Chautala ‘refuses to meet’
councillors Fatehabad, July 3 Some local municipal councillors had been demanding the removal of Ms Tuteja from the post of municipal president ever since she was elected to the post. Mr Sushil Narang, vice president of the municipal committee, and Mr Gobind Chowdhary, a senior councillor, had been leading the campaign. The anti-Tuteja councillors alleged that her husband Mr Jug Lal had been interfering in the functioning of the municipal committee. Ms Tuteja, who was elected to the post with the support of former MLA, Mr Leela Krishan, also enjoyed the support of the new MLA, Ms Swatantra Bala Chowdhary. The anti-Tuteja councillors had last week given a memorandum to Ms Chowdhary in this regard and threatened to resign in case Ms Tuteja was not removed. They had today planned to meet the Chief Minister in this regard. The anti-Tuteja group claimed the support of 12 out of 19 councillors, three of them were from the Congress. The councillors tried to meet the Chief Minister but were denied audience, ostensibly for security reasons. The councillors, however, claimed that the MLA, Ms Chowdhary, had already talked to the Chief Minister in this regard. The Chief Minister had told the MLA that he was not going to interfere in this matter and she should settle the matter on her own. The sources said that with the MLA already supporting Ms Tuteja, chances of her removal from the post were bleak. |

CM opens water supply
schemes Fatehabad, July 3 Mr Chautala was addressing a gathering after inaugurating a water supply scheme at Sulikhera village in this district. The project had been completed at a cost of Rs 46.30 lakhs. Mr Sampat Singh, Haryana Finance Minister and MLA from Bhattu Kalan constituency under which the village falls, Dr Sushil Indora, INLD MP from this area, Ms Swatantra Bala Chowdhary, MLA from Fatehabad, Mr Nishan Singh, district president of the INLD, Ms Krishana Poonia, district president of the women wing of the INLD, Mr R. B. Langyan, Deputy Commissioner, Fatehabad, Mr K. K. Rao, SP, Fatehabad, Mr Ram Raj Mehta, Mr Sant Kumar, Mr Sharad Batra and a number of party workers and officers of various government departments were present on this occasion. In an obvious reference to the arrest of two former Haryana ministers by the State Vigilance Board, Mr Chautala said that his government did not work with a vindictive attitude but it could not allow those who had usurped public money and encroached upon public properties to go scot-free. The Chief Minister said over 40,000 development works had been completed in the state during the last three years. He said that his government decided to provide 70 litre per capita drinking water to people immediately after he had assumed power and had been working in that direction since then. Mr Chautala claimed that while only 118 MW of extra power could be generated during the regime of Mr Bhajan Lal and 199 MW extra power could be generated during the regime of Mr Bansi Lal, his government had been able to generate 792 MW of extra power during this regime. Later, Mr Chautala inaugurated another water supply scheme at Dharnia village in this district. The project had been completed at a cost of Rs 58.25 lakh and would benefit 3300 villagers. Mr Chautala also inaugurated Hafed stores constructed at a cost of Rs 3.45 crore at Rattia in this district and laid foundation stone of Tau Devi Lal park there. At Fatehabad town, Mr Chautala today inaugurated a Bhagwan Balmiki Ashram’. Mr Banta Ram, an MLA and Chairman of the Haryana Sugarfed, was also present on this occasion. |
Government rejects move on fee hike Chandigarh, July 3 The state government’s recent cautious approach — earlier showed in steps such as the freezing of house tax and relaxation of the policy toward unauthorised colonies — came to the fore again when it turned down a proposal of the Education Department to increase the fees in the universities. Official sources said in view of the implications of the Supreme Court order in the T. M. Pai Foundation case, the Education Department had prepared a proposal for increasing fees in the universities of the state. It was reportedly proposed that one category of students would have to pay the full cost of their education while the remaining students would pay one third of the cost of their education. However, the first category of students would not have to bear the expenses on account of the low fee of the second category whose education would be subsidised by the government. Though the SC order in the T. M. Pai Foundation case dealt only with the abolition of the system of paid seats in vocational studies institutions, the Haryana Education Department proposed a hike in the fees for students enrolled in the humanities courses in the universities as well. However, the proposal was turned down by the government. “Ideally the proposal for increasing the fees in universities should have been submitted in the first year of the government,” an aide of the Chief Minister said. Earlier, a similar proposal about increasing fees in the colleges of the state was turned down by the government. The fee structure of the colleges of Haryana has remained the same since 1987. This time the Education Department had proposed an increase in the tuition fee as well as contributions to various funds (such as magazine fund, laboratory fund etc) made by a student at the time of admission. However, this proposal, too, was shot down. |

