The Bharatiya Janata Party today released its second list, comprising 14 candidates, for the December 1 Assembly elections in Chhattisgarh, but failed to decide on a candidate against Chief Minister Ajit Jogi from the Marwahi constituency.

The Army chief, Gen N.C. Vij, today laid to rest the controversy generated by the Army Headquarters reportedly asking a Corps Commander in the Eastern Sector, Lieut-Gen Rajinder Singh to put in his papers on account of alleged misappropriations of funds. “He resigned due to personal reasons. General Vij, who was here to attend the bicentenary celebrations of the Bengal Sappers, said the much-talked about fencing of the Line of Control (LoC) in Jammu and Kashmir was well under way. Stating that the entire stretch of the LoC is to be fenced, he added that three-fourth of the 590-km is expected to be complete by mid-2004.

General Vij said the three services had developed a high-level of integration and coordination among themselves and added that it was “unkind” to think that the three services do not see eye to eye on strategic matters. He was speaking to media-persons at the Bengal Engineer Group Center here.

Earlier, General Vij reviewed an impressive ceremonial parade commanded by the BEG Center Commandant, Brig Gautam Banerjee. The parade consisted of 15 officers, 28 JCOs and 500 jawans.

Addressing the gathering, consisting of a large number of serving as well as retired Sappers, he complemented them on their performance in war and peace over the past two centuries, specially its role in the Siachen where the Sappers have built aerial ropeways and laid pipelines for logistic support.

The Army chief also inaugurated a memorial built to commemorate 200 years of existence of the Bengal Sappers. The memorial built adjacent to the Group Museum has been built from contributions by BEG officers and it has the names of all Bengal Sapper officers in service inscribed on it.

General Vij also interacted with retired British officers and their family members who have come all the way from the United Kingdom to attend the celebrations. Also among the gathering was Lieut-Gen B.N. Das (retd), a 92-year old Sapper.

The IAF’s noted Surya Kiran aerobatic display team also displayed its skills today.

Mumbai’s IPS officer held in fake stamp paper case

Mumbai, November 7
Sridhar Vagal, Joint Police Commissioner, in the Mumbai police was today arrested for his alleged links with Abdul Karim Telgi, prime accused in the fake stamp paper case.

At the time of his arrest Vagal was with the Intelligence Branch of the Mumbai police that provided intelligence reports on the state to Chief Minister Sushilkumar Shinde and Deputy Chief Minister Chagan Bhujbal.

Vagal was transferred to the Intelligence Branch earlier this year when six top Mumbai bookies were suspiciously released from the police custody on the eve of the Cricket World Cup. The Inspector who arrested them had then alleged that Vagal directly intervened to get the bookies released.

Police officials here say, the Special Investigating Team (SIT) headed by Director-General S.S. Puri had been questioning Vagal for the past few days on his alleged links with Telgi. He was formally arrested today after he could not provide satisfactory replies to questions posed by investigators, sources here said.

Though several junior police officials have been arrested for their links with Telgi, Vagal is the first IPS officer to be arrested.

While Vagal, a 1976 batch officer, was being arrested, his subordinate, Pradeep Sawant, DCP, was transferred to the Special Branch of the Mumbai police. Sawant is known as an encounter specialist after he killed several gangsters in shootouts.

Till recently, Vagal was in charge of the team investigating the fake stamp paper racket involving Telgi. However, Vagal was pulled out of the case after his links with Telgi came to light.

The courts passed several strictures against the police after it was revealed that police officials under Vagal had allowed Telgi to go home in the plush Cuffe Parade area and enjoy comforts like hotel food when he should have been in jail.

Curiously, police officials provided Telgi with food and drink and permitted him to entertain guests at Dharavi police station on his birthday when he was supposed to be behind bars. The Senior Inspector of the police station, Dattatreya Dhal is among those arrested.

Another police official, Dilip Kamat, who was in charge of escorting Telgi to neighboring Karnataka for investigations was caught by the local police while providing the accused with a number of services.

According to the grapevine here, former Director-General of Police Subash Malhotra and present Mumbai Police Commissioner Ranjit Sharma, too, may be questioned for their links with Telgi.

Hindu Editors sentenced to jail

The Tamil Nadu Assembly today sentenced former Editor of The Hindu N. Ravi, its former Executive Editor Malini Parthasarathy, publisher S. Rangarajan and two senior journalists of the newspaper to undergo 15 days’ simple imprisonment in a breach of privilege case.

Mr Ravi and four others, including Chief of Bureau (Tamil Nadu and Andhra Pradesh) V. Jayanath and special correspondent Radha Venkatesan, were awarded 15 days’ simple imprisonment for “their gross act of contempt of the house as a whole and gross act of breach of privilege”.

