding magisterial inquest into the case under Section 176 of the Cr PC.

The family members of the victim have demanded that the matter be investigated by the CBI and the jail staff present on duty at the time of the incident and the Jail Superintendent, Mr Yudhister Yadav, suspended immediately.

The district administration has brought the incident to the notice of the National Human Rights Commission (NHRC) without any required justification.

Only the sequence of the incident based on Pritam’s statement and the nature of investigation initiated have been reported to the NHRC. No details of action taken against the jail staff has been mentioned in the two-page letter written by the District Magistrate to the NHRC.

The Tribune tried to contact Mr Yudhister Yadav Superintendent Karnal jail, for his comments but he refused to meet the correspondent.

Kasturirangan, Member, Rajya Sabha, and Chairman, Space Commission, after conferring Goyal Prizes on seven eminent scientists of the country in the Senate Hall of Kurukshetra University here today.

Dr Kasturirangan said an Indian satellite would be sent to the moon for getting physical and chemical data and the mission may be completed in the next four or five years.

Presiding over the function, the Vice-Chancellor of Kurukshetra University, Dr A.K. Chawla, said the Goyal Prizes provided an opportunity to the teachers of the university, particularly those belonging to the science faculty, to interact with distinguished scientists who come to receive Goyal Prizes every year. He lauded the efforts of Mr Ram S. Goyal in instituting these prizes and making Kurukshetra University a focal point for eminent scientists to meet and discuss problems of mutual interest with teachers of the university.

Welcoming the chief guest, the co-chairman of the organising committee for Goyal Prizes, Prof S.P. Singh, said due to the efforts of Dr Kasturirangan, Indian had come to occupy an important position among six countries of the world, who had been pursuing programmes. The efforts to establish Goyal Prizes had succeeded and these were new being recognised in the scientific field, he added.

Mr Ram S. Goyal, who has come along with his wife from the USA to India for attending the award ceremony, said since science was the backbone of the country, he had made a modest effort to encourage eminent scientists of the country. Although he had been living in the USA for the past 50 years, his soul was in India and he wanted to repay the debt he owed to the country, he added.

Earlier, welcoming all seven awardees, the convener of the Goyal Prizes organising committee, Dr D.K. Chaturvedi, said Kurukshetra University was the only university in India which honoured scientists at this scale.

Prof L.R. Kakkar, Dean, Faculty of Sciences, Kurukshetra University, proposed a vote of thanks for all visiting dignitaries.

The Registrar of Kurukshetra University, Dr J.S. Kadian, the Dean, Academic Affairs, Dr V.K. Aggarwal, Prof Dr R.P. Maleyvar (retd) and senior faculty members as well as large number of students were also present.

VC for judicious use of farm chemicals

Mr M.K. Miglani, Vice-Chancellor of Haryana Agricultural University here today expressed concern over injudicious use of agro-chemicals and urged geneticists and farm scientists to develop eco-friendly farming techniques.

He was addressing inaugural function of the three-day annual conference of the Environment Mutagen Society of India here. He said though the country had surplus foodgrains but a large section of society was suffering from malnutrition and pollution-related ailments. Such technology was needed as the agriculture sector had no checks as imposed on industrial and transport sectors in the country.

He said that pollution was affecting not only human beings but the whole earth. He said that industrialisation and other advancements were great developments but instead of becoming an instrument of prosperity and human health these led to sick and degenerated society.

Former Director of the Industrial Toxicology Research Centre Dr P.K.Seth, who presided over the function, called upon for creating awareness towards pollution in the country.

Dr Seth cautioned that pollution could take a serious turn in developing countries, which already were facing population explosion.

More than 100 geneticists and farm scientists from different parts of the country are participating the conference. A souvenir was also released on the occasion.

Lack of transport deprives farmers of cattle

A large number of poverty-stricken farmers in Chhattisgarh have been waiting for the past three months for transport to receive 300 head of cattle donated to them by the Haryana Gaushala Sangh, an NGO. Lack of means of transport and financial constraints have led to the present situation.

Proposals sent by the sangh to the government to get financial aid for the farmers and the railway authorities to transport cattle have not worked out. Moreover, the cattle could not be transported through trucks.

Hundreds of poor farmers hailing from Raigarh had approached the NGO to get bullocks for cultivation and cows for milk and dung. The NGO had donated the cattle to the farmers as they had been living in abject poverty and lacked means to cultivate land and basic amenities.

The farmers from Raigarh who had approached the NGO, had said that agriculture was the only source for them to feed their families. They could not afford to buy tractors due to small land holdings and had no other source of income.

The president of the Haryana Gaushala Sangh, Mr Baldev, said hundreds of poor farmers from several villages in Chhattisgarh had discussed their problems with members of the NGO and had asked for help about five months ago. A team of members of the sabha had visited several villages in Chhattisgarh to find out the conditions of farmers and to check the conditions for the servival of the animals.