Hearing fixed for Dabwali
victims Sirsa, July 3 The Dabwali Fire Victim Sangh had moved the Punjab and Haryana High Court in 1996. Hearing the case, the court had appointed a one-man commission to look into the case and decide the compensation. Through a public notice on May 8, commission chief had invited applications from the fire victims for claiming compensation. In June, 350 claims had been received. The total number of claims filed so far has risen to 458. Twenty claims are related to those who died in the tragedy while 83 are of those who sustained burns.

One-year relaxation to
unrecognised schools Chandigarh, July 3 Earlier the government had decided to implement the rules with immediate effect, leading to an agitation by the managements of unrecognised schools. However, a spokesman of the Education Department said here today that temporarily recognised or unrecognised schools would have to complete all formalities for getting permanent recognition under the new rules before the commencement of the next academic session. He said this decision had been taken in the interest of students. It would be mandatory to obtain approval of the Director, Education, for establishing a new school or to start higher classes in the existing schools. The approval of the department would be accorded within 90 days of the application. After which the institution would get its management committee approved from the competent authority and complete the formalities prescribed under the new rules for getting permanent recognition. The spokesman said institutions which wanted to seek affiliation with the CBSE would be given a temporary no-objection certificate on condition that these would apply for permanent recognition by September 30 after which they would get a permanent no-objection certificate. Primary Education Officers had been empowered to give recognition for the first to fifth class, while this power has been vested in the District Education Officers for the first to eighth or sixth to eighth classes. The Joint Director of the Secondary Education Department would have the power to give recognition from the first to 10th or sixth to 10th classes, while the Director, Secondary Education would be competent to grant recognition for the first class to 12th or the sixth class to 12th class or eighth to 12th or 10th to 12th class schools. The Government-aided schools would have to constitute their managing committees according to their constitution and get those approved from the Education Department within three months. Only the approved managing committees would be eligible to get aid or help for their institutions from the government. The managing committees would have to seek approval before filling any post. According to the new rules, the grant-in-aid to schools would be given on quarterly basis whereas earlier it was given twice a year. The existing permanent recognised schools in the state would also build their infrastructure according to the new rules. |
Crime on rise, alleges Cong leader Hisar, July 3 Addressing mediapersons here he said crime was on the rise as the state government had failed to maintain law and order in the state. He alleged that industrialists were forced to shift businesses from the state because of the wrong policies of the Chautala Government. There was resentment among the trading community against the government. He said development activity in the state had come to a standstill after Mr Chautala came to power. Later, Mr Jindal also addressed a workers’ meeting. |