The Speaker K. Kalimuthu announced the sentence order. He issued warrant of arrest and warrant of commitment, to enable the police to arrest the five and imprison them, without producing them before a magistrate court for remand.

The House also awarded 15 days’ simple imprisonment to Mr S. Selvam, Editor of Murasoli, the DMK official organ, for publishing the Tamil version of The Hindu editorial, which appeared in the daily early this year, criticising the style of functioning of the Speaker, the House and Privileges Committee.

Meanwhile, the Editor-in-Chief of The Hindu N. Ram today said that the newspaper would take up today’s “criminal and foolish misadventure” attempted against the 125-year-old daily by the Tamil Nadu Government first through the daily’s editorial and then through the courts.

BJP releases 2nd list for Chhattisgarh

The Bharatiya Janata Party (BJP) today released its second list, comprising 14 candidates, for the December 1 Assembly elections in Chhattisgarh, but failed to decide on a candidate against Chief Minister Ajit Jogi from the Marwahi constituency.

Of the total 90 seats in the state, the BJP had released its first list of 72 candidates yesterday. Now, the party has to decide on the names for four constituencies, including Marwahi, from where Mr Jogi is seeking a re-election.

"The nominees for the remaining four seats will be decided in a day or two," BJP General Secretary M.A. Naqvi said while releasing the second list.

Even as the party’s Central leaders where tight-lipped over the names being considered for contesting against Mr Jogi, sources said the party was looking for a big catch from the Congress itself.

Party sources said the BJP Central Election Committee was considering giving the ticket to the Chhattisgarh Women’s Commission chief, Ms Hemwati Porte, to contest against Mr Jogi. Ms Porte is understood to have given some feelers to the top leaders of the BJP’s Chhattisgarh unit.

The second list of 14 names included a woman, Ms Sharda Tiwari, who is being fielded from the Bemetara constituency.

Other candidates are Rajesh Mundat (Raipur-Rural), Devji Patel (Dharsiwa), Sanjay Dhidhi (Arang-SC), Santosh Pandey (Birendra Nagar), Siyaram Sahu (Kawardha), Kamalbhan Singh (Ambikapur-ST), Sidhnath Pekra (Samri-ST), Vijay Nath Singh (Lundra-ST), Kedar Kashyap (Bhanpuri-ST), Subhau Kashyap (Jagdalpur-ST), Sannu Ram Sodhi (Danatewada-ST), Vishram Singh (Patan), and Bal Mukund Devangan (Khertha).

Jogi to contest from Marwahi

Chhattisgarh Chief Minister Ajit Jogi will seek re-election from Marwahi (ST) reserved constituency in the December 1 Assembly polls in the state.

The first list of 73 candidates, including Mr Jogi, was released here today by Congress spokesperson Jaipal Reddy.

In the first list, Congress's Central Election Committee has re-nominated 45 sitting MLAs. In the present House the Congress has a total of 62 MLAs, including those who had quit the BJP and BSP and joined the party.

Mr Vidhan Mishra, a Minister in the Jogi Government, has been denied ticket.

Prominent among the candidates are sons of AICC General Secretary Motilal Vora and senior party leader and former Madhya Pradesh Chief Minister Shyama Charan Shukla.

The election process for the December 1 Assembly poll in Madhya Pradesh, Rajasthan, Chhattisgarh and Delhi was set in motion with the respective state Governors/Lt-Governor issuing formal notification for the same.

The last date for filing nominations is November 14, the scrutiny of nominations will take place the next day and the last date for the withdrawal of nominations will be November 17.

The counting of votes for the four states will be taken up simultaneously on December 4 and the entire election process will be completed by December 11.

The elections will be held for 230 Assembly seats in Madhya Pradesh, 200 seats in Rajasthan, 90 seats in Chhattisgarh and 70 seats in Delhi.

The terms of the legislative Assemblies in the four states are to expire on December 13 (Delhi), January 3 (Rajasthan), January 31 (Madhya Pradesh and Chhattisgarh).

Alliance to split Cong votes

Although the Shiromani Akali Dal (SAD), failed to ally with the BJP in Rajasthan because of differences over seat sharing, the Akali party alliance with the Indian National Lok Dal is a tactical alliance to harm the interest of the Congress.

Talking to The Tribune, the SAD president, Mr Parkash Singh Badal, said “with this alliance we would garner the vote bank of Jats and Sikhs in Rajasthan and cut the vote bank of the Congress.”

The SAD would actively campaign in Karanpur, Rai Singh Nagar, Kesri Singpur, Sri Ganganagar, Sanghria, Hanumangarh, Tibbi, Pili Banga and Suratgarh.

