New Delhi, November 13 Besides Mehta, his brothers, Ashwin Mehta, Sudhir Mehta, and leading stock brokers like Dinesh Shah, Mukesh Gupta and Acharya Arun Dev have been named in the chargesheet. Harshad Mehta has been named in column No. 2 of the chargesheet as he was dead. According to the chargesheet, in June, 1999 Mehta brothers had alleged that 27 lakh shares belonging to them had either been misplaced or stolen by somebody while they were in the custody of the CBI during June, 1992, to October, 1992. The statement was made by them almost seven years after the shares allegedly went missing. The shares had been legally attached to a custodian appointed by the court. Taking a serious view of the allegation of Mehta brothers, the special court trying the Security Scam cases directed the CBI to investigate the matter. The agency established that the shares in question were, in fact clandestinely “removed” by the Mehta brothers themselves. They had transferred the shares in the name of their ‘benami’ companies and associates by forging the share transfer forms, the chargesheet alleged. These shares were later introduced into the market between 1993 to 1995 through various brokers and were sold away, the CBI alleged. The Mehta brothers had received sale proceeds from these brokers, although these were actually meant to be handed over to the custodian. The CBI contended that the allegations of the Mehta brothers were not only false, but intentionally lodged with an ulterior motive of concealing the existence of 27 lakh shares that had already been sold in the market.

POTA panel notice to Tamil Nadu New Delhi, November 13 The committee, headed by Justice A.B. Saharya, also asked the government to respond and place before it relevant documents, including case diaries, by December 2. Stating that the panel had asked for some papers from the government earlier too, which included copies of FIRs, Justice Saharya said “the committee require other materials in the cases related to Vaiko and Gopal.” He said the issue of the notice should not be treated as a prelude to the release of both. “It is not proper to comment before all material is with the panel,” he said. The Justice said they had been reviewing all POTA cases throughout the country and in most of the cases it had demanded documents from respective state governments. Replying to a question, he said the committee had not issued notices in other cases as according to him “the other cases are not ripe enough.” Meanwhile, MDMK Chairman L. Ganeshan welcomed the move of the POTA panel, terming it as a ‘semi-final victory’. |

Congress for more jobs Bhopal, November 13 The manifesto was released today by the PCC president, Mr Radha Kishan Malaviya, and the Chief Minister, Mr Digvijay Singh. The committee which was constituted to prepare the manifesto included two former Chief Secretaries of the state, one of whom (Mr K.S.Sharma) was the vice-chairman of the State Planning Board while the other (Mr S.C.Behar) was the director-general of the Makhanlal Chaturvedi National University of Journalism. The manifesto said a Rajiv Gandhi employment mission would be launched to deal with the unemployment problem. The mission would implement specially-designed schemes for generation of employment. Legislation would be enacted to guarantee employment for 120 days in a year to one unemployed member of each poor family. Long term, as well as short term, training schemes would be launched in polytechnics and Industrial Training Institutes. Annually 10,000 trainees would get employment-oriented training. Similarly, programmes would be taken up in the institutions associated with agriculture, horticulture and other sectors. Career counselling would be given at every government high school/higher secondary school. Counselling for entrepreneurship would be given at District Industry Centres. Annual district employment plan would be chalked out in every district. Those enrolled in Employment Offices would be assisted to start self-employment. Self-help groups would be constituted in a large number and involved in income-generating activities. Income of rural people would be enhanced by ensuring them benefits of various schemes. In a state facing acute power shortage, the manifesto promised 3000 MW additional power generation by 2007. It also promised a source of potable drinking water in all habitations in one year and also extension and improvement of health services in rural areas. The party would ensure that every family had its own house; at least one member of a family got employment; no family suffered from hunger; every member of a family got benefit of basic health services; there was access to safe drinking water sources; and every child got an opportunity to go to school from the age of six. |
India to set military base in Tajikistan New Delhi, November 13 While Prime Minister Atal Bihari Vajpayee would be in Tajikistan from today, Defence Minister George Fernandes has just returned from two other central Asian countries after working out details of their exploring possibilities of defence research and development with India. Reports here said work was already underway at Ayni, which is just about 10 km north-east of Tajikistan capital Dushanbe, for developing an air base where India would also be placing its other military assets. India would also be helping in training of the Tajikistan forces while setting up its military base there. The base would help New Delhi keep a close watch on Tajikistan’s neighbour Pakistan. Besides, with other central Asian having borders with Afghanistan, India’s growing closeness with them would also help strengthen its presence in Kabul. |
Follow uniform code, SC tells nurses
New Delhi, November 13 Dismissing a bunch of petitions challenging the decision of the authorities making it mandatory for the nurses at the IMNS to wear white coat while on duty, a Bench comprising Justice K.G. Balakrishnan and Justice B.N. Srikrishna lauded the service rendered by the nurses for the country. While terming the petitions to be without merit, Justice Srikrishna, writing the judgement for the Bench, recalled the example set by Florence Nightingale in attending to the injured soldiers during the Crimean War in 19th century. The Bench said it had no doubt that the nurses in the IMNS would carry on with their yeoman’s service by following the example set by Florence Nightingale. The nurses in the Army were wearing white dresses prior to year 2000 when it was decided that their uniform should be changed to olive green to bring it in line with that worn by others in the service. After a year, the authorities realised that the olive green uniform of the nurses was creating more difficulties for patients at the base hospital. The relatives of the patients, who were mainly jawans, junior commissioned officers (JCOs) and non-commissioned officers (NCOs), were hesitant to call the nurses in the event of medical need, as they perceived them to be seniors on the basis of their olive green uniform. Taking into account this practical difficulty, the authorities decided that the nurses would wear a white coat over their dress for proper identification in the hospitals. The nurses took umbrage to this decision and termed this as a discrimination, as they alone were asked to wear white coats in the base hospital and not the other medical staff. Different high courts were approached resulting in some of them staying the implementation of the new dress code. This necessitated the transfer of all cases to the Supreme Court, which in an interim order had ordered status quo to be maintained. However, after dismissing the petitions as without merit, the Bench vacated the interim order. Meanwhile, the Army authorities had referred the uniform controversy to a Review Committee, which has suggested that the nurses could be asked to wear a beige colour safari suit as uniform. After this apex court verdict, it was open for the Army authorities to implement the recommendation of the committee.