Only after getting a positive report from the team, the NGO had agreed to send the cattle for free. Besides, the NGO had arranged to set up two gurukuls and one gaushala at Raigarh.

Mr Baldev said for the past three months, members of the NGO and the farmers have been running from pillar to post to arrange for transport to send the cattle to Chhattisgarh but to no avail. The railway authorities had not responded. Nor had the government extended any financial help.

The municipal councillors said that students of non-government schools were facing inconvenience due to the requirement of birth certificates. “The process for making birth certificates is long and cumbersome. Also, the births registered before 1990 are facing added problem since the data was destroyed during the Mandal agitation,” they said.

They demanded that the process for the registration of birth certificates should be simplified. “Also, the process of NOC and building plan has been made complicated, which is causing problem of the local people,” they said.

The municipal councillors stressed that the Mahesh Nagar colonies must be immediately authorised since people were paying house tax and other taxes.

6 electricity wire thieves arrested

Following the arrest of six persons, the CIA staff have succeeded in busting an inter-state gang of electricity wire thieves.

Stating this here today, the district police chief, Mr Yogender Nehra said that a CIA party, on a tip-off, arrested them between Nanakpura village and Morthall village in this district while they were going to sell the stolen electricity wire.

During interrogation, gang members told the police that they used to sell their stolen electricity wire in Punjab and Uttar Pradesh. The arrested persons had been identified as Lallu Ram, Jasveer Singh, Balwaan Singh, Joginder Singh, Surender Singh and Lal Chand.

Mr Nehra said the police had recovered the electricity wire worth Rs 1 lakh from their possession.

The arrested gang members were produced in the court of Mr R.P. Goyal, at Pehowa yesterday and were remanded in judicial custody for 14 days.

Haryana CS asked to ensure prompt response to notices

Litigants will not have to wait for long to get a response to legal notices submitted by them. Taking a serious note of the fact that the authorities concerned in a large number of cases were simply not replying to notices sent by the litigants, a Division Bench of the Punjab and Haryana High Court has asked Haryana’s Chief Secretary (CS) to issue written instructions for ensuring prompt response — maximum within a month — to the notices.

The directions were issued in an open court on a petition filed by Sirsa resident Rajiv, alias Ruli. He was seeking directions to the state of Haryana and other respondents for appointing him on compassionate grounds.

The petitioner had claimed that his father, an employee with the Haryana Minor Irrigation and Tubewell Corporation, died in 1994. But his plea for appointment on compassionate grounds was pending with the state.

Acting on the petition, the Bench, comprising Mr Justice G.S. Singhvi and Mr Justice Nirmal Singh, ruled: “Taking cognisance of the fact that in most of the cases legal notices or notice of demand for justice were sent by the litigants either personally or through their advocates, but no reply was given by the authorities concerned, we deem it proper to direct the Haryana CS to issue instructions....”

In their detailed order, the Judges added that the directions should be passed on to “all the heads of departments and offices, besides heads of government corporations, companies, undertakings and organisations, to ensure that every legal notice or notice of demand for justice is promptly attended to and appropriate reply is given to the noticee within a maximum period of one month”.

Disposing of the petition, the Judges also asked the state to decide the petitioner’s claim for compassionate appointment by passing a speaking order within 15 days.

Further, the Judges turned down the state counsel’s plea for adjournment for enabling them to file written statement in the matter. Speaking for the Bench, Mr Justice Singhvi asserted, “A notice of the writ petition was given to Haryana’s Senior Deputy Advocate-General on January 15. As of date, a period of one-and -a- half month has elapsed, but written statement has not been filed.... We do not consider it proper to grant further time for the purpose of filing the written statement.”

Eunuchs, doctor castrate youth

A local youth has alleged that some eunuchs had castrated him with the help of a doctor last year. He was illegally confined for the past two years and escaped from their custody last month.

Narrating his tale of woe to mediapersons here today, the victim, Mr Balkrishan, a resident of a nearby Mangali Akanwali village, said he had some interest in music and dancing. Three eunuchs, Jhanjhar, Darshan and Jaggi, all residents of Budhladha town in Punjab, came to his village and allegedly kidnapped him after giving him some intoxicant on July 16, 2002. They took him to Budhladha and forcibly kept him in their custody for six months.

He said they took him to a private hospital at Farukhabad in Uttar Pardesh where Dr K.K.Shrivastva allegedly conducted an operation to castrate him forcibly on January 16 last year. Afterwards, they took him to Budhladha again and sometime later he was sold to another eunuch. Chameli, a resident of Bazigar Basti at Faridkot in Punjab, for of Rs 85,000. Chameli also kept him in her custody and forced him to dance with her party members.

Mr Balkrishan said he ran away from the house of Chameli on the night of February 9 and reached here the next day. He met the local Subdivisional Magistrate and narrated the whole incident. The SDM sent him to the local Civil Surgeon for a medical examination. The medical examination at the Civil Hospital here has confirmed castration.