Bhajan’s assurance on
VAT Jind, July 3 He said the Congress would withdraw cases against the farmer leaders registered against them during their agitation against the Chautala government. He promised that retrenched employees would be taken back in service. He announced that VAT (value added tax) would be withdrawn by the Congress on coming to the power. Referring the construction of Sutlej-Yamuna Link Canal Mr Bhajan Lal claimed that the Congress would complete the SYL on coming to power. Addressing workers Mr Jai Kishan, Secretary, All-India Congress Committee, said that the BJP and other non-Congress political parties were dividing the people in the name of religion and caste for their political game. He said there were no differences among the Congress leaders of Haryana. Mr Shamsher Singh Surjewala, former HPCC Chief, said that condition of the farmers had deteriorated under the rule of NDA government at the Centre and INLD government in the state. Due to the burden of debt many farmers had committed suicide. He alleged that the farmers were not getting remunerate prices of their produce while the cost of agricultural production had increased considerably. He said that the farmers were getting loans at higher rate of interest while the rich people were getting at lower rates. HIGH COURT Chandigarh, July 3 Seeking directions to the Union of India, the Director-General of National Security Guards, besides the state of Haryana, the petitioner had earlier claimed that the state of Haryana was informed by the Central Government regarding the decision to replace the NSG security cover with the local police. His counsel had added that the state was also asked to inform Mr Bhajan Lal regarding the move to change the security arrangement following which he had forwarded representations to the Union Home Minister and the Prime Minister but had not received any reply. Claiming to be on hit list of terrorists, Mr Bhajan Lal, in his petition, had earlier stated that his life was in danger as he had taken steps to contain militancy when Punjab was facing threat.
Results A bunch of over 10 petitions filed by students and societies running schools in Haryana against the Haryana School Education Board’s decision to withhold the results will come up for hearing on July 7. The board had earlier decided that private students cannot appear in Class X examinations following which some of the institutes in the state had allegedly submitted the forms through the recognised schools. The results were withheld after the matter came to the board’s notice. |

INLD to form student
wing Hisar, July 3 Addressing a state-level meeting of the working committee of the youth wing of the party here today, Mr Ajay Chautala, MP and president of the youth wing, announced that the name of the students’ wing would be Indian National Students’ Organisation (INSO). This organisation would be formed at the national-level and state units of the organisation would be announced soon. A national sammelan of the wing would also be held at Delhi on August 9. He said that the organisation would be non-political and autonomous. There would be no interference in the working of the organisation from the party leadership and its office-bearers would be free to raise students’ problems and decide their own policies and agenda. There was a strong need to form such an organisation as students’ wings of other political parties had failed to solve students’ problems effectively. Political parties were using such wings for their petty political interests. The INSO would provide a platform to students’ community and work for the improvement of educational standard in the country, he claimed. He called upon youth to go to public and apprise them of welfare policies of the party. Mr Puran Singh Dabra and Mr Ram Bhagat Sharma, legislators, were also present on this occasion. |

He said the Chief Minister had written to the Prime Minister in this regard. Mr Kanwar Pal said he had told the CM that several villages in Haryana would be in danger if the work was not completed in the stipulated time. He said the UP Chief Minister was being misguided that after the completion of the work, there would be danger to people in that side of the bedbars. He said even the Central Water Commission had approved the construction of Mandewala works. Mrs Renu Phulia, SDM, Jagadhri, said until next Monday, the demarcation from Uttar Pradesh would not be completed. |

approved Chandigarh, July 3 A spokesman of Irrigation Department said here today that the district to be covered under the project were Ambala, Kaithal, Kurukshetra, Karnal, Jind, Hisar, Fatehabad and Sirsa. Of the1233 watercourses to be lined under this project, 581 watercourses covering 1,11,154 hectares would be lined during the 10th Five-Year Plan. The remaining 652 watercourses covering 1.28 lakh hectares of area would be lined during the 11th Five-Year Plan. |

giving dowry Karnal, July 3 According to an FIR lodged by Mr Puran Singh, uncle of the deceased, Rajesh Kumar and his brother Rakesh were married to two sisters Sushma and Baby, both daughters of Mr Balwant Singh of Begumpur village. Rajesh’s wife had come to live with her parents some days after the marriage. When Rajesh came to Begumpur to take his wife, parents of the girl allegedly demanded money from him. A fight ensued between Rajesh and in-laws in which Rajesh was killed. |