Vasundhara to contest 2 seats New Delhi, November 13 Earlier, Ms Scindia was to contest only from Jhalrapatan, but today the party announced that she would also contest from Pilawa. Announcing this here at a press conference, BJP spokesperson M A Naqvi said Ms Scindia had decided to contest from two Assembly seats keeping in view the ‘sentiments’ and ‘affection’ of the people in these two constituencies. He denied that Ms Scindia had decided to contest from two seats as she was not confident of winning from Jhalrapatan. In the December 1 Assembly polls in Rajasthan, Madhya Pradesh, Chhattisgarh and Delhi, the BJP was contesting from 583 seats out of the total 590 seats, while leaving four seats in Delhi for Shiromani Akali Dal (Badal) and three seats in Rajasthan to Janata Dal (U). Of the 583 seats, the BJP has given ticket to 53 women, 86 persons from the Scheduled Castes and 89 from the Scheduled Tribes. In this election, the BJP has tried to accommodate a large number of new faces and youths. |

26 children to get bravery awards
New Delhi, November 13 Three of them will receive the awards posthumously. The coveted Bharat Award will be posthumously given to 17-year-old Vanlalhruaia of Mizoram, who lost his life fighting dacoits. Riyaz Ahmed (9) of Uttar Pradesh has been selected for the Sanjay Chopra Award. Riyaz lost his hands and a foot while trying to save a child from being run over by a train. Ramseena R.M. (9) of Kerala has been selected for the Geeta Chopra Award. Ramseena lost her leg while trying to save a three-year-old child from being hit by a speeding car. Vivek Purkayastha (14) of Assam, late Lalramdinthara (15) of Mizoram and late Asit Ranjan Samal (17) of Orissa have been named for the Bapu Gayadhani Awards. Vivek, fought dacoits, while Lalramdin-thara and Asit lost their lives, saving children from drowning. The other awardees are Neelam Rani, Sarita Tyagi, Sunita Devi Singhdoya, Swati Tyagi, Sushma Rani (all from Haryana), Nitin Uttamrao Kakde, Dyanesh-war Manikrao Kakde, Raju Namdev Kakde, Satyam Mahendra Khandekar (all from Maharashtra), Suramya U.R., Ajith Kumar P.T., Saneesh K.S. (all from Kerala). Chuneshwari Kothalia, Ramsadharan (both from Chhattisgarh), G. Kranthi Kumar, Thotakura Mahesh (both from Andhra Pradesh), Skiewtidaris Lyngkhoi (Meghalaya), Pratap Vikubhai Khachar (Gujarat), Ram Nayan Yadav (Uttar Pradesh) and Harish Rana (Uttaranchal). The children will receive the awards from the Prime Minister on the eve of the Republic Day, next year. The Bharat Awardee will receive a gold medal, a certificate and cash award. The other awardees will receive a silver medal, a certificate and cash award. The awardees will take part in the Republic Day Parade and call on various dignitaries.

Imphal, November 13 Peaceful rallies were taken out by various students’ organisations in Senapati and Ukhrul districts. However, there were no reports of any demonstration from the Tamenglong district. Different social bodies and students organisations had given a call for ‘bandh’ in Chandel district today. The main business area of Churachandpur district remained closed. According to the DIG, Imphal East and Imphal West, Mr D. Mishra, about five to six persons, who were picked up by the police yesterday, were still being interrogated. No untoward incident was, however, reported today, the police added.