Dr Dahiya for promoting quality research

Creating a culture of high class research and quality education in the university are my top priorities.” The first regular Vice-Chancellor of the local Chaudhary Devi Lal University said this in an interview to The Tribune.

Dr Dahiya passed out of high school with national scholarship. Before taking up teaching at the IIT, New Delhi, about 26 years ago Dr Dahiya acquired his doctorate in physics from Kurukshetra University on CSIR fellowship.

Dr Dahiya likes teaching and plasma energy technology is his favourite subject. He has contributed significantly to the use of energy in the rural development and upliftment of the rural sector by applying his research. He coordinated to the establishment of first energy village of Haryana by implementing renewable energy devices.

The Vice-Chancellor said building a direct communication channel with students was one of the aims of his administration. On providing quality education, he said to attract academicians of repute, he would not hesitate to give them extra incentives.

Sun Microsystems package

Sun Microsystems today signed anits MoU with the Haryana Government. Under the agreement, its open-source-based office productivity suite, Star Office TM, will be adopted across the state government departments.

Addressing a press conference here today, Mr Bhaskar Pramanik, Managing Director of Sun Microsystems India said the market cost of this software package per licence is Rs 4,860, but it has been offered to the Haryana Government for Rs 998 per licence. The company has also decided to give this package free of cost to all school, colleges and universities in Haryana.

Dr Harbaksh Singh, Commissioner and Secretary to the Government of Haryana, Electronics and IT Department, said the process of computerising all 67 urban local bodies is going on a war-footing. The adoption of Star Office 7 in the state will enable the government to adopt open standards-based technologies on lower costs.

Call for bandh against rising crime

The Haryana Beopar Mandal has given a call for a bandh here tomorrow in protest against the murders of three young businessmen during the past 12 days and increasing incidents of looting in the town.

The decision to observe a bandh tomorrow was taken at a meeting of representatives of traders and businessmen at Durga Mandir here today. The Beopar Mandal chief, Mr Laxmi Chand Gupta, presided over it.

The meeting expressed concern over increasing incidents of crime in the town during the recent months. It criticised the district administration for its failure to ensure the safety of the common man. Leaders of various organisations who attended the meeting later issued an appeal to businessmen to make the bandh a success.

Youth shot dead

Rohtak, March 3
A youth was shot dead by three motor cycle-borne miscreants in Krishna Colony here yesterday.

Old enmity between the deceased, identified as Gagan (20) and one of the assaliants was suspected to be the reason behind the gruesome murder, police sources said.

The police has registered a case.

According to information, the deceased, owner of a sweets shop, located on the Kachcha Beri road here, was sitting in another shop run by one of his friends in colony.

Three unidentified youths riding a motor cycle opened fire on Gagan, who sustained bullet injuries.

While the assailants rode away after perpertrating the crime, the victim was rushed to the PGIMS where doctor declared Gagan as “brough dead”.

Meanwhile, expressing serious concern over worsening law and order situation resulting in rising incidents of crimes in the city, the Rohtak Traders’ Association has given a call for complete bandh in Rohtak city tomorrow. — PTI

10-yr term for rapist

The Additional District and Sessions Judge, Mr Satish Ahlawat, today sentenced a youth to 10-year imprisonment for raping a girl. The court also imposed a fine of Rs 2000 on him in this regard. According to the prosecution, the accused Jitender Singh, a resident of nearby Bhatol Jatan village forcibly took a girl of the same village, to his house on September 6, 2002, when she was returning to her house from fields. He raped her and fled the spot.

Later, the sadar police arrested him after registering a case under Sections 376/34 of the IPC.

Couple crushed to death by roadways bus

Rohtak, March 3
A scooter-borne couple was crushed to death by a Haryana Roadways bus on the National Highway near Ismila village, about 20 km from here, on Tuesday, the police said today.

The deceased have been identified as Kuldeep (45), an ex-serviceman and a resident of Rohtak, and his wife Gulab Kaur.

The bus driver fled from the spot after the mishap.

The couple was returning to Rohtak from Ismila village when their scooter was hit by a Haryana Roadways bus. — PTI

Admit cards on website

The Haryana School Education Board has made available the admit cards of students taking the matric and senior secondary (educational and vocational) examination on its website http.//hpse.nic.in.

Mr Rakesh Gupta Secretary of the board, said here today that the students who had not received their admit cards and roll numbers could download these same from the website. This facility would be available from March 6.

Unidentified body found

The body of an unidentified person was found in the shrubs close to Rampur Sarsehri near the Tangri bank on the outskirts of Ambala Cantonment. He was wearing a shirt and pair of trousers.

An official said that the motive behind the murder would be clear after they were able to trace out the person’s background.

Superintendent of Police Mohammad Akil rushed to the spot.