The INLD is contesting from 40 Jat dominated seats in the desert state and the party chief Om Prakash Chautala has been actively campaigning in the Jat heartland of Ganganagar, Hunumangarh and Suratgarh.

In Delhi, he said the party would contest four seats only as agreed. They are Gandhi Nagar, Jangpura, Adarsh Nagar and Rajouri Garden.

However, there were voices of disgruntlement within the SAD with party workers stating that the four seats given by the BJP were not the Sikh dominated ones.

Moreover, the chances of Sikh candidates winning from these places were remote as their presence in these constituencies were less than 10 per cent of the total electorate.

NCW to discuss problems faced by brides of NRIs

The National Commission for Women (NCW) plans to draw the attention of the Punjab Chief Secretary to the problems faced by Punjabi NRI brides and the issue of female foeticide and adverse sex ratio during its proposed visit to the state in December.

A large number of cases of desertion by NRI grooms have been reported by the media.

NCW Chairperson Dr Poornima Advani told TNS here on Thursday that the visit, as seven previous visits to other states, was guided by the Commission’s objective of evaluating and advising the state and the Union Government on the socio-economic development of women.

The Minister of State for Women and Child Development, Ms Jaskaur Meena, NCW Chairperson and two coordinators from the NCW will visit Chandigarh on December 18 and 19.

Sources in the commission said two meetings had been planned on the opening day. A state-level consultation with non-government organisations, women activists and sarpanches would be
followed by consultations with regard to guidelines laid down by the Supreme Court in the Vishakha case.

The guidelines were aimed at dealing stringently cases of sexual harassment of women at workplace and setting up complaint committees in various establishment where women were working.

On the concluding day, the NCW team would meet the Chief Secretary, the Home Secretary, the Director-General of Police, Punjab, and all heads of departments of the Punjab Government.

Dr Advani said the Department of Women Studies, Panjab University, would also hold a workshop on problems faced by women who married NRIs.

Heads and representatives of various NGOs and universities of Punjab are expected to assemble in Chandigarh to give feedback to the commission. The NGOs expected to attend the consultation are the Gyandeep Shiksha Samiti, Bathinda, the Saraswati Sindhu Nyas, Jalandhar, Guru Nanak Charitable Trust, the Nishkam Seva Ashram, Ludhiana, Vridh Ashram, Muktsar, Social Work and Rural Development Centre, Ropar, various district branches of the Indian Red Cross Society, Punjab Agriculture University, Punjabi University, Patiala and Community and Advocacy Network, Panjab University, Chandigarh.

Himachal wins population award

Himachal Pradesh has won the J R D Tata Award for Population and Reproductive Health Programme for taking measures in bringing down population growth.

The state stood second to Tamil Nadu. However, no award for presented to Chennai, as the previous year winner of the award was not qualified for the award this time.

The award carries a cash prize of Rs 20 lakh. Mrs Chandresh Kumari, after receiving the award, owed the success to the people and the health officials of her state which had one of the highest female literacy rates in the country.

Vice President Bhairon Singh Shekhawat addressing the gathering advocated punishing the institutions rather than individuals for the failure to bring down the population growth and said that the failures of non-performing states should be exposed.

NHRC notice to UP Govt

The National Human Rights Commission (NHRC) has expressed annoyance over the "casual attitude" of the Uttar Pradesh Government in acting on its directions regarding the state of affairs in Sant Baldev Das Bajoria Chikitsalaya.

Taking cognisance of a news report about the death of 44 children in the government-run chikitsalaya, the commission has issued a notice to the UP Chief Secretary and sought his response within four weeks.

The NHRC has given the UP Government a final chance to act on its directions within four weeks, failing which it would be compelled to exercise its powers under Section 13 of the Protection of Human Rights Act.

Phalcon induction may take 5 years, says Air chief

The Chief of the Air Staff, Air Chief Marshal S. Krishnaswamy said today that it might take four to five years to induct the Phalcon airborne early warning and control system (AWACS), a tri-lateral deal for which was signed by the Indian Government recently.

Interacting with the media during the Western Air Command Commanders’ Conference here, the Chief of the Air Staff said the aircraft would the first of its kind. “It is the first of its kind in the world. There is no aeroplane like this anywhere” he said.

India had recently signed an almost $ 1 billion deal whereby Israel will buy the IL-76 aircraft from Uzbekistan and then send them to Russia for the mounting of high-powered engine.

Dubai opens visa application centre

Tourists travelling to Dubai will now not have to wait for getting sponsorship as the Government of the United Arab Emirates in collaboration with its national airlines, Emirates, today launched the Dubai Visa Application Centre (DVAC) here.

The centre has specifically been launched here with the idea of facilitating the large number of Indian tourists travelling to Dubai for tourism and shopping. — TNS
